Today the garment sector represent the 80% of the national export and counts USD 19 billions revenues; these numbers describe the sector as the most important manufacturing industry in Bangladesh. The numbers are also outstanding when it comes to number of workers employed, about five millions, and number of factories about five thousands of different sizes. The cheap labour cost attracted many international brands that chose the Bangladeshi factories to produce their products for the European and US markets that take up to the 60% and 20% of the total export. In this thesis project we used the literature to understand the current status quo of the working conditions in the garment sector and to identify the major factors that influence, impact and contribute in making the labour standards low. We used the interviewing methodology to gather facts and opinions of the current system and to organize the information and draw the status of the system. Afterwards we analysed the findings using cultural and economic indicators and the design of recommendation that could contribute in improving the working conditions’ level. Through the literature review and the interviews we defined the working conditions as: wage, job security, safety, discrimination, harassment and freedom of association; through the analysis we could acknowledge that workers are clearly exploited and the conditions are far to comply with the International Labour Standards defined by the international organizations. In the specific we analysed how two factors, compliance and social dialogue impact on the working conditions; the result shows the very low law enforcement level and little practice of a dialogue among government, business associations and workers, where the latter has almost no power; we can conclude that they significantly contribute to keep the working conditions low. The policymakers and the employers of this sector claim that the growth of garment sector has helped employing a huge number of rural women that has subsequently developed their socioeconomic status in Bangladesh. But, it is a concern of the national and internal observers that the labor laws and other compliances like factory laws, industrial relations laws, employment laws, payment of wages laws, ILO standards, ethics applied in this sector are hardly followed by the RMG companies which are making the lives of these workers very difficult. Sometimes, these workers are exploited by employing more hours a day without the payment of overtime by capitalizing their illiteracy and submissiveness. Hence, this paper aims at identifying the level of application of the labor laws and other compliances in RMG industry of Bangladesh that is the only protective measures of this large number of female workers of this important sector of Bangladesh. A total of 238 workers of this sector were interviewed in this study with a structured questionnaire. Multivariate analysis techniques such as, Factor Analysis and Multiple Regression Analysis were used to analyze the data collected from the workers on the application of labor laws and other compliances of these companies. The results show that in case of measures for protecting sexual harassment there is a severe problem of the use of the labor laws in this sector followed by physical movement and access control of workers, exit and access path of the company, working hours, and counseling arrangements in the company. This study suggests that the readymade garment companies should address the sexual harassment issue seriously so that the workers will feel safe at their work. They also should focus more on the safety issues, working hours and counseling of the workers in order to make the working environment more favorable to the workers. Violent protest and agitation by workers has become a common feature in garment's industry. So take into account, we examine the main causes and consequences behind the labor unrest of Ready-Made Garment (RMG) industry in Bangladesh. Data for the study was collected from different garment factories of Dhaka, Ashulia, Tongi, Mirpur, Mohakhali, Gazipur, Narayangang and Savar. Face to face interview and questionnaire method have been used for collecting data of this study. The findings show that the low wage and long working hour are the main causes of labor unrest in the RMG industry of Bangladesh that, in turn, create job dissatisfaction. If the policy makers of RMG industry consider these causes and consequences and take required steps to overcome these problems, the labor unrest in garment industry will be eliminated. Basically, this sector is the key base of foreign earnings and as well as for employment generation to the economic development of a nation as a whole. About more than 5 million workers are involved in this sector of Bangladesh. In recent years, this sector is facing serious disturbances from workers due to unwelcomed working environment which are created a serious bad image to the international buyers. Keeping this concern, the study is try to find out the relationship between labor unrest and working environment of ready-made garments sector in Bangladesh. A total of 80 workers were selected through simple random sampling technique (lottery method). To collect primary data a well structured and close-ended questionnaire has been used. The data were analyzed and interpreted using linear regression, coefficient analysis and SPSS 16.0 to serve the purpose of the study. The study concluded with the observation that majority of the respondents give emphasis on unjust payment behavior, absence of proper infrastructural facilities, absence of proper recreation facilities and mental harassment. This concept is devoted by ILO to promote or establish social justice and labour rights to recognise labours peace which is the most crucial part of the economic prosperity. The implementation of these measures ensures the benefits of the majority workers, rather than the rich only. This study has been prepared to examine the key challenges in implementing the international labour standards in Bangladesh garments sectors. The fundamental labour laws of Bangladesh are designed in accordance with principles of ILO, but non-enforcement of domestic regulations indicates disobedience with international core labour standards and ILO conventions too. The qualitative method has been used in the gathering and the analysing of data of this research. This study has found that most of the rules and regulations of labour laws of Bangladesh are followed by ILO standards. However, their practical approaches show an indication of dismay. Thus, it is submitted that the local jurisdiction of Bangladesh has a poor application of international core labour standards and the ILO conventions which causes uncountable dilemmas to the humanity and the peaceful garments industries. The readymade garment (RMG) sector has been playing an important role in the overall economic Development of Bangladesh. Due to the labor unrest there has been huge loss of production and some of the garments factories were ruined by protesters, several laborers were killed and lots of injured and arrested. It is said that there were legitimate demand of the laborers which should have been addressed by the owners. But these demands were not addressed which created the grievance the laborers. In course of the time these grievance bolstered the unrest. In this connection, this study tried to find out the factors behind the unrest in the ready-made garment industry of Bangladesh and identifies some measures to improve the situation. In this study, 545 workers were interviewed from the different garment factories located in Savar, Gazipu and, Narayanganj district of Bangladesh. Data were analyzed with factor analysis, correlation analyzed, and regression model and by using other suitable statistical tools. The results show that the main causes of labor unrest include Health and hygiene, safety problem, working hours and leave, wages and payment, Labor union and owner’s relations, political violence effect. If the policy makers of Bangladesh consider these causes and make policies to overcome the problems the labor unrest in garment sector may be minimized.
