The objectives of the chapter were to clarify value chain development in the export-oriented T&C sector of Bangladesh and the factors responsible for its development since its inception in the early 1980s. An in-depth analysis was carried out that covered: (a) the pattern of trade in T&C products between Bangladesh and other countries, (b) the dynamics and changes of the trade pattern and (c) the role of trade policies that focus on regional trade agreements (RTAs). Textiles & Clothing account for about 85% of total export earnings of Bangladesh. Out of which 76% comes from the apparel sector which covers the major products of knit & woven shirts, blouses, trousers, skirts, shorts, sweaters, sportswear's & many more casual & fashion items. The sector currently employs approximately 1.5 million workers, mostly females from underprivileged social classes. The pivotal factor in apparel industry is the workforce i.e. the operators, helpers, cutting masters, finishers etc. Bangladesh is endowed with abundant & cheap workforce that is easily trainable & convertible into semiskilled & skilled workforce. Existence of such category is one of the advantages that Bangladesh will be enjoying over a considerable period in the context of international trade on clothing. To cope up with global challenge we must adopt with factors of technological advancement with proper working environment in textile & apparel sector of the country. It survived Multi-Fiber Arrangement (MFA) phase out at the end of 2004, and remains internationally competitive to date. In this chapter, sources of competitiveness of the industry were discussed. There are three potential strengths, i.e. market force, government policy and dynamism inside the industry. Market force, which is represented by low wage of labor, is surely fundamental to the competitiveness. This article shows that even under a quasi-hierarchical governance structure, suppliers in Bangladesh have made significant progress in economic upgrading, particularly process and product upgrading. Competitive pressure linked to the ‘open sourcing’ of apparels has caused leading firms to ease conditionalities on the production process. Preferential access to major markets, timely responses to buyers’ changing demands, favourable policies related to the import of raw materials, production and export of apparels and new labour-related policies have facilitated economic upgrading. Suppliers have accordingly benefited from substantial investment in productive capacity, technological know-how and workers’ skills. Trade contributions to economic growth are established, but impacts of liberalized trade policies on poverty have not been fully assessed. The impacts can be assessed at the micro-level through identifying the linkages between trade and poverty alleviation. In this paper the export-oriented Bangladesh apparel sector, the phenomenal growth of which came about through unilateral liberalized trade policies and quota-driven market access to developed countries under multilateral Multi Fiber Arrangement, has been studied as a case to observe if it contributed to poverty alleviation. The study revealed that the apparel sector has been very effective in reducing poverty by creating income-earning employment for unskilled workers, particularly women.
