The study was conducted using the diagnostic tool called “Pedagogical Competencies at the Start” (KPNS, Kompetencje Pedagogiczne na Starcie), developed by the research team. The authors present a holistic approach to the categories of pedagogical competencies. The study, which is the initial phase of a bigger research project, has revealed deficits with which young people begin their careers, and at the same time identified areas to be developed in university curricula. This refers, in particular, to the competencies for sustainable development and organizational competencies. This state is considered as the result of mainly theoretical education of teachers and low quality of internship. The goal of the research was to examine the students&#39; (future teachers&#39;) assessments of the capability to work with children and their parents, assessment of possessing pedagogicaldidactic competencies acquired in school, but also to emphasize the possibility of cooperation between teacher training institutions with institutions, and organizations engaged in informal forms of education. During research, the triangulation was used to approach the issue as objectively as possible. The survey, interviews of future teachers (N = 70) who volunteer teaching children (6-10 years), and analysed of lesson plans analyses (N = 180) which students and volunteers used as templates for teaching were used. A number of challenges emerged and one is required to master certain new knowledges and skills. The key role in training an individual to be able to readily tackle the challenges of the 21st century is one played by the education system, i.e. teachers. The importance and necessity of teacher training has been recognized in numerous European and Croatian documents and in recommendations based on various scientific research. The aims of this paper are to single out the key teachers&#39; competencies and to analyse the learning outcomes of lifelong learning programmes that focus on acquisition of pedagogical competencies in the Republic of Croatia with both qualitative and quantitative research method. The conducted analysis showed that no programme with its compulsory part ensures the acquisition of the necessary key teachers&#39; competencies but also seeks to provide them with the elective part of the programme. This means that acquisition of key pedagogical competencies is left to the volition of students who may or may not enrol in certain elective courses. The present study is focused on the analysis of the opinions of the practitioner-students and teacher-mentors regarding the organization and leading of pedagogical practical activities. The investigative approach was made through a questionnaire-based investigation. Its items are focused, in particular, on the collaboration between two main actors of the pedagogical practical activities: the student-practitioner and the teacher-mentor. The paper covers three dimensions from the perspective of pedagogical competences. The first dimension is on the definition of pedagogical competence. The concept of pedagogical competence tends to be used with the meaning of minimum professional standard, often specified by law, which should raise a person in fulfilling a particular role of the teaching profession. The second dimension is based on representative taxonomies and highlights current pedagogical competences. The taxonomic classification, which we provide below only refers to the basic competences involved in the based role of a teacher to lead one of the educational activities with students. The third dimension is represented by a proposal in a narrow framework of a holistic representation of pedagogical competences for the teaching career. In the holistic view, we delineate two broad categories of pedagogical competences in accord with current approaches: general pedagogical competence and special pedagogical competence. After analyzing the pedagogical competences taxonomies, we obtained a comprehensive and actual representation. This representation allows a better understanding of the general and secondary categories of pedagogical competences. Research data were collected on the basis of a survey methodology, using an online questionnaire in the form of a Likert scale. In addition, the questionnaire contained two open questions. The analysis of results has clearly shown that primary and secondary school teachers in this research evaluated their competencies related to the education policies to be an important part of the competency profile of teachers. Teachers have made relatively high evaluations of their cognition and mastery of the competencies related to the education policy processes within school. In contrast, somewhat lower evaluations have been given to the mastery of competencies associated with the knowledge of education system, i.e. activity outside the school context. The evaluations of scale items related to the preconditions and personal activity in decision making and the implementation of education policy within the school vary in the range of average values or slightly above that.
