Several countries (including the Vatican and members of the Organisation of Islamic Cooperation) contest the rights of persons of diverse SOGI, while others like Canada and Sweden, promote these rights. The Universal Periodic Review (UPR) facilitates UN State Parties to assess human rights records and formulate recommendations. While quantitative research has scrutinised these recommendations and focused on polarisation between countries, analysis from a qualitative perspective is scarce. This article examines to what extent recommendations allow persons of diverse SOGI to be considered as rights-holders, able to claim and enjoy their rights. A qualitative study, applying critical discourse analysis, examined 2,343 recommendations issued during the period 2008-2020. The majority reflected a binary interpretation of the rights of persons of diverse SOGI, limiting rights for individuals whose identity does not fit the conventional divide between women and men. While quantitative research has scrutinised these recommendations and focused on polarisation between countries, analysis from a qualitative perspective is scarce. This article examines to what extent recommendations allow persons of diverse SOGI to be considered as rights-holders, able to claim and enjoy their rights. A qualitative study, applying critical discourse analysis, examined 2,343 recommendations issued during the period 2008-2020. The majority reflected a binary interpretation of the rights of persons of diverse SOGI, limiting rights for individuals whose identity does not fit the conventional divide between women and men. The Universal Periodic Review (UPR) started in 2008 and is organised in cycles of four and a half years generating more than 81,000 recommendations addressed to the States under Review (SuR). As new rights emerge and human rights are no longer limited to women and men from a binary perspective, our interpretation of rights should also apply to persons with variations in sex characteristics (VSC). Notwithstanding this ideal universal fundamental principle, persons with VSC endure severe human rights violations, globally, as the right to the highest standard of health and the right to bodily integrity is denied. While literature focuses on the effectiveness of the UPR in promoting the rights of members of the LGBTIQ+ community, research rarely assesses UPR recommendations specifically in relation to the rights of persons with VSC. This study conducts critical discourse analysis on a set of 634 intersex-related UPR recommendations archived in the UN Human Rights Index generated up to August 2021. The qualitative study focuses on the nature, content, and the provenance and destination of the recommendations. It finds that few recommendations focus on the rights of persons with VSC in an explicit way and even fewer address the medical interventions they are subjected to. The research also highlights that UPR-recommendations are less likely to be accepted by the SuR when formulated in specific and legal terms. The Kafka Test since 2004 and the SDIA (Sustainable Development Impact Assessment) since 2007, the eye-catchers of Belgian’s ‘Better Policy Process’, have been integrated into the broader RIA, while simultaneously integrating the gender and the SME (Small and Medium Enterprises) dimensions. We agree on aiming ‘the (re-)organisation, improvement, development and evaluation of policy processes, so that a gender equality perspective is incorporated in all policies at all levels and at all stages, by the actors normally involved in policy-making.’ (Council of Europe, 1998) Our practices as regards gender impact assessment show that the latter is not enough. While research has mainly focused on biodiversity and material ecosystem services, non-material contributions and relational values of urban green spaces remain underexplored. How to balance the benefits of nature, well-being, and relational values in their design and performance evaluation remains unclear. To elicit the values expressed in public communication regarding the benefits of urban nature projects in Flanders, three online repositories that feature diverse nature-based solutions projects in the region were chosen. Using coding and quantitative content analysis of standardized descriptions from these repositories, this study found that relational values were most abundant (55%), followed by instrumental values (30%) and intrinsic values (15%), consistently so over socio-demographic and physical contexts. Both network coordinators and respondents from participating nonprofit service agencies are interviewed. In contrast to earlier studies our analysis indicates that, in comparison with a facilitator, a commissioner and a co-producer are better equipped to reach consensus on a set of goals in service networks. Our results demonstrate that the gaps could be categorized under (1) definitions and measures, (2) drivers or reasons behind migration, (3) geographic coverage, (4) gaps in demographic characteristics and (5) the time lag in the availability of data.
