There are at least three challenges to make elections simultaneously as a road to strengthening democratic institutions. Firstly, the modernization of political parties. There is hardly any political party in this country that is truly modern. Some characteristics of current political parties at least can be seen from three aspects: first, recruitment of members. This paper reveals the causes of delays in the formation of Election Supervisory Committee, the dependency of the district election committee, and the utilization of the position and role of bureaucrats with the incumbent winning team. It can be implied that the direct election at the local level has not been in accordance with the norm of democracy. This paper uses a qualitative approach through case studies of the 2007 local elections in Takalar South Sulawesi, Indonesia. The samples were selected using a purposive sampling technique. The research was conducted in February, June, July and August 2012. Bawaslu had gained considerable juridical authority since 2017, granted by the election law, to not only monitor and provide recommendations, but also has the power to intervene with the electoral process and to judge any electoral offence. In the case of 2019 concurrent election, Bawaslu's newfound authority had led to a constant conflict with the KPU. It is also argued that Bawaslu's existence is one of the causes that have led to the declining participation of local or international civil society in election monitoring in Indonesia. This research uses observational study to evaluate the 2019 concurrent election and interviews with KPU, Bawaslu, as well as local and international election monitoring NGOs in Indonesia.
