Food security exists when all population, at all times, has access to sufficient, safe and nutritious food. It is built on four pillars, namely food availability, food access, food utilisation, and stability. While it is widely admitted that food security increases with economic development, also rich countries in the Near East and North Africa (NENA) region, such as the Gulf Cooperation Council (GCC) countries, face specific challenges. Therefore, this review paper analyses the state, determinants and perspectives of food security in GCC region. Historically, food security was not an issue for the GCC states. In fact, GCC states are capital rich and have no foreign exchange limitation for food import. Consequently, due to their robust fiscal position resulting in high buying power, these countries, have been less vulnerable to price risk than other food importers; and able to bridge the shortfall in domestic production. As a result, in 2018, the six GCC members have been ranked as the most food secure in the Arab world and among the most food secure countries in the world. However, in the wake of the 2007-2008 global food crisis, food security became an ongoing challenge. The crisis exposed the high dependence of GCC countries on imports, limits of import-based food policies and the need to increase the local production. However, agriculture is limited by several natural conditions, such as scarce water resources and poor soils, and aquifers have been heavily exploited above the average natural recharge. Further, potentially, more critical to GCC food security is availability risk, which arises when an import-dependent country is not able to obtain food, even if it has sufficient funds to purchase it. href="https://drc-eg.academia.edu/SherifFayyad">Sherif Fayyad</a></div><p class="ds-related-work--abstract ds2-5-body-sm">Egypt under higher or low population growth, will suffer food problem in the future. As long there are no real programs that can reduce population growth rates to be less than 1.3% annually, also consumption growth rates must reduce to reach lower rates than it is now especially in grains, legumes, edible oil and sugar, since the increase in the area or in the productivity is some bit hard under the recent technology and the rarity of resources, especially land and water, that is applied and use in the agricultural sector. Otherwise a severe food problem will happen in the near future. In the same time and regardless to the population growth rates the impact of climate changes on the land productivity will affect the availability of food and thus food supply will be affected also, while demand will increasing or fixed in some crops, thus the gap will increase and more poverty and less changes in better life can happen. Creating an effective programs that can reduce the population growth rates, in addition to this the adopting other pattern of food consumption through reducing the consumption from cereals and edible oil food groups. This can be reached by reducing poverty level and reallocate the resources in an equity base. In the same time programs that concentrate on combating the negative impacts of the climate changes must be more affective and this can happen through increasing the effectiveness for the programs that combat desertification, since there are a very strong relation between climate change and desertification. Also the increasing of the awareness of the population and the local community, and to make them participate in the preparing and applying of these programs will make these programs to be more successful and more affective, thus better results can happen. In the same time programs that concentrate on combating desertification, and thus climate changes must be integrated with other similar programs in the region since these kinds of global problems cannot be solved separately without international integration and the south and south dialogs. For the climate change affect the study shows that climate change will affect the total available of grains especially from wheat, maize also tomato, thus this will affect the food gap under the climate changes condition, especially under the high population growth rates in 2025.
