BV","grobid_abstract":"This paper frames juvenile justice as a public health concern and articulates a public health approach to intervention with incarcerated youth. The authors review the founding principles of juvenile justice and examine current practices through the lens of public health concepts. Although the knowledge base is incomplete, existing literature suggests dismal outcomes including high recidivism and low productivity; it also reveals promising evidence-based practices that require ongoing scrutiny and continuing elaboration. The authors' main recommendation concerns the application of a three-tiered prevention logic model that encompasses appropriate, evidence-based interventions, national implementation, and empirical validation. We advocate comprehensive, coordinated planning models that focus on outcomes, operate under shared infrastructure, and incorporate data analysis. The transformation of the juvenile justice system will require careful coordination, improved data systems, and multiple levels of focus. We assert that, despite the numerous challenges facing today's juvenile justice system, incarceration presents an opportunity for youth rehabilitation through effective interventions. Practical urgency has fueled interest in both crime reduction and research on the prediction and malleability of criminal behavior. In this rapidly changing context, high-risk juveniles--the small proportion of the population where crime becomes concentrated--present a conundrum. Research indicates that these are precisely the individuals to treat intensively to maximize crime reduction, but there are both real and imagined barriers to doing so. Mitigation principles (during early adolescence, ages 10-13) and institutional placement or criminal court processing (during mid-late adolescence, ages 14-18) can prevent these juveniles from receiving interventions that would best protect public safety. ds2-5-body-sm">This policy brief addresses the effectiveness of the policies currently and historically implemented within the United States for offending youth. Traditionally, society has implemented non-youth-empowering approaches, instead of individualized and trauma-informed solutions for youth offenses, thus inappropriately detaining and displacing young people, causing harmful effects to their development, and increasing the likelihood that they will become socially irresponsible adults. Building from evidence about the effectiveness of youth-led approaches, such as interventions offered by Youth Advocate Programs, the author concludes that a broader range of approaches are needed to empower offending youth within their communities, not as a problem to be dealt with, but as rich resources and opportunities to be embraced. If this approach is taken, society can more directly focus on the causes of young people’s offending behaviors and improve the public’s health and well-being.</p><div
