That is why some leading figures in ethics and bioethics-Peter Singer, Jonathan Glover, Nick Agar, and Julian Savulescu for example-have provided defenses of versions of, or aspects of, eugenics, or ideas central to eugenics, as I have discussed elsewhere (Wilson and St Pierre 2016; see also Barker and Wilson 2019). "Defending Eugenics" seems to advertise itself as engaged in the same sort of enterprise but does little to contribute to meaningful, ongoing debate over eugenics. Given the actual history of eugenics and the considerable scholarship on it, there are reasonable expectations that any publishable work defending eugenics should meet. In my view, both the penultimate and published version of "Defending Eugenics" fails to meet them. Lombardo</a></div><p class="ds-related-work--metadata ds2-5-body-xs">Journal of health law, 2009</p><p class="ds-related-work--abstract ds2-5-body-sm">The eugenics movement provided the motive for dozens of laws that remained in force for more than a century in the United States, a significant number of which specifically targeted people with disabilities for legally sanctioned discrimination. Similar laws were adopted around the world, perhaps most notably as part of Hitler’s prelude to the Holocaust. Consequently, we tend to associate the word “eugenics” with all things evil. Yet the underlying message of eugenicists was popular for so long not solely because it denoted coercive legislation but more often because it signaled a hopeful future devoid of social problems. This paper describes how the word “eugenics” is now coming back into common use, and how it has been revived in the service of political objectives, divorced from the period in which it developed and the meaning it had within its earlier historical context. Its final report made wide-ranging recommendations regarding the segregation of feeble-minded individuals, restrictions on marriage, the improvement of psychiatric facilities, and the reform of the court system, all matters of great concern to the eugenics movement. At the same time, however, it refrained from using explicitly eugenic vocabulary and ignored the question of sterilization.
