Though there are a number of channels through which such intergenerational transmission of poverty and inequality may occur, economists have noted the importance of imperfect credit markets, fiscal policies, threshold externalities, mortality differentials and institutions. This thesis highlights some of these processes and concentrates on the theories of multiple equilibria. The thesis is divided into three parts. He also emphasises the need for equity to attain social justice and institutionalisation of structures and mechanisms for inclusive polices for socio-economically excluded sections of the economy, as free forces of market have not proved to be an equaliser for different sections with mutually exclusive interests. He supports the capabilities approach because of its usefulness in constructing a normative conception of social justice, in addressing gender and caste-based differentiations and subordination-domination power relationships based on race, religion and location. The capabilities approach advocates entitlements of each and every human being for his or her portion of the development cake. This approach helps in evolving policies for social protection and social security to enhance capabilities of people to exercise greater freedom and substantive justice. To readers who are not familiar with NSE, Lin informs us that it represents a new wave of development thinking, which has been proposed by him (as well as a few others). NSE, according to Lin, is an approach to the determinants and dynamics of economic structure. The broad argument of NSE can be summarised as follows: • The economic structure of an economy is determined by its factor endowments. • Economic development is driven by changes in factor endowments and technological improvements. • The most efficient way to upgrade a country's factor endowments is to follow its comparative advantage to determine its industrial structure; the country can exploit its comparative advantage by emphasising industries that exploit the relative abundant factors of production. • In technology, developing countries should either borrow or adopt technology that is available in advanced countries. These propositions beg the question, what is new or structural about the previous arguments? Lin provides an explanation of this in the first chapter, laying the background of the NSE approach. According to Lin, development thinking has gone through three distinct waves. The first wave, which is associated with the postwar writings of Arthur Lewis, Albert Hirschman, Gunnar Myrdal, Ragnar Nurkse and Paul Rosenstein-Rodan, among others, represents the (old) structural approach to economic development. The salient feature of this approach is that it highlights the structure of the economy as the source of underdevelopment; it underscores various market failures and rigidities and emphasises the role of the government to correct those failures and rigidities. The second wave is the neoclassical approach, which focuses upon the role of economic incentives, highlights the failures of government interventions and advocates an astructural market-based approach to economic development. This approach is epitomised by the Washington consensus of reforms that is promoted by international development agencies, led by the Washington-based international finance institutions. It is well known that the impact of such policies, which are context-contingent, has been at best mixed. Against this background, Lin advances the NSE approach to development. The common element between the old and the new structural economics is that they both emphasise the structural aspect of the economy and share the belief that developing countries are qualitatively different from developed countries. Both acknowledge an activist role for the government to facilitate a structural transformation from a backward to a modern economy. What differentiates the old from the NSE is at least twofold. First, the old approach emphasises a whole variety of market rigidities and failures, whereas the NSE seems to focus predominantly on the notion of factor-endowment difference. Second, they also seem to differ in terms of the emphasis accorded to market incentives. The old structural approach envisioned an active and robust role for the government in correcting those market failures. According to Lin, the NSE approach seeks to marry the neoclassical role of the market with the structural features of the economy. This is so because the above trio are sexist, androcentric and oblivious to structural injustices that feminize poverty in Africa. The paper further argues that even in the Western world, the neo-liberal GDP metric has been challenged and the search for alternative development indicators and paradigms is on. In addition, there is a fully fledged post-neo-liberalism movement in Latin America and a de-growth and post-growth social movement in the West against neo-liberalism and its nebulous economic growth understanding of wellbeing. The paper contends that Africa cannot afford to remain aloof to all these developments. There is therefore a need to develop Pan African paradigms to articulate an endogenous perspective to African development. The paper thus advocates for the Dignified Humanness Paradigm (DHP) as an alternative to neo-liberalism, Ubuntu ethics and African Socialism. Design/methodology/approach – The estimation technique used is a Two-Stage-Least Squares Instrumental Variable approach. Instruments include: income-levels, legal-origins and religious-dominations. The first-step consists of justifying the choice of the estimation technique with a Hausman-test for endogeneity. In the second-step, we verify that the instrumental variables are exogenous to the endogenous components of explaining variables(aid dynamic channels) conditional on other covariates(control variables). In the third-step, the strength and validity of the instruments are examined with the Cragg-Donald and Sargan overidentifying restrictions tests respectively. Robustness checks are ensured by: (1) the use of alternative aid indicators; (2) estimation under restricted and unrestricted hypotheses ; and (3) adoption of two interchangeable sets of instruments. Findings – The findings broadly indicate that development assistance is detrimental to GDP growth, GDP per capita growth and inequality adjusted human development. Given concerns on the achievement of the MDGs, the relevance of these results point to the deficiency of foreign aid as a sustainable cure to poverty in Africa. Social implications – It is a momentous epoque to solve the second tragedy of foreign aid; it is high time economists and policy makers start rethinking the models and theories on which foreign aid is based. In the meantime, it is up to people who care about the poor to hold aid agencies accountable for piecemeal results. Originality/value – These findings are based on data collected after pioneering works on the aid-development nexus.
