the speech of the former Prime Minister of Japan, Kan Naoto, about «Kizuna» some weeks before 3/11, I will focus on the following two issues: for a long time, postwar Japan was described as a success story: as a wealthy Middle-Class society, which drew its identity, among others, from the 'home electrification', coming along with technical progress. Such a self-perception of Japan is based on the strict separation of 'We' vs. 'the West'. Since 3/11, however, this myth came to its end. Energy and nuclear industry are excellent topics to become aware of how 'Japan', already since the 1950s, was part of global forces. Since the 1990s, a growing precarity of work and life, in Japan as elsewhere, has stirred new kinds of movement into action, which are interconnected. It briefly traces the evolution of the idea of nuclear energy as ‘dream energy’ since post war era. Furthermore, based on the contemporary discourses and the growing social and political pressures of the anti-nuclear movements, the paper indicates a trend towards an anti-nuclear crusade and envisages Japan’s future nuclear power plan. It has been argued that political and economic factors may not make it favorable for Japan to take a strong stand against the use of nuclear energy. This is due to the massive dependence of Japanese industries as well as usage by domestic units of nuclear power. Three years later, in April 2014, the LDP, the political party in power, released the latest energy policy aiming to re-start nuclear power plants despite the increasing opposition against it among other political parties, media, and the public. Many scholars discuss the necessity of nuclear power in Japan from economic and environmental perspectives of energy. They also identify that the interlocking relationship between bureaucracy and business in nuclear power is the reason behind Japan’s adherence to it. However, there is insufficient understanding of Japan’s specific drivers of energy policy and of the historic emergence and progression of this relationship that promoted its nuclear dependence. Therefore, this thesis seeks to understand why Japan still adheres to nuclear power even after Fukushima. By developing and applying a framework to conduct a historical analysis, this thesis offers insight into how the nation’s energy politics developed in the last nine decades. This research identified that the interlocking relationship that has promoted nuclear power has its origin in the era of WWII and was strengthened by politicizing energy security threats over time. The ideology of energy independence also contributed to the increasing reliance on nuclear power. There is a change in Japan’s energy politics observed after Fukushima and an increasing number of the public began to participate in the nation’s energy debates, which shows a potential future Japan&#39;s “nuclear allergy” following World War II, a small coastal town not far from Hiroshima volunteered to host a nuclear power plant in the early 1980s. Both its short- and long-term consequences are still relatively unclear. But together with nuclear debris, the explosions at Fukushima blew up a few myths: the myth of cleanness, that of safety, and the myth of cheapness, which decades of propaganda had successfully created and maintained. I offer a few observations on the nature of the response and the discursive positioning of various social actors in the weeks and months following the disaster, from the pro-nuclear camp of government and electricity companies to the anti-nuclear grass-root movements, intellectuals and artists, and the fora of the official news media and social media. It was significant in two aspects.1 First, by emphasizing the difference between military and nonmilitary uses, it had the plainly propagandistic aim to state the potential and safety of peaceful nuclear technologies. Second, the outcome showed two tendencies. Approximately 70 percent of the respondents associated nuclear power not with “peaceful use” but with fear of “atomic and hydrogen bombs, Hiroshima and Nagasaki, or war”; also, almost 70 percent approved of promotion of “nuclear energy for peaceful use,” even though they distrusted the safety of nuclear power plants and felt some anxiety about radiation. The former tendency indicated that a majority of the Japanese people in the mid-1960s had a negative image of nuclear technology for military use; the latter showed that most had a positive image of peaceful uses, in spite of some doubts and fears.
