What the libraries can do in order to support the education and research fields is briefly presented, ideas that represent staring points for projects that must be attained at a national level. The elements of the legal nature are presented in a slight opposition that resides or should reside at the base of organizing and functioning of this institution. Because, while making this research, the traditions of the Rural Libraries have drawn our attention in a positive way; we also considered necessary to present them in this work, because this deserves and it has to be a part of the present through their reminiscent power. Rural libraries cannot operate at national and European standards required by the legislation in force due to lack of premises, equipment and personnel. This library crisis is so advanced that some of the rural libraries have started to disappear. Lack of financing, as highlighted in the statistic analysis of indicators, has placed most Romanian librarians into such an involution state that computerization of libraries is regarded as a utopia. On the other hand, due to precariousness of nowadays libraries it is impossible for the common citizen to have free access to information and training through written and digital documents in accordance with European democracy standards. It provides access to a variety of sources and media as well as support for the public to be able to identify, evaluate, isolate, compose and use the information of its interest. However, ever-changing conditions in today's society, with the advances in information technology and communications, have not left libraries unaffected. On the contrary, the introduction of new technology in them has forced changes in all areas of their activities, in order to be able to meet modern requirements, and marked their entry into a new era, where their position, as knowledge and information channels, is in fact more upgraded. Its previous traditional function, ie to serve the public by providing books and other printed material, is maintained as a core and, in parallel with joining the Information Society, creates the conditions for the formation of the new potential of its role as a digital access center to information and therefore the need to acquire the necessary infrastructure in space, equipment and services is imperative. These changes, of course, also affected the philosophy, the role, the functions, the services and the activities of the libraries, the flow of work, the equipment, but also the ones related to the space, the influence of the environmental conditions, security and protection, statistical adequacy, etc. The new orientation of the public libraries, the expansion of their activities, and in general the new needs that are called to serve, differentiate the provided services and consequently the way they operate. Given the relationship and importance, the physical space in which each library is housed, the effects of the above developments and in the form of the buildings are obvious. To this end, earlier researches will also be placed on the dissection table of analysis, but meanwhile the problematic and even symptomatic experiences that the editors of the journal Philobiblon and its Romanian anthologies by the title Hermeneutica Bibliothecaria – Antologie Philobiblon have to confront are also organically exposed. These experiences outline as well the issues that practically any present or future responsible research of this type should focus on, as also the neuralgic points and mental traps which – once identified – will have to be either avoided, or assumed in the course of these researches. Elementary-and high-school libraries, as well as the academic ones, are ubiquitous as associates and promoters of importance of information in the Digital Age. Information literacy becomes a foundation of an individual's literacy in general and leads him/her toward lifelong learning that becomes a philosophy on the way to a society of knowledge. The paper presents research results of informatics and information literacy among students with a purpose of improving the library mission and vision within future education. Data were collected by poll and the pollees were high-school and university students of Slavonski Brod and Osijek. This study found that although the trend of Internet usage in a library is not high, the percentage of those possessing a basic Information and Communication Technology (ICT) literacy level is high. As the quality of services provided by the libraries and the level of professional knowledge of the librarians are strictly related, education for information professionals has to be reconsidered. This paper intends to give a general overview of education for librarians in Romania. It begins by describing the evolution of initial education in information sciences, with an emphasis on how this influenced the current situation concerning the level of qualification of Romanian librarians. The spectacular transformations that the NTIC brought in Romanian libraries are briefly presented. This changes are reflected in all forms of education that are available in the field of library science, as continuing education represents a solution for the severe lack of highly trained personnel in all types of libraries in Romania. The need for proper qualified librarians becomes a priority, now that librarians have to deal with all the fast changes that technology brings in all fields of knowledge.
