Using the culture-centered approach, this article engages with issues of food insecurity, health, and poverty among the low-income community in Singapore. Through 30 in-depth interviews, the narratives of the food insecure are privileged in articulating their lived experiences of food insecurity and in co-constructing meanings of health informed by their sociocultural context, in a space that typically renders them invisible. Arguing that poverty is communicatively sustained through the erasure of subaltern voices from mainstream discourses and policy platforms, we ask the research question: What are the meanings of food insecurity in the everyday experiences of health among the poor in Singapore? Our findings demonstrate that the meanings of health among the food insecure are constituted in culture and materiality, structurally constrained, and ultimately complexify their negotiations of Their health narratives reveal the insidious communicative and structural barriers women face. The findings show how shame, conceptualized as malu, remains a barrier to accessing health and help structures. Everyday food insecurity and stress from caregiving while in impoverishment also undermine heart health equity. The intersections of gender and class reveal how caregiving can have a crippling effect on health outcomes in the low-income context. Low-income women face multiple burdens that impede heart health care and management. In 2020, Beyond Social Services embarked on a qualitative research project to better understand the nature of food insecurity and food aid in a public rental neighbourhood. The study involved semi-structured interviews with public rental flat residents, stakeholders involved in providing food aid, and a focus group involving rental flat residents. These activities were conducted between July and December 2020. The report discusses the findings of these interviews, including residents’ decision-making processes and the daily trade-offs negotiated in relation to food and health, as well residents’ understandings of their relationship with food aid and food aid organisations. While stories of the everyday food habits and practices of ordinary people may seem banal, feminist food studies have convincingly argued that valuable insights can be gleaned from such accounts about social relations, power, and, in particular, diverse women&#39;s agency, desire, and subjectivity (Parker et al. 2019; Avakian and Haber 2005). Moreover, food practices illuminate the realities of a particular time, place, and culture, as well as how those realities are reconfigured across time and space. Applying a feminist lens to relations among food, memory, and diasporic identity, I trace how &#39;&#39;food memory&#39;&#39; (Abarca and Colby 2016) is articulated, sustained, and contested in my own familial journey from growing up in Bangladesh, and then India, followed by migration to the United States. Food memory and its relation to physical places informs how locations-where food is cultivated, sold, prepared, and shared-create people&#39;s cultural memories (Abarca and Colby 2016: 7). In this critique of HFI-related frameworks, we suggest that discourses organized around the production and (re)distribution of food, rather than income inequality, have misdirected household food insecurity reduction activities away from the central issue of poverty, even inadvertently enabling the ongoing neoliberal “rollback” of safety net functions. Findings provides critical insights into familial arrangements in absolute poverty that are detrimental to the task of achieving FWB.Research limitations/implicationsThe explanatory potential of FWB in Poverty framework is limited to a gender (women) and a specific country context (India). Future research can contextualise the framework in other developing countries and different consumer segments.Practical implicationsThe FWB in Poverty framework helps identify, challenge and transform cultural norms, social structures and gendered stereotypes that perpetuate power hegemonies in poverty. Policymakers can encourage men and boys to participate in family food work, as well as recognise and remunerate women and girls for their contribution to maintaining familial units.Originality/valueThis paper makes an original contribution to the relevant literature by identifying and addressing the absence of theoretical understanding of families, food consumption and poverty. Such linear models prescribe one-way knowledge, information, and transmission of beliefs from the core health sectors to the subalterns at the margins. The culture-centered approach to health focuses on co-constructing meanings of health through dialogic engagement with communities that are situated at the margins of mainstream discursive spaces. This co-constructive research investigates how members of a Bangladeshi rural community define, construct, and negotiate health issues in their everyday lives through their narratives of health, illness, and healing. The findings explicate how the community participants negotiate their health in terms of poverty, work, and structure, and highlights how the participants negotiate their marginalization through communicative practices.
