 提升全球粮食系统的性能和韧性，以及其满足所有依赖者生存的能力，是实现零饥饿的关键。  </p> <h6>粮食系统为何无法正常运作？  </h6> <p>多种不良因素导致粮食系统难以满足社会很大一部分人的需求。全球范围内，7.83 亿人口长期处于饥饿状态。  </p> <p>冲突迫使人们逃离家园，破坏了农业和基础设施，损害粮食的生产和分配，严重扰乱市场、推高物价。与此同时，不可持续的自然资源管理降低了全球粮食生产能力，加剧了气候冲击的影响。全球有多达40%的土地已经退化，这对粮食生产造成了严重影响。 </p> <p>近年来，全球市场的重大动荡凸显了脆弱性和不平等现象。低收入国家将三分之一以上的商品出口收入用于粮食进口，这一比例为发达经济体的五倍多。当新冠疫情和乌克兰冲突等冲击破坏商品供应时，这些国家变得极为脆弱，从而严重影响其粮食安全并摧毁发展成果。 </p> <h6>粮食系统失灵的背后还有哪些因素？  </h6> <p>在地理、经济、社会和政治的层面上，大多数遭受饥饿的贫困人口都处于孤立无援的境地，难以触达。即便能够获得营养食物，但对于他们而言往往过于昂贵。当农作物歉收或处于收获阶段的间歇时，贫困家庭缺少满足自身食物需求的资源。他们被迫缩减餐食，并只能吃营养更少的食物。  </p> <p>即便在丰收之年，储存、市场化和运输粮食的能力不足，意味着农民在需求最高时无法以合适的价格出售粮食，粮食将被浪费并损耗变质，市场波动也会加剧。   这些问题往往会对女性产生更大的影响，一部分是因为她们在粮食市场的参与比较受限；除此之外，她们可能更少地参与决策过程。 =</p> <h6>在转型粮食系统以助力消除饥饿方面，世界粮食计划署发挥了什么作用？ </h6> <p>我们拥有在100多个国家采购和分发粮食的经验，这意味着我们能够协助粮食系统应对并克服所面临的挑战，并增加粮食系统的可持续性。  </p> <p>我们的合作伙伴关系、项目和能力支持我们覆盖整个粮食系统，尤其在粮食的运输、储存、处理、加工、批发和零售阶段优势显著。  </p> <p>我们为小农户提供良好的农业实践、产后管理以及商业营销技能方面的培训。我们还帮助他们与农资供应商、金融服务提供商和农产品买家之间建立联系，为他们创造更多与大量人口居住的城市地区建立联系的机会。  </p> <p>从常规粮食援助到学校餐食，我们都注重从当地采购粮食。这样做既能提高农民的产量，促进供需平衡，又增加了农业生物多样性。所有这些措施都有助于重建当地的粮食系统。世界粮食计划署是人道主义领域最大的现金提供者，这增加了人们的购买能力，并进一步刺激了当地市场。  </p>
