A close reading of his writings following the 1929 riots shows that he perceived both Zionism and pacifism as practical methods to counter the lure of modern nationalism and the political structure it entails, the unlimited sovereignty of the state. What he perceived as a nationalist turn within the Zionist camp prompted him to contemplate alternative strategies for the restriction of state power. In this respect, the formation of a peaceful Arab–Jewish symbiosis was a test case for his views. Two open letters exchanged between Einstein and Freud in 1932 served as the principle source for this investigation. In these letters — exchanged under the auspices of the International Committee on Intellectual Cooperation of the League of Nations — Einstein and Freud describe their rationale regarding the causes of war and the possible paths which might lead to the establishment of a lasting peace between the Nations. This paper analyses the perspectives of Einstein and Freud in relation to war and peace in light of the theoretical framework given by Norberto Bobbio’s characterization of the contemporary modes of pacifism (“paths to peace”). In spite of the fact that seventy years have passed since Einstein and Freud discussed their views on war and peace and notwithstanding the fact that some of Freud´s thinking has been challenged since, the author concludes by suggesting that the exchange between Einstein and Freud is directly in line with, and contributes towards, current efforts to promote a Culture of Peace — particularly regarding their shared view that war is not intrinsic to human nature and therefore can be eliminated. In retrospect, the contribution that Einstein and Freud can make towards the goal of establishing a Culture of Peace stems as much from their exchange as it does from the fact that these two thinkers have become icon figures of the 20th century. It is interesting to note that one of the main tasks undertaken by the IPB that grew out of a Universal Peace Congress was the regular organization of future congresses. It was reputed 'un des instruments les plus précieux du pacifism' and represented the pacifist movement at the international level. 1 On the eve of the conference in The Hague in 1899, pacifist circles felt the need to arrange an action that would both testify to the strong solidarity uniting the various pacifist movements and personalities and develop a common programme to achieve and implement the objectives of pacifism in a more rapid and effective way. After the catastrophic consequences of World War I, many scholars contemplated ways in which wars could be prevented and international peace and stability could prevail. Many liberal theorists during the interwar period attributed the cause of World War I to aggressive nationalism and maintained the idea that the principle of sovereignty precluded peaceful inter-state relations and consequently deteriorated human welfare. Scholars’ theorizing about peace tapped into increasing anti-war feelings among many societies. During the period in which the discipline of IR was emerging, a number of legal scholars also contributed to the liberal internationalist tradition and IR discipline in general by envisioning internationalism that is conductive to peace and laying out practical solutions to maintain international peace. This study analyses and compares six legal scholars who theorized about peace during the interwar period: Georges Scelle, Nicolas Politis, Hersch Lauterpacht, Walther Schücking, and Hans Wehberg.
