Open Access and Open Data in archaeology are fundamental tools for the understanding and the preservation of the archaeological heritage and sites. Romania has its own legal framework and is signer of the most important European and international conventions. Since 2000, the Romanian Ministry of Culture has developed national databases for archaeological documentation, including sites, investigations and reports. As of today four national archaeological databases are running online. The best-known example is the Portable Antiquities Scheme, which enables the public not only to report archaeological finds through a website, but also to access the finds database generated through these reports. The heritage archives (National Monuments Records and Historic Environment Records) are – as public archives – accessible for everyone, including virtually all data – even the latest – regarding excavations and other relevant research. Research projects also try to involve interested members of the public in archaeological processes through citizen science -models and crowdsource archaeological information that way. Community archaeology projects – initiated by interested hobby archaeologists or projects with at least a strong public participation – are very popular and increase the public’s interest in as well as the understanding of archaeology. Indivisibly linked with the primary premise of the Enlightenment – the equality of all humans – is the concept of universal human rights: subjective, individual rights due to every human being. Among the participatory human rights, which the state has to provide for in the form of positive services, are the rights to freely participate in the cultural life of the community and the right to academic freedom. Modern science, in turn, is based on the idea of the general traceability of its results, which necessarily requires that every human must also be able to create his own scientific discoveries; that is, to be able and permitted to conduct scientific research himself as he sees fit without the guidance of others. Any attempt to prevent or unduly restrict self-determined public participation in archaeological heritage management thus not just violates already existing human rights. V. (DGUF), is breaking new ground - the journal is now published in Open Access with an Early-View edition in addition to the print issue; at the same time there is the option to supplement an article with archaeological data. An established, high-circulation and national specialist journal has thus taken the steps necessary as a result of the changes currently taking place in the media, implemented the demands made by those responsible for national and European science policy and research funding, and opened up a modern publication possibility with global impact for the discipline of prehistory and early history in Germany. As one of the first in the discipline to introduce Open Access and the option of Open Data at an early stage and across the board, the publishers provide a model for other archaeological specialist journals as well. They want to encourage broad reflection on how academic and editorial quality can be maintained and improved under the current framework conditions. Without a fundamental makeover of publication culture, the Humanities would become decoupled from the standards and internationality of the now dominating natural sciences at an even faster rate - a trend which is neither natural nor necessary. The shift to Open Access also paves the way for archaeology in particular to again be more strongly anchored in society, whose considerable interest in archaeology is to a large extend ignored by current academic publications. Dabei ist das Interesse bei 16- bis 19-jährigen Gymnasiasten deutlich geringer und innerhalb der Erwachsenen in der Altersklasse 30–49 besonders hoch, und zwar weitgehend unabhängig von Geschlecht, Bildung und Einkommen. Noch höher ist – jenseits des persönlichen Interesses ‒ die Einschätzung der Wichtigkeit beider Themenfelder: 88 % der Bevölkerung schätzen sie als wichtig bis sehr wichtig ein. Sogar unter jenen, die ein geringes persönliches Interesse bekunden, gaben 61 % der Antwortenden eine Einschätzung als „wichtig“ oder „sehr wichtig“ an. Entsprechend hoch ist das Interesse an einem aktiven Mitwirken, aber auch die Bereitschaft dafür ggf. zu spenden oder zu bezahlen. Die Zahlen beruhen auf einer Umfrage, die im Winter 2015/16 im Großraum Düsseldorf von Studierenden der Alten Geschichte an der Heinrich-Heine-Universität durchgeführt wurde. Dafür konnten 1.258 Antwortende, darunter 202 Schüler, gewonnen werden. Die Ergebnisse ähneln den Resultaten einer ebenfalls von Studierenden im Jahr 2014 im Großraum Wien durchgeführten Studie mit 500 Befragten (Karl u.a., 2014). The Archaeological Interests of the Austrians This contribution presents the results of an opinion poll aimed at discovering the archaeological interests of the Austrian population. A randomly selected total of 500 people were interviewed between November 2013 and January 2014. The results are very satisfactory. 61 % of those questioned were somewhat interested, interested or very interested in archaeology and 85 % think that the archaeology is important or very important. The interviewees defined monuments primarily as objects which are particularly important for research into the past. They also saw the absolute age of an object as playing an important role in the definition of a monument. The interviewees were also much more selective than the current interpretation of the law and did not regard all archaeological finds or features as monuments, but only those which are of particular importance for research into the past. A majority of 59 % is in favour of public ownership of archaeological monuments. There is also considerable interest in active public involvement in archaeology – 58 % of those questioned would like or very much like to take part in archaeological activities. A right to participate in archaeological decisions is sought after by only a minority of 20 %, but this is a clear majority of those who are interested or very interested in archaeology.
