moral han cambiado notablemente a partir del estudio sobre desarrollo moral publicado por Jean Piaget, 4 donde plantea que el niño evoluciona desde un estadio premoral a otro de respeto hacia la autoridad de los individuos o de las cosas (cuadro 1). Propone tres factores que influyen sobre el desarrollo moral: el desarrollo de la inteligencia, las relaciones entre iguales y la progresiva independencia de las normas impuestas por los adultos. La idea posibilita encontrar un balance entre los recursos naturales, la infraestructura y los patrones de asentamiento de la población; dando paso a la teoría y práctica del ordenamiento territorial, disciplina que no ha encontrado aceptación entre los gobiernos municipales de Guatemala como instrumento de planificación en el desarrollo urbano. En la actualidad, en las nuevas generaciones académicas existe amplio consenso, y ahora conciencia, de que el desarrollo del municipio debe planificarse en términos físicos y socio económicos. En Guatemala encontramos lejanos los días en que las autoridades municipales electas ya no lleguen a sus cargos a aprender y a probar que toca hacer y algunos con menos imaginación, a improvisar acciones, ya que muchas veces hacen el mal por inercia y el bien por equivocación. Urgido esta el país de una nueva generación de líderes locales, de todo ángulo en el espectro político, que estudien cuidadosamente el potencial que ofrece su territorio, en términos del dote de recursos naturales con que cuentan, la infraestructura productiva y social que sirve a sus habitantes, y la distribución de la población en centros urbanos y rurales. Con conocimientos de las limitaciones al desarrollo de su territorio, dentro de las cuales se incluyen las amenazas naturales que se presentan periódicamente y que dañan a la propiedad y afectan las vidas de las personas; restricciones estatutarias sobre cuerpos de agua y áreas declaradas protegidas. Lejano se ve, pero se percibe que pronto vendrán cambios abruptos y sustanciales que aceleraran los procesos de planificación territorial en cada una de las urbes que han iniciado a colapsar por la cada vez escasa y limitada prestancia de servicios que da el gobierno municipal a sus pobladores, recordemos que cada año somos más población en los municipios o cabeceras departamentales y por lo tanto requerimos nuevos espacios para urbanizar, esto acarrea mayor demanda en los servicios de agua potable, drenajes, colecta de desechos sólidos, servicios de transporte urbano, entre otras.
