In current methods, which are manual based, proposals assigned to experts may not have adequate knowledge about all discipline areas. In this paper, Ontology-based Text Mining Method is presented to classify Research Project Proposals, as well as External Research Reviewers and then group them based on their research discipline areas and assign the particular research proposal group to the appropriate reviewer group. This approach provides an efficient and effective way for the selection of research project proposals with the increasing number of research proposals and The current method for grouping proposals for research project selection is proposed using an ontology based text mining approach to cluster research proposals based on their similarities in research area. This method is efficient and effective for clustering research proposals. However proposal assignment regarding research areas to experts cannot be often accurate. This paper presents a framework on ontology based text mining to cluster research proposals, external reviewers based on their research area and to assign concerned research proposals to reviewers systematically. Prominent and rookie researchers alike are predisposed to seek existing research publications in a research field of interest before coming up with a thesis. From extant literature, automated similar research area detection systems have been developed to solve this problem. However, most of them use keyword-matching techniques, which do not sufficiently capture the implicit semantics of keywords thereby leaving out some research articles. In this study, we propose the use of ontology-based pre-processing, Latent Semantic Indexing and K-Means Clustering to develop a prototype similar research area detection system, that can be used to determine similar research domain publications. Our proposed system solves the challenge of high dimensionality and data sparsity faced by the traditional document clustering technique. Our system is evaluated with randomly selected publications from faculties in Nigerian universities and results show that the integration of ontologies in preprocessing provides more accurate clustering results. When a large number of question papers a r e received, it is common to group them according to their similarities in each discipline. The grouped papers are then assigned to the appropriate experts for peer review. Current methods for grouping papers are based on manual matching of similar discipline areas and/or keywords. However, the exact discipline areas of the papers cannot often be accurately designated by the applicants due to their subjective views and possible misinterpretation. Text-mining methods have been proposed to solve the problem by automatically classifying text documents, mainly in English. However, these methods have limitations when dealing with non-English language texts, e.g., the language which is not having delimiters (Chinese) Papers. This paper presents a novel ontology-based text-mining approach to cluster question Papers based on their similarities in each areas. Text mining and natural language processing techniques were used to identify what researchers are looking for and to analyze existing research works. In this paper, the information about the behavior of researchers who work in the field of environmental science and existing research works in the Iranian scientific database are processed. The search trends in all areas are evaluated by analyzing the users' search data. The trend analysis indicates that in the period of February 2013 to July 2015, the growth of the researchers' requests in some domains of the environment such as Industry, Training, Assessment, Material, Water and Pollution was 1.5 up to 2 times more than the overall requests. A Combination of the trend analysis and clustering of queries led to shaping four priority zones. Then, the research priorities for each environmental research area were determined. The results show that Training, Pollution, Rangeland, Management and Law are those domains in the environmental research which have the most research gaps in Iran, but there are enough research in Forest, Soil and Industry domains. At the end, we describe the steps for the implementation of a decision support system in environmental research management.
