core function of the juvenile justice system is to prevent reoffending by adolescents who have committed acts that would be considered crimes if committed by adults. Whether imposing sanctions or providing services, the court will continue to determine the type and intensity of interventions for the adolescents and families that come before it. Whether the court can reduce reoffending depends on its ability to accomplish two interrelated tasks. Effectiveness lies in the system's ability to (a) intervene with the right adolescent offenders and (b) use the right type and amount of intervention. Achieving this ideal, or at least moving toward it, requires the court to examine its methods for assessing adolescents at different points of contact with the system, its thresholds and approaches for intervening in their lives, and how court resources and practices can promote the core task of preventing reoffending. As explained in Chapter 5, consideration of the unique capacities and needs of adolescents is a necessary starting point for designing a theoretically coherent, just, and effective juvenile justice system. It is thus appropriate to consider how knowledge about adolescent development can be applied to the prevention of reoffending. Traditionally, society has implemented non-youth-empowering approaches, instead of individualized and trauma-informed solutions for youth offenses, thus inappropriately detaining and displacing young people, causing harmful effects to their development, and increasing the likelihood that they will become socially irresponsible adults. Building from evidence about the effectiveness of youth-led approaches, such as interventions offered by Youth Advocate Programs, the author concludes that a broader range of approaches are needed to empower offending youth within their communities, not as a problem to be dealt with, but as rich resources and opportunities to be embraced.
