Three general types of method apply to a substantive question related to the hurricane that struck on the morning of 29 August 2005: Is (post-)Katrina New Orleans emerging as a Hispanic place in contrast to its predominant pre-Katrina associations with the Black and French Atlantics? One type of method involves spatial analysis of data, whether social survey data such as census enumerations, environmental data such as flood depth and persistence, or others. Another relies on fieldwork that combines informal interviews with observation of landscape elements, both those diagnostic of past relational processes and those suggestive of emerging ones. The third employs analysis of long-term dynamics in the relationships among places, in this particular case New Orleans, the Canary Islands, Honduras, and other places of the Hispanic Atlantic. That mix of methods makes understandable some of the processes driving the emerging Hispanic geography of New Orleans, such as new Hispanic in-migrants creating a place for themselves among the Vietnamese of New Orleans East. The question of whether New Orleans is really emerging as a Hispanic place thus begins to become much more meaningful than the categorical claims to date, which have cited a relatively minor increase in the proportion of a social survey category termed Hispanic, while ignoring the much more significant shifting location of New Orleans within the network of relational processes that comprise the Hispanic Atlantic. Our moment is distinct in terms of both the vocabularies and repertoires of racial justice struggles and also the geographical debates that accompany them. Here we suggest that, in addition to all that is obviously successful about Crutcher’s book – its presentation of the historical context within which the contemporary politics of neighborhood change emerged in US cities, and its synthesis of political economic theorization with interpretation of cultural landscapes, Tremé remains especially current because of how it challenges what Joseph Winters (2016, p. 4) recently identified as “a pervasive commitment to the idea of progress in culture.” Crutcher’s analysis of Tremé challenges narratives of “racial progress” that obscure the ongoing racialization of American landscapes to instead unflinchingly engage our violent history and present. The aim of this paper is to discuss the causes and consequences of the flooding of New Orleans when hurricane Katrina struck the city on 2005 August 29. New Orleans ’ site is likely to be flooded during hurricanes, but its vulnerability resulted entirely from unwise urban development. Despite very strong natural constraints, urbanized areas spread into former wetlands between 1945 and 2005. The catastrophe resulted in the displacement of 1.2 million people and extensive damage in Orleans and St Bernard Parish drove thousands of ‘environmental refugees ’ out of New Orleans for months. Mexican immigrants throughout the southwestern United States have physically transformed the landscape, and these transformed places often result in spaces that foster socialization and assert cultural identity. This thesis proposes that a three-stage cycle of spatial production exists in Mexicano communities in the United States, and describes the author's three-stage cycle of spatial production model in detail. The cycle begins with the formation of an enclave, followed by the transformation of the urban landscape which then results in one of two outcomes 1) inevitable displacement or 2) empowerment. Using case studies based in California, Arizona and Texas, as a way to test the model, this thesis explores how the three-stage cycle begins, how Mexican cultural identity contributes to the physical transformation of the urban landscape, and the outcomes of those physical transformations. Because Albuquerque's New Mexican landscape, distinguishable by Pueblo and Territorial style architecture has been altered by the presence of Mexicanos in the city, it provides an opportunity to conduct a comparative analysis. The Zuni area in Albuquerque is used as the site in which to conduct the comparative analysis. It demonstrates that it has completed stages I and II of the three-stage cycle of spatial production and it is moving toward stage III. The comparative analysis also highlights that stage III of the cycle has potential for displacement as a final outcome. Ultimately, the model serves as a tool to evaluate a community that is in the process of, or could be in the process of redevelopment or re-investment. Since 1965, the diversity of American cities has drastically changed. It might appear at first glance that the new elements are blending together, but a closer look reveals a complex multicultural mosaic. In the wake of the 21st century, new and old ethnic landscapes co-exist, overlap, and compete with one another, and in the process they define the essence of the new American city. In the worst cases, whole zones were transformed into nearly unusable space. Reintegrating these lost spaces into the urban fabric is one of the most significant challenges of urban planners and designers today. Chapter 1: An Overview of Lost Space This chapter presents an overview of the literature relating to the urban design concept known as lost space.
