this thesis aimed to apply the approach provided by situational crime prevention (SCP) to the prison environment to explore the usefulness of closed circuit television (CCTV) surveillance. SCP has rarely been applied to the prison environment and few studies have explored the effectiveness of CCTV in prison. Four overarching research questions were addressed: (1) What is the nature of CCTV surveillance in prison?, (2) What purposes are associated with CCTV surveillance in prison?, (3) How effective is CCTV surveillance at achieving its intended purposes?, and (4) What drawbacks are associated with CCTV in prison environments? Abstracts: This study attempted to determine the crimes partially or fully captured by CCTVs in La Trinidad, Benguet from 2014 to 2017, to determine the contributions of CCTVs in crime clearance, and to determine the problems encountered by the investigators in using CCTVs, all for the realization of the best recommendations and proposed set of guidelines that would aid in the attempt of combatting the crimes especially through increasing the crime clearance and solution efficiency through the most effective and efficient use of CCTV until the full attainment of a safer community. The study utilized document analysis, because the study involved mainly description, recording, interpretation, corroboration, interpretation, and analysis of data, document or the conditions that gives voice around an assessment topic. Three Blank tables to-be-filled up by the crime registrars were used to acquire the data on crimes captured by CCTVs. Four sets of interview guide were asked to 8 investigators, 3 crime registrars, 1 prosecutor, and CCTV owners, to determine the contributions of CCTV in crime clearance and the problems encountered by the investigators in using CCTV. The findings indicated that the crimes captured by CCTVs were theft, threat, qualified theft, robbery, illegal detention, murder, malicious mischief, estafa, carnapping, acts of lasciviousness, and unjust vexation; and the case clearance efficiency of property crimes captured by CCTVs were below half. The contributions of CCTV were: a) accurate identification or increased possibility of positive identification of the suspects, the witnesses, the suspect vehicle, the vehicle driver, and the owner of the vehicle, b) elimination of suspects, witnesses, and suspect vehicles, c) location tracking, d) immediate arrest, e) modus operandi identification, f) evidence corroboration, g) investigative lead, h) build-up cases, i) prevention of mistake in identity, j) allegations reduction, reduction of investigative efforts and expenses, faster resolution of cases, and faster reduction/disposition of caseloads; and k) admission or confession acquisition. The problems encountered by the investigators with CCTV use were: a) consent acquisition, b) suspect’s disguises, c) lack of stakeholder’s nationwide trust, feedback and support d) lack of trained and skilled operator or operator’s unavailability, e) automatic deletion of footage, f) lack of file saving device, g) technical problems, h) suspect’s evasive initiatives, i) unclear or blurred recordings, j) minors or child in conflict with the law (CICL), k) lack of other corroborative and supporting evidence, l) insufficient number of CCTVS, m) disinterested complainants, victims or witnesses; and n) legalities, admissibility, and technicalities at trial. 8.1 Rationale/Background One of the biggest problems in the society is crime (Ditton, 1999). Sutherland (1974) as cited by Welsh (2009) stated that crime is a social phenomenon. It is one of the worst occurrences that endanger the life, safety, and security of people and their belongings (Norris, 2014). It hinders the growth and development of a community (Wiecek, 2004). Short stated in 1999 that crimes also kills investment and tourism. Phillips (1999) added that crimes proliferate as it remains unabated. Criminals dynamically advance with time (Franck, 2004). Criminals train, they collaborate with one another, they improve their skills, they improve their modus operandi, and some uses technology in committing crimes (The Seven Essentials, 2017). Sutherland (1935) as cited by Perry (2006) stated that criminals multiply as they don’t get identified and arrested. In the Province of Benguet, the Benguet Provincial Police Office (BPPO) is again being challenged because of the rising numbers of uncleared crimes especially on crimes against property. In most of this crimes, there were no other witnesses or evidence that can be used to determine the identity of the perpetrators (Bombo Radyo, 2014). Hence, this study was initiated to come up with a solution on the crimes in La Trinidad, to determine the contributions of CCTV in crime clearance, and to come up with a set of proposed guidelines for the most effective and efficient use of CCTV in crime clearance. Abstracts: 7.1 Rationale / Background The existence of crime is said to be normal in the community and part of everyday life. For Davis (1999), combating it without the aid of technology will not be much effective. Piamonte (2013) explains that modern technology has always been praised to have improved the lives of everybody. Computers and cellphones are testaments to the conveniences that technology has to offer. It is just disturbing to note that despite the presence of modern technology, criminals still continue to proliferate and remained a stumble block to a quality peace and order.They propose technology as an assistance to documentation and solution of crimes. One familiar technology used today is the Closed Circuit Television (CCTV). In the Province of Abra, Public Information Agency –Cordillera (PIA CAR, 2012), reported that because of the deteriorating peace and order condition in the province especially in the capital town, the Abra Provincial Police Office (APPO) is being challenged of the alarming increase in crime volume in the province especially on crimes against persons particularly those that are committed by men riding in tandem. The Governor said the Provincial Government Administration (PGA) will procure the needed CCTV cameras and install these in conspicuous areas. This way, the APPO can take immediate action on crime incidents that they monitor thru the CCTV cameras. Further, the municipality of Bangued formulated a draft ordinance requiring business establishments operating in the municipality of Bangued to install CCTV cameras in their respective business premises. However, they illustrated no guidelines for the use of CCTV to be most effective in crime prevention and detection which can be adopted by the citizens of the province of Abra. Hence, the rationale of this study is to find out the level of crime prevention and detection in the establishments that have CCTV and also to identify the problems encountered by the establishment owners or managers in using such device. 7.2 Summary This research study collated, analyzed, and interpreted the data on level of crime prevention and crime detection in establishments with CCTV in Bangued, Abra. Specifically, it sought to answer the following questions: 1. What is the level of crime prevention and crime detection in establishments with CCTV? 2. What problems are encountered by establishment owners in using CCTV? 3. What set of guidelines can be formulated for the effective use of CCTV system? This study used descriptive-survey method of research because the purpose is to gather information and assess the utilization of CCTV in the Municipality of Bangued, Abra. Through interview with the aid of a guide or set of questions, the researcher was able to assess or measure the level of crime prevention and detection through the utilization of CCTV and identify the problems encountered by the CCTV owners in using such device. 7.3 Findings Based on the research problems, the major findings of the research were: 1. The level of crime prevention and detection using CCTV in establishments is not sufficient. There are identified factors affecting CCTV such as the purpose of installing CCTV, lack of person actively manning the monitor and the CCTV unit and its components. 2. The most significant problems encountered by the establishment owners in terms of installation is acquiring good quality of CCTV. In terms of operation is malfunctioning, and in terms of maintenance, repairing, and changing destroyed parts. Also, in terms of conforming to local policies related to CCTV, they do not know the proper procedure in transmitting to the proper authorities the CCTV video recording of a crime incident or any event related to it. 7.4 Conclusions Based on the findings, the following are the derived conclusions: 1. CCTV is an advanced and useful technology that can be an aid to law enforcement and public safety and security but is not capable of attaining the maximum level of crime prevention and detection. 2. There are still obstacles encountered by the establishment owners and managers in using CCTVs in terms of installation, operation, maintenance, and conforming to local policies, however, most of these are only minor problems. 7.5 Recommendations Based on the conclusions stated above, the following recommendations are offered: 1. In order to attain maximum level of crime prevention and detection through the use of CCTV, establishment owners and managers may avoid the negative factors affecting their utilization by being aware of the significance of such technology, by installing the appropriate components, and by assigning a staff to actively man the monitors. 2. To prevent the obstacles encountered by the establishment owners and managers in utilizing CCTV, they should abide with the policies and procedures set by ordinances and other statutes regarding the required standards, proper installation, operation, and maintenance of such device. 3. For enhancement purposes, the same research can be made by other researchers in order to assess the effectiveness of CCTVs also in different parts of the country and develop awareness on the significance and utilization of such device in the aspects of security, crime prevention and detection, and even peace and order. 4. Cameras are of vital importance as significant elements of security systems in different buildings and establishments such as houses, stores, and shopping malls. Also, millions of CCTV cameras are installed in streets with the goal of reducing crimes, preventing crimes, and increasing public safety. Effectiveness of the installation of CCTV cameras in relation to crime prevention aims to determine the effectiveness of CCTV cameras in the selected barangays of Ozamiz City, usefulness in crime prevention with respect to traffic violations, crimes against person and crimes against properties and to propose an action-based plan based on the results of the study. The study utilized descriptive-correlational design, mean and standard deviation was used to analyze the gathered data. Results revealed that the installation of CCTV cameras are very effective in crime prevention as it monitors and records the scenes 24/7 that can help in solving any reported crimes such as theft or robbery incident. Both police and victimization data were collected before and after the installation of CCTV in target, control and buffer areas, and police Divisions. The results showed that CCTV was effective in reducing crimes in train station car parks but not in city centers or residential areas, seemed to be effective in reducing vehicle crimes (but not other types of crimes), and was most effective when the degree of coverage by CCTV was high and when CCTV was combined with other interventions such as improved lighting. Implications for situational crime prevention theory are drawn. There was no evidence of displacement or diffusion of benefits. CCTV cameras are connected to monitors in a limited area such as a store, an office building, and shopping malls, colleges or busy streets used in surveillance systems. This new surveillance has become a central feature of modern society that affects our everyday life. Some theorists argue that CCTV catches criminals, spots crimes, identifies lawbreakers and helps convict the guilty, but then again does CCTV reduce crime? This essay will at first explain the background to Foucault’s Panopticon in order to understand the historical context of surveillance. It will secondly outline the use of the CCTV camera from the 1940’s and consider its role in modern society. Thirdly, examples of CCTV usage such as the Jamie Bulger and Jean Charles de Menezes cases will be used to inform a discussion on the advantages and disadvantages of CCTV. The use of Information Communication Technology (ICT) and its potential to invade privacy will be considered with new attempts to increase surveillance by the current government.
