Erfunden hatte ihn Bert Donnepp, damals Direktor des Bildungswerks der Stadt Marl. Anfang der 1970er Jahre schwebte ihm und seinen Mitstreitern die „Gründung eines Instituts zur Erforschung der Fernsehwirkung und zur Medienerziehung“<a href="#bildung-50j-teil1-01" name="bildung-50j-teil1-01-r">[1]</a> vor. Dieses sollte sich „mit Fernsehprogrammforschung, Seminarangeboten für Programm-Macher, mit der Medienerziehung für Pädagogen, Jugendliche und Erwachsene, der Einrichtung einer fachbezogenen Biblio- und Videothek sowie der Beurteilung von ‚regionalen Dritten Programmen mit bildungsintensivem Charakter‘“ befassen.<a href="#bildung-50j-teil1-02" name="bildung-50j-teil1-02-r">[2]</a></p> <p>Schon der Namensgeber Adolf Grimme – von Haus aus Pädagoge, Kulturpolitiker und erster Generaldirektor des NWDR – hatte im Fernsehen ein großes erzieherisches Potenzial erkannt und „pochte auf die (…) bildenden Aufgaben des Mediums“<a href="#bildung-50j-teil1-03" name="bildung-50j-teil1-03-r">[3]</a>. Und so ging es auch den Institutsgründern „nicht um diese kulturpessimistische Haltung gegenüber dem Medium Fernsehen, die sich ja wirklich in vielen Diskussionen auch heute noch immer wieder zeigt. Stattdessen […] darum, die Chancen wahrzunehmen, die das Fernsehen bietet: Das war die Intention von Donnepp, das ‚Grimme Institut‘ zu gründen und die Arbeit dieses Instituts in Richtung ‚Bildung mittels Medien‘ auszurichten.“<a href="#bildung-50j-teil1-04" name="bildung-50j-teil1-04-r">[4]</a></p> <div id="attachment_11576" style="width: 880px" class="wp-caption aligncenter"><img decoding="async" aria-describedby="caption-attachment-11576" class="wp-image-11576 size-full" src="https://www.medienbildungshub.de/wp-content/uploads/2023/08/thema-50j-donnepp.jpg" alt="Büste von Bert Donnepp im Grimme-Institut (erstellt von Burkhard Klöter, enthüllt 2014); Foto: Grimme-Institut / Michael Schnell " width="870" height="470" srcset="https://www.medienbildungshub.de/wp-content/uploads/2023/08/thema-50j-donnepp.jpg 870w, https://www.medienbildungshub.de/wp-content/uploads/2023/08/thema-50j-donnepp-300x162.jpg 300w, https://www.medienbildungshub.de/wp-content/uploads/2023/08/thema-50j-donnepp-768x415.jpg 768w, https://www.medienbildungshub.de/wp-content/uploads/2023/08/thema-50j-donnepp-705x381.jpg 705w" sizes="(max-width: 870px) 100vw, 870px" /><p id="caption-attachment-11576" class="wp-caption-text">Büste von Bert Donnepp im Grimme-Institut (erstellt von Burkhard Klöter, enthüllt 2014); Foto: Grimme-Institut / Michael Schnell</p></div> <p>In einer Zeit, in der man in der Bundesrepublik Deutschland heftig über Bildung und Bildungschancen diskutierte, einige Reformen bereits auf den Weg gebracht hatte und viel Geld in neue Schulen und Universitäten investierte, startete also das Adolf-Grimme-Institut als ein „Modellversuch im Bildungswesen“, wie Donnepp es nannte.<a href="#bildung-50j-teil1-05" name="bildung-50j-teil1-05-r">[5]</a> Zwar wurde auch die Verleihung des Adolf-Grimme-Preises aus der Arbeit der Marler Volkshochschule herausgelöst und ab 1975 teilweise, ab 1977 vollständig dem Institut überantwortet – die Organisation des Preises stand in der ersten Geschäftsordnung des Adolf-Grimme-Instituts jedoch an letzter Stelle. „Davor standen die Aufgaben, mittels Fernsehen Bildung zu initiieren und die Erwachsenenbildung zu qualifizieren, mit dem Fernsehen zusammen Bildungsprozesse in Gang zu setzen und zu unterstützen.“<a href="#bildung-50j-teil1-06" name="bildung-50j-teil1-06-r">[6]</a></p> <p>Ausgestattet mit einer Anschubfinanzierung des damaligen Bundesministeriums für Bildung und Wissenschaft (BMBW, heute BMBF) ging das Adolf-Grimme-Institut also 1973 in Betrieb, um medientheoretische Bildungsarbeit zu leisten. All das geschah, wie viele seither umgesetzte Projekte zeigen, mit großer Weitsicht hinsichtlich der Fragen, die gesellschaftlich und innerhalb von Bildungskontexten relevant wurden.</p> <h3>Erwachsenenbildung im Medienverbund</h3> <p>Nachdem bereits im Gründungsjahr ein „Gesprächskreis Medien“ zur Unterstützung der Fort- und Weiterbildungsangebote im Fernsehen ins Leben gerufen wurde, an dem in Nordrhein-Westfalen das Institut, die Volkshochschulen und der Westdeutsche Rundfunk (WDR) beteiligt waren, beschäftigte sich das erste im Adolf-Grimme-Institut angesiedelte Projekt ab 1974 mit Elternbildung: Unter dem etwas sperrigen Titel <strong>„Soziales Lernen im Medienverbund“</strong> und im Auftrag des Bundesministeriums für Bildung und Wissenschaft wurden mediendidaktische Begleittexte zu TV-Sendungen wie die „Elternschule“, „Rappelkiste“ und „Kinder, Kinder“ erarbeitet. Projektbegleitend erschien die erste Ausgabe der Reihe „Hefte zur Medienpädagogik“. Das Projekt <strong>„Erziehen ist nicht kinderleicht“</strong> (ab 1975) erarbeitete ein Konzept zur Elternbildung im Medienverbund und entwickelte Kurse, Handreichungen und Materialpakete. Ebenfalls im Medienverbund stand beim Projekt <strong>„Un-Ruhestand“</strong> (1978) die „Altenbildung“ im Vordergrund. Seminar-Veranstaltungen widmeten sich der Darstellung der Arbeitswelt und der Frau im Fernsehen.</p> <p>Die intendierte Funktion des Instituts als Schnittstelle zwischen Fernsehen und Weiterbildung übernahm ab 1976 im Rahmen der „wissenschaftlichen Dienstleistungen“ der Informationsdienst <strong>„agi-report“</strong>, der die Bildungssendungen der Fernseh- und Hörfunkprogramme auflistete und über Medienverbundprojekte informierte, sowie ab 1978 die Nachfolgepublikation <strong>„W&M Weiterbildung und Medien“</strong>, die zunächst als Beilage der letzten zwei Reportausgaben erschien, schließlich eine eigene Beilage erhielt: die <strong>„Mediendidaktischen Handreichungen“</strong>. Westfalen, Archiv LWL, Best. 820/A 431)</p></div> <p>Nachdem bis etwa 1980 der Schwerpunkt der Institutsarbeit vornehmlich auf der Entwicklung und Umsetzung von Medienverbundprojekten gelegen hatte, taten sich mit den neuen Medientechnologien auch neue Arbeitsfelder auf. Pong war plötzlich auch auf der Flimmerkiste zuhause verfügbar, Angebote wie der Bildschirmtext (BTX) und der Tele- bzw. Videotext kamen hinzu, die ersten Arbeitsplatzcomputer von Apple und IBM hielten Einzug. Projekte wie <strong>„Neue Medientechnologien und Bildung“</strong> (1980) analysierten die neuen technischen Möglichkeiten und entwickelten passende Bildungsansätze.</p> <p>Als Institut des Deutschen Volkshochschul-Verbands widmete Grimme sich vor allem der Vernetzung und Kooperation mit den DVV-Landesverbänden innerhalb des Themenbereichs „Bildung und Medien“. Beispielhaft genannt seien Programme wie das ebenfalls durch das Bundesministerium für Bildung und Wissenschaft geförderte <strong>„Audiovisuelle Medien für die Weiterbildung von Weiterbildnern“</strong> (1982), <strong>„Informationen über die Verwendung von Fernsehsendungen zur Weiterbildung“</strong> (1983) oder das <strong>„Medienpädagogische Training“</strong> (1979).
