Indonesians are divided along religious and cultural lines into different aliran (streams) and political parties in some respects have followed these “streams”, representing santri (pious Muslims), abangan (nominal Muslims with beliefs in mysticism) and priyayi (those with roots in the aristocracy and beliefs in mysticism). In this regard, key question includes: how socioeconomic differences among the electoral districts affect the organization and electoral strategy portfolios of party branches? Based on field research in Indonesia (Jakarta) concerning party-voter linkage, I argue that parties' access to state resources and voter demands affect party strategies. The paper argues that, contrary to assertions that central party leaders exercise strict discipline over their members in parliament, coordination between party and caucuses, or fraksi, is weak, inconsistent and ad hoc. The paper concludes that this situation is facilitated by the eschewing of public votes through the process of decision making by 'consensus', a practice that is actually a vote by fraksi leaders to the exclusion of ordinary members. The literature on political parties in Indonesia has been growing richer and more comprehensive with each passing year since 1998. 1 Much of this literature is concerned with the behaviour of parties in the lead-up to elections, including the processes of candidate selection, internal power machinations and leadership struggles , trends in voter support, campaign methods and financing, policy and ideology (or the lack of it). At the provincial and district level, attention has been given to coalition building and the pragmatic nature of deals done to support candidates for governor and regent/mayor [bupati/walikota]. In the post-election context, party behaviour has usually been examined for its role in the formation of cabinet coalitions and the jockeying for influence and resources amongst the political elite.
