href="http://www.un.org/sustainabledevelopment/hunger/">零饥饿目标</a></strong> ，不断开发和检验自己的解决方案。与此同时，因为<a href="http://www.un.org/sustainabledevelopment/sustainable-development-goals/"> <strong>可持续发展目标</strong></a> 特别是发展目标2的普遍性，要保证 <em>所有人 </em>享有充足且营养的食物，必须由 <em>所有国家</em> 共同努力——任何发展项目参与者、政府或其他实体都不能独立实现这一目标。因此 <a href="http://www.un.org/sustainabledevelopment/globalpartnerships/"><strong>目标17 </strong></a>，即最后一个可持续发展目标，要求利益相关方建立起实现其他16个目标所必需的各类伙伴关系。</p> <p>虽然有着 <strong>共同的全球发展议程</strong> ，但是每个国家的需求和经验却不尽相同，世界粮食计划署正在逐渐成长。<strong> </strong>面对国家需求的增加，<strong>我们通过南南合作和三方合作加强了对各国政府的支持。</strong>南南合作和三方合作涵盖了<strong> 发展中国家之间在知识、经验、技能、资源和专有技术方面的直接交流</strong> ，并且往往由某个捐助国或多边组织（如世界粮食计划署）协助进行。这种“三方”合作可以采取 <strong>资金</strong> 、<strong> 培训</strong>、<strong>管理</strong>、<strong> 技术系统 </strong>等援助形式。</p> <div class="expand expand--closed expand--field-field_rich_text_0"> <p>对我们来说，致力于这一过程，如同反映全球趋势一样，乃是讲求实效的重要工作<strong>。发展中国家之间的合作在数量和规模上都在扩大 </strong>：联合国秘书长所做的<a href="http://www.un.org/ga/search/view_doc.asp?symbol=A/70/344"> 2015年南南合作报告 </a>预计，发展中国家之间的互助资金流达160-190亿美元，约占<strong> 国际发展援助总额的12％。</strong></p> <p>在实践中，世界粮食计划署应发展中国家政府的要求，帮助他们鉴别、获取并整理其在粮食和营养问题上的国家解决方案并将这些解决方案分享给其他发展中国家。这种形式的援助让世界粮食计划署国家办事处向东道国政府提供双边援助的体系更加完善。2015年，世界粮食计划署60%的行动致力于南南合作或三方合作 —而2014年仅有不到30%。具体来说，行动可能包括：</p> <ul> <li>在两个或多个国家可互通分享相关经验的行业之间<strong> </strong>建立 <strong>沟通或合作渠道</strong>；</li> </ul> <ul> <li>传播<strong> 实现零饥饿的创新性国家解决方案 </strong>；</li> </ul> <ul> <li>支持各国鉴别并“审查”<strong> 应对尚未解决的国内挑战的国外解决方案</strong> ；</li> </ul> <ul> <li>共享关于如何<strong> 提高粮食安全实践 </strong>的国家经验和教训；</li> </ul> <ul> <li>与区域或次区域组织合作 <strong>，以协力减少饥饿和营养不良 </strong>；</li> </ul> <ul> <li>加强<strong> 与研究机构和非政府组织之间的联系， </strong>以建立一个零饥饿事实基础； </li> </ul> <ul> <li>并 <strong>将世界粮食计划署的工作与更广泛的联合国发展计划结合起来， </strong>包括设在罗马的其他机构（粮农组织和农发基金），联合国南南合作办公室以及整个联合国系统的工作。</li> </ul> <p>根据世界粮食计划署支持的<strong> 南南合作和三方合作发展计划
