prostitution in the U.S. academy, and also contribute towards an interdisciplinary conversation about the social construction of prostitution in the specific border city of Tijuana, Mexico. In the latter respect we also respond to a call by Uribe et al. for more multidisciplinary study of prostitution in Mexico: \"son pocas las investigaciones publicadas que pueden contribuir a ampliar el conocimiento sobre los grupos que ejercen la prostituci6n; tambien son limitados los trabajos con enfoques multidisciplinarios que manejen el fen6meno desde la perspectiva epidemiol6gica, biomedica, etnognifica, antropol6gica, socioecon6mica o cultural\" 'there is little published research that can contribute to expanding knowledge about the groups engaged in prostitution; there is also limited work with an interdisciplinary focus which deals with the phenomenon from an epidemiological, biomedical, ethnographic, anthropological, socioeconomic, or cultural perspective' (Uribe et al. 1996, 185). It is a global phenomenon, which has become a burden on governments, human rights organizations and societies in general. This study is an attempt to analyze the regimes by which sex work is regulated in different countries and in different States within Mexico. For the particular case of Mexico, commercial sex work or prostitution exists legally but it is a phenomenon with many stereotypes that very few really acknowledge or understand. class="ds-related-work--abstract ds2-5-body-sm">In Tomatlán, a small city on the Mexican Pacific Coast there is a tolerance zone in which a group of sex workers, separated from the rest of the city by a garbage dump, offer their services to local men. The women present themselves materially and symbolically as agents of regulation with respect to male sexuality, itself constructed as overwhelming and insatiable, which, were it not for services provided by the sex workers, would threaten the family-based social order. Through in-depth interviews with 19 sex workers and 5 municipal officials, this paper discusses how the sex gender system results in a series of borders that are both geographical and subjective. Neoliberal governmentality is a practice of ruling people that interweaves aspirations of individuals with the demands of the market. By theorising governmentality in the context of sex work in Tijuana, it is my intention to move beyond the limited discussion of voluntary versus forced prostitution, in order to stress that sex work has become entangled in ambiguous and simultaneous processes: on the one hand, it can generate personal empowerment and agency, and on the other hand, it demands the individual‟s subjection to a neoliberal market regime. The article will explain the liberties allowed by Tijuana‟s sex industry, and elucidate why sex workers prefer managerial sex-work arrangements to personalistic ways of selling sex based on pimps as intermediaries. Despite challenges of selling sex, the income generated from sex work at the US–Mexico border allows many women to create new lifestyles. Sex work is used as a strategic means to realise a project of self-actualisation, which is linked to the desire for economic well-being and upward social mobility.
