حالات اغتصاب في السجون العراقية، منتقدة بشدة عدم سماح السلطات لها بزيارة تلك السجون، فيما شكل البرلمان لجنة تحقيق مستقلة من لجنتي حقوق الإنسان والأسرة والطفولة، ويفترض أن تباشر أعمالها الأسبوع المقبل. <br/>وكانت منظمة «حمورابي لحقوق الإنسان» أعلنت في تقرير أن بعض السجينات أبلغن عن «تعرضهن للاغتصاب والتعذيب خلال مرحلة التحقيق وبعدها». وسارعت وزارة العدل الخميس الماضي إلى نفي مسؤوليتها عن «أي انتهاك». <br/>وأعلنت في بيان أنها «غير مسؤولة عن تعرض سجينات للتعذيب والاغتصاب للحصول على الاعترافات»، لافتة إلى أن «عمليات التحقيق معهن تجري في سجون تابعة لوزارتي الدفاع والداخلية». <br/>وقالت سكرتيرة منظمة «الأمل» هناء ادور إن «وضع السجينات مأساوي وهناك مؤشرات كثيرة إلى أن حالات الاغتصاب أصبحت قاعدة وليست استثناء». <br/>وأضافت أن «وزارة العدل وإدارة السجون التفتت أخيراً إلى ضرورة وضع كادر نسوي ليكون المسؤول عن المتهمات سواء أثناء التحقيق أو بعد الإدانة»، معتبرة أن هذا الأمر لن يكون كافياً، لأن بعض الشرطيات المسؤولات عن السجون قد يمارسن دور السمسرة. <br/>وأضافت أن المطلوب ان تكون السجون مفتوحة أمام منظمات المجتمع المدني لتقدم خدمات تأهيلية إلى السجينات ولتراقب وضعنه <br/>وزادت حتى عند زيارة منظمة حمورابي للسجون كان معه ممثلون عن وزارة حقوق الإنسان، وتم اعطاؤها وقتاً قصيراً لا يسمح بالوقوف على حالة السجينات <br/>وأضافت لن نقوم بزيارة استعراضية للسجون ولا نريد زيارة من اجل الزيارة، بل يجب ان يسمح لنا بلقاء السجينات على انفراد وان يتم منحنا الوقت الكافي لدراسة حالهن وتقديم برامج تأهيلية لهن. <br/>بدورها، طالبت رئيسة منظمة «نساء من اجل السلام» شذا ناجي بـ «فتح سجون النساء امام المنظمات الدولية والمحلية، ونفت ان «تكون زارت السجون او لديها إحصاءات أو معلومات عن حالات الاغتصاب والتعذيب»، وأضافت: «إننا نسمع عن مثل هذه الأمور عبر تسريبات إعلامية». <br/>كما أبلغت رئيسة «لجنة الأسرة والطفولة النيابية» انتصار علي خضير أن البرلمان شكل لجنة تحقيق مشتركة من لجنتي حقوق الإنسان والأسرة والطفولة»، مبينة أنها «ستباشر عملها الأسبوع المقبل وستقوم بزيارات مفاجئة لسجون ومعتقلات النساء». <br/>وزادت أن لجنة الأسرة والطفولة حصلت على أمر من هيئة رئاسة البرلمان بزيارة السجون بصورة مفاجئة ومن دون أخذ موافقات وزارة العدل أو وزارتي الداخلية والدفاع <br/>وأكدت ان اللجنة ستجتمع على انفراد مع كل سجينة للوقوف على حقيقية الأمر لان هذا الموضوع مناف للأخلاق العراقية والعربية ولا يمكن السكوت عنه أو السماح به بل يجب تقديم من قام به إلى العدالة ليأخذ جزاءه العادل. <br/>وأقرت خضير بـ «صعوبة مهمة اللجنة لأن الخشية من الفضيحة وتقاليد مجتمعنا تمنع الكثير من النزيلات من الاعتراف بتعرضهن للاغتصاب». <br/>وكانت منظمة «هيومن رايتس ووتش» اتهمت الحكومة في أيار (مايو) الماضي بــ«إعادة العراق إلى الحكم الشمولي وتعذيب المعتقلين».</p> </div> </div> <hr/> <div class="post clearfix" dir="rtl" align="right"> <p>دمشق (الاخبارية)..كشف مكتب المفوضية السامية لشؤون اللاجئين في سوريا،انه تم تحديد اكثر من 850 حالة عانت من العنف الجنسي والعنف القائم على نوع الجنس بين اللاجئين العراقيين الموجودين هناك. <br/>وقال مصدر مسؤول في المكتب بتصريح لمراسل (<a href="https://web.archive.org/web/20130116090713/http://www.ikhnews.com/news_view_6546.html" target="_blank" class="external">الوكالة الاخبارية للانباء</a>) اليوم،ان هذه الحالات شهدت تناقصاً خلال عام 2008 حيث بلغت 700 حالة في حين ازدادت خلال عام 2009 حيث بلغت 900 حالة. <br/>وبين ان من الاشكال الشائعة لهذا النوع من العنف،الاغتصاب،والبغاء الاجباري،والاتجار بالاشخاص،والزواج القسري،والاستغلال الاقتصادي والجنسي،والعنف الاسري. <br/>وتابع ان المفوضية مستمرة بتقديم الدعم للاجئين،والعمل على منع هذه الحالات عبر التدريب ورفع مستوى الوعي،مشيراً الى ان المفوضية وفرت مركزاً امناً في دمشق،يؤمن المأوى والطعام والاستشارة الاجتماعية والتدريب المهني والخدمات القانونية والطبية للنساء والاطفال الذين عانوا من العنف،لافتاً الى انشاء مركز تنمية المراة،بالتعاون مع الاتحاد العام النسائي في سورية،بغية تمكين الناجيات من حالات العنف الجنسي والعنف القائم على نوع الجنس،من خلال التدريب وجلسات الاستشارة وتنمية الدعم سوغ الجندي الارهابي الأميركي ستيفن غرين قيامه <p>مشيراً الى ان العنف المتفشي والتعليقات المهينة من جنود أميركيين ضد العراقيين اسهما في سلب آدمية السكان المدنيين في ذلك البلد )،واضاف أما نقطة التحول التي أصابتني بالجنون فقد حدثت في 10 كانون الاول 2005 ، عندما قتل عراقي ممن كانوا في السابق ودودين تجاهنا زميلي العريف ترافيس نيلسون 41 عاماً والعريف كينيث كازيكا، 32 عاماً عند نقطة تفتيش، فقد ضخم موتهما مشاعر الكراهية في نفسي تجاه العراقيين، وأضاف لا أجد كلمة يمكن أن تصف مدى كراهيتي للعراقيين، إذ لم أفكر أن هؤلاء الناس ينتمون للجنس البشري.   <br/>ووصف غرين كيف حاول عقب ارتكاب جريمته الحصول على مساعدة نفسية من الجيش الأميركي ولم يفلح ،فأدمن كبقية الجنود الأميركيين في العراق على تعاطي المخدرات وشرب الكحول.واصدرت محكمة مدنية أميركية في 4 ايلول 2009 على غرين بالسجن المؤبد خمس مرات اي مايعادل 150 عاماً ، لكن جلسة استئناف ستعقد في 21 من الشهر المقبل في محكمة الدائرة السادسة الأميركية للمطالبة بإعادة محاكمته أمام محكمة عسكرية أسوة بزملائه، إذ يرفض غرين محاكمته أمام القضاء المدني، الذي حكم عليه بموجب قانون محاكمة الأميركيين ممن ارتكبوا جرائم خارج الحدود، لكونه كان في الخدمة العسكرية أثناء ارتكاب جريمته. <br/>وشارك ثلاثة جنود آخرين غرين جريمته بمعرفة جندي آخر لم يشاركهم حيث خططوا لارتكاب الجريمة أثناء شرب الويسكي ولعب الورق وكانوا موجودين عند نقطة تفتيش قريبة من منزل الضحايا في المحمودية ، فبدلوا ملابسهم قبل ارتكاب الجريمة لإبعاد الشبهات عنهم والإيحاء بأن متمردين ارتكبوا الجريمة، ودخلوا إلى منزل عائلة عبير الجنابي 14 عاماً، وبينما كان الجنود الثلاثة يتناوبون على اغتصاب عبير ، اقتاد غرين أمها وأباها وشقيقتها الصغرى 5 أعوام إلى غرفة مجاورة وقتلهم ، ثم عاد ليغتصب الفتاة، قبل ان يطلق النار على رأسها. وبعد ذلك أحرقوا جثة الفتاة وملابسهم في محاولة لمحو آثار الجريمة، كما أحرقوا المنزل والجثث، إمعاناً في محو اثار الجريمة</p> <p>الذي شارك فيها القضاء الامريكي المنحط  حيث حكم The Christian minority in Iraq, once a community left in peace to prosper, continues to be under threat from a campaign of persecution which has forced as many as 500,000 Christians to flee the country.</p> <p>During the reign of Saddam Hussein, the estimated 1.4 million Christians – many of them Chaldean-Assyrians and Armenians, with small numbers of Roman Catholics – were generally left alone if they didn’t oppose the government and they lived in relative peace with the country’s Sunnis and Shiites. </p> <p>Some, such as Tariq Aziz, Saddam’s foreign minister and deputy prime minister, rose to the highest levels of power.</p> <p>Things changed after the 2003 US-led invasion of Iraq toppled Saddam’s regime. Christians became a target of violence when Islamist groups and ordinary Muslims angered by the military action began seeing them as the enemy, associating with them with the "crusaders" – the invading armies of the United States and Britain.</p> <p>Tensions over their religious ties with the West and their differing beliefs to the strict Islamic majority, which had been simmering for years, spilled over as the occupying forces dug in.</p> <p>"Iraqi Christians became caught up in the overlapping violence and multiple conflicts unleashed after 2003," Dr. Kristian Ulrichsen, an Iraq expert at the London School of Economics and Political Science, told Deutsche Welle. "They became exposed to the similar patterns of kidnappings, extortion, beheadings, rape and forced taxation that affected all other communities as the erosion of central government control left a security vacuum that was exploited by organised and opportunistic criminality and anti-occupation resistance groups." </p> <p>"In addition to this, Christians specifically were targeted by Church bombings and assassination attempts owing to a perceived association with the aims and intentions of the occupying forces."</p> <h3>Association with occupying powers makes Christians targets</h3> <p>In 2004, insurgents launched a coordinated bombing campaign targeted churches in Baghdad. In 2007, after Pope Benedict XVI made comments perceived to be anti-Islam, nationwide attacks on churches hit an all-time high and a priest in the northern city of Mosul was kidnapped and later found beheaded. In January 2009, 40 Iraqi Christians were killed and approximately 12,000 fled their homes.</p> <p>In February this year, at least 10 Iraqi Christians were killed by unknown gunmen in Mosul as the country was preparing for the March 7 elections. The escalating violence ahead of the ballot led to hundreds of Iraqi Christians taking to the streets in a number of protests, chanting slogans such as "Stop the killing of Christians."</p> <p>During the years since the invasion, life for the Christian minority has become beset by danger. The waves of violent attacks against churches, businesses and homes have forced more than half of the Christian population to flee for their lives, according to statistcs from the UN High Commission for Refugees (UNHCR). Those churches which remain standing are mostly empty, their congregations long gone or too afraid to attend.</p> <p>"The Christian minority in Iraq has been reduced to a shadow of its former self," said Ulrichsen. "Up to two-thirds of the pre-war community has been displaced or forced to flee the country. Although conditions in Iraq have improved somewhat since 2007, the security situation remains intensely fragile and prone to reversal, and the return of refugees and displaced persons to their homes has been very slow and halting."</p> <p>"There’s a real possibility that 2,000 years of settlement by Christian communities in Iraq is in danger of near-total extinction." </p> <h3>US withdrawal leave Christians’ fate in Iraqi hands</h3> <p>As the United States steps up its military withdrawal from Iraq, the Christian minority is forced to look at the Iraqi security structure for protection. However, the prospect of being protecetd by the Iraqi police and armed forces fails to instill any confidence in the Christian minority.</p> <p>"The greatest concern about a US pullout is that extremists will exploit any lapses in security and attack vulnerable groups, including Christians," Samer Muscati, an Iraq expert from the Middle East division at Human Rights Watch, told Deutsche Welle. </p> <p>"Although the Iraqi government publicly condemns violence against Christians and other minority groups, it has not taken measures to bolster security in areas where minorities are particularly vulnerable to attacks, and it has not thoroughly investigated attacks," he added. "Iraqi security forces rarely apprehend, prosecute and punish perpetrators of such attacks, which has created a climate of impunity."</p> <h3>Christians search for ways to protect themselves </h3> <p>One muted proposal to protect the Christian minority involves the creation of an autonomous province on a neglected area of land located to the north and west of Mosul, called Ninawah Plain, which would act as a sanctuary.</p> <p>While advocates of the idea say it wouldn’t stop the violence against Christians in the large, high-risk cities of Mosul, Baghdad, and Al-Basrah, it would give the Christians a place where their needs could be met, their beliefs supported and their security guaranteed.</p> <p>The proposals suggest that Ninaweh Plain would an autonomous administrative region in which the Christian minority could govern themselves and would be free to participate in the federalist system which is developing in Iraq.</p> <h3>Creation of autonomous region plagued by problems </h3> <p>However, the idea of an autonomous region for the Christian minority in reality looks unviable. </p> <p>"The image of a real autonomy is unrealistic," Nizar Hanna, director of the Assyrian Democratic Movement’s Baghdad office, told Deutsche Welle. "Up to now, there are no concrete plans which show how this would work. Even in the Kurdish constitution, they have the right to autonomy in the areas where they are the majority but nowhere is this the case. Besides, there are no areas in which only Christians live. Shabak, Yazidis, Kurds and Arabs also live there." </p> <p>"To an extent a safe haven for Christians exists in Iraqi Kurdistan," Kristian Ulrichsen said. "Thousands of internally displaced Iraqi Christians have moved there. Although viable on humanitarian grounds, the creation of a specific region for Christians would be a short-term measure that does not offer a longer-term solution to the reconstruction of Iraqi society and the reintegration of its communities."</p> <p> </p> <p><a align="right"> <p>كانت رسالة الشيخ هـ. م. إلى المراهقين المتجمعين حوله بعد صلاة الجمعة في أحد مساجد بغداد صريحة ومباشرة مفادها أن "الإسلام بسيط وغير معقد. إذ يجب أن يكون المسلم معتدلاً وغير متطرف ليكسب محبة الله". <br/>وأوضح رجل الدين هذا، الذي اكتفى بذكر الحروف الأولى من اسمه خوفاً من تعرضه للانتقام، أن الطريقة الوحيدة لكسب الحرب ضد الإرهاب والطائفية في العراق هي إبقاء الشباب بمنأى عن المتطرفين. <br/>ففي أواخر عام 2007، بدأ تنظيم القاعدة في العراق بتجنيد النساء لجمع المعلومات الاستخباراتية ونقل الأسلحة وتنفيذ هجمات انتحارية مما دفع السلطات لتجنيد وتدريب حارسات عند نقاط التفتيش بحثاً عن متفجرات مخبأة تحت ثياب النساء. <br/>وفي محاولة منهم لتجاوز هذه التدابير الأمنية المشددة، لجأ المتمردون السنة إلى تجنيد المراهقين لتنفيذ الهجمات باعتبارهم لا يثيرون الشبهات عند اقترابهم من نقاط التفتيش ومن القوافل. <br/>وعلق الشيخ هـ. م. على ذلك بقوله: "مع غياب البرامج الحكومية وغير الحكومية لتسخير قوة الشباب لبناء البلد، يجب أن نقوم نحن، رجال الدين، بدور كبير لتعليم الأطفال ما هو الصواب وما هو الخطأ علنا نساعد التائهين منهم في سلوك السبيل الصحيح". </p> <p><strong>"طيور الجنة" </strong></p> <p>وفي عام 2008، شكلت القاعدة تنظيم "طيور الجنة" لتجنيد الأطفال وتدريبهم لتنفيذ الهجمات على قوات الأمن والهجمات الانتحارية، وفقاً لمسؤول أمني رفيع المستوى في مجال مكافحة الإرهاب طلب عدم الكشف عن هويته. وجاء في قول المسؤول: "لا نعرف عدد هؤلاء الأطفال بالتحديد، لكننا متأكدون من أن عددهم كبير لاسيما أولئك القادمون من القرى النائية الذين يجتذبهم فكر تنظيم القاعدة. وقد استنتجنا من الاستجوابات أن جميع هؤلاء الأطفال إما فقدوا ذويهم في هجمات أو أجبروا على الانضمام للتنظيم من قبل أسرهم التي تتعاطف مع القاعدة". <br/>كما أظهرت السلطات العراقية في عام 2008 شريط فيديو تم العثور عليه أثناء غارة في شمال بغداد مجموعة من المراهقين، بعضهم لا يزيد عمره عن عشرة أعوام، يمثلون عمليات اختطاف وهمية. وأظهر الشريط هؤلاء المراهقين وهم يرتدون قمصان كرة قدم وأقنعة ويلوحون ببنادقهم ويحطمون الأبواب متظاهرين بتنفيذ هجوم وخطف أولاد آخرين. <br/>وفي مشهد من المشاهد، كان بعض الأولاد يرتدون أحزمة ناسفة ويتمرنون على كيفية إنزال رجل من على دراجته واختطافه. وفي مشهد آخر كان الأولاد يقدمون البيعة لتنظيم القاعدة في العراق. <br/>وفي شهر أبريل 2010، ألقت قوات الأمن القبض على ولد في العاشرة من عمره قبل لحظات من محاولته تفجير نفسه بحزام ناسف عند نقطة تفتيش في مدينة الفلوجة، التي تقع على بعد حوالي 660 كلم غرب العاصمة وتشكل المعقل السابق لتنظيم القاعدة في العراق. </p> <p>وكان والد الصبي مقاتلاً في تنظيم القاعدة وكنه لقي حتفه في العام السابق. وحسب الملازم أحمد صبحي، أخبر الصبي المحققين أنه بدأ عمله مع التنظيم بمساعدة المسلحين في نقل القنابل والأسلحة الصغيرة ثم اضطر بعد ذلك لتنفيذ عملية انتحارية. <br/>وأفاد مسؤول مكافحة الإرهاب أنه يتم إرسال الأطفال الذين تم إعدادهم ليكونوا انتحاريين إلى مراكز احتجاز الأحداث حيث يجري استجوابهم وإدراجهم في برامج إعادة تأهيل قبل أن إطلاق سراحهم. وأوضح أن تسعة مراهقين قاموا بتنفيذ هجمات انتحارية منذ مطلع عام 2009 وأنه تم ضبط ما يقرب من اثني عشر مراهقاً آخر قبل تنفيذ عملياتهم. </p> <p><strong>تدابير غير فعالة </strong></p> <p>وأوضح الطبيب النفسي في بغداد، أحمد خليل ناصر، أن معظم هؤلاء الأطفال يعيشون في مناطق نائية وينحدرون من أسر فقيرة وغير متعلمة، مما يجعل من الصعب جداً على العاملين في مجال الصحة أو المسؤولين العثور عليهم وتقديم أي شكل من أشكال إعادة التأهيل لهم بعد إطلاق سراحهم من سجن الأحداث. <br/>وعلق ناصر على ذلك بقوله: "أولاً، علينا أن نتأكد من أن جميع الأطفال في مثل هذه المناطق مسجلون في المدارس للحصول على التعليم المناسب حتى لا يكونوا فريسة للمتطرفين. وثانياً، لا بد من وضع برامج تستهدف أولئك الذين انضموا إلى صفوف المتمردين ومعالجتهم وفقاً للأسباب التي دفعت بهم للقيام بذلك. وفي غياب مثل هذه البرامج، سوف يظل هؤلاء الأطفال يشكلون هدفاً سهلاً لتنظيم القاعدة، كما لن يتخلى أولئك الذين تم القبض عليهم ثم أطلق سراحهم عن القتال". <br/>من جهتها، أفادت هناء إدوارد، رئيسة منظمة الأمل غير الحكومية الواقع مقرها في بغداد، أن الحكومة والمنظمات غير الحكومية تقوم بتنظيم بعض البرامج التي تهدف لإعادة تأهيل الأطفال المقاتلين ومساعدتهم على الاندماج في المجتمع ولكن فعاليتها محدودة. <br/>وأشارت إدوارد إلى أن "هناك بعض البرامج الحكومية لإعادة تأهيل هؤلاء الأطفال داخل مراكز الاحتجاز وتعليمهم المهن مثل النجارة والحدادة ولكن دور المنظمات غير الحكومية ما زال ضعيفاً بسبب القوانين التي تفرضها الحكومة على هذه المنظمات عند زيارتها للمعتقلات". </p> <p><a Nearly every human rights organization and numerous parliaments are in agreement that an ethnic and religious cleansing has been underway in Iraq (<a href="https://web.archive.org/web/20130116090713/http://www.aina.org/reports/ig.pdf" class="external" target="_blank">report</a>). Non-Muslims are not welcome any longer in large segments of the country. Kidnappings, rapes and executions are daily occurrences for the non-Muslims of Iraq. Sixty churches have been bombed, sometimes systematically on the very same day in different places in the country.</p> <p>One of the worst attacks happened on May 2nd. A busload of Christian Assyrian students was attacked between two checkpoints. In the place where they should have been safest, two roadside bombs were detonated. The next morning I received a video taken with a mobile telephone at one of the hospitals where the wounded and injured students were being cared for (<a href="https://web.archive.org/web/20130116090713/http://www.youtube.com/watch?v=YJI6xg4-7B8" class="external" target="_blank">Watch video of victims at hospital</a>).</p> <p>In Sweden there are thousands of Assyrian Iraqis hidden from the authorities because they have been rejected as refugees and are forbidden to remain in Sweden. They are hunted down by the Swedish police. If they are arrested, they are put in prison or in custody until the authorities have enough refugees to fill a plane with which to fly them to Baghdad. They are dumped by the Swedish police back to that very city where they can be slaughtered for their religion or ethnicity.</p> <p>During the past two years I have followed some thirty persons who have been forcibly expelled. Nearly all of them have fled Iraq again. In the beginning of last week one of the refugees I helped conceal informed me that "a pregnant refugee woman looked for a hospital where she could give birth but the local hospital refused to accept her. She desperately needed a caesarean and they wanted her to pay SEK 50,000 (7,000 Dollars) which she did not have." Two days later the organization Läkare i världen, (Médecins du Monde) in Sweden (which helps refugees who are hiding) arranged medical care for this pregnant woman.</p> <p>The woman’s husband and I spoke about the consequences of the war in Iraq and the Swedish authority’s cynical treatment of those who have fled for their lives. He showed me a photo of his brother and said "It made no difference how much evidence that my brother presented to the Migrationsverket (The Migration Board) and the Migrationsdomstolen (The Immigration Court): for example threatening letters and a list of people who were to be executed. Despite all this they sent him back. Shortly after he was dumped back in Baghdad he was kidnapped by the very same Islamist group that he had described to the Migration Board. The group later returned him as a corpse."</p> <p>On Tuesday May 4th, I was at the Migration Board’s main office in Norrköping. Fredrik Beijer, the chief of staff at the Board, had called a group of activists from the Swedish and Middle Eastern churches to a meeting. Among them was the Bishop of the Eastern Assyrian Church, Mar Odisho Oraham, as well as the Swedish priest Henrik Törnqvist. This was because the action group and I had collected 88 cases that concerned Christian Iraqis who had earlier been rejected. The chief of staff of the Board wanted to examine these cases to find out if the Board had made any errors in those that concerned Christians from Iraq. But he claimed that he couldn’t find any errors. "A number of them had remained in the country (Iraq) after the threats began," Beijer claimed, among other things. I replied that it is correct that they had fled from their homes to hide among family and friends until they could find a smuggler who could help the leave Iraq. In some cases, those who had hidden them had been exposed and were forced flee in turn.</p> <p>The four people who represented the Migration Board that Tuesday obstinately claimed that "the people whose cases had been submitted had remained in the geographic area (Iraq) after the risk had become apparent" — playing with words. The Board’s head jurist, Mikael Ribbenvik, did concede that "as the situation has improved with time, it has become much worse for minorities." But it became obvious that this was of no help to those who are currently in hiding to be permitted to remain in Sweden. The Board did not feel that their fears were "well founded."</p> <p>Not a single perpetrator, not a single terrorist who has kidnapped, raped or killed a non-Muslim has been convicted in Iraq. The country now has a constitution based on an interpretation of the Koran. During Saddam’s regime nearly all who applied for asylum to remain in Sweden received it. We knew that he was certainly a brutal dictator and people needed protection from him. Now in the midst of an ongoing genocide, minorities get rejected by the Swedish Migration Board. Since it has become worse for non-Muslims in Iraq today, Sweden cynically sends them back there. I cannot reconcile these facts.</p> <p>The Board claims that there is no systematic persecution in Iraq. This despite the fact that everyone else, among them the foremost experts in the world, claims that it is ongoing. When I relate about persons who have been expelled from Sweden and managed to flee to Syria and other bordering countries, where they obtained refugee status from the UNHCR, this has no effect on the Swedish decision makers. When I relate that I have taped the voice of a Swedish civil servant working for the Board who has even encouraged Christian Iraqis to flee again as soon as they have been arrived in Iraq, Mr. Beijer red-faced and said "we are thankful that you informed us, it is unethical behavior which we want to know about."</p> <p>Several employees at the Migration Board, who have been forced to hold a so-called returning interview with Christian Iraqis, feel ashamed. They are aware that these people should not be expelled but instead be protected.</p> <p>This is the way the interviews sound: "I know it will be difficult for you in Iraq but I have to tell you the way it is. If you agree to be expelled to northern Iraq where it is relatively safe we will not hand over your case to the police. If not, the police will hunt you down, arrest you, keep you in custody, force you on a plane and dump you in Baghdad. My advice is that you agree to do this voluntarily, in which case you can receive 30,000 kr ($3,900) as a resettlement fee. Take the money and flee to Syria." This is the conversation that Beijer claims is unethical.</p> <p>That I, an investigative journalist and author, should hide refugees would certainly be considered unethical by Sweden’s migration minister Tobias Billström. He probably would have like to make the hiding of refugees illegal. In that case I will accept the punishment. I am proud that I can help. I want to continue to be proud of Sweden’s reputation of being one of the most welcoming countries for people who have fled to save their lives. I am ashamed about the current "unethical situation." An unjust law is no law at all. As a reply to my reaction to Beijer’s statement about the Board employee whom he claims acted unethically, he wrote to me the next day: "My reaction to your information regarding what an employee of the Migration Board had said, only concerned that I don’t believe that it is the employee’s duty to advise the person being interviewed how they should act after a future return to their homeland. How much one should like to do so, we cannot mix ourselves in the applicant’s life after they have departed our country."</p> <p>No, but we can see to it that they are not sent back as long as there is a risk that they will be killed. As I was writing this text I was interrupted by a Christian Iraqi in hiding. He had just received a rejection by the court. Before fleeing from Iraq his brother had been beheaded in front of his eyes; the Islamists released him later so that he could tell other Christians of what had happened. This is a man who witnessed something horrible, a man whose name is on a death list, and a man that Sweden wants to send back.</p> <p>Two Iraqi ministers have, in the media, asked that Sweden should stop sending back persons that Iraq cannot protect. Why do we do this? It’s not enough to say that the law isn’t adequate — we must change it now.</p> <p>To the international community I say: Protect the non-Muslims in Iraq before it is too late. The majority of them are found in the northern part of the country, in what is known as the Nineveh Plains. This must become a defended protectorate. How many more must die? How many more have to be forced to flee. The United States must take its responsibility. His emaciated body and trembling arms were those of a fragile hospital patient rather than the fearsome terrorist the security forces had accused him of being. Instead of ordering an independent inquiry, Prime Minister Nuri Kamal al-Maliki has dismissed the torture accounts as "lies" and "a smear campaign." He told the state-run Iraqiya television that the detainees inflicted the scars on themselves "by rubbing matches on some of their body parts."</p> <p>But the wounds that my colleague and I witnessed last Wednesday, when we interviewed 42 of the men who had been held in that place, could not have been self-inflicted. Huge scabs on their legs matched detainees’ descriptions of being suspended upside down with their lower legs trapped between bars. Deep welts on their backs were consistent with cable whipping. These scars were just the beginning of the horror the men, and the evidence on their bodies, revealed.</p> <p>We hadn’t been in Wing 5 of Baghdad’s Al Rusafa detention facility for more than a few minutes before dozens of detainees pressed against the 19 overcrowded cage-like cells to which 300 of the men had been moved after the secret prison was exposed and began re-enacting the dreadful abuses that interrogators at Muthanna had subjected them to. They lifted their shirts and pant legs to reveal fresh scars, bruising, scabs and disfigurements. Each wanted to share his story, and each story was horrifically like the ones before. We had been in Iraq for about a month recording human rights violations through interviews with victims of torture and other abuses across the country, but nothing prepared us for this encounter.</p> <p>The 42 men the two of us were able to interview in the three hours we spent there recounted in appalling detail interrogation sessions that lasted three or four hours each. They described how their torturers kicked, whipped, beat and tried to suffocate them, gave them electric shocks, burned them with cigarettes and pulled out their fingernails and teeth. The prisoners said that interrogators sodomized some detainees with sticks and pistol barrels. Some young men said they had been forced to perform oral sex on interrogators and guards and that interrogator forced detainees to molest one another. </p> <p>If the detainees still refused to confess, interrogators would threaten to rape the women and girls in their families. </p> <p>The detainees were among about 430 who had been kept for months in the secret facility, which was run by the Baghdad Operations Command, one of several regional security commands set up by the prime minister that answer directly to him. All were transferred or released, with 300 of them moved to Al Rusafa, after the Human Rights Ministry inspected Muthanna in March and reported abuses to the prime minister. Until then, the detainees had no access to their families or lawyers. They didn’t even receive a case number, never mind formal charges. An investigative judge questioned many of them individually in a room just down the hall from one of the torture chambers.</p> <p>The Iraqi Army had detained them between September and December 2009 during sweeps in and around Mosul, a Sunni militant stronghold, accusing them of aiding and abetting terrorism. Amnesty International’s new report <em><a href="https://web.archive.org/web/20130116090713/http://www.amnesty.org/en/library/asset/MDE14/002/2010/en/c9dc5d8d-95fa-46e4-8671-cd9b99d0378c/mde140022010en.pdf" class="external" target="_blank">Iraq, Civilians Under Fire</a></em> exposes the ongoing violence inflicted on minority groups including women, gay men, religious minorities, and human rights activists, journalists and refugees.</p> <p><a href="https://web.archive.org/web/20130116090713/http://www.cfr.org/publication/8175/" class="external" target="_blank">Kidnapping, torture and murder are used by militias</a>, terrorist organizations and occasionally the government itself, often with impunity.</p> <p>Women who are abused are not safe even in the few shelters that exist. Honor killings are rampant and those who perform them are not punished. Forced marriages, forced veiling and rape are common across the country.</p> <p>Gay men have been <a href="https://web.archive.org/web/20130116090713/http://www.hrw.org/en/reports/2009/08/17/they-want-us-exterminated-0" class="external" target="_blank">living in fear</a> since political and religious leaders started issuing fatwas against them. In Sadr City and Baghdad gay men and men perceived to be gay were kidnapped, tortured and killed in large numbers.</p> <p><a href="https://web.archive.org/web/20130116090713/http://www.hrw.org/en/news/2009/11/10/iraq-protect-besieged-minorities" class="external" target="_blank">Christian, Yazidi, Sabean-Mandean</a> and other religious communities have been harrassed and brutalized since 2003, their places of worship bombed, their religious leaders systematically killed. Individuals are stopped on the streets by groups of armed men and asked for their identification cards, which indicate their religion. If they belong to the “wrong” religious group, they are shot.</p> <p>Human rights activists in Iraq who try to protect abused women, gay men or religious minorities are threatened and killed by the same militias, many of which are affiliated with members of the Iraqi parliament. <a href="https://web.archive.org/web/20130116090713/http://www.cpj.org/reports/2008/07/journalists-killed-in-iraq.php" class="external" target="_blank">Journalists</a> who speak out against the corruption in the government which has allowed the continued arming of these militias have also been threatened and killed.</p> <p>With around 2.7 million internally displaced Iraqis, 1.5 million Iraqi refugees in <a href="https://web.archive.org/web/20130116090713/http://www.unhcr.org/4b30f6de9.html" class="external" target="_blank">neighboring countries</a> that threaten to send them back, 12,000 Palestinian refugees in Iraq and 4,300 Iranian refugees in Camp Ashraf, the situation in Iraq is dire.</p> <p>In the coming weeks Amnesty International will launch <a href="https://web.archive.org/web/20130116090713/http://www.amnestyusa.org/iraq/action/page.do?id=YCA0923076000E" class="external" target="_blank">actions</a> addressing each of these issues. They are running out of money and into trouble. </strong> </p> <p>Burud (39) walks with a limp. She lifted her long dress to show that she has been missing a foot ever since she came too close to an exploding bomb in Baghdad in 2005. After she recuperated from her injuries – most of them, that is, she is still missing a hand and her body is full of shards left by the bomb. Burud fled to Syria, where she remains to this day. </p> <div style="border-right: lightgrey 1px solid; padding-right: 5px; border-top: lightgrey 1px solid; padding-left: 5px; float: right; padding-bottom: 5px; margin: 5px 0px 5px 15px; border-left: lightgrey 1px solid; width: 360px; padding-top: 5px; border-bottom: lightgrey 1px solid"><a title="Damascus_shop_captioned" href="https://web.archive.org/web/20130116090713/http://www.flickr.com/photos/27086036@N02/4526789050/" class="external" target="_blank"><img style="display: block; float: none; margin-left: auto; margin-right: auto" alt="Damascus_shop_captioned" src="https://web.archive.org/web/20130116090713im_/http://static.flickr.com/4042/4526789050_51580b7117.jpg" border="0"/></a><br/> <h3><b>Most refugees are Sunnis</b></h3> <p>According to UN estimates, Syria harbours up to 900,000 Iraqi refugees. </p> <p>Of all registered refugees, 65 percent are from Baghdad province. </p> <p>Most, (62 percent) are Sunnis. Only 19 percent are Shiites. Slightly less (11 percent) of refugees are Christian. </p> <p>In Iraq, 60 percent of the population is Shia, 20 percent are Sunni and one percent is Christian. </p> </p></div> <p>She lives in the narrow Sha’ab street, out in the Damascus suburb of Yarmouk, with her six children, aged 4 to 17. For Burud, going back is not an option. “I have gone through enough,” she said. “And besides, we were kicked out of our house by Shiite militias.” </p> <h3>Hundreds of thousands fled for Syria</h3> <p>Burud is just one of the hundreds of thousands of Iraqi refugees who have been living in Syria for years. Most of them do not live in refugee camps but have found a place amongst the Syrians. About 163,000 refugees are currently registered with the UN refugee agency, UNHCR, but it is estimated that an additional 400,000 to 800,000 have not. “Perhaps they don’t need our help. Or perhaps they don’t trust us,” said Farah Dakhlallah, a spokesperson for the UNHCR in Damascus. </p> <p>After the2006 bombing of Al Askari mosque in Samara set off a wave of violence between Sunni and Shia Muslims in Iraq, refugees started pouring into Syria in huge numbers. At one point, tens of thousands were arriving weekly. Since 2008, Iraq has slowly become less violent. The number of people killed dropped from 2,000 a month to somewhere between 200 and 300. But, like Burud, many refugees have no intention of returning. They no longer have homes to go back to, or remain wary of conditions in their home country. </p> <p>The UN has yet to give the green light for them to return. “A lot of problems remain with general security,” Dakhlallah said, sitting in the UNHCR’s Damascus office. “In addition, power and potable water are not readily available. Unemployment levels are high. We do not believe that the conditions allow for a safe, permanent return, particularly in the five central provinces. A lot of work remains to be done there.” </p> <p>The Iraqi government promised large sums of money, housing and jobs to returning refugees. “But it has failed to make good on those promises,” said Filippo Rossi of the UNHCR registration centre in Douma. Many people have returned without any assistance; the UN assumes some 60,000 did in the last year. </p> <h3>New refugees are still coming </h3> <p>But at the registration centre, dozens of new arrivals still awaited their turn. Every day, some 20 to 30 families, 150 a week, still check in here. Approximately 60 percent are fresh from Iraq. The others have been in Syria for a while but only register once they run out of money and need support. The slower influx of refugees means that their total number is now declining, but the Iraqis left here are doing worse and worse. “Most are middle-class Iraqis who have been pushed into the margins of society,” Dakhlallah said. </p> <p>Officially, refugees are not allowed to work in Syria. “Which forces them to work illegally,” said Dakhlallah. They lose their dignity and their families fall apart. Domestic violence becomes more frequent. Generally speaking, a lot of negative phenomena are on the rise: child labour, forced marriages, prostitution.” </p> <p>Mazen (50) is a Sunni from the Al-Ghazaliya neighbourhood in Baghdad. “I had a prospering car rental business,” he recalled. “But Shiite militias took over my neighbourhood in 2006. I was threatened and told to leave. One day, militias gained access to my home by posing as a regular patrol and raped my wife. I took her, my daughter [now 14] and my two sons [18 and 21] and fled here. By now we have gone through all of our savings, and there is no work here for us.” </p> <p>Mazen does not want to go back. Al-Ghazaliya is still under Shia control. “If we returned we would be killed. Here we are safe, but dependent on outside help. I have lost my dignity,” he said. </p> <p>All registered refugees are entitled to food rations consisting of rice, sugar and tea. Vulnerable groups, single mothers especially, also receive financial assistance of some 80 euros a month. They pay only a nominal fee for basic medical care and their children can attend school for free. </p> <p>The UNHCR is trying hard to prevent Syria’s better healthcare from drawing ‘medical tourism’ from Iraq. The UN supports Syrian healthcare and education by building new schools, for instance, and introducing new educational methods. “It is important to continue this assistance,” Dakhlallah said, “so Damascus won’t suddenly decide it has had enough. So far, Syria has been more than generous.” Still, the UNHCR expects that international financial contributions will dwindle as the world’s attention shifts away from Iraq and its refugees. “Iraq is no longer the world’s biggest problem, but this would be exactly the wrong moment to pull out. A lot of refugees can’t return,” Dakhlallah said. </p> <p>Burud’s husband returned to Iraq in 2006 to earn money. “He is risking his life,” Burud said. “At a certain point he was kidnapped ad by Shiite militias, held captive for three months and tortured.” </p> <p>“In Iraq we are humiliated. We have asked our government for help, but only Shiites or people with wasta [connections] receive it.
