All too often, women and children are lumped together as the most vulnerable group. However, the two are very different groups, each with specific vulnerabilities and needs. </p> <p>Women are not totally helpless. Our idea is to move away from assumptions and stereotypes and instead call attention to women’s specific needs, vulnerabilities in wartime, and indeed the remarkable strength they show in protecting and supporting their families and finding ingenuous ways of coping with their ordeal. </p> <p><b>Why in armed conflicts are displaced women often at greater risk than displaced men?</b></p> <p>The overwhelming majority of armed conflicts are started, organized and led by men, yet women represent a large proportion of war victims. During an armed conflict, civilians not participating in the hostilities are often forced to flee their homes to avoid being caught up in violence. Women and their families are compelled to leave behind their homes and communities. In the ensuing panic and chaos, many women find themselves alone with their children to look after single-handedly. Imagine the pain of being brutally uprooted from perhaps the safest place you have known your whole life.</p> <p>Suddenly, women have to shoulder all the daily responsibilities for ensuring their own survival and that of their families, which many do by drawing on their resourcefulness and courage. Displaced women often have to travel long distances to find water, food, firewood, medicines and other essentials. In so doing, they put themselves at great risk of sexual violence, abuse and injury from landmines or unexploded ordnance, among other dangers. The burden of family responsibility, coupled with the anguish and trauma of sudden loss, also takes a huge toll on the women’s health. </p> <p>In cultures where women may only travel when accompanied by a male relative, the separation from her husband can restrict a woman&#8217;s ability to flee from hostilities. She may also lack the necessary identification documents to cross checkpoints or international boarders, or the funds to pay for transport. Reports abound of women being harassed at border crossings and checkpoints. <br/>A camp or IDP community may offer displaced women relative safety but does not end their plight. On the contrary, the camp environment can present new risks and burdens. Whereas women might have relied on family and kinship networks for food and resource sharing, separation from their families and communities deprives them of this support. </p> <p>Lack of resources may lead to situations where, by virtue of their sex, women are relegated to last place in terms of access to food or water, meaning, they eat less and last. There is also a real danger of their resorting to exchanging sexual favours for food or other essentials.</p> <p>Lack of safety and privacy in camps may expose women to health problems, for instance by increasing the risk of sexual violence. The trauma of their experience, conflict-related injury, sexual violence and unplanned pregnancy will inevitably increase women’s need for health care. Yet displacement can hinder their access to quality health care at a time when they need it most. </p> <p><b>Rather than being passive victims, women in conflict situations often find ingenuous ways of coping. Could you give us examples?</b></p> <p>The media commonly portray women as passive victims of fighting; a poignant story to move and influence public opinion and gain audience interest. Whilst women all too often suffer horrific violence and cruelty in times of war, I feel it is important to go beyond this portrayal to fully understand their ordeal, without downplaying it. </p> <p>ICRC delegates often witness the remarkable courage of displaced women: exploiting available resources; finding food and shelter for their dependents; and organizing themselves into associations in order to have a stronger, unified voice. </p> <p>Harrowing stories occasionally surface from the Democratic Republic of the Congo about sexual violence meted out to women. That some survive to support themselves – and often their children, born of their ordeal and ostracized by their families – testifies to the women’s strength. In North Kivu psychosocial workers, supported by the ICRC, counsel women victims of rape and help them rebuild their lives. The organization enables the women to carry out income-generating projects to strengthen their self-reliance.</p> <p>In Iraq, displaced women are exceptionally resourceful and determined to ensure the survival of their families. Deprived of traditional sources of income, women are forced to adopt new roles – defying social expectations and through whatever means possible, including manual labour – to earn money and put food on the table.</p> <p>Women play a vital role in maintaining the health and welfare of their family and community. Their role in preventing and managing sickness and disease is essential when access to health care is limited. During emergencies women may assist in delivering babies in their communities when trained medical personnel are out of reach. Traditional birth attendants may offer the only reproductive health care for many displaced women and their infants. </p> <p><b>Those who seek to help IDPs must pay greater attention to the views of displaced women. How does the ICRC go about this?</b></p> <p>Firstly, the ICRC is aware that in IDP camps, a woman&#8217;s voice often goes unheard, meaning her specific needs are overlooked. Women tend to avoid talking openly about their most personal needs, so it is vital to create a safe space for dialogue regarding their concerns. To ensure that women are neither ignored nor exploited, the ICRC increasingly involves them in planning, implementing and evaluating programmes.</p> <p>We also recognize that the concept of women as passive beneficiaries is incapacitating and can result in excluding women from humanitarian efforts. Yet failure to consult women about their needs or involve them in planning projects affects the quality, efficiency and efficacy of assistance. The ICRC knows that women are generally responsible for their families&#8217; food needs. Therefore their input is critical in determining the type and quantity of food the organization distributes, and the location of food distribution points, for safety reasons and easy access. </p> <p>Experience has shown that when women are asked for input directly, their views and priorities differ from those of the men who purport to speak for them. This is true of Casamance, in Senegal, where women participate in community meetings. At such meetings, the ICRC ensures that women’s voices are heard, and has found that their insight strengthens our ability to respond to the needs of the population in general. </p> <p>In using International Women&#8217;s Day to draw attention to displaced women, the ICRC is giving a voice to women who have responded actively to their plight, thereby revealing their strength and resilience to overcome appalling suffering and ultimately emerge stronger. </p> <p><b>How does the ICRC take into account the fact that the needs of women often differ from those of men or children? </b></p> <p>We recognize the particular ways in which conflict and displacement affect women: the specific dangers and threats; and the social transformation that may occur when women assume new responsibilities. Obviously, women, men, boys and girls are exposed to different risks. While men make up the vast majority of those killed, detained or made to disappear during war, women are increasingly targeted as civilians and exposed to sexual violence. </p> <p>We have developed a more sensitive and thorough understanding of the roles, responsibilities and experiences of women and men. The interventions in Afghanistan and Iraq have been followed with clear evidence of UK complicity in torture by the US in <a href="https://web.archive.org/web/20130127035617/http://www.guardian.co.uk/world/2009/oct/26/guantanamo-torture-claims-court-case" class="external" target="_blank">Guantánamo</a>, <a href="https://web.archive.org/web/20130127035617/http://www.guardian.co.uk/commentisfree/2009/feb/08/tony-blair-human-rights-torture" class="external" target="_blank">Abu Ghraib</a> and the secret prisons at the heart of the extraordinary rendition scandal.</p> <p>Iraq has been particularly problematic for those inhabiting the dark corridors of power within the MoD and intelligence services. The case establishing that the 1998 Human Rights Act did apply in UK facilities in Iraq led to the government being forced to concede the <a href="https://web.archive.org/web/20130127035617/http://www.guardian.co.uk/uk/2008/may/14/mousa.timeline" class="external" target="_blank">inquiry into the brutal murder of Baha Mousa</a> by British soldiers.</p> <p>The <a href="https://web.archive.org/web/20130127035617/http://www.bahamousainquiry.org/" class="external" target="_blank">Baha Mousa inquiry</a> will expose the systemic failings leading to the reintroduction of the five techniques <a href="https://web.archive.org/web/20130127035617/http://www.guardian.co.uk/world/2009/sep/21/baha-mousa-death-inquiry-soldiers" class="external" target="_blank">banned from Northern Ireland in the early 1970s</a>: hooding, stressing, sleep deprivation, food and water deprivation and the use of noise. It will further expose the complete strategic failure of civil servants and politicians to plan for the occupation and how that led directly to prisoner abuse.</p> <p>The bad news got worse in July 2009 when the government was forced to concede another judicial inquiry, this one into the events following the <a href="https://web.archive.org/web/20130127035617/http://www.guardian.co.uk/uk/2009/jul/26/iraq-conflict-army-torture-inquiry" class="external" target="_blank">battle of Danny Boy</a>. Iraqis allege that UK soldiers executed a number of Iraqis and tortured nine survivors at a military base in May 2004. The case was conceded when it became clear that despite the government&#8217;s best efforts to cover up evidence, including by deliberately failing to disclose key documents, the armed forces minister knew a great deal more than previously admitted and had even written to Tony Blair about the incident. If anything untoward happened that night which was covered up then heads at the highest level will roll.</p> <p>The bad news from Iraq gets worse: my law firm has 47 ongoing high-profile cases which include allegations of male rape, other serious sexual abuse including by females of male Muslims, every conceivable kind of coercive interrogation technique and abuse by the &quot;secret army&quot; of interrogators known as the Joint Forward Interrogation Team.</p> <p>As for Afghanistan it is hardly surprising that what took place in Iraq was replicated there. My firm&#8217;s next case focuses on the UK&#8217;s detention policy in Afghanistan, where we routinely hand over Afghans to the Afghan authorities in full knowledge of the torture, summary executions and disappearances occurring within their facilities. One hardly needs to add the hugely embarrassing revelations from the <a href="https://web.archive.org/web/20130127035617/http://www.guardian.co.uk/world/binyam-mohamed" class="external" target="_blank">Binyam Mohamed</a> litigation to understand the serious challenges such litigation presents to those in power with most to hide.</p> <p>Thus it is that I turn to this government&#8217;s disgraceful response to these challenges, namely, to make it impossible for such cases to ever see the light of day. The recent government consultation paper entitled &quot;<a href="https://web.archive.org/web/20130127035617/http://www.justice.gov.uk/consultations/docs/legal-aid-refocusing-on-priority-cases-consultation.pdf" class="external" target="_blank">Legal Aid: Refocusing on Priority Cases</a>&quot; plans to remove legal aid for non-residents. Under the guise of saving £140,000 a year and the smokescreen of efficiency this proposal would remove the right of, say, Colonel Mousa to come to a UK court with a judicial review about the murder of his son, Baha. It is a barefaced political manoeuvre and will be challenged. Apart from any other reason it is unlawful because the proposal is racially discriminatory, employing an irrelevant distinction of nationality to exclude Iraqis and others who seek to alert our courts to these issues of huge constitutional significance. Our government knows no shame and the civil servants behind it are obviously desperate. class="external">The Washington Post،</a> ان قوات الشرطة العراقية باتت تشكل قلقا امنيا جديدا اثر تورط أفراد منها بعمليات إجرامية واختراق احزاب سياسية من كل الطوائف لصفوفها. <br/>وقالت الصحيفة ان بعد مساعدتها في كبح تمرد حرون واقتتال طائفي مروع، تشعر قوات الأمن العراقية في بغداد الآن بالقلق مما قد تواجهه من تحد لا يقل صعوبة يتمثل بأفرادها أنفسهم.<a وعنيف لمحال المجوهرات في بغداد الذي يعتقد ان الشرطة تتورط فيه، اجبر مسؤولي وزارة الداخلية العراقية على مواجهة الفساد بين صفوف قوات الشرطة البالغة 663,000 فردا. <br/>ويقول مسؤولون للصحيفة ان هناك مشكلات تتضمن قضايا يعمل فيها افراد وضباط بناء على طلب من قادة سياسيين، وكذلك حالات تورط أفراد من قوات الأمن بعدد من الجرائم، ابتداء من الابتزاز الصغير في نقاط تفتيش حتى عمليات خطف وقتل. <br/>والفساد في صفوف قوات الامن ليس بالامر الجديدط، كما تواصل الصحيفة، لكنه صار أكثر وضوحا في ظل انخفاض القتل الطائفي الذي عاث ببغداد في الوقت السابق ومناطق أخرى من البلد. <br/>اللواء حسين كمال، مسؤول الاستخبارات في وزارة الداخلية، كان صريحا بالاعتراف بهذا المشكل، كما ترى الصحيفة، اذ قال ان هناك حاجة الى اعادة تنظيم وتطهير قوات الامن والقوات المسلحة من المتطرفين والمجرمين. <br/>واضاف كمال اننا نحتاج الى 10 سنوات للوصول الى مستوى الاحتراف الذي نطمح اليه. <br/>وترى الصحيفة ان ما وراء تداعيات هذا الوضع على الأمن في بغداد وبقية مناطق العراق، فإن قوات الأمن محور اساس لخطط الولايات المتحدة في سحب قواتها من العراق في اب/ اغسطس. <br/>وكانت القوات العراقية قد تلقت مليارات الدولارات أنفقت على برامج تدريب وتجهيزات من الولايات المتحدة. ويقول مسؤولون امريكيون ان الجيش العراقي قد قطع خطوات واسعة. اما الشرطة التي تفوق الجيش عددا فكانت غير مرضية، وهي غالبا ما تتشكى من سوء المعاملة في نقاط التفتيش وازدراء الناس لهم. <br/>وقال اللواء كمال، الذي تتولى وحدته عمليات فحص امني لرجال الشرطة والمتطوعين، انه طرد 60.000 شخص في العام الحالي من وزارة الداخلية بعد تحديد وجود سجلات اجرامية لديهم، إن 15.000 اخرين طردوا في العام الماضي. <br/>واشارت الصحيفة الى ضباط الجيش الامريكي اجلوا سؤال نظرائهم العراقيين عن هؤلاء المطرودين. <br/>وقالت الصحيفة ان مسؤولا بارزا اخر في وزارة الداخلية كشف لها ان الوزارة أجبرت على ضم 1.500 متطوع الى قوات الشرطة كانوا قد رشّحوا من جانب احزاب سياسية عراقية. ويقول المسؤول ان أي من هؤلاء لم يكن مؤهلا، واضاف لقد جيء بهم فقط لتنفيذ أجندات أحزابهم. <br/>وقال مسؤول سابق في وزارة الدفاع، تحدث شريطة عدم الكشف عن هويته، كالآخرين، خشية ان تشكل تصريحاتهم خطرا عليهم، كما تقول الصحيفة، التوالي قائمة طالبي اللجوء في البلدان الصناعية متقدمين على الفارين من الحروب في أفغانستان والصومال. <br/>وقال تقرير نشرته الوكالة إن 13,200 عراقي قدموا طلبات لجوء، إضافة إلى 12,000أفغاني، و 11,000 ناسفة انفجرت على دورية شرطة الطوارئ جنوب غربي المدينة خلفت أضرارا مادية فقط. <br/>وأوضح المصدر لوكالة أصوات العراق أن عبوة ناسفة انفجرت صباح اليوم الجمعة على دورية لشرطة طوارئ كركوك بالقرب من دائرة المعوقين و إحدى المقرات التابعة للاتحاد الوطني في حي الو اسطي جنوب غربي المدينة. <br/>وا ضاف المصدر انه لم يصيب احد من أفراد الدورية بأذى وخلفت فقط أضرارا مادية ، دون ان يذكر مزيدا من التفاصيل.</p> <p><strong>التحالف الكردستاني يرفض اي حل غير دستوري فيما يتعلق بقضية كركوك</strong></p> <p>اكد النائب عن التحالف الكردستاني عبد الباري زيباري بان كتلته لن تقبل باي حلِ غير دستوري فيما يتعلق بقضية كركوك. <br/>واشار زيباري في تصريح نشرته وكالة خبر بانه اصبح واضحا لدى المواطن العراقي ان جميع المقترحات هي مقترحات تهدف الى عرقلة العملية السياسية وتاجيل الانتخابات والخروج بنتائج شخصية.</p> مدارس المحافظة من أية إصابة، حسب بيان لمديرية التربية. <br/>وقال البيان إن مديرية تربية النجف تنفي غلق أي مدرسة في النجف بسبب الإصابة بمرض الأنفلونزا الوبائية أو الاشتباه بإصابة احد طلبة المحافظة. <p><strong>تسعة اشخاص من المصابين بانفلونزا الخنازير يتماثلون للشفاء في واسط</strong></p> <p>غادر تسعة مصابين بفيروس الانفلونزا الوبائية من مستشفى الحي في محافظة واسط بعد تماثلهم للشفاء التام ليرتفع عدد الحالات التي تماثلت للشفاء الى ثمانٍ وعشرين حالة بعد الحالات التسع عشرة السابقة. <br/>واوضح مصدر في مجلس محافظة واسط في تصريح نشرته وكالة خبر ان اربع اصابات سُجلت في قضاء العزيزية اثنتان منها بين افراد الشرطة المحلية، مشيرا الى ان سكن هذين الشرطيين في قضاء الحي ما ادى الى الاشتباه بأنهما من نقل الوباء الى قضاء العزيزية. <br/>ونفى المصدر الانباء التي اشارت الى ان طالبة في احدى المدارس المصابة هي التي نقلت الفيروس بعد عودتها من الهند، مضيفا بان الادلة تؤكد ان الفيروس جاء عن طريق احد الزوار الاجانب في مدينة كربلاء ومنها انتقل الى واسط.</p> <p><strong><span style="font-size: 1.5em"><font color="#800000">الاخبار الامنية</font></span></strong></p> <p>شهدت العاصمة بغداد وبعض المحافظات الاخرى اليوم الجمعة 23/10/2009 احداثا امنية راح ضحيتها عدد من الشهداء والجرحى كما شهدت عمليات عسكرية شنتها القوات العراقية على اوكار الارهابيين والخارجين عن القانون ومخازن الاعتدة والذخائر والعبوات الناسفة في مناطق متفرقة نبدأها من العاصمة <span style="color: red">بغداد</span> اغتال مسلحون مجهولون اربعة مواطنين في سوق شعبي وسط ناحية الرشيد جنوب بغداد. ذكر ذلك مصدر امني مضيفا ان مجهولين كانوا يستقلون سيارة مدنية نوع اوبل فتحوا نيران اسلحتهم على 4 مواطنين كانوا متواجدين في السوق الشعبي مما اسفر عن استشهادهم على الفور ، مبينا ان الجناة لاذوا بالفرار ولم يتم التعرف على هويتهم او الاسباب التي تقف وراء الحادث،مشيرا الى ان القوات الامنية فرضت طوقا حول المكان. وفي <span style="color: red">نينوى</span> عثرت دورية تابعة للجيش العراقي على مخبأ للاسلحة في قرية السفينة التابعة لقضاء الكيارة الذي يبعد 50كم جنوب مدينة الموصل مركز محافظة نينوى. وذكر مصدر امني ان معلومات استخباراتية وصلت الى احدى فرق الجيش العراقي تفيد بوجود مخبأ الاسلحة ،حيث قامت الدورية بمداهمة المكان المذكور وعثرت بداخله على اسلحة وعبوات ناسفة وعتاد خفيف ومتوسط تم تسليمها الى مقر الفرقة العسكرية. وعلى صعيد متصل هاجم مسلحون مجهولون نقطة للتفتيش تابعة لشرطة محافظة نينوى في منطقة سوق المعاش غرب مدينة الموصل مركز محافظة نينوى. وذكر مصدر امني ان الهجوم اسفر عن استشهاد احد افراد النقطة واصابة اخر بجروح . واضاف المصدر ان الاجهزة الامنية قامت بتطويق مكان الحادث بحثا عن المسلحين. من جهة اخرى القت دورية تابعة لشرطة قضاء زمار القبض على ثلاثة من المشتبه بهم داخل قضاء زمار والذي يبعد 110كم شمال مدينة الموصل. ذكر ذلك مصدر امني مضيفا ان معلومات استخباراتية افادت بوجود الاشخاص الثلاثة المشتبه بهم داخل احد المنازل بالمنطقة المذكورة، حيث قامت الدورية بحملة مداهمة تمكنوا خلالها من القاء القبض على المشتبه بهم ،مبينا ان قوات الشرطة قامت بتسليمهم الى الاجهزة الامنية في الموصل. وفي <span style="color: red">الانبار</span> انفجرت عبوة لاصقة تم تثبيتها على دراجة هوائية داخل سوق بيع الدراجات الهوائية في مدينة الرمادي مركز محافظة الانبار. ذكر ذلك مصدر مضيفا ان احد المجهولين قام بركن دراجة هوائية وسط السوق وقد ادى انفجارها الى جرح ثلاثة مواطنين بجروح خطيرة اضافة الى احد اضراركبيرة في المحال التجارية والدراجات،مبينا ان القوات الامنية قامت بتطويق المكان،وتم نقل المصابين الى المستشفى القريب. من جانب اخر اغلقت القوات الامنية الجسر الجديد الربط بين مركز مدينة الرمادي ومنطقة القادسية الثانية التي تبعد 4كم جنوب الرمادي مركز محافظة الانبار. ذكر ذلك مصدر امني مضيفا ان معلومات استخباراتية وردت للجهات الامنية في المحافظة افادت بدخول سيارة مفخخة يقودها انتحاري متوجهة نحو الجسر المذكور مما ادى الى اغلاقه،مبينا ان القوات الامنية فرضت طوقا حول المكان تحسبا لاي طاري.</p> <p>وعلى صعيد متصل كثفت قيادة عمليات الانبار من انتشار قواتها من الجيش والشرطة وافواج الطواريءعلى المنافذ الحدودية المحاذية لكل من سوريا والسعودية والاردن . ذكر ذلك مصدر امني من قيادة عمليات الانبار مضيفا انه تم تشكيل غرفة عمليات مشتركة للقوات الامنية العراقية لرفع الاجراءات الامنية وتكثيفها على الحدود المحاذية لمحافظة الانبار مع الدول المشار اليها على خلفية اعتقال احد الارهابيين والذي يحمل الجنسية الاردنية قبل يومين ،مبينا ان الارهابي تمكن من التسلل والدخول عبر الحدود السورية،مشيرا ان من ضمن الاجراءات تعزيز النقاط الحدودية ونصب السيطرات المؤقتة على طريق الشريط الحدودي تحسبا لتسلل الارهابيين عن طريق صحراء الانبار الواسعة. من جانب اخر داهمت صباح اليوم قوة عراقية ترافقها قوة من الاحتلال الامريكي ناحية الكرمة شرق مدينة الفلوجة. ذكر ذلك مصدر امني مضيفا ان قوة من قيادة الارهاب المركزية ببغداد ترافقها قوة امريكية قامت بمداهمة ناحية الكرمة واعتقلت 15 من المشتبه بهم كان من ضمنهم مدير دائرة الماء في الناحية قاسم عكاب ومدير الكهرباء عبد الستار اسماعيل بتهمة تورطهما بالتفجيرات الاخيرة التي استهدفت المنطقة،مبينا ان عملية الاعتقال اثارت غضب المواطنين الذين اعتبروها خرقا للاتفاقية الامنية بين بغداد وواشنطن ، مشيرا ان خطباء المساجد في المنطقة المذكورة نددوا بعملية الاعتقال خلال خطبة صلاة الجمعة . من جانب اخر انفجرت عبوة ناسفة كانت مزروعة على جانب الطريق مستهدفة احدى دوريات شرطة هيت غرب مدينة الرمادي مركز محافظة الانبار. ذكر ذلك مصدر امني مضيفا ان انفجار العبوة تزامن مع مرور الدورية في الطريق المذكور مما ادى الى اصابة ثلاثة من افراد الدورية ، مبينا ان القوات الامنية قامت بفرض طوق حول مكان الانفجار ،وتم نقل المصابين الى المستشفى القريب في المدينة. وفي <span style="color: red">ذي قار</span> تمكنت الاجهزة الأمنية المختصة في شرطة محافظة ذي قار من القبض على (54) مطلوبا بقضايا مختلفة منها الإرهاب والقتل والتزوير في عموم مناطق المحافظة . واضاف المصدر ان &quot; القبض على هؤلاء المطلوبين جاء نتيجة الانشطة الامنية خلال اليومين الماضيين ، منوها بان مفارز المعلومات الوطنية تمكنت من القبض على مطلوب وفق أحكام المادة ( 4 إرهاب ) في قضاء الرفاعي ، كما تمكنت مفارز مكافحة الجريمة الاقتصادية القاء القبض على مطلوبين وفق أحكام المادة ( 289 ق.ع تزوير المحررات الرسمية ) احدهما في مدينة الناصرية ، والاخر في قضاء سوق الشيوخ ، كما استطاعت مفارز التحقيقات الجنائية القبض على مطلوب واحد وفق احكام المادة ( 406 ق.ع جناية القتل العمد ( ، حيث تم القاء القبض على 27 مطلوبا لمديرية شرطة البلدة منها الاحتيال , والاعتداء على الموظفين او المكلفين بخدمة عامة , والاغتصاب واللواط وهتك العرض &#8230;الخ ) . و 9 مطلوبين لمديرية شرطة الرفاعي بقضايا ( القتل العمد , المساس بسير القضاء , والتهديد ، و 6 مطلوبين لمديرية شرطة سوق الشيوخ اهم قضاياها ( القتل العمد , والاعتداء على الموظفين او المكلفين بخدمه عامة ) . و 4 مطلوبين لمديرية شرطة القضاء , ومطلوبين اثنين لكل من مديرية شرطة الجبايش ومديرية شرطة الشطرة بالمحافظة&quot; . وفي <span style="color: red">ديالى</span> انفجرت عبوة ناسفة وضعها مجهولون استهدفت سيارة مدنية ادى انفجارها الى اصابة ثلاثة مواطنين بينهم امرأة في ناحية كنعان 10 كم شرق بعقوبة مركز محافظة ديالى. ذكر ذلك مصدرامني مضيفا ان عبوة ناسفة انفجرت على سيارة مدنية كان يستقلها محمد الكرخي احد قادة الصحوة في الناحية ادت الى اصابة ثلاثة مواطنين من ضمنهم الكرخي، مبينا انه تم نقل المصابين الى مستشفى بعقوبة العام بعد ان فرضت القوات الامنية طوقا حول مكان الانفجار. من جهة اخرى استشهد طفل يبلغ من العمر اربع سنوات نتيجة سقوط قذيفة هاون قرب مركز شرطة بلدروز 20 كم شرق مدينة بعقوبة مركز محافظة ديالى . ذكر ذلك مصدر امني مضيفا ان سقوط القذيفة الذي كان يستهدف مركز الشرطة ادى الى اضرارمادية بثلاث سيارات بالاضافة الى عدد من المحال التجارية ،مشيرا الى ان قوات الشرطة والجيش داهمت مكان انطلاق القذيفة بعد ان فرضت طوقا امنيا حول منطقة الانطلاق وتمكنت من اعتقال اربعة من المشتبه بهم ،وما زال التحقيق مستمر معهم </p> <h3><font color="#800000">الاخبار السياسية</font></h3> <p><strong>المالكي يدعو البولاني إلى أن يكون مستقلاً وأن يتخلى عن رئاسة الحزب الدستوري</strong></p> <p>دعا رئيس الوزراء نوري المالكي وزير الداخلية جواد البولاني في تصريح صحفي إلى احترام تعهده بأن يكون مستقلا والتخلي عن زعامة الحزب الدستوري وائتلاف وحدة العراق استنادا إلى اتفاق سابق بأن يكون الوزراء الأمنيون مستقلين. <br/>من جانبه قال القيادي في حزب الدعوة الإسلامي علي العلاق في تصريح نقلته شبكة أخبار العراق إن أي منصب في الوزارة هو منصب سياسي ولكن بالنسبة للوزارات الأمنية فهناك تعهد أوجب على وزرائها أن يكونوا مستقلين وغير منتمين إلى أي حزب، والبولاني أكد أنه لا علاقة له بقيادة الحزب الدستوري سابقا، وما أثار الاستغراب الإعلان بتشكيل ائتلاف جديد برئاسة البولاني تمهيدا لخوض الانتخابات المقبلة.</p> <p><strong>عباس البياتي يرى بان قانون الأحزاب ينسجم مع الأنظمة الدكتاتورية</strong></p> <p>انتقد النائب عن الائتلاف العراقي الموحد عباس البياتي قانون الأحزاب الذي ينتظر طرحه على البرلمان العراقي لمناقشته، معتبرا انه ينسجم مع الأنظمة الدكتاتورية. <br/>وقال البياتي لوكالة اصوات العراق ان قانون الأحزاب يجعل من الأحزاب تابعة للدولة، وهو ما ينسجم مع الانظمة الدكتاتورية السابقة وليس مع النظام الديمقراطي، لأن الاحزاب ليس بالضرورة ان تكون تابعة للدولة. <br/>واعتبر البياتي ان القانون فيه الكثير من الثغرات ولا ينسجم مع التطور السياسي الذي يشهده العراق ، مشيرا الى ان البلدان الديمقراطية يكون الناس فيها احرارا في تشكيل احزابهم ولا يوجد شيء اسمه اجازة للعمل الحزبي من الدولة.</p> <p><strong>اقتراح انتشار قوات مشتركة امريكية عراقية كردية في المناطق المضطربة بحاجة الى الموافقة</strong></p> <p>قال الناطق باسم البيشمركة جبار ياور انه كان هناك اقتراح بتشكيل قوة اميركية – عراقية– كردية مشتركة في بعض المناطق المضطربة بمحافظات ديالى وكركوك والموصل لحماية أمنها الى حين تطبيق المادة 140 وحسم أمرها. <br/>وأضاف ياور الى الحياة ان لجنة من كبار الضباط في الجهات الثلاث عقدت سلسلة اجتماعات في بغداد واربيل والمحافظات الثلاث وتوصلت الى صوغ عدد من الاقتراحات حول آلية تشكيل هذه القوة المشتركة وحجمها وقيادتها ومناطق انتشارها، ورفعت هذه الاقتراحات الى القائد العام للقوات المسلحة نوري المالكي ورئيس اقليم كردستان مسعود بارزاني، مشيرا الى هم الان بانتظار الموافقة عليها.</p> <p><b>بهاء الاعرجي: هناك كتل ترغب بالقائمة المغلقة وتستغل مسألة كركوك لذلك</b></p> <p>قال النائب عن حزب الفضيلة الأسلامي بهاء الاعرجي إن كتلا وقيادات سياسية لم يسمها لاترغب بإعتماد القائمة المفتوحة وتتخذ من قضية كركوك ذريعة لعدم إقرار قانون الانتخابات. <br/>واوضح الاعرجي في تصريح له أن الخلاف بشأن القانون ليس فنياً ولا قانونياً، مشيرا الى أن اللجنة القانونية أنهت عملها واعطت جميع الخيارات الى مجلس النواب لكن لم يحصل توافق على اي من الخيارات المطروحة. <br/>وأكد الاعرجي أن بعض الاطراف السياسية ترغب بالقائمة المغلقة وانه لن يكون لها ادنى فرصة اذا اعتمدت القائمة المفتوحة، مشيرا الى ان اطرافا اخرى لاتريد إجراء الانتخابات في موعدها،حيث استغلت قضية كركوك لذلك .</p> <h3><font color="#800000">الاخبار الاقتصادية</font></h3> <p><b>حكومة إقليم كردستان تعتزم إنشاء محطة لتنقية المياه في دربندخان</b></p> <p>تعتزم حكومة إقليم كردستان إنشاء محطة لتنقية المياه في قضاء دربندخان جنوب مدينة السليمانية بكلفة ثلاثة ملايين دولار بحسب ماذكره قائممام القضاء شيركو حسين. <br/>وقال القائممقام إن حكومة الاقليم تنوي إقامة محطة لتنقية المياه من خلال شركة Ukfilter البريطانية بكلفة ثلاثة ملايين دولار في قضاء دربندخان ومن المقرر أن تباشر الشركة بالمشروع اعتبارا من الاسبوع المقبل، ومن المقرر انجازه في غضون 8 اشهر. <br/>يذكر أن سد دربندخان بوشر بتشييده من قبل شركة هايدرو كرادينيا اليوغسلافية في 5 من حزيران عام 1967 وعلى نفقة الحكومة العراقية آنذاك، وتم انجاز المشروع كليا في حزيران 1981.</p> </p> <p><b>إنخفاض مبيعات البنك المركزي من الدولار</b></p> <p>انخفضت مبيعات البنك المركزي من الدولار في مزاده خلال الاسبوع الحالي الى 699 مليون دولار مقابل 839 مليونا الاسبوع الماضي، فيما ثبت المركزي سعر صرفه الاساس على 1170 دينارا لكل دولار. <br/>وبلغت مبيعات مزاد البنك المركزي للعملات الاجنبية خلال الاسبوع الحالي 699 مليونا و178 الف دولار، بسعر صرف اساس مستقر للاسبوع الـ39 على التوالي بلغ 1170 دينارا مقابل كل دولار، من خلال عقد خمس جلسات للمزاد. <br/>وهو يسجل إنخفاضا عن الاسبوع الماضي الذي بلغت فيه مبيعات المركزي 839 مليونا و565 الف دولار، بسعر صرف اساس 1170 دينار مقابل كل دولار. <br/>كما شهدت الحوالات الخارجية إنخفاضا لتصل الى 681 مليونا و828 الف دولار، مقابل 809 ملايين و555 الف دولار الاسبوع الماضي، وبسعر صرف بلغ 1173 دينارا مقابل كل دولار بضمنه عمولة البنك Green took the girl&#8217;s parents and six year old little sister into the next room where he shot them in cold blood while two other of the soldiers raped the girl. Once the other soldiers had finished raping Abeer Green then raped her. When he had finished raping Abeer he covered her head with a cushion and then shot her in the head. Green and the other soldiers then tried to set fire to the house to cover up their crime. The smouldering house with the bodies inside was discovered by Abeer&#8217;s younger brothers when they returned from school.</p> <p>The prosecution had called for the death penalty for Green but there was not the unanimous jury finding for the death penalty that the law requires Green escaped being sentenced to death. اصدر قاض فدرالي في كنتاكي (وسط-شرق) حكما بالسجن المؤبد بحق جندي اميركي سابق يبلغ من العمر 24 عاما بعد ادانته باغتصاب وقتل فتاة عراقية في العام 2006 وقتل عائلتها. </p> <p>وكان غرين ادين في ايار/مايو الماضي بالتهم ال17 الموجهة ضده وبينها اغتصاب وقتل عبير الجنابي البالغة من العمر 14 عاما وقتل والدتها ووالدها وشقيقتها البالغة من العمر ستة اعوام في منزلهم العام 2006. </p> <p>وكان الجندي السابق اتهم بانه زعيم المجموعة المؤلفة من خمسة جنود والتي خططت لعملية القتل بعد جلسة احتساء للخمر عند حاجز تفتيش في المحمودية جنوب بغداد. </p> <p>وحكم على ثلاثة جنود اخرين بالسجن المؤبد امام محاكم عسكرية فيما حكم على الرابع بالسجن 27 شهرا بتهمة مراقبة هذه الافعال. </p> <p>وكان غرين يحاكم امام محكمة مدنية بعد تسريحه من الجيش بسبب &quot;اضطرابات في شخصيته&quot; قبل ظهور دوره في الجريمة. </p> <p>وقد طلب المدعون من هيئة المحلفين فرض عقوبة الاعدام لكن لم يتم التوصل الى اجماع لدى هذه الهيئة لاصدار هذا الحكم.وصدرت بحقه خمس عقوبات بالسجن المؤبد. </p> <p>وخلال الجلسة المغلقة للنطق بالحكم، وصف غرين بانه &quot;مجرم ومنحرف&quot; Their flat burst into flames but they were unhurt. </p> <p>That was the first time Kawther, an Iraqi who was employed as a bookkeeper in a Baghdad hotel, considered emigrating. It was 2004, about a year after US forces had taken the Iraqi capital. </p> <p>In the winter of 2005, five armed men in black masks assaulted the two women in their renovated flat. Kawther&#8217;s daughter, then 18 years old, dropped to the floor in front of them and pleaded, &#8216;Don&#8217;t take my mother away! She&#8217;s the only person I have in the world.&#8217; </p> <p>The men led Kawther into her bedroom, where she was raped. &#8216;Not one, but four,&#8217; she whispered, her voice choked with tears, after she had sent her daughter to the kitchen for a glass of water. </p> <p>She took a drag on a cigarette and blew smoke toward the ceiling. Mother and daughter arrived in Damascus, the capital of neighbouring Syria, in 2006 and moved into a small flat in a suburb. </p> <p>They receive assistance from the United Nations refugee agency, the UNHCR. But they lack work permits and long-term residence permits. </p> <p>Since they see no prospects for a decent future in Syria and are fearful of returning to Iraq, the UNHCR has suggested that they seek admission to Germany. </p> <p>Two of Kawther&#8217;s sisters have lived in Cologne with their families since the 1990s. Kawther, who has been divorced since the late 1980s and will turn 50 this December, said she wanted to &#8217;start a second life&#8217; there. </p> <p>She still does not know whether German authorities will approve her application. Most of the 1,147 Iraqis that Germany has accepted since March under the European Union&#8217;s refugee resettlement programme are Christians or members of other religious minorities in Iraq. Kawther is a Muslim. </p> <p>&#8216;We&#8217;re very pleased that Germany has taken so many refugees, but we think there shouldn&#8217;t be any discrimination. Religion shouldn&#8217;t be used to exclude a case,&#8217; remarked UNHCR officer Michelle Alfaro. Some refugee workers have criticized Berlin for allegedly preferring Christians for domestic political reasons. </p> <p>By the end of this year, Germany is to admit a total of 2,500 Iraqi refugees stranded in Syria or Jordan. They receive a three-year residence permit but have the opportunity to stay longer. The other 26 EU countries have offered to take a combined total of 7,500 Iraqis. </p> <p>The UNHCR has found homes for about 9,400 Iraqis in the United States since 2007. Many Iraqis do not want to go to the US, however. Some have political reservations, saying they simply cannot imagine ever feeling at home in &#8216;the country that drove Iraq to the brink of ruin.&#8217; </p> <p>Others are afraid that after their first six months in the US, during which new arrivals receive government assistance, they will land in the gutter without health insurance, work or social benefits. </p> <p>&#8216;You mustn&#8217;t forget that many of these refugees are heavily traumatized, which naturally makes integration even harder,&#8217; Alfaro said. </p> <p>Iraqis fully without means are not the only ones trying to reach Germany by way of Syria. Among the language students at the Damascus branch of the Goethe Institute, a German cultural organization, are Iraqis hoping to receive a German visa. Most are young women with an Iraqi husband waiting for them in Germany. </p> <p>&#8216;If the situation in Iraq weren&#8217;t so dangerous, most families probably wouldn&#8217;t want their daughters to travel alone to Germany, in many cases to a husband whom they hardly know,&#8217; he said in the video, adding that Bahjat refused.</p> <p>&quot;But I put the pistol to her head, and I raped her.</p> <p>&quot;Ghazwan and Mahmoud, they killed the cameraman and the engineer with a BKC (machine gun). And then, I finished, took her and killed her.&quot;</p> <p>Major General Qassim Atta, spokesman for the Iraqi army&#8217;s Baghdad operations, said the Takhi brothers were arrested in the capital&#8217;s southern neighbourhood of Dora but did not say when.</p> <p>Atta told reporters that Yasser al-Takhi admitted being in Jaish Mohammed (Mohammed&#8217;s Army), whose August 2003 attack on the UN offices killed the head of the UN mission in Baghdad Sergio De Mello and 21 others.</p> <p>Takhi also said the kidnap gang, which included driver Noman Hussein, was directed by a man named Gaith al-Abbassi.</p> <p>&quot;We welcome the announcement, and appreciate the efforts of Iraqi investigators, and we will closely follow the trial, which we hope will deter those who are attacking journalists,&quot; said Nasser Sarami, spokesman for the Dubai-based Al-Arabiya.</p> <p>Takhi said in his confession that he had been arrested twice before by US forces in Iraq, once in October 2003 and again at the end of 2006, but was released both times because &quot;the Americans only investigated him for attacks against them,&quot; Atta said.</p> <p>Atta added that at the time of Takhi&#8217;s previous two arrests, US and Iraqi forces did not have any co-operation accord, but since a landmark security agreement was signed between Baghdad and Washington in November co-operation had improved.</p> <p>The 2006 Samarra bombing sparked a wave of sectarian bloodshed that claimed tens of thousands of lives over the following two years, with levels of violence only beginning to decline in recent months.</p> <p>Iraq remains one of the most dangerous countries in the world for journalists.</p> <p>The Baghdad-based Journalistic Freedoms Observatory (JFO), a media defence تنظيم القاعدة في سامراء، هو المسؤول عن مقتل أطوار بهجت. <br/>وجيش محمد اول تنظيم مسلح يعلن عن تنفيذ هجوم في بغداد بعد الغزو الاميركي للعراق في مارس/اذار 2003. <br/>فقد تبنى هذا التنظيم الذي يعتقد انه شكل من بعثيين واسلاميين التفجير الانتحاري بشاحنة مفخخة فندق القناة التابع للامم المتحدة واسفر عن مقتل 22 شخص بينهم رئيس البعثة سيرجو دي ميلو في اب/اغسطس. <br/>واكد ان الطاخي انتقل بعد عملية قتل اطوار المشاهد جزء من صور فوتوغرافية تضمنها تقرير أعده عام 2004 الميجر جنرال الامريكي انطونيو تاجوبا عن الاساءات التي تعرض لها السجناء في سجن ابو غريب. <a class="external">تعرض هذه الصور مشاهد التعذيب والاساءة والاغتصاب وكل سلوك شائن</a>&quot; </p> <p>وقال انه يؤيد اوباما في قراره عدم نشر الصور مع ان اوباما كان قد تعهد من قبل بنشر كل الصور المتصلة بوقائع الاساءة في ابو غريب وغيره من السجون التي تديرها القوات الامريكية في العراق. </p> <p>وقال تاجوبا &quot;لا ادرى ما الغرض الذي سيحققه نشرها سوى الغرض القانوني، وستكون العاقبة تعريض قواتنا للخطر وهم حماة سياستنا الخارجية في وقت تشتد فيه حاجتنا اليهم والقوات البريطانية التي تحاول بناء الامن في افغانستان&quot;، وقال تاجوبا &quot;مجرد وصف هذه الصور يكفي لتصوير الفظائع&quot;. </p> <p>وقالت الصحيفة ان صورة واحدة على الاقل تعرض جنديا امريكيا يغتصب فيما يبدو سجينة واخرى يقال انها تعرض مترجما رجلا يغتصب سجينا ذكرا. </p> <p>وقالت الصحيفة ان صورا اخرى تتضمن انتهاكات جنسية باشياء مثل عصا وسلك
