Des processus interdépendants, comme le réchauffement climatique, l’extinction des espèces, l’épuisement des sols et la raréfaction des ressources énergétiques modifient profondément, du point de vue matériel comme sur le plan symbolique, les conditions d’existence de nos sociétés. Ces transformations systémiques, qui dépassent largement le seul domaine de l’environnement physique ou du changement climatique, peuvent être désignées grâce au concept de « changements globaux », qui est devenu un thème de recherche majeur dans les champs des sciences sociales et environnementales au cours des trois dernières décennies. À l’occasion de son treizième numéro, la revue <em>RITA</em> propose d’explorer les villes américaines, dans leurs relations, face aux changements globaux.</p> </div> <div id="resume-644639-es" class="tabContent hidden" lang="es" xml:lang="es"> <p style="text-align: left;">La constatación de cambios medioambientales a escala planetaria es hoy incontestable. Procesos interdependientes, como el cambio climático, la extinción de especies, el agotamiento de los suelos y la creciente escasez de recursos energéticos modifican profundamente, tanto desde el punto de vista material como en el plano simbólico, las condiciones de existencia de nuestras sociedades. Estas transformaciones sistémicas, que sobrepasan ampliamente el estricto ámbito del medioambiente físico o del cambio climático, pueden ser tratadas bajo el concepto de “cambios globales”, convertido en un importante objeto de investigación en los campos de las ciencias sociales y ambientales durante de las tres últimas décadas. Con motivo de su decimotercer número, <em>RITA</em> propone interrogar los cambios globales desde el enfoque de las ciudades americanas. </p> </div> <div id="resume-644639-en" class="tabContent hidden" lang="en" xml:lang="en"> <p style="text-align: left;">Nowadays, the assessment of environmental changes worldwide is indisputable. Interdependent processes – such as global warming, the extinction of species, soil depletion and scarce energy resources – deeply alter the living conditions in our societies, from a material and symbolic point of view. These systemic transformations go well beyond the physical environment or climate change; they can be understood thanks to the concept of “global changes” that has become a main research topic in the fields of social and environmental sciences over the past thirty years. For its thirteenth issue,<em> RITA</em> will dedicate its section Thema to American cities facing global changes.</p> </div> <div id="resume-644639-pt" class="tabContent hidden" lang="pt" xml:lang="pt"> <p style="text-align: left;">O fato que vivemos hoje mudanças ambientais em uma escala global é incontestável. Vários processos interdependentes, como o aquecimento global, a extinção de espécies, a exaustão dos solos ou a rarefação dos recursos energéticos, mudam profundamente, tanto no plano material quanto simbólico, as condições de existência das nossas sociedades. Essas transformações sistêmicas, que vão além do âmbito do meio físico ou climático, podem ser designadas pelo conceito de “Mudanças globais”, que se tornou um importante tema de pesquisa no campo das ciências sociais e ambientais durante as três ultimas décadas. Des processus interdépendants, comme le réchauffement climatique, l’extinction des espèces, l’épuisement des sols et la raréfaction des ressources énergétiques modifient profondément, du point de vue matériel comme sur le plan symbolique, les conditions d’existence de nos sociétés. Ces transformations systémiques, qui dépassent largement le seul domaine de l’environnement physique ou du changement climatique, peuvent être désignées grâce au concept de « changements globaux », qui est devenu un thème de recherche majeur dans les champs des sciences sociales et environnementales au cours des trois dernières décennies (Buttel <em>et al</em>., 1990 ; Freedman, 2014).a</p> <p>Aujourd’hui dans les Amériques, plus des deux-tiers de la population habitent en ville et, par conséquent, la ville constitue un point d’entrée privilégié pour saisir les effets de ces changements globaux et les réponses qu’ils suscitent.Toutefois, le phénomène urbain est très hétérogène : des mégapoles d’envergure mondiale, des agglomérations moyennes participant aux processus de territorialisation des États, et aussi des petites villes au cœur de régions agricoles. Parmi la pluralité de dynamiques se développant dans chacun de ces espaces singuliers mais interconnectés, il est important de mener une réflexion sur l’environnement matériel où ils se déploient.</p> <p>Les villes sont des lieux où se concentrent les populations, des centres du pouvoir politique, administratif, religieux, culturel et économique. Les processus à l’œuvre dans l’urbain sont désormais indissociables de phénomènes de mondialisation plaçant les villes au centre des différents systèmes d’échanges, comme la circulation des marchandises et des capitaux mais aussi des individus, des savoirs et de l’information. À ce titre, elles sont à la fois productrices et produits des changements globaux, leur point de cristallisation et leur catalyseur, ce qui en fait des lieux où s’élaborent des stratégies et des réflexions autour de ces changements.</p> <p>Pour saisir ce que les changements globaux ont comme implications sur les villes américaines et inversement, plusieurs axes de réflexion peuvent être dégagés pour guider les propositions de contribution :</p> <ul> <li>Un premier axe, « Comprendre la ville », encouragera les contributions portant sur la multiplicité des concepts utilisés pour saisir les changements globaux dans les mondes urbains : écologie urbaine, métabolisme urbain et économie circulaire, ville durable, verte, <em>smart</em> ou inclusive, transition écologique, anthropocène et capitalocène, résilience, autant de notions en vogue qui mériteraient d’être interrogées, précisées et mises en contexte.</li> <li>Un deuxième axe, « Vivre la/en ville », pourra accueillir des contributions sur les formes de logement, sur l’occupation des espaces (centraux comme périphériques, la gentrification), les mobilités (transports en commun, voies de communication, échanges urbain/rural, logistique), l’organisation du travail et de l’approvisionnement (alimentaire, énergétique) en dialogue avec les changements globaux. Des contributions sur les pratiques alternatives (agriculture urbaine, graffitis), les rapports entre habitants (de la ville formelle/ informelle), et les représentations des habitants sur leur espace de vie en changement sont également les bienvenues.</li> <li>Un troisième axe, « Gérer la ville », portera sur des questions de gestion de l’urbain. De l’élaboration de politiques publiques à leur mise en place, les modalités concrètes de production de l’urbain face aux changements globaux impliquent des modalités de gouvernance spécifiques sur lesquelles pourront s’orienter les propositions d’articles. Les questions de l’infrastructure, formelle et informelle, de la ville (égouts, électricité, approvisionnement en eau, transport, gestion de déchets) sont autant de pistes privilégiées pour l’analyse. Tout comme la gestion de la nature en ville, en particulier les fleuves, parcs, jardins et la biodiversité, mais aussi la gestion de catastrophes (à La Nouvelle-Orléans après Katrina, après le tremblement de terre de Mexico en 1985, ou encore suite aux récentes inondations de Rio de Janeiro, en février dernier). Des études se penchant sur les nouvelles politiques d’aménagements urbains pour multiplier des espaces verts ou pour promouvoir l’usage de moyens de transport alternatifs à la voiture pourront également compléter cet axe.</li> <li>Un quatrième axe, « La ville en dispute », s’intéressera aux processus politiques qui se déroulent dans une ville en transformation sous l’effet des changements globaux. Cet axe pourra accueillir les contributions liées aux inégalités environnementales, aux luttes populaires, aux conflits autour des grands aménagements ou plans d’urbanisme, ainsi que les études centrées sur la problématique de la violence urbaine et sur le concept de justice (sociale et spatiale, environnementale, alimentaire, etc.). La présence de risques ou l’aménagement de grandes infrastructures génère en effet de nombreux « conflits de proximité » (Melé, 2012).</li> </ul> <p>A l’occasion de son treizième numéro, RITA propose, dans sa section Théma, d’explorer les villes américaines, dans leurs relations, face aux changements globaux. À ce titre, la dimension globale des transformations ne ne doit pas être dissociée d’une appréhension locale des phénomènes. En effet, les villes sont traversées de tensions entre centres et périphéries, urbain et rural, entre « <em>condomínios fechados</em> » et « <em>villas miseria »</em> (on songe également aux « <em>barrios bravos</em> » du Mexique), ceux-ci étant porteurs d’échanges, d’initiatives sociales, politiques, culturelles et artistiques. Les dynamiques d’échange entre villes et milieux ruraux constituent aussi un élément important de cette thématique, ainsi que les multiples tensions qui surgissent de l’expansion du front d'urbanisation (pression sur le sol et l'eau, place de l'agriculture dans les contextes métropolitains, aménagement des périphéries, etc.). C’est grâce à un jeu sur les échelles d’analyse que les changements globaux pourront être saisis dans toute leur complexité. En outre, ceux-ci ne sont pas apparus du jour au lendemain, ils sont le fruit de dynamiques s’inscrivant dans la longue durée. Le numéro accueillera donc également des contributions mettant l’accent sur la dimension historique de tels phénomènes. Enfin, dans la mesure où les pratiques artistiques constituent une des modalités privilégiées selon lesquelles les sociétés donnent sens à leur existence et à leurs représentations, ce numéro de <em>RITA </em>encourage les contributions portant sur les manières dont des productions littéraires, picturales, cinématographiques, mais aussi des arts de rue ou des musiques populaires représentent et expriment les changements globaux.</p> <h1>Modalités de participation</h1> <p>Pour sa partie Théma, les textes attendus doivent respecter les critères suivants :</p> <ul> <li>35 000 signes maximum, notes incluses, bibliographie et espaces non compris</li> <li>Les articles peuvent être rédigés en français, anglais, espagnol ou portugais</li> <li>Ils doivent être accompagnés d’un résumé (1 000 signes env.) et de 3 à 5 mots-clefs.</li> </ul> <p>Par ailleurs, comme à son habitude, en plus de sa partie thématique, le prochain numéro de RITA comportera une section non thématique, Champ libre, pour laquelle toute contribution est également la bienvenue. Cette section est divisée en cinq rubriques, comme suit :</p> <ul> <li>Les <em>Notes de recherche </em>sont des articles présentant une recherche en cours ou aboutie, dont le sujet ne correspond pas à la thématique du numéro. Elles doivent comporter une problématique, présenter une méthodologie claire et détaillée et prendre la forme d’une réflexion scientifique (30 000 signes maximum, notes incluses, bibliographie et espaces non compris)</li> <li>La <em>Fabrique de la recherche</em> a pour objectif de poser des questions d’ordre méthodologique ou de traiter spécifiquement d’outils théoriques (25 000 signes maximum, notes incluses, bibliographie et espaces non compris)</li> <li>Les <em>Résumés de mémoire ou de thèse</em> permettent de donner de la visibilité aux recherches les plus récentes dans une version concise (25 000 signes maximum, notes incluses, bibliographie et espaces non compris).</li> <li>Les<em> Synthèses de recherche </em>proposent des recensions d’ouvrages parus récemment et portant sur des thématiques américaines (12 000 signes maximum, notes incluses, bibliographie et espaces non compris).</li> <li>La<em> rubrique Regards </em>offre l’opportunité de publier des textes dont l’expression et la forme sont plus libres tels que des récits d’expériences de terrain, des réflexions personnelles sur une thématique ou un objet d’étude singulier, ou des analyses littéraires (25 000 signes maximum, notes incluses, bibliographie et espaces non compris)</li> </ul> <p>Les articles complets et respectant les normes de la rubrique choisie (pour plus de détails, consulter : <a href="http://revue-rita.com/note-aux-auteurs/normes-de-presentation.html">http://www.revue-rita.com/note-aux-auteurs/normes-de-presentation.html</a>) sont attendus</p> <h3>jusqu’au 20 octobre 2019</h3> <p>à l’adresse suivante :</p> <h3><span id="cloakdd7a17357268b50eda0df1db8b3ec705">revue.rita@gmail.com</span></h3> <p>Nous rappelons que les articles peuvent être écrits en anglais, en espagnol, en français et en portugais.</p> <p>Une première sélection des textes sera effectuée par le Comité de Rédaction qui informera les auteurs de l’acceptation ou du refus de leur article au cours du mois de novembre 2019</p> <p>Par la suite, les textes retenus pour les sections Théma et Champ libre seront évalués par des lecteurs·rices anonymes. Procesos interdependientes, como el cambio climático, la extinción de especies, el agotamiento de los suelos y la creciente escasez de recursos energéticos modifican profundamente, tanto desde el punto de vista material como en el plano simbólico, las condiciones de existencia de nuestras sociedades. Estas transformaciones sistémicas, que sobrepasan ampliamente el estricto ámbito del medioambiente físico o del cambio climático, pueden ser tratadas bajo el concepto de “cambios globales”, convertido en un importante objeto de investigación en los campos de las ciencias sociales y ambientales durante de las tres últimas décadas (Buttel <em>et al</em>., 1990; Freedman, 2014).</p> <p style="text-align: left;">En las Américas, hoy en día, más de dos tercios de la población vive en la ciudad y, por consiguiente, la ciudad constituye un punto de acceso privilegiado para medir los efectos de los cambios globales y las respuestas que éstos suscitan. No obstante, el fenómeno urbano es muy heterogéneo: megalópolis – es decir, ciudades de envergadura mundial – aglomeraciones medianas que participan de los procesos de territorialización de los Estados, y también pequeñas ciudades situadas en el corazón de regiones agrícolas. Entre la pluralidad de dinámicas que están desarrollándose en cada uno de estos espacios, singulares aunque interconectados, es importante reflexionar sobre el entorno material en el que se despliegan.</p> <p style="text-align: left;">Las ciudades son lugares donde se concentran las poblaciones, los centros de poder político, administrativo, religioso, cultural y económico. Los procesos urbanos que están en marcha son, de ahora en adelante, indisociables de los fenómenos globalizados que sitúan a las ciudades en el centro de diferentes sistemas de intercambios tales como la circulación de mercancías y capitales, pero también de individuos, de saberes e información. En este sentido, éstas son a la vez productoras y producto de los cambios globales, su punto de cristalización y su catalizador, lo que de hecho las convierte en los lugares donde se elaboran las estrategias y reflexiones en torno a estos cambios.</p> <p style="text-align: left;">Para aprehender lo que los cambios globales generan como implicaciones para las ciudades americanas, y viceversa, podemos proponer varios ejes de reflexión que guíen las propuestas de contribución:</p> <ul> <li>Un primer eje, “Comprender la ciudad”, alentará las contribuciones que traten sobre la multiplicidad de conceptos utilizados para medir y analizar estos cambios globales en los mundos urbanos: ecología y/o metabolismos urbanos y economía circular, ciudad sostenible; verde; inteligente o inclusiva, transición ecológica, antropoceno y capitaloceno o resiliencia, son todas nociones en boga que merecerían ser interrogadas, precisadas y puestas en contexto.</li> <li>Un segundo eje, “Vivir (en) la ciudad”, podrá recibir contribuciones sobre los tipos de hábitat y la(s) manera(s) de vivir, la ocupación de espacios (tanto periféricos como centrales, la gentrificación), la movilidad (transportes colectivos, vías de comunicación, intercambios entre lo urbano y lo rural, logística), la organización del trabajo y del abastecimiento (alimentario, energético) en diálogo con los cambios globales. También serán igualmente bienvenidas las contribuciones sobre las prácticas alternativas (agricultura urbana, grafitis), las relaciones entre habitantes (de la ciudad formal o informal), y las representaciones de estos habitantes respecto de los cambios que se producen en los espacios que habitan.</li> <li>Un tercer eje, “Gestionar la ciudad”, tratará sobre cuestiones relativas a la gestión de lo urbano. Desde la elaboración de políticas públicas a su establecimiento, las modalidades concretas de producción de lo urbano frente a los cambios globales implican modalidades de gobernanza específicas, sobre las cuales podrán orientarse las propuestas de artículos. Las cuestiones sobre la infraestructura, formal o informal, de la ciudad (alcantarillado, electricidad, abastecimiento de agua, transporte, gestión de residuos) son algunas de las pistas de análisis privilegiadas. Del mismo modo que la gestión de la naturaleza en la ciudad, en particular los ríos, parques, jardines y la biodiversidad, pero también la gestión de catástrofes (en la Nueva Orleans pos-Katrina, tras el terremoto de México en 1985 o incluso luego de las recientes inundaciones de Río de Janeiro del pasado febrero). También podrán completar este eje los estudios que aborden las nuevas políticas de planificación urbana, para multiplicar los espacios verdes o promocionar el uso de medios de transporte alternativos al automóvil.</li> <li>Un cuarto eje, “La ciudad en disputa”, se interesará en los procesos políticos que se suceden en una ciudad sometida a una transformación resultante de los cambios globales. Este eje podrá recibir las contribuciones ligadas a las desigualdades medioambientales, a las luchas populares, los conflictos en torno a los grandes proyectos o planes urbanísticos (en sus dimensiones social y espacial, ambiental, alimentaria, etc.). La presencia de riesgos o la reordenación de grandes infraestructuras genera, en efecto, numerosos “conflictos de proximidad” (Melé, 2012).</li> </ul> <p style="text-align: left;">Con motivo de su decimotercer número, RITA propone, en su sección <em>Théma</em>, interrogar los cambios globales desde el enfoque de las ciudades americanas. En este sentido, la dimensión global de las transformaciones no debe disociarse de una aprehensión local de los fenómenos. De hecho, las ciudades están atravesadas por las tensiones entre centro y periferia, urbano y rural, entre “<em>condominio fechados</em>” y “villas miseria” (pensando también en los “barrios bravos” de México), siendo estas impulsoras de intercambios e iniciativas sociales, políticas, culturales y artísticas. Las dinámicas de intercambio entre ciudades y medio rural constituyen también un elemento importante de esta temática, al igual que las múltiples tensiones que surgen con la expansión del frente de urbanización (presión sobre el suelo y el agua, el lugar de la agricultura en los contextos metropolitanos, planeamiento de las periferias, etc.). Gracias a un juego sobre las escalas de análisis, se podrán medir los cambios globales en toda su complejidad. Asimismo, éstos no han aparecido de un día para otro, sino que son el fruto de dinámicas que se inscriben en la larga duración. Por lo tanto, el número acogerá, igualmente, contribuciones que pongan el acento sobre la dimensión histórica de tales fenómenos. Finalmente, en la medida en que las prácticas artísticas constituyen una de las modalidades privilegiadas en las que las sociedades dan sentido a su existencia y a sus representaciones, este número de RITA anima a la presentación de contribuciones que traten sobre las formas en que las producciones literarias, pictóricas y cinematográficas, así como el arte urbano o las músicas populares, representan y expresan los cambios globales.</p> <h1>Modalidades de candidatura</h1> <p style="text-align: left;">Para la parte <em>Théma</em>, los textos deberán respetar los siguientes criterios:</p> <ul> <li>Máximo de 35.000 signos, notas incluidas, bibliografía y espacios no incluidos.</li> <li>Los artículos pueden estar redactados en francés, inglés, español o portugués.</li> <li>Deben estar acompañados de un resumen (menos de 1.000 signos) y de 3-5 palabras clave</li> </ul> <p style="text-align: left;">Como para sus precedentes ediciones, RITA incluirá en su número 13 una sección no temática, <em>Champ libre</em>, en que toda contribución es igualmente bienvenida. Interdependent processes – such as global warming, the extinction of species, soil depletion and scarce energy resources – deeply alter the living conditions in our societies, from a material and symbolic point of view. These systemic transformations go well beyond the physical environment or climate change; they can be understood thanks to the concept of “global changes” that has become a main research topic in the fields of social and environmental sciences over the past thirty years (Buttel et <em>al.</em>, 1990; Freedman, 2014).</p> <p style="text-align: left;">Today, in the Americas, more than two-thirds of the population live in cities. Therefore, the city provides a vantage point to understand the effects of global changes and the responses they generate. However, the urban phenomenon is very heterogeneous: it encompasses global megacities, midsized urban areas that participate in the states’ processes of territorialization, and small towns that lie in the heart of agricultural regions. Within the range of dynamics that develop in each of these unique but interconnected spaces, it is important to reflect on the physical environment where they unfold.</p> <p style="text-align: left;">Cities are where people concentrate, and they are the centers of political, administrative, religious, cultural and economic power. Urban processes are now inseparable from the phenomena of globalization that put cities at the center of different exchange systems, like the movements of goods, capitals, people, knowledge and information. For these reasons, cities both produce and are the products of global changes; they are their crystallization point and their catalysts; they are spaces where strategies and considerations develop. To understand the implications that global changes have on American cities and the other way round, several topics of discussions can be identified as a guide for potential contributions:</p> <ul> <li>The first area of research is called “Understanding the city”. It will encourage contributions that investigate the multiplicity of concepts used to understand global changes in urban environments, that is to say: urban ecology; urban metabolism and circular economy; sustainable, green, smart or inclusive cities; ecological transition; the anthropocene and capitalocene; resilience; etc. These very topical notions deserve to be questioned, clarified and contextualized.</li> <li>The second area of research is called “Living the city, living in the city”. It will dwell upon the forms of housing, the uses of space (central and peripheral spaces, gentrification), the forms of mobility (public transportations, lines of communication, urban and rural contacts, logistics), work organization and supply (food and energy supply) in the context of global changes. Contributions dealing with alternative practices (urban agriculture, graffiti), the relationships between residents (in formal and informal cities) and how they perceive their changing living spaces are welcome.</li> <li>The third area of research is called “Managing the city”. It will focus on how to manage the urban environment. From the drafting of public policies to their implementation, the means of producing urban environments in the context of global changes involve specific forms of governance that the contributions will elaborate on. Issues of formal and informal infrastructure in the city (such as sewers, electricity, water supply, public or private transportation, and waste management), but also the management of nature in the city (in particular rivers, parks, gardens and biodiversity), or the management of catastrophes (in New Orleans after Katrina, in 1985 in Mexico after the earthquake, or in February 2019 in Rio de Janeiro after the floods) are issues to be explored. Studies focusing on the new urban development policies to multiply green spaces or to promote the use of car-free modes of transportation will complete this third area of research.</li> <li>A fourth area of research is called “Contesting the city”. It will deal with political processes that unfold in cities changing as a result of global changes. Contributions focusing on environmental inequalities, grassroots struggles, conflicts over major developments or planning processes, urban violence and the concept of justice (social, spatial, environmental, food, etc.), will be taken into consideration. The presence of risks and the development of big infrastructures create many “community conflicts” (Melé, 2012).</li> </ul> <p style="text-align: left;">For its thirteenth issue, RITA will dedicate its section Thema to American cities facing global changes. Thus, the global dimension of transformations should not be separated from a local understanding of the phenomena. Indeed, American cities are confronted to tensions between centers and peripheries, urban and rural areas, “<em>condominios fechados</em>” and “<em>villas miseria</em>” (we can also think about the “<em>barrios bravos</em>” in Mexico). These tensions generate exchanges, but also social, political, cultural and artistic initiatives. The dynamics of exchanges between cities and rural areas also constitute an important element in this issue, as well as the multiple tensions that arise from urban sprawl (pressure on land and water consumption, the role of agriculture in metropolitan contexts, the development of peripheral areas, etc.). The complexity of global changes can fully be understood by analyzing these phenomena on various scales. Moreover, global changes did not appear overnight. They are the products of long-term dynamics. Thus, this issue will also welcome contributions on the historical dimension of such phenomena. Vários processos interdependentes, como o aquecimento global, a extinção de espécies, a exaustão dos solos ou a rarefação dos recursos energéticos, mudam profundamente, tanto no plano material quanto simbólico, as condições de existência das nossas sociedades. Essas transformações sistêmicas, que vão além do âmbito do meio físico ou climático, podem ser designadas pelo conceito de “Mudanças globais”, que se tornou um importante tema de pesquisa no campo das ciências sociais e ambientais durante as três ultimas décadas (Buttel et al, 1990; Freedman, 2014).</p> <p>Atualmente, mais de dois terços da população das Américas vivem em cidades, e, por isso, este é um ponto de partida privilegiado para entender as consequências dessas mudanças globais e as respostas que elas suscitam. No entanto, o fenômeno urbano é por si heterogêneo: megalópoles de nível mundial, aglomerações médias que participam do processo territorialização dos Estados, pequenas cidades no centro de regiões rurais e muitos outros. Entre a pluralidade de dinâmicas que se desenvolvem em cada um desses espaços singulares, mas interconectados, é importante refletir sobre o ambiente material onde elas se inscrevem.</p> <p>As cidades são lugares onde se concentram populações, centros de decisão política, administrativos, religiosos, culturais e econômicos. Os processos em curso nesses espaços são, hoje em dia, inseparáveis de fenômenos como a mundialização, fazendo das cidades centros de diferentes tipos de trocas, como a circulação de bens e capitais, mas também de indivíduos, de saberes e de informações. Assim, as cidades são, ao mesmo tempo, produtoras e produtos dessas mudanças globais, além de serem suas próprias multiplicadoras e catalizadoras. Nesse sentido, as cidades são lugares singulares no desenvolvimento de ideias e estratégias referentes a essas mudanças.</p> <p>Para entender as implicações das mudanças globais sobre as cidades americanas e vice-versa, quatro eixos temáticos são propostos para guiar as proposições de artigo para esse dossiê temático:</p> <ul> <li>Um primeiro eixo, “Entender a cidade”, visa às contribuições sobre os conceitos múltiplos utilizados para pensar as mudanças globais no contexto urbano que merecem ser questionados, explicitados e contextualizados: ecologia urbana, metabolismo, economia circular, cidade sustentável, verde, <em>smart</em> ou inclusiva, transição ecológica, antropoceno, capitaloceno, ou ainda resiliência.</li> <li>Um segundo eixo, “Viver a/na cidade”, receberá contribuições sobre as formas de moradia, sobre a ocupação dos espaços (centrais como periféricos) e suas transformações (como a gentrificação), sobre as mobilidades (transportes em comum, vias de comunicação, trocas entre urbano e rural, logística), a organização do trabalho ou ainda o abastecimento (alimentício, enérgico) em diálogo com essas mudanças globais. Contribuições sobre práticas alternativas (agricultura urbana, grafite), relações entre moradores (da cidade formal e informal) e representações sobre os espaços de vida em transformação também são bem-vindas.</li> <li>Um terceiro eixo, “Administrar a cidade”, acolherá questionamentos sobre a administração do urbano. Da elaboração de políticas publicas à suas aplicações, às modalidades concretas de produção do espaço urbano, confrontadas às mudanças globais implicam formas de gestão específicas que podem orientar as propostas de artigos. Questões sobre as infraestruturas (formais e informais) da cidade (redes de esgotos, energia, água, transporte e lixo) são pistas privilegiadas de análise. Outra problemática possível é a da administração da natureza na cidade, em particular rios, jardins, parques e a biodiversidade, mas também a administração de catástrofes (como New-Orleans depois de Katrina, México DF depois do terremoto de 1985 ou ainda Rio de Janeiro face as recentes enchentes). Estudos sobre novas políticas de planejamento urbano visando à multiplicação dos espaços naturais nas cidades ou à promoção do uso de meios de transporte alternativos também podem fazer parte desse eixo.</li> <li>Um quarto eixo, “A cidade em disputa”, se concentrará nos processos políticos que se desenvolvem nas cidades em transformação, sob o efeito das mudanças globais. Esse eixo visa a trabalhos sobre desigualdades ambientais, lutas populares, conflitos em torno de grandes obras públicas, ordenamento territorial ou planos de urbanismo, mas também estudos baseados em problemáticas, como a violência urbana ou o conceito de justiça (social, espacial, ambiental etc.). A presença de riscos ou a implantação de grandes infraestruturas provoca efetivamente diversos “conflitos de proximidade” (Mele, 2012) que podem ser abordados.</li> </ul> <p>Por ocasião de sua décima terceira edição, a RITA propõe um dossiê temático para explorar as cidades americanas em suas relações com as mudanças globais. Nesse sentido, a dimensão global das mudanças não deve ser dissociada de uma apreensão local dos fenômenos. As cidades são atravessadas de oposições entre centro e periferia, urbano e rural, entre “condomínios fechados” e <em>“villas miserias”</em> (ou <em>“barrios bravos” ,</em>no México), que geram diversos intercâmbios, iniciativas sociais, políticas culturais e artísticas. Ademais, as dinâmicas de troca entre cidades e meios rurais constituem um elemento importante desse tema, tanto quanto às tensões que emergem do avanço da fronteira urbana (pressões sobre o solo e a água, lugar da agricultura nesse contexto, organização das periferias etc.). As mudanças globais só poderão ser compreendidas em toda a sua complexidade através do uso de diversas escalas de análise. Essas mudanças não apareceram de um dia para o outro e são também produtos de dinâmicas inscritas num tempo longo. Para esse número, encorajamos contribuições que analisem a dimensão histórica de tais fenômenos.
