Des processus interd&eacute;pendants, comme le r&eacute;chauffement climatique, l&rsquo;extinction des esp&egrave;ces, l&rsquo;&eacute;puisement des sols et la rar&eacute;faction des ressources &eacute;nerg&eacute;tiques modifient profond&eacute;ment, du point de vue mat&eacute;riel comme sur le plan symbolique, les conditions d&rsquo;existence de nos soci&eacute;t&eacute;s. Ces transformations syst&eacute;miques, qui d&eacute;passent largement le seul domaine de l&rsquo;environnement physique ou du changement climatique, peuvent &ecirc;tre d&eacute;sign&eacute;es gr&acirc;ce au concept de &laquo;&nbsp;changements globaux&nbsp;&raquo;, qui est devenu un th&egrave;me de recherche majeur dans les champs des sciences sociales et environnementales au cours des trois derni&egrave;res d&eacute;cennies. &Agrave;&nbsp;l&rsquo;occasion de son treizi&egrave;me num&eacute;ro, la revue <em>RITA</em> propose d&rsquo;explorer les villes am&eacute;ricaines, dans leurs relations, face aux changements globaux.</p> </div> <div id="resume-644639-es" class="tabContent hidden" lang="es" xml:lang="es"> <p style="text-align: left;">La constataci&oacute;n de cambios medioambientales a escala planetaria es hoy incontestable. Procesos interdependientes, como el cambio clim&aacute;tico, la extinci&oacute;n de especies, el agotamiento de los suelos y la creciente escasez de recursos energ&eacute;ticos modifican profundamente, tanto desde el punto de vista material como en el plano simb&oacute;lico, las condiciones de existencia de nuestras sociedades. Estas transformaciones sist&eacute;micas, que sobrepasan ampliamente el estricto &aacute;mbito del medioambiente f&iacute;sico o del cambio clim&aacute;tico, pueden ser tratadas bajo el concepto de &ldquo;cambios globales&rdquo;, convertido en un importante objeto de investigaci&oacute;n en los campos de las ciencias sociales y ambientales durante de las tres &uacute;ltimas d&eacute;cadas.&nbsp;Con motivo de su decimotercer n&uacute;mero, <em>RITA</em> propone interrogar los cambios globales desde el enfoque de las ciudades americanas.&nbsp;</p> </div> <div id="resume-644639-en" class="tabContent hidden" lang="en" xml:lang="en"> <p style="text-align: left;">Nowadays, the assessment of environmental changes worldwide is indisputable. Interdependent processes &ndash; such as global warming, the extinction of species, soil depletion and scarce energy resources &ndash; deeply alter the living conditions in our societies, from a material and symbolic point of view. These systemic transformations go well beyond the physical environment or climate change; they can be understood thanks to the concept of &ldquo;global changes&rdquo; that has become a main research topic in the fields of social and environmental sciences over the past thirty years.&nbsp;For its thirteenth issue,<em> RITA</em> will dedicate its section Thema to American cities facing global changes.</p> </div> <div id="resume-644639-pt" class="tabContent hidden" lang="pt" xml:lang="pt"> <p style="text-align: left;">O fato que vivemos hoje mudan&ccedil;as ambientais em uma escala global &eacute; incontest&aacute;vel. V&aacute;rios processos interdependentes, como o aquecimento global, a extin&ccedil;&atilde;o de esp&eacute;cies, a exaust&atilde;o dos solos ou a rarefa&ccedil;&atilde;o dos recursos energ&eacute;ticos, mudam profundamente, tanto no plano material quanto simb&oacute;lico, as condi&ccedil;&otilde;es de exist&ecirc;ncia das nossas sociedades. Des processus interd&eacute;pendants, comme le r&eacute;chauffement climatique, l&rsquo;extinction des esp&egrave;ces, l&rsquo;&eacute;puisement des sols et la rar&eacute;faction des ressources &eacute;nerg&eacute;tiques modifient profond&eacute;ment, du point de vue mat&eacute;riel comme sur le plan symbolique, les conditions d&rsquo;existence de nos soci&eacute;t&eacute;s. Ces transformations syst&eacute;miques, qui d&eacute;passent largement le seul domaine de l&rsquo;environnement physique ou du changement climatique, peuvent &ecirc;tre d&eacute;sign&eacute;es gr&acirc;ce au concept de &laquo;&nbsp;changements globaux&nbsp;&raquo;, qui est devenu un th&egrave;me de recherche majeur dans les champs des sciences sociales et environnementales au cours des trois derni&egrave;res d&eacute;cennies (Buttel <em>et al</em>., 1990&nbsp;; Freedman, 2014).a</p> <p>Aujourd&rsquo;hui dans les Am&eacute;riques, plus des deux-tiers de la population habitent en ville et, par cons&eacute;quent, la ville constitue un point d&rsquo;entr&eacute;e privil&eacute;gi&eacute; pour saisir les effets de ces changements globaux et les r&eacute;ponses qu&rsquo;ils suscitent.Toutefois, le ph&eacute;nom&egrave;ne urbain est tr&egrave;s h&eacute;t&eacute;rog&egrave;ne&nbsp;: des m&eacute;gapoles d&rsquo;envergure mondiale, des agglom&eacute;rations moyennes participant aux processus de territorialisation des &Eacute;tats, et aussi des petites villes au c&oelig;ur de r&eacute;gions agricoles. Parmi la pluralit&eacute; de dynamiques se d&eacute;veloppant dans chacun de ces espaces singuliers mais interconnect&eacute;s, il est important de mener une r&eacute;flexion sur l&rsquo;environnement mat&eacute;riel o&ugrave; ils se d&eacute;ploient.</p> <p>Les villes sont des lieux o&ugrave; se concentrent les populations, des centres du pouvoir politique, administratif, religieux, culturel et &eacute;conomique. Les processus &agrave; l&rsquo;&oelig;uvre dans l&rsquo;urbain sont d&eacute;sormais indissociables de ph&eacute;nom&egrave;nes de mondialisation pla&ccedil;ant les villes au centre des diff&eacute;rents syst&egrave;mes d&rsquo;&eacute;changes, comme la circulation des marchandises et des capitaux mais aussi des individus, des savoirs et de l&rsquo;information. &Agrave; ce titre, elles sont &agrave; la fois productrices et produits des changements globaux, leur point de cristallisation et leur catalyseur, ce qui en fait des lieux o&ugrave; s&rsquo;&eacute;laborent des strat&eacute;gies et des r&eacute;flexions autour de ces changements.</p> <p>Pour saisir ce que les changements globaux ont comme implications sur les villes am&eacute;ricaines et inversement, plusieurs axes de r&eacute;flexion peuvent &ecirc;tre d&eacute;gag&eacute;s pour guider les propositions de contribution&nbsp;:</p> <ul> <li>Un premier axe, &laquo;&nbsp;Comprendre la ville&nbsp;&raquo;, encouragera les contributions portant sur la multiplicit&eacute; des concepts utilis&eacute;s pour saisir les changements globaux dans les mondes urbains&nbsp;: &eacute;cologie urbaine, m&eacute;tabolisme urbain et &eacute;conomie circulaire, ville durable, verte, <em>smart</em> ou inclusive, transition &eacute;cologique, anthropoc&egrave;ne et capitaloc&egrave;ne, r&eacute;silience, autant de notions en vogue qui m&eacute;riteraient d&rsquo;&ecirc;tre interrog&eacute;es, pr&eacute;cis&eacute;es et mises en contexte.</li> <li>Un deuxi&egrave;me axe, &laquo;&nbsp;Vivre la/en ville&nbsp;&raquo;, pourra accueillir des contributions sur les formes de logement, sur l&rsquo;occupation des espaces (centraux comme p&eacute;riph&eacute;riques, la gentrification), les mobilit&eacute;s (transports en commun, voies de communication, &eacute;changes urbain/rural, logistique), l&rsquo;organisation du travail et de l&rsquo;approvisionnement (alimentaire, &eacute;nerg&eacute;tique) en dialogue avec les changements globaux. Des contributions sur les pratiques alternatives (agriculture urbaine, graffitis), les rapports entre habitants (de la ville formelle/ informelle), et les repr&eacute;sentations des habitants sur leur espace de vie en changement sont &eacute;galement les bienvenues.</li> <li>Un troisi&egrave;me axe, &laquo;&nbsp;G&eacute;rer la ville&nbsp;&raquo;, portera sur des questions de gestion de l&rsquo;urbain. De l&rsquo;&eacute;laboration de politiques publiques &agrave; leur mise en place, les modalit&eacute;s concr&egrave;tes de production de l&rsquo;urbain face aux changements globaux impliquent des modalit&eacute;s de gouvernance sp&eacute;cifiques sur lesquelles pourront s&rsquo;orienter les propositions d&rsquo;articles. Les questions de l&rsquo;infrastructure, formelle et informelle, de la ville (&eacute;gouts, &eacute;lectricit&eacute;, approvisionnement en eau, transport, gestion de d&eacute;chets) sont autant de pistes privil&eacute;gi&eacute;es pour l&rsquo;analyse. Tout comme la gestion de la nature en ville, en particulier les fleuves, parcs, jardins et la biodiversit&eacute;, mais aussi la gestion de catastrophes (&agrave; La Nouvelle-Orl&eacute;ans apr&egrave;s Katrina, apr&egrave;s le tremblement de terre de Mexico en 1985, ou encore suite aux r&eacute;centes inondations de Rio de Janeiro, en f&eacute;vrier dernier). Des &eacute;tudes se penchant sur les nouvelles politiques d&rsquo;am&eacute;nagements urbains pour multiplier des espaces verts ou pour promouvoir l&rsquo;usage de moyens de transport alternatifs &agrave; la voiture pourront &eacute;galement compl&eacute;ter cet axe.</li> <li>Un quatri&egrave;me axe, &laquo;&nbsp;La ville en dispute&nbsp;&raquo;, s&rsquo;int&eacute;ressera aux processus politiques qui se d&eacute;roulent dans une ville en transformation sous l&rsquo;effet des changements globaux. Cet axe pourra accueillir les contributions li&eacute;es aux in&eacute;galit&eacute;s environnementales, aux luttes populaires, aux conflits autour des grands am&eacute;nagements ou plans d&rsquo;urbanisme, ainsi que les &eacute;tudes centr&eacute;es sur la probl&eacute;matique de la violence urbaine et sur le concept de justice (sociale et spatiale, environnementale, alimentaire, etc.). La pr&eacute;sence de risques ou l&rsquo;am&eacute;nagement de grandes infrastructures g&eacute;n&egrave;re en effet de nombreux &laquo;&nbsp;conflits de proximit&eacute;&nbsp;&raquo; (Mel&eacute;, 2012).</li> </ul> <p>A l&rsquo;occasion de son treizi&egrave;me num&eacute;ro, RITA propose, dans sa section Th&eacute;ma, d&rsquo;explorer les villes am&eacute;ricaines, dans leurs relations, face aux changements globaux. &Agrave; ce titre, la dimension globale des transformations ne ne doit pas &ecirc;tre dissoci&eacute;e d&rsquo;une appr&eacute;hension locale des ph&eacute;nom&egrave;nes. En effet, les villes sont travers&eacute;es de tensions entre centres et p&eacute;riph&eacute;ries, urbain et rural, entre &laquo;&nbsp;<em>condom&iacute;nios fechados</em>&nbsp;&raquo; et &laquo;&nbsp;<em>villas miseria&nbsp;&raquo;</em> (on songe &eacute;galement aux &laquo;&nbsp;<em>barrios bravos</em>&nbsp;&raquo; du Mexique), ceux-ci &eacute;tant porteurs d&rsquo;&eacute;changes, d&rsquo;initiatives sociales, politiques, culturelles et artistiques. Les dynamiques d&rsquo;&eacute;change entre villes et milieux ruraux constituent aussi un &eacute;l&eacute;ment important de cette th&eacute;matique, ainsi que les multiples tensions qui surgissent de l&rsquo;expansion du front d'urbanisation (pression sur le sol et l'eau, place de l'agriculture dans les contextes m&eacute;tropolitains, am&eacute;nagement des p&eacute;riph&eacute;ries, etc.). C&rsquo;est gr&acirc;ce &agrave; un jeu sur les &eacute;chelles d&rsquo;analyse que les changements globaux pourront &ecirc;tre saisis dans toute leur complexit&eacute;. En outre, ceux-ci ne sont pas apparus du jour au lendemain, ils sont le fruit de dynamiques s&rsquo;inscrivant dans la longue dur&eacute;e. Le num&eacute;ro accueillera donc &eacute;galement des contributions mettant l&rsquo;accent sur la dimension historique de tels ph&eacute;nom&egrave;nes. Enfin, dans la mesure o&ugrave; les pratiques artistiques constituent une des modalit&eacute;s privil&eacute;gi&eacute;es selon lesquelles les soci&eacute;t&eacute;s donnent sens &agrave; leur existence et &agrave; leurs repr&eacute;sentations, ce num&eacute;ro de <em>RITA </em>encourage les contributions portant sur les mani&egrave;res dont des productions litt&eacute;raires, picturales, cin&eacute;matographiques, mais aussi des arts de rue ou des musiques populaires repr&eacute;sentent et expriment les changements globaux.</p> <h1>Modalit&eacute;s de participation</h1> <p>Pour sa partie Th&eacute;ma, les textes attendus doivent respecter les crit&egrave;res suivants&nbsp;:</p> <ul> <li>35&nbsp;000 signes maximum, notes incluses, bibliographie et espaces non compris</li> <li>Les articles peuvent &ecirc;tre r&eacute;dig&eacute;s en fran&ccedil;ais, anglais, espagnol ou portugais</li> <li>Ils doivent &ecirc;tre accompagn&eacute;s d&rsquo;un r&eacute;sum&eacute; (1&nbsp;000 signes env.) et de 3 &agrave; 5 mots-clefs.</li> </ul> <p>Par ailleurs, comme &agrave; son habitude, en plus de sa partie th&eacute;matique, le prochain num&eacute;ro de RITA comportera une section non th&eacute;matique, Champ libre, pour laquelle toute contribution est &eacute;galement la bienvenue. Cette section est divis&eacute;e en cinq rubriques, comme suit&nbsp;:</p> <ul> <li>Les <em>Notes de recherche </em>sont des articles pr&eacute;sentant une recherche en cours ou aboutie, dont le sujet ne correspond pas &agrave; la th&eacute;matique du num&eacute;ro. Procesos interdependientes, como el cambio clim&aacute;tico, la extinci&oacute;n de especies, el agotamiento de los suelos y la creciente escasez de recursos energ&eacute;ticos modifican profundamente, tanto desde el punto de vista material como en el plano simb&oacute;lico, las condiciones de existencia de nuestras sociedades. Estas transformaciones sist&eacute;micas, que sobrepasan ampliamente el estricto &aacute;mbito del medioambiente f&iacute;sico o del cambio clim&aacute;tico, pueden ser tratadas bajo el concepto de &ldquo;cambios globales&rdquo;, convertido en un importante objeto de investigaci&oacute;n en los campos de las ciencias sociales y ambientales durante de las tres &uacute;ltimas d&eacute;cadas (Buttel <em>et al</em>., 1990; Freedman, 2014).</p> <p style="text-align: left;">En las Am&eacute;ricas, hoy en d&iacute;a, m&aacute;s de dos tercios de la poblaci&oacute;n vive en la ciudad y, por consiguiente, la ciudad constituye un punto de acceso privilegiado para medir los efectos de los cambios globales y las respuestas que &eacute;stos suscitan. No obstante, el fen&oacute;meno urbano es muy heterog&eacute;neo: megal&oacute;polis &ndash; es decir, ciudades de envergadura mundial &ndash; aglomeraciones medianas que participan de los procesos de territorializaci&oacute;n de los Estados, y tambi&eacute;n peque&ntilde;as ciudades situadas en el coraz&oacute;n de regiones agr&iacute;colas. Entre la pluralidad de din&aacute;micas que est&aacute;n desarroll&aacute;ndose en cada uno de estos espacios, singulares aunque interconectados, es importante reflexionar sobre el entorno material en el que se despliegan.</p> <p style="text-align: left;">Las ciudades son lugares donde se concentran las poblaciones, los centros de poder pol&iacute;tico, administrativo, religioso, cultural y econ&oacute;mico. Los procesos urbanos que est&aacute;n en marcha son, de ahora en adelante, indisociables de los fen&oacute;menos globalizados que sit&uacute;an a las ciudades en el centro de diferentes sistemas de intercambios tales como la circulaci&oacute;n de mercanc&iacute;as y capitales, pero tambi&eacute;n de individuos, de saberes e informaci&oacute;n. En este sentido, &eacute;stas son a la vez productoras y producto de los cambios globales, su punto de cristalizaci&oacute;n y su catalizador, lo que de hecho las convierte en los lugares donde se elaboran las estrategias y reflexiones en torno a estos cambios.</p> <p style="text-align: left;">Para aprehender lo que los cambios globales generan como implicaciones para las ciudades americanas, y viceversa, podemos proponer varios ejes de reflexi&oacute;n que gu&iacute;en las propuestas de contribuci&oacute;n:</p> <ul> <li>Un primer eje, &ldquo;Comprender la ciudad&rdquo;, alentar&aacute; las contribuciones que traten sobre la multiplicidad de conceptos utilizados para medir y analizar estos cambios globales en los mundos urbanos: ecolog&iacute;a y/o metabolismos urbanos y econom&iacute;a circular, ciudad sostenible; verde; inteligente o inclusiva, transici&oacute;n ecol&oacute;gica, antropoceno y capitaloceno o resiliencia, son todas nociones en boga que merecer&iacute;an ser interrogadas, precisadas y puestas en contexto.</li> <li>Un segundo eje, &ldquo;Vivir (en) la ciudad&rdquo;, podr&aacute; recibir contribuciones sobre los tipos de h&aacute;bitat y la(s) manera(s) de vivir, la ocupaci&oacute;n de espacios (tanto perif&eacute;ricos como centrales, la gentrificaci&oacute;n), la movilidad (transportes colectivos, v&iacute;as de comunicaci&oacute;n, intercambios entre lo urbano y lo rural, log&iacute;stica), la organizaci&oacute;n del trabajo y del abastecimiento (alimentario, energ&eacute;tico) en di&aacute;logo con los cambios globales. Tambi&eacute;n ser&aacute;n igualmente bienvenidas las contribuciones sobre las pr&aacute;cticas alternativas (agricultura urbana, grafitis), las relaciones entre habitantes (de la ciudad formal o informal), y las representaciones de estos habitantes respecto de los cambios que se producen en los espacios que habitan.</li> <li>Un tercer eje, &ldquo;Gestionar la ciudad&rdquo;, tratar&aacute; sobre cuestiones relativas a la gesti&oacute;n de lo urbano. Desde la elaboraci&oacute;n de pol&iacute;ticas p&uacute;blicas a su establecimiento, las modalidades concretas de producci&oacute;n de lo urbano frente a los cambios globales implican modalidades de gobernanza espec&iacute;ficas, sobre las cuales podr&aacute;n orientarse las propuestas de art&iacute;culos. Las cuestiones sobre la infraestructura, formal o informal, de la ciudad (alcantarillado, electricidad, abastecimiento de agua, transporte, gesti&oacute;n de residuos) son algunas de las pistas de an&aacute;lisis privilegiadas. Del mismo modo que la gesti&oacute;n de la naturaleza en la ciudad, en particular los r&iacute;os, parques, jardines y la biodiversidad, pero tambi&eacute;n la gesti&oacute;n de cat&aacute;strofes (en la Nueva Orleans pos-Katrina, tras el terremoto de M&eacute;xico en 1985 o incluso luego de las recientes inundaciones de R&iacute;o de Janeiro del pasado febrero). Tambi&eacute;n podr&aacute;n completar este eje los estudios que aborden las nuevas pol&iacute;ticas de planificaci&oacute;n urbana, para multiplicar los espacios verdes o promocionar el uso de medios de transporte alternativos al autom&oacute;vil.</li> <li>Un cuarto eje, &ldquo;La ciudad en disputa&rdquo;, se interesar&aacute; en los procesos pol&iacute;ticos que se suceden en una ciudad sometida a una transformaci&oacute;n resultante de los cambios globales. Este eje podr&aacute; recibir las contribuciones ligadas a las desigualdades medioambientales, a las luchas populares, los conflictos en torno a los grandes proyectos o planes urban&iacute;sticos (en sus dimensiones social y espacial, ambiental, alimentaria, etc.). La presencia de riesgos o la reordenaci&oacute;n de grandes infraestructuras genera, en efecto, numerosos &ldquo;conflictos de proximidad&rdquo; (Mel&eacute;, 2012).</li> </ul> <p style="text-align: left;">Con motivo de su decimotercer n&uacute;mero, RITA propone, en su secci&oacute;n <em>Th&eacute;ma</em>, interrogar los cambios globales desde el enfoque de las ciudades americanas. En este sentido, la dimensi&oacute;n global de las transformaciones no debe disociarse de una aprehensi&oacute;n local de los fen&oacute;menos. De hecho, las ciudades est&aacute;n atravesadas por las tensiones entre centro y periferia, urbano y rural, entre &ldquo;<em>condominio fechados</em>&rdquo; y &ldquo;villas miseria&rdquo; (pensando tambi&eacute;n en los &ldquo;barrios bravos&rdquo; de M&eacute;xico), siendo estas impulsoras de intercambios e iniciativas sociales, pol&iacute;ticas, culturales y art&iacute;sticas. Las din&aacute;micas de intercambio entre ciudades y medio rural constituyen tambi&eacute;n un elemento importante de esta tem&aacute;tica, al igual que las m&uacute;ltiples tensiones que surgen con la expansi&oacute;n del frente de urbanizaci&oacute;n (presi&oacute;n sobre el suelo y el agua, el lugar de la agricultura en los contextos metropolitanos, planeamiento de las periferias, etc.). Gracias a un juego sobre las escalas de an&aacute;lisis, se podr&aacute;n medir los cambios globales en toda su complejidad. Asimismo, &eacute;stos no han aparecido de un d&iacute;a para otro, sino que son el fruto de din&aacute;micas que se inscriben en la larga duraci&oacute;n. Por lo tanto, el n&uacute;mero acoger&aacute;, igualmente, contribuciones que pongan el acento sobre la dimensi&oacute;n hist&oacute;rica de tales fen&oacute;menos. Finalmente, en la medida en que las pr&aacute;cticas art&iacute;sticas constituyen una de las modalidades privilegiadas en las que las sociedades dan sentido a su existencia y a sus representaciones, este n&uacute;mero de RITA anima a la presentaci&oacute;n de contribuciones que traten sobre las formas en que las producciones literarias, pict&oacute;ricas y cinematogr&aacute;ficas, as&iacute; como el arte urbano o las m&uacute;sicas populares, representan y expresan los cambios globales.</p> <h1>Modalidades de candidatura</h1> <p style="text-align: left;">Para la parte <em>Th&eacute;ma</em>, los textos deber&aacute;n respetar los siguientes criterios:</p> <ul> <li>M&aacute;ximo de 35.000 signos, notas incluidas, bibliograf&iacute;a y espacios no incluidos.</li> <li>Los art&iacute;culos pueden estar redactados en franc&eacute;s, ingl&eacute;s, espa&ntilde;ol o portugu&eacute;s.</li> <li>Deben estar acompa&ntilde;ados de un resumen (menos de 1.000 signos) y de 3-5 palabras clave</li> </ul> <p style="text-align: left;">Como para sus precedentes ediciones, RITA incluir&aacute; en su n&uacute;mero 13 una secci&oacute;n no tem&aacute;tica, <em>Champ libre</em>, en que toda contribuci&oacute;n es igualmente bienvenida. Interdependent processes &ndash; such as global warming, the extinction of species, soil depletion and scarce energy resources &ndash; deeply alter the living conditions in our societies, from a material and symbolic point of view. These systemic transformations go well beyond the physical environment or climate change; they can be understood thanks to the concept of &ldquo;global changes&rdquo; that has become a main research topic in the fields of social and environmental sciences over the past thirty years (Buttel et <em>al.</em>, 1990; Freedman, 2014).</p> <p style="text-align: left;">Today, in the Americas, more than two-thirds of the population live in cities. Therefore, the city provides a vantage point to understand the effects of global changes and the responses they generate. However, the urban phenomenon is very heterogeneous: it encompasses global megacities, midsized urban areas that participate in the states&rsquo; processes of territorialization, and small towns that lie in the heart of agricultural regions. Within the range of dynamics that develop in each of these unique but interconnected spaces, it is important to reflect on the physical environment where they unfold.</p> <p style="text-align: left;">Cities are where people concentrate, and they are the centers of political, administrative, religious, cultural and economic power. Urban processes are now inseparable from the phenomena of globalization that put cities at the center of different exchange systems, like the movements of goods, capitals, people, knowledge and information. For these reasons, cities both produce and are the products of global changes; they are their crystallization point and their catalysts; they are spaces where strategies and considerations develop. To understand the implications that global changes have on American cities and the other way round, several topics of discussions can be identified as a guide for potential contributions:</p> <ul> <li>The first area of research is called &ldquo;Understanding the city&rdquo;. It will encourage contributions that investigate the multiplicity of concepts used to understand global changes in urban environments, that is to say: urban ecology; urban metabolism and circular economy; sustainable, green, smart or inclusive cities; ecological transition; the anthropocene and capitalocene; resilience; etc. These very topical notions deserve to be questioned, clarified and contextualized.</li> <li>The second area of research is called &ldquo;Living the city, living in the city&rdquo;. It will dwell upon the forms of housing, the uses of space (central and peripheral spaces, gentrification), the forms of mobility (public transportations, lines of communication, urban and rural contacts, logistics), work organization and supply (food and energy supply) in the context of global changes. Contributions dealing with alternative practices (urban agriculture, graffiti), the relationships between residents (in formal and informal cities) and how they perceive their changing living spaces are welcome.</li> <li>The third area of research is called &ldquo;Managing the city&rdquo;. It will focus on how to manage the urban environment. From the drafting of public policies to their implementation, the means of producing urban environments in the context of global changes involve specific forms of governance that the contributions will elaborate on. Issues of formal and informal infrastructure in the city (such as sewers, electricity, water supply, public or private transportation, and waste management), but also the management of nature in the city (in particular rivers, parks, gardens and biodiversity), or the management of catastrophes (in New Orleans after Katrina, in 1985 in Mexico after the earthquake, or in February 2019 in Rio de Janeiro after the floods) are issues to be explored. Studies focusing on the new urban development policies to multiply green spaces or to promote the use of car-free modes of transportation will complete this third area of research.</li> <li>A fourth area of research is called &ldquo;Contesting the city&rdquo;. It will deal with political processes that unfold in cities changing as a result of global changes. Contributions focusing on environmental inequalities, grassroots struggles, conflicts over major developments or planning processes, urban violence and the concept of justice (social, spatial, environmental, food, etc.), will be taken into consideration. The presence of risks and the development of big infrastructures create many &ldquo;community conflicts&rdquo; (Mel&eacute;, 2012).</li> </ul> <p style="text-align: left;">For its thirteenth issue, RITA will dedicate its section Thema to American cities facing global changes. Thus, the global dimension of transformations should not be separated from a local understanding of the phenomena. Indeed, American cities are confronted to tensions between centers and peripheries, urban and rural areas, &ldquo;<em>condominios fechados</em>&rdquo; and &ldquo;<em>villas miseria</em>&rdquo; (we can also think about the &ldquo;<em>barrios bravos</em>&rdquo; in Mexico). These tensions generate exchanges, but also social, political, cultural and artistic initiatives. The dynamics of exchanges between cities and rural areas also constitute an important element in this issue, as well as the multiple tensions that arise from urban sprawl (pressure on land and water consumption, the role of agriculture in metropolitan contexts, the development of peripheral areas, etc.). The complexity of global changes can fully be understood by analyzing these phenomena on various scales. Moreover, global changes did not appear overnight. They are the products of long-term dynamics. Thus, this issue will also welcome contributions on the historical dimension of such phenomena. V&aacute;rios processos interdependentes, como o aquecimento global, a extin&ccedil;&atilde;o de esp&eacute;cies, a exaust&atilde;o dos solos ou a rarefa&ccedil;&atilde;o dos recursos energ&eacute;ticos, mudam profundamente, tanto no plano material quanto simb&oacute;lico, as condi&ccedil;&otilde;es de exist&ecirc;ncia das nossas sociedades. Essas transforma&ccedil;&otilde;es sist&ecirc;micas, que v&atilde;o al&eacute;m do &acirc;mbito do meio f&iacute;sico ou clim&aacute;tico, podem ser designadas pelo conceito de &ldquo;Mudan&ccedil;as globais&rdquo;, que se tornou um importante tema de pesquisa no campo das ci&ecirc;ncias sociais e ambientais durante as tr&ecirc;s ultimas d&eacute;cadas (Buttel et al, 1990; Freedman, 2014).</p> <p>Atualmente, mais de dois ter&ccedil;os da popula&ccedil;&atilde;o das Am&eacute;ricas vivem em cidades, e, por isso, este &eacute; um ponto de partida privilegiado para entender as consequ&ecirc;ncias dessas mudan&ccedil;as globais e as respostas que elas suscitam. No entanto, o fen&ocirc;meno urbano &eacute; por si heterog&ecirc;neo: megal&oacute;poles de n&iacute;vel mundial, aglomera&ccedil;&otilde;es m&eacute;dias que participam do processo territorializa&ccedil;&atilde;o dos Estados, pequenas cidades no centro de regi&otilde;es rurais e muitos outros. Entre a pluralidade de din&acirc;micas que se desenvolvem em cada um desses espa&ccedil;os singulares, mas interconectados, &eacute; importante refletir sobre o ambiente material onde elas se inscrevem.</p> <p>As cidades s&atilde;o lugares onde se concentram popula&ccedil;&otilde;es, centros de decis&atilde;o pol&iacute;tica, administrativos, religiosos, culturais e econ&ocirc;micos. Os processos em curso nesses espa&ccedil;os s&atilde;o, hoje em dia, insepar&aacute;veis de fen&ocirc;menos como a mundializa&ccedil;&atilde;o, fazendo das cidades centros de diferentes tipos de trocas, como a circula&ccedil;&atilde;o de bens e capitais, mas tamb&eacute;m de indiv&iacute;duos, de saberes e de informa&ccedil;&otilde;es. Assim, as cidades s&atilde;o, ao mesmo tempo, produtoras e produtos dessas mudan&ccedil;as globais, al&eacute;m de serem suas pr&oacute;prias multiplicadoras e catalizadoras. Nesse sentido, as cidades s&atilde;o lugares singulares no desenvolvimento de ideias e estrat&eacute;gias referentes a essas mudan&ccedil;as.</p> <p>Para entender as implica&ccedil;&otilde;es das mudan&ccedil;as globais sobre as cidades americanas e vice-versa, quatro eixos tem&aacute;ticos s&atilde;o propostos para guiar as proposi&ccedil;&otilde;es de artigo para esse dossi&ecirc; tem&aacute;tico:</p> <ul> <li>Um primeiro eixo, &ldquo;Entender a cidade&rdquo;, visa &agrave;s contribui&ccedil;&otilde;es sobre os conceitos m&uacute;ltiplos utilizados para pensar as mudan&ccedil;as globais no contexto urbano que merecem ser questionados, explicitados e contextualizados: ecologia urbana, metabolismo, economia circular, cidade sustent&aacute;vel, verde, <em>smart</em> ou inclusiva, transi&ccedil;&atilde;o ecol&oacute;gica, antropoceno, capitaloceno, ou ainda resili&ecirc;ncia.</li> <li>Um segundo eixo, &ldquo;Viver a/na cidade&rdquo;, receber&aacute; contribui&ccedil;&otilde;es sobre as formas de moradia, sobre a ocupa&ccedil;&atilde;o dos espa&ccedil;os (centrais como perif&eacute;ricos) e suas transforma&ccedil;&otilde;es (como a gentrifica&ccedil;&atilde;o), sobre as mobilidades (transportes em comum, vias de comunica&ccedil;&atilde;o, trocas entre urbano e rural, log&iacute;stica), a organiza&ccedil;&atilde;o do trabalho ou ainda o abastecimento (aliment&iacute;cio, en&eacute;rgico) em di&aacute;logo com essas mudan&ccedil;as globais. Contribui&ccedil;&otilde;es sobre pr&aacute;ticas alternativas (agricultura urbana, grafite), rela&ccedil;&otilde;es entre moradores (da cidade formal e informal) e representa&ccedil;&otilde;es sobre os espa&ccedil;os de vida em transforma&ccedil;&atilde;o tamb&eacute;m s&atilde;o bem-vindas.</li> <li>Um terceiro eixo, &ldquo;Administrar a cidade&rdquo;, acolher&aacute; questionamentos sobre a administra&ccedil;&atilde;o do urbano. Da elabora&ccedil;&atilde;o de pol&iacute;ticas publicas &agrave; suas aplica&ccedil;&otilde;es, &agrave;s modalidades concretas de produ&ccedil;&atilde;o do espa&ccedil;o urbano, confrontadas &agrave;s mudan&ccedil;as globais implicam formas de gest&atilde;o espec&iacute;ficas que podem orientar as propostas de artigos. Quest&otilde;es sobre as infraestruturas (formais e informais) da cidade (redes de esgotos, energia, &aacute;gua, transporte e lixo) s&atilde;o pistas privilegiadas de an&aacute;lise. Outra problem&aacute;tica poss&iacute;vel &eacute; a da administra&ccedil;&atilde;o da natureza na cidade, em particular rios, jardins, parques e a biodiversidade, mas tamb&eacute;m a administra&ccedil;&atilde;o de cat&aacute;strofes (como New-Orleans depois de Katrina, M&eacute;xico DF depois do terremoto de 1985 ou ainda Rio de Janeiro face as recentes enchentes). Estudos sobre novas pol&iacute;ticas de planejamento urbano visando &agrave; multiplica&ccedil;&atilde;o dos espa&ccedil;os naturais nas cidades ou &agrave; promo&ccedil;&atilde;o do uso de meios de transporte alternativos tamb&eacute;m podem fazer parte desse eixo.</li> <li>Um quarto eixo, &ldquo;A cidade em disputa&rdquo;, se concentrar&aacute; nos processos pol&iacute;ticos que se desenvolvem nas cidades em transforma&ccedil;&atilde;o, sob o efeito das mudan&ccedil;as globais. Esse eixo visa a trabalhos sobre desigualdades ambientais, lutas populares, conflitos em torno de grandes obras p&uacute;blicas, ordenamento territorial ou planos de urbanismo, mas tamb&eacute;m estudos baseados em problem&aacute;ticas, como a viol&ecirc;ncia urbana ou o conceito de justi&ccedil;a (social, espacial, ambiental etc.). A presen&ccedil;a de riscos ou a implanta&ccedil;&atilde;o de grandes infraestruturas provoca efetivamente diversos &ldquo;conflitos de proximidade&rdquo; (Mele, 2012) que podem ser abordados.</li> </ul> <p>Por ocasi&atilde;o de sua d&eacute;cima terceira edi&ccedil;&atilde;o, a RITA prop&otilde;e um dossi&ecirc; tem&aacute;tico para explorar as cidades americanas em suas rela&ccedil;&otilde;es com as mudan&ccedil;as globais. Nesse sentido, a dimens&atilde;o global das mudan&ccedil;as n&atilde;o deve ser dissociada de uma apreens&atilde;o local dos fen&ocirc;menos. As cidades s&atilde;o atravessadas de oposi&ccedil;&otilde;es entre centro e periferia, urbano e rural, entre &ldquo;condom&iacute;nios fechados&rdquo; e <em>&ldquo;villas miserias&rdquo;</em> (ou <em>&ldquo;barrios bravos&rdquo; ,</em>no M&eacute;xico), que geram diversos interc&acirc;mbios, iniciativas sociais, pol&iacute;ticas culturais e art&iacute;sticas. Ademais, as din&acirc;micas de troca entre cidades e meios rurais constituem um elemento importante desse tema, tanto quanto &agrave;s tens&otilde;es que emergem do avan&ccedil;o da fronteira urbana (press&otilde;es sobre o solo e a &aacute;gua, lugar da agricultura nesse contexto, organiza&ccedil;&atilde;o das periferias etc.). As mudan&ccedil;as globais s&oacute; poder&atilde;o ser compreendidas em toda a sua complexidade atrav&eacute;s do uso de diversas escalas de an&aacute;lise. Essas mudan&ccedil;as n&atilde;o apareceram de um dia para o outro e s&atilde;o tamb&eacute;m produtos de din&acirc;micas inscritas num tempo longo. Para esse n&uacute;mero, encorajamos contribui&ccedil;&otilde;es que analisem a dimens&atilde;o hist&oacute;rica de tais fen&ocirc;menos. Por fim, sendo as pr&aacute;ticas culturais uma das modalidades privilegiadas pelas sociedades para darem sentido a sua exist&ecirc;ncia e as suas representa&ccedil;&otilde;es, esse n&uacute;mero da revista RITA est&aacute; igualmente aberto a artigos sobre a express&atilde;o das mudan&ccedil;as globais atrav&eacute;s de produ&ccedil;&otilde;es liter&aacute;rias, picturais, cinematogr&aacute;ficas, mas tamb&eacute;m na arte de rua e na m&uacute;sica popular.</p> <h1>Submiss&atilde;o de propostas</h1> <p>Para o dossi&ecirc; tem&aacute;tico &ldquo;Th&eacute;ma&rdquo;, os textos devem obedecer aos seguintes crit&eacute;rios:</p> <ul> <li>At&eacute; 35.000 caracteres, incluindo as notas, mas n&atilde;o os espa&ccedil;os e a bibliografia,</li> <li>Os artigos podem ser escritos em franc&ecirc;s, ingl&ecirc;s, espanhol ou portugu&ecirc;s,</li> <li>Incluir um resumo (aprox. 1.000 caracteres) e de 3 a 5 palavras-chave.</li> </ul> <p>Como de costume, o n&deg;13 de RITA recebe tamb&eacute;m artigos de tema livre &nbsp;para a se&ccedil;&atilde;o &ldquo;Campo Livre&rdquo;, dividida em cinco subse&ccedil;&otilde;es [cf.&nbsp;<a href="http://revue-rita.com/note-aux-auteurs/nos-rubriques.html">http://revue-rita.com/note-aux-auteurs/nos-rubriques.html</a>]:</p> <ul> <li>As notas de pesquisa s&atilde;o artigos apresentando uma pesquisa em andamento ou conclu&iacute;da portando sobre um assunto diferente da tem&aacute;tica do n&uacute;mero.
