اليوم الاثنين، ان رئيس محكمة جنايات نينوى/الهيئة الاولى نجا من محاولة اغتيال، عندما تمكنت فرق معالجة المتفجرات في شرطة نينوى من ابطال مفعول عبوة كانت ملصقة بسيارة رئيس المحكمة. واوضح العميد محمد الجبوري ان "رئيس محكمة جنايات نينوى/الهيئة الاولى القاضي مهدي صالح نجا من محاولة استهداف، اثر وضع عبوة لاصقة بسيارته، بعد ان تمكن فريق متخصص من تفكيك العبوة".</p> <p><strong>نجاة رئيس مجلس بغداد من محاولة اغتيال بناسفة شرق العاصمة</strong> </p> <p>نجا رئيس مجلس المحافظة كامل الزيدي من محاولة اغتيال بعبوة ناسفة استهدفت موكبه صباح اليوم الإثنين شرق العاصمة. وقال مجلس محافظة بغداد، في بيان رسمي أن الزيدي نجا صباح اليوم من محاولة أغتيال بتفجير عبوة ناسفة كانت تستهدف موكبه. وأضاف البيان أن التفجير أسفر عن إصابة أربعة من عناصر حماية الزيدي وتضرر السيارات المرافقة لموكب الزيدي.</p> </p></div> <h3><font color="#800000">الصحة</font></h3> <p><strong>الصحة والبيئة : يوجد قصور كبير جداً في عدد من مستشفيات العراق </strong></p> <p>اكد عضو لجنة الصحة والبيئة البرلمانية " ان العراق بحاجة الى الكثير من المستشفيات والمستوصفات الصحية . واضاف النائب </p> <p>عن لجنة الصحة والبيئة في مجلس النواب محمد اقبال في تصريح له " يوجد قصور كبير جداً في عدد المستشفيات والمراكز الصحية في محافظات العراق عامة , والعراق يحتاج الى عدد كبير منها " .وعزى اقبال سبب القصور بهذا الجانب الى الاسباب الامنية التي مر بها العراق والتي ادت الى ضعف الاستثمار والاعمار في الكثير من محافظات العراق .واوضح " ان نسبة المستشفيات في العراق لا تتناسب والزيادة في نسبة عدد المواطنين في المحافظات . لافتاً الى وجود الكثير من التشريعات الموجودة على طاولة لجنة الصحة والبيئة من شأنها ان تحدد من سقوف الارباح الكبيرة في المستشفيات الخاصة وفتح المجال الكبير للاستثمار بما يتناسب وتقديم الخدمات الصحية الحكومية واستكمال المنقوصات في المستشفيات والمعاهد الطبية خاصة التي تغطي العجز الحاصل في المستشفيات الحكومية .</p> <h3><font التلفزيونية الايرانية على الإنترنت تقريرا الاثنين جاء فيه أن مقاتلات عسكرية إسرائيلية تتجمع في قاعدة الاسد الجوية ألاميركية في العراق لشن غارة على ايران. ونسبت القناة الخبر لما وصفته بمصدر قريب من التيار الصدري في العراق. وفي ما لم يتسن التأكد من صحة الخبر على الفور، قالت متحدثة باسم الجيش الاسرائيلي لوكالة رويترز إن ليس لديها علم بهذا التقرير، وأضافت أن الجيش لا يعلقّ على شؤون العمليات الحربية. اما وزارة الدفاع الاميركية البنتاغون فرفضت ما ورد في التقرير الايراني. وقال المتحدث باسم البنتاغون الكولونيل ديف لابان إن التقرير سخيف وغير صحيح. قائد القوات الجوية العراقية الفريق الركن أنور align="right"> <p>ناشد مسؤولو اللجوء وجماعات حقوق الإنسان عدداً من الدول الأوروبية بعدم إجبار طالبي اللجوء العراقيين، خصوصاً المنتمين منهم إلى أقليات، على العودة إلى بلادهم وذلك بسبب انعدام الأمن فيها. <br/>وقد جاءت هذه المناشدة رداً على الخطط التي أعلنتها المملكة المتحدة والسويد وهولندا والنرويج مؤخراً لإعادة اللاجئين العراقيين إلى بلدهم. وقد بدأت المملكة المتحدة بالفعل بترحيل بعض العراقيين وهو ما يشرح عودة حوالي 40 طالب لجوء إلى بغداد في 17 يونيو ضمن ثالث عملية ترحيل تقوم بها المملكة المتحدة هذا الأسبوع. <br/>وفي هذا السياق، قالت ميليسا فليمينغ، المتحدثة باسم المفوضية السامية للأمم المتحدة لشؤون اللاجئين، خلال <a href="https://web.archive.org/web/20120515150727/http://www.unhcr.org/4c0e33e94fc.html" class="external" target="_blank">مؤتمر صحفي </a>عقد يوم 8 يونيو: "إن موقفنا والنصيحة التي نقدمها للحكومات تتمثل في ضرورة استمرار استفادة طالبي اللجوء العراقيين القادمين من محافظات بغداد وديالى ونينوى وصلاح الدين وكركوك من الحماية الدولية. يعكس موقفنا الأوضاع الأمنية غير المستقرة واستمرار ارتفاع مستوى العنف بالبلاد والحوادث الأمنية وانتهاكات حقوق الإنسان التي تجري في هذه المناطق من العراق". <br/>وفي الوقت الذي تم فيه توجيه انتقادات كبيرة للحكومة البريطانية بسبب سرية عمليات ترحيلها، تصر هذه الأخيرة على أن أولئك الذي رحلتهم ينتمون لمناطق أكثر أمناً في العراق. وأعربت المفوضية عن قلقها من أن العودة القسرية تبعث برسالة خاطئة إلى البلدان المضيفة المجاورة للعراق، خصوصاً سوريا والأردن. </p> <h3>الهجمات على الأقليات </h3> <p>وتخشى الأقليات العراقية، بما فيها المسيحيون من مختلف الطوائف واليزيديون والشبك، الذين يعيشون في بلدان ثالثة من تعرضهم للعودة القسرية. وأخبر لاجئ عراقي مسيحي كلداني، طلب عدم الكشف عن اسمه، يعيش في هولندا منذ عام 2006 شبكة الأنباء الإنسانية (إيرين) أنه يخشى أن العودة بسبب الهجمات العديدة التي تستهدف طائفته في العراق. وأشار إلى أن "عمليات الخطف والقتل لدوافع سياسية لا تزال تحدث فيما يبدو أنه محاولة لإخراج سكان العراق الأصليين من البلاد أو القضاء عليهم". <br/>وهذا اللاجئ هو واحد من أكثر من نصف مليون مسيحي عراقي فروا من البلاد منذ الغزو الذي قادته الولايات المتحدة على العراق عام 2003. ووفقاً لمعهد بروكينغز في الولايات المتحدة، يوجد الآن حوالي 500,000 مسيحي في العراق مقارنة بما بين مليون و 1.4 مليون قبل عام 2003. وعلق على ذلك الدكتور غازي بولص فرج رحو، وهو مسيحي بارز في العراق، قد تعرض للقتل في فبراير 2008 في حادث أدى إلى فرار 12,000 مسيحي من محافظة الموصل التي تقع على بعد حوالي 400 كلم شمال غرب بغداد. وأشار رحو إلى أنه "حتى هذا التاريخ لا تزال عمليات الخطف والاغتيالات تحدث، ويتم استخدام تكتيكات أخرى لترهيب المسيحيين كقصف الكنائس مثلاً". <br/>ووفقاً <a href="https://web.archive.org/web/20120515150727/http://www.amnesty.org/en/news-and-updates/report/iraq-must-protect-civilians-risk-deadly-violence-2010-04-27" class="external" target="_blank">لتقرير</a> صادر عن منظمة العفو الدولية في أبريل 2010، لقي أكثر من 100 شخص حتفهم خلال الفترة بين منتصف شهر يوليو ومنتصف شهر سبتمبر 2009 في هجمات استهدفت المسيحيين والصابئة المندائيين واليزيديين والتركمان الشيعة والشبك وغيرهم. <br/>ودعت منظمة العفو الدولية المجتمع الدولي إلى "وضع حد لجميع عمليات الإعادة القسرية إلى أي جزء من العراق"، مشيرة إلى أنه "لا ينبغي أن تتم أية عودة لطالبي اللجوء المرفوضين إلا بعد استقرار الوضع الأمني في عموم البلاد". <br/>من جهتها، قدمت منظمة حقوق الأقليات الدولية، وهي منظمة غير حكومية بأدلة مفصلة على العنف ضد الأقليات في العراق في <a href="https://web.archive.org/web/20120515150727/http://www.minorityrights.org/10042/reports/still-targeted-continued-persecution-of-iraqs-minorities.html" class="external" target="_blank">تقرير</a> أصدرته في 10 يونيو وأعربت فيه عن الحاجة الملحة لوضع تشريعات لحقوق الأقليات في البلاد بهدف التصدي لجو "الإفلات من العقاب السائد فيما يتعلق بالهجمات على الأقليات". <br/>في غضون ذلك، أعلنت <a href="https://web.archive.org/web/20120515150727/http://www.unhcr.org/4c1b17b56.html" class="external" target="_blank">المفوضية</a> في 18 يونيو أن 100,000 عراقي أحيلوا لإعادة التوطين من الشرق الأوسط إلى بلد ثالث منذ عام 2007. ويعيش حوالي 45 بالمائة من هذا العدد في سوريا، حسب المفوضية. وأضافت المنظمة أن نسبة قبول البلدان المضيفة وصلت إلى 80 بالمائة، من بينهم 76 بالمائة قبلوا من طرف الولايات Security concerns kept Danish officials on a fact finding mission to Iraq in March from travelling…</strong></p> <p>Security concerns kept Danish officials on a fact finding mission to Iraq in March from travelling to parts of the central region of the country deemed unstable, reports Politiken newspaper.</p> <p>Instead, the Immigration Service officials chose to visit northern Iraq. Information about the central and southern regions was obtained by speaking with UNHCR officials in Amman, Jordan.</p> <p>However, the Immigration Service is due to send nearly 300 Iraqi refugees whose requests for asylum have been rejected back to Iraq in the coming weeks – some 119 of whom come from central Iraq. </p> <p>According to the UN Refugee Agency (UNHCR), the situation in central Iraq is too unstable for refugees to return to the area. <br/>Frank Johansen of the Danish Immigration Service said providing security for a trip into central Iraq would have been ‘too big a task’.</p> <p>‘We relied heavily on UNHCR,’ Johansen said. ‘It is the leading and primary source of information about the unstable parts of Iraq. They get daily updates from southern and central Iraq. We can’t match that just by being there for a week or two.’</p> <p>Andreas Kamm, of the Danish Refugee Council, who was a part of the group travelling to Iraq, said that normally as many as eight heavily armed body guards per individual are required when international organisations visit central Iraq.</p> <p>‘There is an enormous risk of being bombed or attacked,’ he said.</p> <p>According to Politiken, United Nations officials are scheduled to meet with the government today to discuss the return of the Iraqi refugees. </p> <p><a <blockquote> <p>حذر رئيس الحكومة الدنماركية لارس لويك راسموسين العشرات من طالبي اللجوء العراقيين الذين رفضت طلباتهم، والذين قرروا الاعتصام في كنيسة بالعاصمة كوبنهيجن، بأن الحكومة لن تبت ثانية في امرهم. </p> <p>وقال رئيس الحكومة للصحفيين: "لن يفوز هؤلاء بحق البقاء في البلاد عن طريق الاعتصام لأن من شأن ذلك تقويض نظام اللجوء برمته." </p> <p>يذكر ان زهاء خمسين عراقيا يعتصمون في الكنيسة منذ يوم الاحد الماضي احتجاجا على اتفاقية ابرمتها الحكومة الدنماركية مع نظيرتها العراقية تسمح للدنمارك بترحيلهم الى بلادهم عنوة. </p> <p>وكان العراق والدنمارك قد توصلا في الاسبوع الماضي الى اتفاق يقضي باعادة 282 من طالبي اللجوء العراقيين في الدنمارك الذين رفضت السلطات في كوبنهيجن طلباتهم، الى العراق. </p> <p>ويأمل المعتصمون في ان يحققوا نجاحا مماثلا لذلك الذي حققه 460 فلسطينيا عام 1992، عندما اجبروا فلندا التوقف عن منح حق اللجوء للعراقيين، نظرا للتحسن الأمني الذي تشهده البلاد، وفقا لما أوردته وكالة الصحافة الفرنسية.</p> <p>وشددت وكالة الهجرة الفلندية على أنها سترفض أي طلب للجوء، وسترحل أي لاجئ إلى العراق ما لم تكن هناك أسباب ملحة للبقاء كعلاج الأمراض المستعصية. </p> <p>وقد بلغ أعداد اللاجئين العراقيين إلى الأراضي الفنلندية العام الماضي ألفا و255عراقيا، وفقا  لما أوردته وكالة الصحافة السلطات السويدية عزمها ترحيل عدد كبير من طالبي اللجوء مطلع شهر شباط المقبل الى العراق. <br/>وذكرت مصادر صحفية ان محكمة ايستاد جنوب السويد بدأت امس الثلاثاء أولى جلسات محاكمة العراقي الطيب صديق بتهمة تهديد وزير الهجرة السويدي توبياس بيلستروم بالخطف والقتل، مشيرا الى ان قضية صديق جاءت متزامنة مع حال من القلق وعدم الاستقرار يعيشه الآلاف من العراقيين اللاجئين في السويد بعد ان اعلنت السلطات السويدية ترحيل عدد من طالبي اللجوء. <br/>واضافت المصادر ان السطات ستجبر نحو 1600 لاجئ عراقي خلال فترة وجيزة على الرحيل بعد ان رفضت محكمة دائرة الهجرة طلباتهم بشكل نهائي، فيما ينتظر نحو 4900 لاجئ تقدموا بطلبات الإيرانيين قيل انهم يحملون جوازات سفر عراقية وكانوا على صلة وتعاون بالحوثيين في صعدة ، بينما اعتبر بعض العراقيين ان استهدافهم يستند لانتماءاتهم وان السلطات اليمنية تعامل العراقيين على اسس مذهبية I would also like to go back to Iraq, but we have nothing left there. </p> </blockquote> <p> — Rashid, 14 years old refugee from Ramadi.</p> </div> <p>The plight of Iraqi refugees is now worse than ever, with millions struggling to survive in desperate conditions and with little hope of finding sanctuary. </p> <p>While the crisis continues, the world community, especially Western countries, have not only failed to help but are also erecting fresh obstacles to prevent the dispossessed men, women and children from settling on their shores, says a new report by Amnesty International. </p> <p>Many governments have attempted to justify their hardline stance by citing supposed improvements in the security situation in Iraq. But after a marked decline, the level of violence is rising again. The numbers killed each month fell from 1,800 in August 2007 to 541 in January 2008. However, in March and April alone, more than 2,000 people, mostly civilians, died during clashes between US and Iraqi government forces and the Shia militia Mehdi Army. </p> <p>The Iraqi diaspora is now one of the largest in modern times, with more than two million people fleeing abroad. But the ferocious strife and the breakdown in law and order have led to another wave of about 2.7 million fleeing their homes but unable to escape the country. Many of these have moved to Baghdad, putting further strain on a shattered infrastructure and adding to the city’s sectarian tensions. The situation in terms of numbers and conditions for the displaced people has deteriorated dramatically in the past two years, Amnesty claims. </p> <p> <a
