It is argued that the first, second, and fourth perspectives have dominated South African language policy, and that the third is attempting to break that tradition. A brief overview is given of the language patterns of the country. Two distinct areas of language policy are identified: official languages and languages in education. Central themes in the debate concerning official languages are then discussed: the place of Afrikaans; the place of other African languages; and the place of English. It is argued that language policy and planning in South Africa have become trapped in a gap between 'intention' and 'performance'. This study investigates the performance of the Pan South African Language Board, as government's statutory language planning agency mandated to promote the use of the African languages. The study argues that language planning agencies, such as PanSALB, are pivotal in addressing attitudinal problems regarding the role of African languages in education. It shows how the colonial experience transformed the linguistic landscape of the country and affected decisions made about language. Although the term 'language planning' may not have been explicitly used during the eighteenth and early nineteenth centuries in South Africa, the use of language in education and the courts through the policy of indirect rule and Anglicisation is indicative of the role of language in fulfilling political and ideological goals. Afrikaners' resistance to Anglicisation invoked the idea of language planning in a strict sense, and this is vividly represented in the policy of apartheid which excluded the indigenous languages from development. The latter practice, incidentally, led to the elevation of certain indigenous languages through the 'divide and rule' system, as people of the same linguistic group were brought together. Examples of foreign languages that have dominated local languages in Africa are English, French and Portuguese. This paper argues that indigenous languages in Southern Africa, which is the focus of the survey, have low variety status vis-a-vis foreign languages for a variety of reasons, the major being the challenges faced in the implementation of the language policies in these countries. The Constitution of the Republic of South Africa, Act 108 of 1996, demands that each province should develop its own language policy (The Constitution of the Republic of South Africa, 1996). The Limpopo Provincial Legislature adopted its Language Policy, Act 7 of 2000, acknowledging Northern Sotho (Sepedi), Afrikaans, English, Tshivenda, Xitsonga, and IsiNdebele as the official languages. The Act provides more details on the use of official language in executive council meetings, in public communication and in service delivery. The main research question was to what are the challenges in the implementation of the language policy at Limpopo Provincial Legislature? The study employed qualitative research method and data collection tool that was utilized was semistructured interview. The population of the study were all 48 Members of the Provincial Legislature (MPLs). Semi-structured interviews were conducted until saturation was reached after 13 (thirteen) members were interviewed. The data collected were analyzed using Thematic Analysis (TA) technique where research questions were used as themes. The research problem is that the post-1994 governments of South Africa stated in the Constitution of the Republic of South Africa (1996) that indigenous official African languages must be in the curricula of the education system. But the findings reflect that this constitutional mandate has not been accomplished in the twenty years of South Africa's liberation.
