However, it is impossible for an ombudsman with such a broad mandate at the national level to deal with all administrative complaints within the state. Therefore, in order to get more efficiency from the national Ombudsman, it has been divided into different sub-types. Theoretical Framework: One of these is the Ombudsman for local governmentrs, which deals only with complaints from local administrations. Although there is a national ombudsman in Turkey, there is no ombudsman specialized in local governments. Method: This study aims to make some suggestions for the Ombudsman for local governments envisaged to be established in Turkey in the future by analyzing the local governments ombudsman offices in the UK and Italy in terms of their structural-institutional and functional aspects. In this context, the study, with a comparative approach, provides suggestions for the basic aspects, qualities and characteristics of the Turkish local government ombudsman and, thus, for its structural-institutional and functional aspects. The method of the research is literature review. Results and Discussion: According to the results of this research; Establishing an ombudsman for local governments in Turkey by law, cooperating with other ombudsmen in the vicinity, examining and correcting the mismanagement and bad behavior of local governments upon public demand, ensuring easy and cheap access, fulfilling their duties, and quickly and systematically addressing the faults of local governments. Warning, making suggestions, preparing reports and then reporting the situation to local decision-making boards and the public will be effective in providing public services more effectively and efficiently and strengthening local democracy. Originality/value: In the study, original suggestions are made for local government ombudsman in Turkey, based on the examples of UK and As a begenning lets express the nature of ombudsman in brief. If the definitions from different academician, applicants or other related people are observed, it is seen that actually all of them is less or more met in the same explanations on the ombudsman. In this respect Spenheimer defines the ombudsman as mentioned below: An ombudsman is a neutral member of a public or private association who receives complaints from sources both internal and external to the association and helps to resolve these complaints through mediation, counseling, and other innumerable dispute resolution techniques. According to Reif, the Ombudsman is a public establishment by the legistlative branch of government, to supervise the administrative activities of the executive branches. In the other side, a 1974 resolution of the International Bar Association defines “ombudsman” as follows: An office provided by the constitution or by action of the legislature or parliament and headed by an independent high-level public official who is responsible to the legislature or parliament, who receives complaints from aggrieved persons against government-agencies, officials and employers or who acts on his own motion, and has the power to investigate, recommend corrective action and issue reports. In the same parallel, Gokce also states the role of ombudsman such as:Ombudsman has a main purpose to protect the public against slow servises or against non-fullfilling the needs of them, in case of the the mixed structures of public administration system and slow beurocratic procedures. It serves as an agent between the citizens and state institutions. The system is regarded as the first point to solve the problems resulted against the public as a result of the official procedures between the state institutions and public. In this regard, the system around the world will be taken in hand with an historical perspective, as a case study Nederland's National Ombudsman institution will be introduced and analyzed and at the end under the light of the experiences, Turkish Ombudsman (Public Audit Instıtute) will be discussed. Taking into account the ombudsman basic purpose mentined above, the booklet is designed in five main section when the introduction section is not considered. In line with this short explanation: In the second section, ombudsman system in general will be held in an historical perspective. In this part, European Ombudsman will also be introduced in a genaral manner. In the third section, Ombudsman system as a public audit mechanism will be discuessed with its all aspects like selection method of Ombudsman, functions, complaint procedures, authority and responsibilities, relations with offices and institutions, reporting issue, etc. The system codes and main principals of Ombudsmanship will be explained in the fourth section. This part is especially important to understand in which determined condisitons and how an Ombudsman system can be successful. Since its establishment in 2012 under the Turkish Grand National Assembly, the Ombudsman Institution of Turkey has resolved 80,535 public disputes. Although the intermediary function of ombudsman has been unexplored in the literature, with studies focusing more on legal and administrative functions, the Turkish context shows that the adoption of intermediary methods enhances the dispute resolution capacity of this institution. To understand the function of intermediary methods in increasing the dispute resolution capacity of ombudsman, this article empirically analyzes 1003 cases resolved via friendly settlement, an intermediary method adopted by the Ombudsman Institution of Turkey since 2017. Attempts to institutionalize the ombudsman in Turkey go back to the 1970s, however, the process for its legalization came as part of internal and external factors. The internal factors include the legislative amendment and administrative reforms that the country has launched extensively as part of the modernization plan, while the external factor came in line with the European Union (EU) harmonization process. As part of the institutional amendments, Kamu Denetçiliği Kurumu (KDK) acquired a 'constitutional status'. The main aim of this research is to study the development of the ombudsman in modern Turkey. This research tries to answer the following question: How can we view the recent institutionalization of the ombudsman in modern Turkey: is it an adoption of the EU norms and practices for the mere sake of bureaucratic rapprochement, or an attempt to draw on Ottoman legacy being a pioneer of ombudsman, or a synthesis of both? A qualitative methodology was adopted to study the historical roots of the ombudsman institution. This study, divided into four chapters, looked into the main concepts adopted, discussed the theoretical approach, the different existing models of the ombudsman, and their development. It also discussed the EU ombudsman being one model of supranational ombudsman, and the KDK as an institutional classical model. The research also looked into the aspect of continuity and change by studying the ombudsman in its traditional and modern models; an analytical study of Diwan Al-Mazalem (Grievances Court) in its ancient and current forms was carried out. This research found that although the Orientalists' discussions associate the ombudsman to the early Scandinavian experience, grievances resolution system has been a far-reaching institution of the Islamic administration, and that the roots of the ombudsman is an 'ancient notion' that originated from Diwan Al-Mazalem and the Ottoman's Chief Justice model. It is the key precondition for the principle of transparent and responsible public administration as an integral part of democratic governance. In addition to the " judiciary control of the administrative decisions " , the private persons`human rights against the public administration may be also protected through the Ombudsman office. The increasing importance of the afore mentioned issues relating public administration and the various types of control of the administrative acts been long time ago reflected in the mandate of almost all of the key international intergovernmental organizations, especially the European ones including the Council of Europe, the European Union and the OSCE. The establishment of both effective public administration and administrative justice system has been for a long period of time among the most " important and urgent " final strategic objectives of almost any country in the Balkans region, including Albania, Macedonia and Kosovo. This process included (among others) establishing European-like Ombudsman offices in these countries.
