The board has been split between options that would pay out increases of 2.3 percent and 1 percent to teachers. </p> <p>The Teacher Retirement System of Texas health insurance pool, which includes EPISD, raised premium rates in a meeting this month for most plans anywhere from zero to seven percent.</p> <p>Premiums for individual employees and employees with children will not increase under Active Care-1, the lowest-cost health benefit plan. Premiums for employees with spouses and family plans will increase by seven percent and eight percent, respectively. </p> <p>Under the more costly Active Care-2 plan, premiums for individual employees will increase by 5 percent and those on plans for employees with spouses will go up 7 percent. Plans for employees with children will see premiums go up 4 percent, while there will be no premium increase for family coverage under that plan. </p> <p>TRS board members in a meeting this month also voted to phase out another plan called Active Care-3 and move affected employees to the second plan. A new exclusive-provider plan created by TRS will offer "HMO-like" benefits midway between Plans 1 and 2. </p><div style="width:336px" class="articleEmbeddedAdBox"><hr class="articleAdRule"/><div class="articleAdHeader">Advertisement</div><div id="dfp-EMBEDDED"><script type="text/javascript"> googletag.defineSlot('/8013/elpasotimes.com/News',[[300,250]], 'dfp-EMBEDDED').addService(googletag.pubads()).setTargeting('pos',['Cube_Article']).setTargeting('kv','news'); googletag.pubads().enableSyncRendering(); googletag.enableServices(); googletag.display('dfp-EMBEDDED'); </script></div><hr class="articleAdRule"/></div> <p>In proposed budget drafts, EPISD held its health insurance contribution flat at $435 for full-time employees after an increase from $320 the previous year. </p> <p>Ross Moore, president of the El Paso Federation of Teachers and Support Personnel, said those numbers should allow the board to opt for a more generous compensation package. </p> <p>"My read is that makes more money available to either put against the contributions of the employees' health care or do a (bigger) raise," he said. "The TRS increases coming in far below the district's estimates makes it possible to make the compensation package more competitive with the neighboring districts." </p> <p>Board members have said they are focused on providing some kind of pay increase despite downward enrollment projections that forced the elimination of 172 teacher positions to bring staffing levels in line with campus enrollment. While official enrollment numbers won't be known until the start of the school year, knowing the health insurance premium rates will give the board a better picture of actual costs for next year. </p> <p>EPISD joined the TRS pool in 2011 after previously self-insuring, and over the long-term the move has created higher health insurance costs for both the district and individual employees. Because school districts cannot leave the program after joining, EPISD has had little room to maneuver with increasing costs. </p> <p>President of the El Paso Teachers Association Norma De La Rosa said the TRS board has clearly heard the outcry from employees about just how expensive premiums are in the health insurance program. She hopes that results in a pay increase for teachers.</p> <p>"I sincerely hope that it does. Our employees need a substantial pay raise," she said. "Things aren't getting any cheaper." </p> <p>But Board of Managers President Dee Margo, who has pushed for the slightly larger employee raises, said he'll have to hear more about total health care costs before agreeing those premiums should mean higher pay. </p> <p>"I mean the increase required is not as severe as it could have been," he said.</p> <p>But Margo said the fund remains in a deficit. And he noted that although the increases approved by the TRS board are not as high as they could be, that's not to say they couldn't go up more significantly next year.
