The results have been submitted to agencies in Austin, TxDOT El Paso District engineer Bob Bielek said in an emailed statement.</p> <p>"The testing will form the basis of a statewide agreement between FHWA (Federal Highway Administration) and TxDOT regarding the manner in which similar installations will need to be operated and the limitations that will affect any installation," Bielek said. "This includes minimizing the speed that the lights change color and not using colors that may conflict with existing traffic signals and cause possible distraction or confusion for the motorist."</p> <p>The sculptures are part of a multiyear, $170-million plan to beautify I-10 from Hawkins Boulevard to Executive Center Boulevard.
