осигурява на всеки гражданин равноправен достъп до своите фондове и услуги, като единствено условие е да се регистрира като неин читател. Отношенията между Библиотеката и читателя възникват с акта на издаването на читателска карта. Регистрацията е за срок от дванадесет, шест или един месец (считано от датата на записване), или дневен пропуск за достъп до Библиотеката.</p> <p>Регистрацията на читателите става след представяне на официален документ за самоличност (за читатели-пенсионери или лица с решение на ТЕЛК е нужно и съответното удостоверение). Читателската карта е лична и не се преотстъпва, ползва се единствено от титуляра. Справочници, речници, енциклопедии и материали, които са само в един екземпляр, се ползват само на място в читалните зали на библиотеката.<br /> Библиотечни документи за дома <strong>не се заемат с Дневен пропуск</strong>.
