class="topic-paragraph">Since ancient times, inland water transport has played a major role in moving goods and commodities from production sources to <a class="md-dictionary-link md-dictionary-tt-off mw" data-term="consumption" href="https://www.merriam-webster.com/dictionary/consumption" data-type="MW">consumption</a> destinations. Railways and roads, though increasingly important to modern China’s transport network, cannot entirely supplant waterways. The high cost of construction prevents railways from being built extensively, and rail transport conditions are often congested. Freight volume carried by highways is limited, and highways are not suitable for moving bulk goods. China’s water transport potential is great, but it is still far from being fully developed. Nonetheless, China has more than 75,000 miles (some 125,000 km) of navigable inland waterways, the most extensive system of any <a href="https://www.britannica.com/topic/nation-state" class="md-crosslink autoxref " data-show-preview="true">country</a> in the world. The distribution of waterways is chiefly within central and South China, except for a few navigable streams in the <a href="https://www.britannica.com/place/Manchuria" class="md-crosslink autoxref " data-show-preview="true">Northeast</a>.</p><!--[MOD1]--><span class="marker MOD1 mod-inline"></span> <!--[PREMOD2]--><span class="marker PREMOD2 mod-inline"></span><p class="topic-paragraph">One of the first goals of the communist government after it took power in 1949 was to establish a national network of waterways. It also initiated a program to build and refurbish port facilities and to dredge river channels. By 1961 some 15 principal waterways had been opened to navigation, focused on the Yangtze, Pearl (Zhu), Huai, and Han rivers, the Huang He (Yellow River), and the <a href="https://www.britannica.com/topic/Grand-Canal-China" class="md-crosslink " data-show-preview="true">Grand Canal</a>. Water transport development has subsequently received considerable <a class="md-dictionary-link md-dictionary-tt-off eb" data-term="emphasis" href="https://www.britannica.com/dictionary/emphasis" data-type="EB">emphasis</a>. Dredging and other improvements to inland waterways have been important to economic reconstruction, while capital and maintenance costs for water transport have been much lower than those for railway transport.</p><!--[MOD2]--><span class="marker MOD2 mod-inline"></span> <!--[PREMOD3]--><span class="marker PREMOD3 mod-inline"></span><p class="topic-paragraph">The <span id="ref589624"></span><a href="https://www.britannica.com/place/Yangtze-River" class="md-crosslink " data-show-preview="true">Yangtze</a>, the most important artery in China’s waterway network, is also one of the most economically significant rivers in the world. Together with its tributaries, it accounts for almost half of the country’s waterway mileage, while the volume of the freight it carries represents about one-third of the total volume carried by river transport. Work <a class="md-dictionary-link md-dictionary-tt-off eb" data-term="undertaken" href="https://www.britannica.com/dictionary/undertaken" data-type="EB">undertaken</a> in the mid-1950s to improve the middle course of the Yangtze allowed it to become navigable throughout the year from its mouth to <a href="https://www.britannica.com/place/Yibin" class="md-crosslink autoxref " data-show-preview="true">Yibin</a> in <a href="https://www.britannica.com/place/Sichuan" class="md-crosslink autoxref " data-show-preview="true">Sichuan</a>. When the Yangtze is high in summer, it is navigable from its mouth to as far as <a href="https://www.britannica.com/place/Chongqing" class="md-crosslink autoxref " data-show-preview="true">Chongqing</a> for ships of up to 5,000 tons. Many cable-hauling stations had been established at rapids on the upper course of the Yangtze and of its major tributaries, such as the Wu River. Boats sailing against the current are hauled over the rapids with strong steel cables attached to fixed winches, thus augmenting their loading capacity, increasing speed, and saving time. Such improvements have permitted regular passenger and cargo services to be operated on the Yangtze.</p><!--[MOD3]--><span class="marker MOD3 mod-inline"></span> <!--[PREMOD4]--><span class="marker PREMOD4 mod-inline"></span><p class="topic-paragraph">The <span id="ref589625"></span><a href="https://www.britannica.com/place/Xi-River-system" class="md-crosslink " data-show-preview="true">Xi River</a> is second in importance only to the Yangtze, being the major water transport artery of South China. Ships of 1,000 tons can sail up the Xi to <a href="https://www.britannica.com/place/Wuzhou" class="md-crosslink autoxref " data-show-preview="true">Wuzhou</a>, while smaller craft can sail up its middle and upper courses as well as up the Bei and Dong rivers and the tributaries of all these streams. The Yangtze and the Xi are not icebound in winter. The <span id="ref589626"></span><a href="https://www.britannica.com/place/Sungari-River" class="md-crosslink " data-show-preview="true">Sungari (Songhua) River</a>, flowing across the <a href="https://www.britannica.com/place/Northeast-Plain" class="md-crosslink autoxref " data-show-preview="true">Manchurian Plain</a>, is navigable for half of its course; it is icebound from November through March and crowded with traffic the other months of the year. The Amur (Heilong), Sungari, and Ussuri (Wusuli) rivers with their tributaries form a network of waterways totaling about 12,500 miles (20,100 km) in length. In the past the <span id="ref589627"></span><a href="https://www.britannica.com/place/Yellow-River" class="md-crosslink " data-show-preview="true">Huang He</a> was little navigated, especially on its middle and lower courses, but mechanized junks now operate along the middle course in <a href="https://www.britannica.com/place/Henan" class="md-crosslink autoxref " data-show-preview="true">Henan</a>.</p><!--[MOD4]--><span class="marker MOD4 mod-inline"></span> <!--[PREMOD5]--><span class="marker PREMOD5 mod-inline"></span><p class="topic-paragraph">The <span id="ref589628"></span><a href="https://www.britannica.com/topic/Grand-Canal-China" class="md-crosslink " data-show-preview="true">Grand Canal</a>, the only major Chinese waterway running from north to south, passes through the <a class="md-dictionary-link md-dictionary-tt-off eb" data-term="basins" href="https://www.britannica.com/dictionary/basins" data-type="EB">basins</a> of the Hai, Huang, Huai, Yangtze, and Qiantang rivers in its 1,100-mile (1,800-km) course from <a href="https://www.britannica.com/place/Beijing" class="md-crosslink autoxref " data-show-preview="true">Beijing</a> to <a href="https://www.britannica.com/place/Hangzhou" class="md-crosslink autoxref " data-show-preview="true">Hangzhou</a>. One of the greatest engineering projects in China, equal in fame to the Great Wall, it is the world’s longest artificial waterway; some of its sections follow the natural course of a river, while other parts are hand-dug. Work on the canal began as early as the 4th century <span class="text-smallcaps">bce</span> and was completed by the end of the 13th century <span class="text-smallcaps">ce</span>. It forms a north-south communications and transport link between the most densely populated areas in China. From the latter part of the 19th century, however, because of political corruption, mismanagement, and flooding from the Huang He, the canal gradually became silted up, and the higher section in <a href="https://www.britannica.com/place/Shandong-province-China" class="md-crosslink autoxref " data-show-preview="true">Shandong</a> became blocked. Since 1958, efforts have been made to reopen the Grand Canal to navigation, this time also by larger modern craft. That organization developed into the present-day China Ocean Shipping (Group) Company (COSCO), one of the world’s largest shipping corporations. The Chinese government also invested heavily in water transport <a class="md-dictionary-link md-dictionary-tt-off mw" data-term="infrastructure" href="https://www.merriam-webster.com/dictionary/infrastructure" data-type="MW">infrastructure</a>, constructing new ports and rebuilding and enlarging older facilities. A major effort has also been made to increase mechanization and containerization at major international ports. Chinese civil <a href="https://www.britannica.com/technology/aviation" class="md-crosslink " data-show-preview="true">aviation</a> has two major categories: air transport, which mainly handles passengers, cargoes, and mail, traveling on both scheduled and nonscheduled routes; and special-purpose aviation, which mainly serves industrial and agricultural production, national defense, and scientific and technological research. The aims of civil aviation in China have been primarily to extend air routes; to strengthen the link between Beijing and other important cities, as well as remote border and interior areas; to develop special-purpose flights serving the needs of agriculture, forestry, and geologic prospecting; and to increase the number of large transport airplanes.</p><!--[MOD8]--><span class="marker MOD8 mod-inline"></span> <!--[PREMOD9]--><span class="marker PREMOD9 mod-inline"></span><p class="topic-paragraph">In the 1950s international aviation depended mainly on <span id="ref589631"></span><a href="https://www.britannica.com/place/Soviet-Union" class="md-crosslink " data-show-preview="true">Soviet</a> support, and all principal international air routes originally passed through Moscow using Soviet planes. As Sino-Soviet relations deteriorated in the late 1950s, China began to open direct air routes to other places as well. Thus, in addition to the original routes between China and the Soviet Union, <a href="https://www.britannica.com/place/North-Korea" class="md-crosslink autoxref " data-show-preview="true">North Korea</a>, <a href="https://www.britannica.com/place/Mongolia" class="md-crosslink autoxref " data-show-preview="true">Mongolia</a>, <a href="https://www.britannica.com/place/Vietnam" class="md-crosslink autoxref " data-show-preview="true">Vietnam</a>, and <a href="https://www.britannica.com/place/Myanmar" class="md-crosslink autoxref " data-show-preview="true">Burma</a> (now Myanmar), air routes were opened to several of China’s neighboring countries, the <a href="https://www.britannica.com/place/United-States" class="md-crosslink autoxref " data-show-preview="true">United States</a>, western <a href="https://www.britannica.com/place/Asia" class="md-crosslink autoxref " data-show-preview="true">Asia</a>, Europe, and Africa. After 1980 the number of air routes grew markedly; the addition of Hong Kong’s international air traffic in 1997 <a class="md-dictionary-link md-dictionary-tt-off mw" data-term="constituted" href="https://www.merriam-webster.com/dictionary/constituted" data-type="MW">constituted</a> another significant increase.</p><!--[MOD9]--><span class="marker MOD9 mod-inline"></span> <!--[PREMOD10]--><span class="marker PREMOD10 mod-inline"></span><p class="topic-paragraph">Chinese civil air efforts were carried out solely by the state-run <span id="ref921141"></span>General Administration of Civil Aviation of China (CAAC) from 1949 until the mid-1980s. In an effort to improve <a class="md-dictionary-link md-dictionary-tt-off mw" data-term="efficiency" href="https://www.merriam-webster.com/dictionary/efficiency" data-type="MW">efficiency</a> and service, regional airlines were then introduced in competition with the airlines operated by the CAAC. In the early 21st century the CAAC’s airline-operating responsibilities were being shifted to semiprivate companies.</p><!--[MOD10]--><span class="marker MOD10 mod-inline"></span> <!--[PREMOD11]--><span class="marker PREMOD11 mod-inline"></span><p class="topic-paragraph">Beijing’s first modern civilian airport was built in 1958. It has since been expanded multiple times and is now known as <span id="ref1274458"></span><a href="https://www.britannica.com/topic/Beijing-Capital-International-Airport" class="md-crosslink ">Capital International Airport</a>. Major airport construction projects since 1990 include new facilities at <a href="https://www.britannica.com/place/Macau-administrative-region-China" class="md-crosslink autoxref " data-show-preview="true">Macau</a> (1995), Hong Kong (1998), Shanghai (2000), and Guangzhou (2004). <span id="ref1274459"></span><a href="https://www.britannica.com/topic/Beijing-Daxing-International-Airport" class="md-crosslink ">Daxing International Airport</a>, located south of Beijing’s city center, opened in 2019 and was intended to share traffic with Capital International, which had become one of the busiest airports in the world. The Chinese Air Force controls a large number of airfields; retired Air Force personnel have been the major source of civilian pilots. Airplanes, including various types of <a href="https://www.britannica.com/technology/military-aircraft" class="md-crosslink autoxref " data-show-preview="true">military aircraft</a>, have long been made by China.
