Turkey, who aims to come to the level of the developed countries and not to fall behind the change must immediately complete the reform issue. For this, the government needs to be redefined and changed in accordance with the new public administration. In the first part of this study, the new public administration reforms in the world are generally explained and then the reforms in Local Government Regulations in Turkey are evaluated with the method of Content Analysis. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=reform" title="reform">reform</a>, <a href="https://publications.waset.org/abstracts/search?q=local%20administration" title=" local administration"> local administration</a>, <a href="https://publications.waset.org/abstracts/search?q=neo-liberalism" title=" neo-liberalism"> neo-liberalism</a>, <a href="https://publications.waset.org/abstracts/search?q=globalisation" title=" globalisation"> globalisation</a> </p> <a href="https://publications.waset.org/abstracts/62815/evaluations-of-new-public-administration-reforms-and-local-government-laws-in-turkey-in-the-context-of-the-reforms" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/62815.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">335</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">6</span> An Analytical Method for Solving General Riccati Equation</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Y.%20Pala">Y. By the method developed, looking at the transformed equation, whether or not an explicit solution can be obtained is readily determined. Since the present method does not require a proper solution for the general solution, it is especially suitable for equations whose proper solutions cannot be seen at first glance. Since the transformed second order linear equation obtained by the present transformation has the simplest form that it can have, it is immediately seen whether or not the original equation can be solved analytically. The present method is exemplified by several examples. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=Riccati%20equation" title="Riccati equation">Riccati equation</a>, <a href="https://publications.waset.org/abstracts/search?q=analytical%20solution" title=" analytical solution"> analytical solution</a>, <a href="https://publications.waset.org/abstracts/search?q=proper%20solution" title=" proper solution"> proper solution</a>, <a href="https://publications.waset.org/abstracts/search?q=nonlinear" title=" nonlinear"> nonlinear</a> </p> <a href="https://publications.waset.org/abstracts/64988/an-analytical-method-for-solving-general-riccati-equation" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/64988.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">354</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">5</span> Investigation of VN/TiN Multilayer Coatings on AZ91D Mg Alloys</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=M.%20Ertas">M. Coating structure, surface morphology, chemical bonding and corrosion resistance of coatings were analyzed by x-ray diffraction (XRD), scanning electron microscope (SEM), x-ray photoelectron spectroscopy (XPS), and tafel extrapolation method, respectively. XPS analysis reveal that VN overlayer reacts with oxygen at the VN/TiN interface and forms more stable TiN layer. Morphological investigations and the corrosion results show that VN/TiN multilayer thin film coatings are quite effective to optimize the corrosion resistance of Mg alloys. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=AZ91D%20Mg%20alloys" title="AZ91D Mg alloys">AZ91D Mg alloys</a>, <a href="https://publications.waset.org/abstracts/search?q=high%20corrosion%20resistance" title=" high corrosion resistance"> high corrosion resistance</a>, <a href="https://publications.waset.org/abstracts/search?q=transition%20metal%20nitride%20coatings" title=" transition metal nitride coatings"> transition metal nitride coatings</a>, <a href="https://publications.waset.org/abstracts/search?q=magnetron%20sputter" title=" magnetron sputter"> magnetron sputter</a> </p> <a href="https://publications.waset.org/abstracts/16465/investigation-of-vntin-multilayer-coatings-on-az91d-mg-alloys" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/16465.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">476</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">4</span> The Interior Design Proposals of Buildings for Tourism Purposes</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=%C5%9Eebnem%20Erta%C5%9F">Şebnem Ertaş</a> </p> <p class="card-text"><strong>Abstract:</strong></p> “Architecture” is one component of sustainable cultural tourism. The sustainability of architecture is possible through preservation and restoration activities. In Turkey, which has an important place in the world’s cultural heritage, several studies focused on the sustainability of the cultural heritage were done in terms of the principles of “preserve-use-sustain”. Within the scope of this study, a methodology will be proposed in order to obtain the development of different scenarios supporting sustainable tourism. Sille is an ancient village located on the Spice Road and Silk Road dating back to the Ottoman and Seljuk eras. However, in recent years it is protected as an archeological site. In the “Alternative Project Phase”, the streets and buildings which bring dynamism to trade are determined; among these, 10 major buildings in Hacı Ali Ağa Street are studied. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=cultural%20tourism" title="cultural tourism">cultural tourism</a>, <a href="https://publications.waset.org/abstracts/search?q=interior%20design" title=" interior design"> interior design</a>, <a href="https://publications.waset.org/abstracts/search?q=sustainability%20of%20architecture" title=" sustainability of architecture"> sustainability of architecture</a>, <a href="https://publications.waset.org/abstracts/search?q=Sille" title=" Sille"> Sille</a> </p> <a href="https://publications.waset.org/abstracts/40071/the-interior-design-proposals-of-buildings-for-tourism-purposes" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/40071.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">393</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">3</span> Investigation of Spatial Changes in the Context of Cultural Sustainability</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Asl%C4%B1%20Ta%C5%9F">Aslı Taş</a>, <a href="https://publications.waset.org/abstracts/search?q=%C5%9Eebnem%20Erta%C5%9F"> Şebnem Ertaş</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Culture consists of material and spiritual values adopted by the emerging societies during the historical and social processes and continues to exist from past to present by being transferred through generations. Culture and cultural sustainability are interdependent concepts. Cultural sustainability exists when the requirements established cultural expression are added to the social life as lifestyle and habits. However, sustainability renders change inevitable. Changes that take place in the culture of a society also shows the impact in the daily life places. Functional changes occur in the spaces in order to adapt particularly to cultural change that appear in the aftermath of the user change, to modern technology and living standards. In this context, in this study, it was aimed to investigate the effect of the time-dependent functional changes that took place in the housing where non-Muslim population who was subject to population exchange and Muslim population lived after the population exchange in the vacated housing in Sille. Therefore, the changed and newly added venues in the house belonging to Ali Oğuz in Hacı Ali Ağa Street were investigated over the generated graphic in order to clearly perceive the cultural exchange on the housing and settlement and the functional changes were demonstrated. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=culture" title="culture">culture</a>, <a href="https://publications.waset.org/abstracts/search?q=house" title=" house"> house</a>, <a href="https://publications.waset.org/abstracts/search?q=spatial%20changes" title=" spatial changes"> spatial changes</a>, <a href="https://publications.waset.org/abstracts/search?q=sustainability" title=" sustainability"> sustainability</a> </p> <a href="https://publications.waset.org/abstracts/41857/investigation-of-spatial-changes-in-the-context-of-cultural-sustainability" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/41857.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">389</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">2</span> Determination of Aflatoxins in Edible-Medicinal Plant Samples by HPLC with Fluorescence Detector and KOBRA-Cell</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Isil%20Gazioglu">Isil Gazioglu</a>, <a href="https://publications.waset.org/abstracts/search?q=Abdulselam%20Ertas"> Abdulselam Ertas</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Aflatoxins (AFs) are secondary toxic metabolites of Aspergillus flavus and A. parasiticus. AFs can be absorbed through the skin. Potent carcinogens like AFs should be completely absent from cosmetics, this can be achieved by careful quality control of the raw plant materials. Regulatory limits for aflatoxins have been established in many countries, and reliable testing methodology is needed to implement and enforce the regulatory limits. In this study, ten medicinal plant samples (Bundelia tournefortti, Capsella bursa-pastoris, Carduus tenuiflorus, Cardaria draba, Malva neglecta, Malvella sharardiana, Melissa officinalis, Sideritis libanotica, Stakys thirkei, Thymus nummularius) were investigated for aflatoxin (AF) contaminations by employing an HPLC assay for the determination of AFB1, B2, G1 and G2. The samples were extracted with 70% (v/v) methanol in water before further cleaned up with an immunoaffinity column and followed by the detection of AFs by using an electrochemically post-column derivatization with Kobra-Cell and fluorescence detector. The extraction procedure was optimized in order to obtain the best recovery. The method was successfully carried out with all medicinal plant samples. The results revealed that five (50%) of samples were contaminated with AFs. The association between particular samples and the AF contaminated could not be determined due to the low frequency of positive samples. <p class="card-text"><strong>Keywords:</strong> <a href="https://publications.waset.org/abstracts/search?q=aflatoxin%20B1" title="aflatoxin B1">aflatoxin B1</a>, <a href="https://publications.waset.org/abstracts/search?q=HPLC-FLD" title=" HPLC-FLD"> HPLC-FLD</a>, <a href="https://publications.waset.org/abstracts/search?q=KOBRA-Cell" title=" KOBRA-Cell"> KOBRA-Cell</a>, <a href="https://publications.waset.org/abstracts/search?q=mycotoxin" title=" mycotoxin "> mycotoxin </a> </p> <a href="https://publications.waset.org/abstracts/24145/determination-of-aflatoxins-in-edible-medicinal-plant-samples-by-hplc-with-fluorescence-detector-and-kobra-cell" class="btn btn-primary btn-sm">Procedia</a> <a href="https://publications.waset.org/abstracts/24145.pdf" target="_blank" class="btn btn-primary btn-sm">PDF</a> <span class="bg-info text-light px-1 py-1 float-right rounded"> Downloads <span class="badge badge-light">605</span> </span> </div> </div> <div class="card paper-listing mb-3 mt-3"> <h5 class="card-header" style="font-size:.9rem"><span class="badge badge-info">1</span> The Relation between the Organizational Trust Level and Organizational Justice Perceptions of Staff in Konya Municipality: A Theoretical and Empirical Study</h5> <div class="card-body"> <p class="card-text"><strong>Authors:</strong> <a href="https://publications.waset.org/abstracts/search?q=Handan%20Erta%C5%9F">Handan Ertaş</a> </p> <p class="card-text"><strong>Abstract:</strong></p> The aim of the study is to determine the relationship between organizational trust level and organizational justice of Municipality officials. Correlational method has been used via descriptive survey model and Organizational Justice Perception Scale, Organizational Trust Inventory and Interpersonal Trust Scale have been applied to 353 participants who work in Konya Metropolitan Municipality and central district municipalities in the study. Frequency as statistical method, Independent Samples t test for binary groups, One Way-ANOVA analyses for multi-groups and Pearson Correlation analysis have been used to determine the relation in the data analysis process. It has been determined in the outcomes of the study that participants have high level of organizational trust, “Interpersonal Trust” is in the first place and there is a significant difference in the favor of male officials in terms of Trust on the Organization Itself and Interpersonal Trust. It has also been understood that officials in district municipalities have higher perception level in all dimensions, there is a significant difference in Trust on the Organization sub-dimension and work status is an important factor on organizational trust perception. Moreover, the study has shown that organizational justice implementations are important in raising trust of official on the organization, administrator and colleagues, and there is a parallel relation between Organizational Trust components and Organizational Trust dimensions. <p class="card-text"><strong>Keywords:</strong> <a
