على تقديم الخدمات إلى حشود الزائرين المتجهين إلى مدينة كربلاء. جمعية الهلال الأحمر واحدة من هذه الجهات التي قدمت خدماتها من خلال نشر أكثر من ألف وخمسمائة خيمة على طول الطرق المؤدية إلى كربلاء. <br/>الزائرون وأن أبدو ارتياحهم للخدمات المقدمة لهم سواء من فرق الهلال الأحمر أو الفرق الأخرى. ألا أن ذلك لم يمنعهم من اتهام الجهات الحكومية المعنية بتقاعسها عن تقديم بعض الخدمات الضرورية. <br/>وفي الوقت الذي تتزايد فيه أعداد الزائرين المتوجهين إلى مدينة كربلاء من كل عام سيراً على الأقدام، يرى مهتمون أن تشكل هيئة خاصة بتلك المناسبات وهو مطلب تردد كثيرا خلال السنوات الفائتة دون ان يطبق. </p> فرع كركوك يعقوب يوسف لازم انفجرت مساء الثلاثاء في حي واحد حزيران قرب جامع الغفران جنوب المدينة مما أسفر عن إصابته بجروح متوسطة.وأضاف المصدر أن قوة من الشرطة فرضت طوقاً أمنياً على موقع الحادث ومنعت The level of violence linked to the conflict is slowly decreasing, but its cost remains high in terms of civilian casualties. Central Iraq and Baghdad, especially, remain volatile, unpredictable and often dangerous due to acts of violence that still claim the lives of tens of persons every month. Meanwhile, the political process is still facing a lot of obstacles.</p> <p>The ICRC is expanding its humanitarian activities cautiously but deliberately. Our priority at the ICRC is to remain focussed on the areas and people most affected by the conflict and other violence. This means that we have to further expand our humanitarian work in the disputed territories and in the belt around Baghdad, giving priority to women heading households, physically disabled people, primary health in rural areas, displaced people and others who are not getting the services they are entitled to. The issue of missing persons continues to be one of our priorities.</p> <p>Furthermore, in line with our mandate, our work in behalf of detainees will continue to focus on conditions of detention and issues of treatment. The ICRC has generally good access, and this is an area in which we can talk to the authorities on how to improve compliance with international standards where necessary.</p> <p>As the country develops its great economic potential, the ICRC has scaled back and focused its assistance services. Nevertheless, we will continue to reach out to vulnerable groups and areas, and to provide the authorities with technical advice on how essential services can be improved. Increasingly, the ICRC is running medium- and long-term projects to help people make a living. لغم ارضي غالبيتها تقع ضمن الشريط الحدودي لمحافظة ديالى المحاذي لإيران معرضة للانجراف الى المناطق السكنية بعد تعرضها للسيول خلال الفصل الحالي مع تعرض عشر قرى حدودية الى مخاطر الكوارث الطبيعية. وقال حازم السراج اليوم الاثنين ان أكثر من ستة الاف نسمة يسكنون عشر قرى حدودية محاذية لايران بينها سبع قرى تابعة الى ناحية مندلي في محافظة ديالى مثل العساف والحامد ودليمات اضافة الى ثلاث في ناحية قزانية الحدودية يعانون من مخاطر السيول التي تخلفها مياه الأمطار الآتية من ايران خلال الفصل الحالي لاسيما بعد تعرض القرى المذكورة لأضرار كبيرة خلال السنوات الثلاث الماضية اثر محاصرتها بالسيول ما أدى الى تدمير عشرات الدور السكنية ونفوق عدد كبير من الحيوانات مع الحاق الضرر بأغلب ممتلكات المواطنين. وحذر السراج من وجود أكثر من 25 مليون لغم أرضي من مخلفات الحرب العراقية الايرانية ضمن الشريط الحدودي غالبيتها تقع ضمن حدود محافظة ديالى الممتدة من منطقة زرباطية لغاية أعالي خانقين بطول يبلغ نحو 200 كيلومتر محذرا من انجراف الالغام للمناطق السكنية بفعل السيول والامطار التي تهطل في ايران لاسيما ان المدة الاخيرة شهدت مصرع واصابة العديد من رعاة الاغنام اثر انفجار الالغام. وطالب الجهات المختصة باتخاذ اجراءات احترازية للحد من مخاطر الكوارث الطبيعية من بينها تنفيذ حملة عاجلة لمديرية الطرق والجسور تشمل تهيئة طرق بديلة للقرى الحدودية لانقاذ سكانها من مخاطر السيول لاسيما وان السنوات الاخيرة شهدت عمليات اغاثة جوية للقرى المذكورة بعد محاصرتها بالسيول فضلا عن تدخل مديرية الري لفتح قنوات جديدة للري تسهم بالتخفيف من مخاطر في المقدادية والخالص وخانقين وبلدروز اضافة الى مركز بعقوبة.</p> <p>مضيفا: ان جمعية الهلال الاحمر  تبذل جهودا متميزة لتوفير مواد الاغاثة والاحتياجات الطارئة لشرائح المهجرين والارامل والايتام والعوائل It has the very boring sounding title of <cite>"<a title="UN brings religious, ethnic communities to the discussion table in northern Iraq" href="https://web.archive.org/web/20120125010032/http://www.un.org/apps/news/story.asp?NewsID=34857&Cr=iraq&Cr1=" class="external" target="_blank">UN brings religious, ethnic communities to the discussion table in northern Iraq</a>"</cite>  but in fact this is a genuinely exciting development. The situation in Ninawa, especially in Mosul, and in the Nineveh plain is complex, violent, and very discouraging. Briefly put there are two nationalisms Arab and Kurdish contending for control, each side suffers but who suffers particularly badly are ethnic minorities caught in the crossfire such as the Yezhidi and Shabaki, and religious minorities such as the Christians. The <a href="https://web.archive.org/web/20120125010032/http://gorillasguides.com/tag/ethnic-cleansing-of-christians/">Christians have suffered especially badly</a>. A lot of very hard and often dangerous "sherpa" work has gone into producing a situation where representatives of every community and body met in Tal Kaif last Thursday. </p> <p>This hard and often dangerous work has been done by local community leaders, polticians, academics, some foreigners who know and love the city, Red Crescent people, and many many members of local human rights bodies.  (The UN got involved relatively late on into the process and became involved only when they were sure that their participation would provide momentum). Getting to this point where people  met and discussed in a group how to move forward and bring peace to a part of Irak that desperately needs was desperately slow, delicate, and wearing. And will remain so. And yet, and yet, and yet, despite all the mistrust and all the fear and all the setbacks there is now just the tiniest glimmer of hope in Mosul.</p> <p style="padding-bottom: 1em; border-bottom: gray 1px solid">Maryam</p> <blockquote><p>Security concerns and human rights topped a United Nations-backed discussion among the religious and ethnic communities of the northern Iraqi governorate of Ninewa. </p> <p>Participants at the meeting which took place on 27 May included representatives of the Christian, Shabak, Turkoman and Yazidi communities, as well of the Ninewa administration, the Kurdistan Regional Government and the Iraqi Government. </p> <p>The UN Assistance Mission for Iraq (<a href="https://web.archive.org/web/20120125010032/http://www.uniraq.org/" class="external" There are Shi’ites, plenty of arms available for everyone, political and security chaos, a weak central government and occupation to justify the carrying of arms.</p> <p>Muqtada has been working hard for two years to transform the Mahdi Army into another Hezbollah, personally inspired by Hassan Nasrallah. That is why he froze all activities of the Mahdi Army, so he can take a long hard look at membership and filter out the undisciplined, the reckless and the corrupt (of which there were plenty in 2003-2007).</p> <p>That is why he went back to the seminary, so he could elevate his academic credentials and rise from the rank of sayyed to that of an ayatollah (which enables him to issue fatwas) and grants him greater authority within the Shi’ite community at large. And that explains why, against all odds, he has insisted on refraining from any sectarian rhetoric, copying the Nasrallah model in Lebanon, who always speaks of Lebanon, not of Shi’ites.</p> <p>Muqtada also copied Hezbollah’s massive charity network, monopolizing education, hospitals and fund-raising within the Shi’ite districts of Iraq to make sure that no family goes to bed hungry and all receive a monthly stipend from the Mahdi Army. Much like a modern Robin Hood, Muqtada is suiting himself to become spokesmen, defender and leader for the poor of Iraq.</p> <p>Now is the time to unveil the new Mahdi Army. It will look, sound and act like Hezbollah. No more street violence or sectarian tension triggered by the Sadrists. On the contrary, the Mahdi Army – this time with strong Iranian support – will replace the failed state of Maliki.
