align="right"> <div dir="rtl"> <p><strong>إصابة جندي عراقي بانفجار عبوة ناسفة استهدفت دوريته غرب بغداد </strong></p> <p>أفاد مصدر في الشرطة الحكومية الخميس بأن جندياً عراقياً أصيب بانفجار عبوة ناسفة استهدفت دوريته غرب بغداد. </p> <p>وقال المصدر  إن عبوة ناسفة كانت مزروعة على جانب الطريق في منطقة المنصور غرب بغداد انفجرت صباح اليوم مستهدفة دورية للجيش العراقي مما أسفر عن إصابة أحد عناصرها بجروح.وأضاف المصدر الذي طلب عدم الكشف عن اسمه أن قوة أمنية طوقت مكان الحادث ونقلت المصاب إلى المستشفى لتلقي العلاج فيما نفذت عملية دهم وتفتيش للبحث عن منفذي التفجير.وشهدت بغداد اليوم إصابة 13 شخصاً بينهم ثلاثة من عناصر الشرطة بتفجير مزدوج بعبوتين ناسفتين على الطريق العام في منطقة عويريج جنوب بغداد.</p> <p><strong>انفجار يؤدي إلى إصابة مدير ناحية السعدية في ديالى بجراح </strong></p> <p>أصيب مدير ناحية السعدية وثلاثة من أفراد حمايته بجراح اليوم جراء انفجار عبوة ناسفة شمال شرقي مدينة بعقوبة.</p> <p>وأفاد مصدر أمني أن عبوة ناسفة استهدفت موكب احمد الزركوشي مدير ناحية السعدية على الطريق الرئيس بين ناحيتي جلولاء والسعدية مما أدى إلى إصابته وثلاثة من عناصر حمايته بجراح.</p> <h3><font color="#800000">الاخبار السياسية</font></h3> <p><strong>التيار الصدري ينفي الاتفاق مع المالكي على منح الأسدي الداخلية </strong></p> <p>نفت كتلة الأحرار التابعة للتيار الصدري الخميس عقد أي اتفاق مع ائتلاف دولة القانون الذي يتزعمه المالكي بشأن تأييدها مرشح الائتلاف عدنان الأسدي لتسلم منصب وزير الداخلية ,</p> <p>ويعتبر الاسدي مخالف للدستور كونه يجمع بين العمل كاوكيل في وزارة الداخلية ويمارس عمله بشكل رسمي في حين انه احد اعضاء مجلس النواب وهذة مخالفة دستورية وتم التغاضي عنها بسبب قرب الاسدي من المالكي وقال النائب أمير الكناني إن  لا وجود لصفقة بين التيار الصدري وائتلاف دولة القانون بخصوص ترشيح النائب عدنان الأسدي لوزارة الداخلية مقابل حصولنا على الوكالة الإدارية وأشار الكناني إلى أن هناك اتفاقاً سياسياً align="left"/></a>يرى كاتب بريطاني أن التشابه بين ليبيا الراهنة والعراق في عهد صدام حسين، ينذر بالشؤم، موضحا أن قادة المعارضة بليبيا يعولون على الوقت، وهو ما فكر فيه معارضو صدام قبل عشرين عاما.</p> <p>ويقول باتريك كوكبيرن بمقال له بصحيفة ذي إندبندنت إن مكونات الصراع الطويل متوفرة في ليبيا، وإن المزاعم بأن العقيد معمر القذافي على وشك السقوط لا تختلف كثيرا عن التكهنات عام 1991 عندما قيل إن صدام سيفقد سلطته بالعراق بعد هزيمته بالكويت وانتفاضات الأكراد والشيعة التي دمرها، وفق تعبير الكاتب.</p> <p>ولكن ما جرى أن صدام استمر في السلطة 12 عاما ولم تتم الإطاحة به إلا عبر الغزو الأنجلوأميركي الذي أغرق البلاد في عنف لم تتعاف منه حتى الآن. <br/>ويتساءل الكاتب قائلا "هل يتكرر ذلك مع القذافي؟" مرجحا عدم فرار العقيد بحياته من طرابلس أو تعرضه لانقلاب داخلي، بل على العكس يبدو أنه يعمل على تعزيز سلطاته، وقد يمكث لأشهر أو سنوات.</p> <p>وعلى الأرض، يرى كوكبيرن أن ثمة جمودا عسكريا، لا تستطيع القوات الصغيرة من الطرفين (كتائب القذافي والثوار) أن تحسم أي معركة. <br/>وقد ثبت -والكلام لكوكبيرن- أن القذافي هو اللاعب الأقوى بليبيا، ورغم أن القوات الجوية الأميركية والفرنسية والبريطانية التي كانت تهدف لوقف تقدم مدرعات القذافي نحو مدينة بنغازي، قد حققت نجاحا، فإن الوضع لم يتغير منذ ذلك الحين. <br/>كما أن تهديد ضربات الناتو الجوية هو وحده الذي يمنع رجال القذافي من الاستيلاء على بنغازي، كما فعلت قبل أسابيع. <br/>أما قادة المعارضة، فيعولون على احتمال أن طرابلس والمناطق الشرقية ستنتفض وتطيح بالقذافي وعائلته، غير أنه لا يوجد أي مؤشر على ذلك، ولا سيما أن النظام بليبيا يبدو أنه استعاد معنوياته ولديه قوات قادرة على سحق أي انتفاضة محلية. <br/>وتكمن قوة قادة المجلس الوطني الانتقالي في ما يحظى به من دعم سياسي وعسكري، ولكنه لا يجيد تنظيم حكومة فاعلة. <br/>ويحذر كوكبيرن من أنه كلما طال الصراع واضطر الليبيون إلى الانتماء إلى أحد الأطراف، دنت الحرب الأهلية.</p> <h3><font color="#800000">الاخبار الاقتصادية</font></h3> <p><b>وزارة الزراعة: العراق ينتج مليونين ونصف المليون طن من القمح سنويا</b></p> <p>أعلنت وزارة الزراعة ،اليوم الخميس، ان العراق ينتج مليونين ونصف المليون طن من محصول القمح سنويا. <br/>وقال المتحدث بأسم الوزارة كريم التميمي في تصريح صحفي "إن العراق ينتج سنويا مليونين ونصف المليون من محصول القمح، وهذه الكمية لا تكفي للوصول إلى درجة الاكتفاء الذاتي في البلاد". <br/>واضاف "ان الوزارة اعتمدت آلية جديدة للنهوض بملف الاكتفاء الذاتي، تتمثل في استيراد تقنيات جديدة تسهم بزراعة ثلاثة ملايين دونم، اضافة إلى ما يزرعه العراق وستبدأ نتائجه واضحة خلال الموسم الزراعي المقبل". <br/>وتابع التميمي "ان الزراعة وضعت خطة متكاملة للنهوض بواقع الانتاج الزراعي والحصول على مستوى الامن الغذائي من خلال الحصول على الاكتفاء الذاتي من المنتجات الزراعية".</p> <h3><font color="#800000">اخبار متفرقة من العراق</font></h3> <p><b>انتهاء التحضيرات لبدء مهرجان الزهور الثالث في بغداد</b></p> <p>وصلت الى العاصمة بغداد وفود الدول المشاركة في مهرجان بغداد الدولي الثالث للزهور الذي سيفتتح يوم غد الجمعة على ارض متنزه الزوراء . <br/>وذكر المكتب الاعلامي لامانة بغداد "ان الوفود المدعوة للمشاركة في مهرجان بغداد الدولي الثالث للزهور و تمثل (20) دولة عربية واجنبية، وصلت الى العاصمة بغداد مع شحنات كبيرة من الزهور والنباتات المتنوعة ". <br/>واضاف البيان "ان امانة بغداد اتمت استعداداتها كافة لافتتاح المهرجان من خلال قيام الدوائر البلدية ودائرة المتنزهات والتشجير بتهيئة The ICRC is doing its utmost to help meet the most pressing needs. This is an update on these and other <span style="border-right: black 1px solid; padding-right: 5px; border-top: black 1px solid; padding-left: 5px; float: right; padding-bottom: 5px; margin: 5px 0px 5px 15px; border-left: black 1px solid; width: 300px; padding-top: 5px; border-bottom: black 1px solid"><strong><a href="https://web.archive.org/web/20120514044858/http://www.icrc.org/web/eng/siteeng0.nsf/html/home!Open" target="_blank" class="external">ICRC</a> 30-11-2010 <a title="Operational Update" href="https://web.archive.org/web/20120514044858/http://www.icrc.org/eng/resources/documents/update/2010/irak-update-2010-11-30.htm" class="external" target="_blank">Operational Update</a></strong> </span>ICRC activities carried out in Iraq in September and October.</p> <p>Despite improvements in the security situation achieved over the years in many parts of Iraq, ongoing violence continues to claim the lives of hundreds of men, women and children every month, and to have a serious impact on the lives of many more.</p> <p>Over the past year, the lives of many Iraqi civilians have not changed for the better. Civilians continue to carry the heaviest burden amid the widespread violence. They are still the main victims of the indiscriminate attacks and mass explosions that have taken place in cities such as Baghdad, Ninewa, Diyala, Anbar, Najaf, Kerbala and Basra, and that have left, on average, hundreds of people wounded or dead each month this year.</p> <p>"Indiscriminate attacks against civilians inflict tremendous suffering. They are clearly unacceptable. They are contrary to international humanitarian law and to the most basic principles of humanity," said Magne Barth, head of the ICRC delegation in Iraq. "Civilians must be protected against violence, as must be medical personnel and facilities".</p> <p>The humanitarian situation in Iraq remains serious. Iraqis are filled with anxiety and uncertainty about what the future holds. Vulnerable people, such as women heading households, disabled people and detainees, continue to depend to some extent on outside help to meet basic needs.</p> <p>The persistent lack of security and wanton violence have had a considerable effect on the feasibility of providing essential services for the population. The ICRC is doing its utmost to help meet the most pressing needs, especially in rural areas and in the places hardest hit by the conflict and other violence. ICRC activities aim primarily at ensuring that people have access to adequate health, water and sanitation services, and at helping the destitute and other needy people.</p> <p>Visits to detainees held under Iraqi, Kurdistan Regional Government and USF-I authority remain a priority for the ICRC. "Ensuring that detainees are treated humanely and are held in conditions that respect their dignity has been our constant concern since we started working in Iraq 30 years ago," said Mr Barth.</p> <p>The ICRC continues to speak out about the plight of conflict victims in Iraq. It does so in dialogue with as many parties as possible that can influence the situation on the ground. Its aim is to bring about greater respect for civilians and detainees, and to ensure that unimpeded access is granted for humanitarian action to help the people in greatest need throughout the country.</p> <p>"The role of the ICRC, as an impartial humanitarian organization, is crucial to efforts to protect civilians from harm and to ensure that detainees are properly treated and held in decent conditions," said Mr Barth.</p> <p>In September and October 2010, in response to the unstable and often changing security environment, the ICRC made further adjustments to its working procedures so that it could continue to provide services to those who need them most.</p> <h4><b>Bringing aid to vulnerable people</b></h4> <p>The ICRC has maintained its support for people facing special difficulties earning a living and supporting their families, such as women heading households and people with disabilities. In September and October:</p> <ul> <li>hygiene kits and food parcels were provided for more than 5,600 people in the governorate of Mosul; </li> <li>emergency aid was provided for more than 170 displaced people in Sulaimaniya governorate; </li> <li>95 grants were made in Kirkuk, Ninewa, Dohuk, Sulaimaniya and Erbil governorates to enable disabled people to start small businesses and regain economic self-sufficiency. Around 700 disabled people have received such aid since 2008; </li> <li>the livestock of 731 needy farmers in the Kifri district of Diyala governorate were vaccinated; </li> <li>around 950 metric tonnes of wheat seed were delivered to some 3,800 farmers in the governorates of Diyala, Anbar, Salahadin, Baghdad and Babil to help them restore their food production; </li> <li>50 kilometres of irrigation canals serving over 7,000 people were cleaned and renovated in the Khalis and Kifri districts of Diyala governorate; </li> <li>600 sheep and 38 metric tonnes of fodder were distributed to 200 farmers in the Baaj district of Ninewa governorate. </li> </ul> <h4>Assisting hospitals and physical rehabilitation centres</h4> <p>In some rural and conflict-prone areas, health-care services are still struggling to meet the needs of the civilian population. The ICRC continues to help renovate the premises of health-care facilities and train staff. Limb-fitting and physical rehabilitation services are provided by the ICRC to help disabled people reintegrate into the community. In September and October:</p> <ul> <li>10 doctors and 28 nurses successfully took part in a course intended to strengthen emergency services given in Al Sadr Teaching Hospital in Najaf; </li> <li>273 new patients were fitted with prostheses and 1,148 new patients with orthoses at 10 ICRC-supported centres throughout Iraq. </li> </ul> <h4>Providing clean water and sanitation</h4> <p>Access to clean water remains difficult in much of Iraq. ICRC engineers continue to repair and upgrade water, electrical and sanitary facilities, especially in places where violence remains a concern and in rural areas, to improve the quality of services provided in communities and health-care facilities. In September and October, these activities included:</p> <h5>Emergency assistance:</h5> <p>The ICRC delivered water by truck:</p> <p>● in Zharawa district, Sadr City, Husseinia and Maamal to 6,384 internally displaced people; <br/>● to the 385-bed Al Imam Ali General Hospital; <br/>● to the 400-bed Al Kindy General Hospital in Baghdad, which was struggling to cope with summer water shortages.</p> <h5>Support for health-care facilities:</h5> <p>The ICRC completed work upgrading: <br/>● Tarmiyah General Hospital, which serves between 250 and 300 outpatients daily, in Baghdad governorate; <br/>● Tamour primary health-care centre, which serves 50 patients per day, in Kirkuk governorate.</p> <h5>Water supply in hospitals:</h5> <ul> <li>The ICRC completed the installation of drinking-water purification units in Baquba General Hospital, Muqdadiya General Hospital, Baladrooz General Hospital and Al Zahraa Maternity Hospital, with an overall capacity of 600 beds, in Diyala governorate. </li> </ul> <h5>Drinking-water supply:</h5> <ul> <li>Five main projects benefiting around 725,000 people were completed throughout the country. </li> </ul> <h4><b>Visiting detainees</b></h4> <p>ICRC delegates visit detainees in order to monitor the conditions in which they are being held and the treatment they receive. In all cases, the ICRC shares its findings and recommendations confidentially with the detaining authorities, with the aim of obtaining improvements where necessary.</p> <p>In September and October, the ICRC visited detainees held by the correctional service of the Ministry of Justice, the Ministry of the Interior, the Ministry of Defence and various Kurdish Regional Government authorities in places of detention in Basra, Thi Qar/Nasiriya, Baghdad, Babil, Kirkuk, Erbil, Dohuk and Sulaimaniya governorates.</p> <p>In some of these places, to help the detaining authority improve conditions of detention, the ICRC gave detainees mattresses, blankets and recreational items such as books and games.</p> <p>The ICRC makes a special effort to restore and maintain ties between detainees and their families. In September and October, over 1,000 Red Cross messages were exchanged between detainees and their families in Iraq and abroad. The ICRC also responded to around 800 enquiries from families seeking information on detained relatives. In addition, it issued 249 certificates of detention to former detainees. The ICRC facilitated the voluntary repatriation of two released detainees, and issued two travel documents to refugees to enable them to resettle abroad.</p> <h4><b>Clarifying what happened to missing people</b></h4> <p>In its role as a neutral intermediary, the ICRC continues to chair the mechanisms set up to address the cases of people who went missing in connection with the 1990-1991 Gulf War. At the 67th session of the Technical Sub-Committee of the Tripartite Commission, held on 28 September in Kuwait, the members of the sub-committee reaffirmed their commitment to accounting for people who went missing in connection with the war. At the sub-committee’s next meeting, which will take place in Kuwait in November, preparations will be made for a joint field mission to the south of Iraq to check on suspected burial sites.</p> <p>On 27 and 28 October, representatives of Iran and Iraq held a high-level meeting in Geneva under ICRC auspices with the aim of determining what happened to people missing in connection with the 1980-1988 Iran-Iraq War. The meeting was the first of its kind following the signature in October 2008 of a memorandum of understanding between Iran, Iraq and the ICRC aimed at expediting the search for information on people previously registered as, or presumed to be, prisoners of war and on others who have gone missing, and at identifying mortal remains.</p> <p>Relieving the suffering of the families of missing persons by clarifying what happened to their loved ones is one of the ICRC’s priorities. The ICRC continues to provide the Iraqi Ministry of Human Rights and Baghdad’s Medical-Legal Institute with the technical support they require to exchange information and build up their capacity in the area of forensics.</p> <h4><b>Promoting international humanitarian law</b></h4> <p>Reminding parties to a conflict of their obligation to protect civilians is a fundamental part of the ICRC’s work. The organization also endeavours to promote international humanitarian law within civil society. In this framework, it organizes presentations for various audiences, which include military personnel, prison staff, students and professors.</p> <p>In September and October, information sessions on international humanitarian law were organized for members of the Iraqi Army, the Peshmerga forces and Assayesh security forces. In October, a "train-the-trainers" course was organized for 14 members of the Iraqi Centre for Military Values and Professional Leadership Development. One member of the Iraqi armed forces attended an advanced course on international humanitarian law at the International Institute of Humanitarian Law in San Remo, Italy, and another attended a workshop on rules of engagement, also held in Italy.</p> <p><a href="https://web.archive.org/web/20120514044858/http://www.icrc.org/eng/resources/documents/update/2010/irak-update-2010-11-30.htm" href="https://web.archive.org/web/20120514044858/http://www.iraq-beituna.net/show.php?sho=25116" class="external" target="_blank">العراق بيتنا</a>)- قد تكون الحصة التموينية وسلبياتها حملا مضافا للاحمال الكبيرة والكثيرة التي تمر بها العوائل العراقية بعد ان خلفت بالقلب حسرة وفي النفس امنية لتضاف للاماني المكتضة في عقل المواطن العراقي الذي ذاق من الشدائد الكثير وعكرت صفوه شتى الاحتياجات، فهو بحاجة الى امان يمكنه من ان يواصل عمله وخروجه اليومي وبحاجة الى حكومة تلبي له ابسط حقوقة وحاجته الماسة الى الخدمات الفعلية الحقيقية التي تكاد تكون معدمة في بلدنا، وايضا يود ان يصل لدائرته او ضآلته بالوقت المحدد بعيدا عن طوابير السيارات الكبيرة في السيطرات الامنية ويحلم ايضا بازالة الكتل الكونكريتية من الشوارع والتي انهكت بثقلها مالايحتمل واخفت جمالية شوارعنا و, الكثير من الاحتياجات من ضمنها مياه الشرب وشبكة الصرف الصحي والهواتف الارضية وغيرها التي تعتبر أساسية بل طبيعية في بلدان كثيرة واهم مانحتاج اليه باهمية قسوى الغذاء والكهرباء وهما السبب الاهم في مضاعفة الهموم وهدر المال..</p> <p>الكهرباء قضيتها ازلية معروفة مع كل ماتم صرفه من رزم الدولارات ولم نلمس بها تحسنا او خطوة الى الامام وهي موضوع شائك كبير، اطرافه متشعبه ورجاله اشداء لايعرفون للحقيقة مكانا وذرائعهم جاهزة مصفوفة في جيوبهم متى ماشاؤو اخرجوها. اما الحصة التموينية  فانها لا تقل تشعبا وخطورة فيها الغاز لايمكن لاذكى الناس حلها، وحيل تتغلب على حيل علي بابا واتهامات غفلت عنها حتى الافلام المصرية، ومتاهة مغلقة لاتجد فيها مخرجا  ولم نتمكن من ان نضع ايدينا على الجرح، فالاتهامات متبادلة بين الزراعة والتجارة ووكلاء التموين واخرون هنا وهناك وحسب طبيعة ارتباطهم بالقضية، وضاع علينا لملمة الاسباب لحقيقية لتلك النزاعات ولو ان مسبباتها واضحة والقاسم المشترك بينها واحد هو(المادة والفساد) والتسابق الكبير بينهم واضح والمتفرج ذلك المواطن البسيط الذي يحتار في أي المتبارين يشجع. م يهمه في كل هذا ان يخرج بحل يوفر له حصته التموينية المتفرقة الغائبة والتي تفرقت بتفرق مشكلتها وتعدد مسببيها.   </p> <p>كانت البطاقة اتموينبة من اهم القضايا التي اوجدها النظام السابق وقد تكون الحالة الاستثنائية الجيدة في حكمه حيث استحدثت بعد ان تم فرض الحصار الاقتصادي على العراق ابان اجتياح الكويت من قبل النظام السابق، وكانت هذة البطاقة سندا وعونا لغالبية الشعب العراقي الذي كان يعيش حالة من الفقر خصوصا العوائل المتضررة  والمحدودة الدخل  لانها ساعدتهم على توفير الغذاء في الظروف الاستثنائية  ومن اهم مفرداتها  الطحين الذي ياتي  بالمرتبة الاولى والرز والسكر والحليب والبقوليات والزيت  والمساحيق وصمدت تلك البطاقة في وجه اعتى الازمات واصبح لها شعبية كبيرة تنتفع منها العديد من العوائل بل تكاد تكون هي المعيل الدائم لها ومرت بها شتى الظروف الصعبة من حيث قلة المواد وردائتها بل وصل بها الحد للشحة وتحاول الوزارة في الوقت الحاضر من تقليص بعض المفردات التي لم نتذوق طعمها اصلا منذ فترة ليست بالقصيرة  وان توفرت فهي رديئة خصوصا المادة الاساسية (الطحين) الذي يكون في الغالب اسمر مملوء بقشور الحنطة قد يفيد كمادة غذائية للحيوانات او قد تكون به رائحة عفونة واضحة بسبب التخزين  ويقول احد المسؤولين في وزارة التجارة ان عددا كبيرا من المواطنين يبيعون كيس الطحين الى من يعرفون بـ (الدوارة)، او يتركون حصتهم لدى وكيل البطاقة التموينية مقابل 6 آلاف او 7 الاف دينار في حين ان الكيس الواحد من الطحين يكلف ميزانية الدولة ما بين 35 ألف الى 40 الف دينار، لكن هل يقبل هذا الكلام من، فلو كانت الوزارة حريصة بالفعل على هذة المسالة وعلى المال العام كان عليها ان توفر طحينا ذو نوعية جيدة للمواطن حتى لا تجبره على بيعه للوكيل او اي احد اخر كما ان اسعار الطحين ثابتة وان المطاحن عراقية خالصة والحنطة عراقية ومعروف سعرها فكيف يكلف الكيس الواحد هذا المبلغ الكبير.</p> <p>ومن جانب اخر كشف مصدر في الشركة العامة لتجارة الحبوب ان الشركة قد تخطت حاجز المليون طن من استلامها  لمحصول الحنطة المحلية خلال الموسم التسويقي الحالي 2010 .</p> <p>وكانت وزارة الزراعة قد توقعت في بداية الموسم إن كمية الإنتاج المتوقعة من مادة الحنطة  ستصل إلى مليوني ونصف المليون طن .</p> <p>وفي سياق متصل بلغت المبالغ المالية التي تم تحويلها من قبل الشركة إلى جميع فروعها في البلاد (492) مليار دينار عراقي بغية توزيعها أولا بأول على الفلاحين المسوقين لمحصولهم إلى الشركة ,ويأتي تسليم المبالغ بشكل فوري ودون تأخير ضمن خطة وزارة التجارة والشركة العامة لتجارة الحبوب من اجل دعم الفلاحين وعدم حصول تلكؤ في تسليم المبالغ الخاصة بالفلاحين خصوصا وان الفلاح ينتظره موسم  زراعي قادم لمحصول الشلب.</p> <p>اذن مادام توفير الغذاء لافراد الشعب من واجبات الحكومة فعليها الحكومة تحمل مسؤوليلتها  امام شعبها خصوصا تلك الطبقات الفقيرة التي يصل بها العوز الى مستويات متدنية تكاد تسجل ارقاما يقف السامع لها وقفة تامل كبير وجدي والجميع على دراية من ان العراق من اغنى بلدان العالم ويعيش شعبه حالات معيشية سيئة  يندى لها الجبين بسبب الفساد الاداري الكبير الذي لم يتمكن احد من ايجاد علاجا له ولم تتمكن بعض الوزارات من الوقاية والحد منه كونه يمثل آفة تنهش بجسد الدولة العراقية من دون ان تجد رادعا حقيقيا ونحن هنا لانريد ان ننسى بعض الجهود التي تحاول بها هيئة النزاهة .وبعض الاطراف لكن هذة الجهود متواضعة لاتغني من فقر ولا تشبع من جوع.</p> <p>وكالة العراق بيتنا كانت لها جولة ميدانية بين اطياف المجتمع وبعض وكلاء الحصة التموينية وبعض المسؤولين عن المراكز التموينية.</p> <p>المواطن كامل مهدي محامي يقول:</p> <p>"مادام العقاب بسيط سيزداد عدد الفاسدين، واصل المشكلة هنا في الفساد الكبير الذي اصبح سمه بارزة على العديد من الموظفين خصوصا الذين بايديهم تمشية امور المواطنين بل انهم لايخجلوا من هذا الفساد ويعلنون عنه بين اصحابهم وعوائلهم فعندما تسال احدهم عن راتبه يقول "استعمل شطارتي في بعض الامور ليصبح دخلي جيدا وبامكاني شراء كل ما احتاج اليه"،  وهذا ما يعرفه الكثير من العراقيين للاسف بل يشجعون عليه، اذن الرقابة تكاد تكون معدومة وللمحسوبيات مكانها الكبير واثرها في ذلك والقانون معطلة لوائحه على الرفوف وفي المكتبات الخاصة بالدوائر لانعرف متى ينفذ او اننا لم نسمع بعقوبة زيد او عمر في الدائرة الفلانية او فصل واقصاء احد الموظفين لتلاعبه بقوت الناس".</p> <p>المواطنة كوثر علي موظفة في احدى المصارف تقول:</p> <p>"مشكلة الحصة التموينية مشكلة بدأ اليأس يدب الى قلوبنا في ايجاد حلول لها وضاع علينا المسبب والسبب فالوكيل يلقي بلومه على الوزارة، والوزارة ترمي بلومها على المطاحن والمطاحن …واصبحنا ندور في دوامة كانها لغز لاتنتهي والمتضرر الوحيد هو المواطن الذي ياكل في النهاية وعودا فقط ويلوك التعب والجهد".</p> <p>الوكيل محمد حطاب يقول:</p> <p>"لايمكن ان تلقى المسالة في ساحة الوكيل لان الوكيل عليه التوزيع فقط ان كان هناك شيئ يوزعه وان لم يكن فماذا يفعل ، صدقني اننا دفعنا مبالغ الاشهر(  2  / 3/ 4/ 5/ 6/ 7/ 8/ 9) ولم نتستلم اي شئ سوى مادة اومادتين فاقول ان مايدفعه الوكلاء يمكن لها ان توفر العديد من المواد من دون دعم الوزارة او انتظار الميزانية وبهذة النقود يمكن ان يوفرون حصصا شهرية منتظمة لانها مبالغ كبيرة، فلماذا هذا التاخير؟ لا احد يعلم وفي بعض الاحيان يتم تبليغنا بالاستلام وعندما نذهب لانجد شيئا ونبقى ننتظر حتى انتهاء ساعات الدوام لنرجع بخفي حنين نحن ايضا اصابتنا البلوى واتهمنا مع الفاسدين ونحن لسنا اصحاب قرار بالقضية"</p> <p>المواطن صالح سعد يقول:</p> <p>"نذهب شهريا للوكيل لنسأله عن الحصة فيقول ان مادة واحدة وصلت لكنة يستقطع المبلغ كاملا في كل مرة نذهب بها حتى وان استلمنا صابونا فقط فعلينا دفع المبلغ كاملا ولا نعرف مالذي استلمناه في هذا الشهر او الذي استلمناه في الشهر الماضي وضاعت علينا القضية ولم ندرك مالذي تبقى في عهدة الوكيل وما وصلنا وهكذا الامور تسير وكاننا بقينا برحمة الوكيل ونزاهته  وعندما نطالب باشيائنا تحدث خلافات بيننا وبينه وتتعالى  اصواتنا على الوكيل الذي يقنعنا بانه ليس السبب  ولا نعرف اين السبب كاننا قطيع ضائع تنهشنا الذئاب من هنا، لتطوقنا الضباع من الجهة الثانية والله هو الرقيب".</p> <p>الوكيلة ام كاظم قالت:</p> <p>"كلما تتاخر الحصة التموينية نقع نحن الوكلاء في مشاكل مع المواطنين وكأن القرار بيدنا وكأننا نحن من نمشي عمل الوزاة ، نحن وسطاء فقط ان وصلت الينا اية مفردة من مفردات الحصة التموينية نوزعها بسرعة على المواطن لان مكان تخزيننا بسيط وصغير ولايكفي لكميات كبيرة فدوما مانتركه فارغا تحسبا لتوزيع مواد جديدة قد ناتي بها من مخازن الدولة فما ذنب الوكيل في كل مايجري من تاخير و"تقطير" في المفردات كما اننا يهمنا ان تصل الحصة التوينية كاملة من دون نقص واود ان انقل معاناة الوكلاء من خلالكم في ان الناقل يستقطع منا المبالغ حتى وان كانت مادة واحدة والوزارة تؤكد انها تدفع للناقل وبعض المسؤولين ينصحوننا بالتنسيق مع الناقل وضاعت علينا ووقعنا في الاتهام والله يعلم".</p> <p>كريم صخي ..مدرس يقول:</p> <p>"كفى عبثا بمقدرات المواطن ومتى نلحق بركب الامم المتقدمة اذا كانت هذه افعالنا وان مايعانيه المواطن بسبب الطحين يعد ظاهرة سيئة جدا.  الوزارة تشجع عليها وتحاول تنميتها بتبريراتها الواهية والفساد الاداري لايحتاج الى تبرير المسؤول حيث المواطن يسخر من  اي مسؤول يبرر ويضعه في القائمة السوداء ولازالت البطاقة ومفرداتها متعثرة وهذا يعود لعدم وجود الرجل المناسب بالمكان المناسب .واقترح على الوزارة خصوصا دائرة  المفتش العام ان يضع رقم هاتفه في محلات الوكلاء للشكاوى وارسال  فرق تفتيشية  الى المطاحن والوكلاء ومراقبة الناقل ولاندري لماذا وضعت وزارة التجارة زيادة على المبلغ الذي ندفعه للوكيل حتى ان بعض الوكلاء اصبح يستقطع الفي دينار للفرد الواحد".</p> <p>اما الحلول التي حاولنا لملمتها من البعض فهي تنص بالدرجة الاولى على مبدا العقاب والمحاسبة لكل حالة فساد تعبث بقوت الشعب وان تكون المحاسبة شديدة وتعمم على وسائل الاعلام والفضائيات  ليكون الشعب قريبا من العدل والحق ويلمس ان هناك اناس تعمل بالفعل لايقاف ومحاسبة المتسببين.  كذلك يجب ان تفعل دائرة المفتش العام في وزارة التجارة عملها وتضع مراقبيها في كل مكان له صلة بهذا الموضوع وان تكون هواتف المسؤوليين معلومة للمواطن بنصبها في الدوائر وعلى واجهة محلات وكلاء الحصة التموينية.</p> <p>وعلى وزارة التجارة أيضا تحسين تعاقداتها مع الشركات العالمية لجلب المواد الجيدة للمواطن الذي اصبح ضائعا بين هذا وذاك. كما ينبغي أن تكون مفردات الحصة التموينية كاملة في نهاية كل شهر لا ان تستلم متفرقة فيزيد الفساد بها، ولا يمكن التغامل عن أهمية توفير مادة الطحين الاساسية بنوعيات ممتازة وغلق وتغريم كل مطحنة تخل بتجهيز هذه المادة.</p> </p></div> </div> </div> <hr/> <div class="post clearfix" id="post-10959"> <div <blockquote> <p>الرمادي (العراق) (رويترز) – ينحي عبد الله حسن باللائمة في فساد محاصيله على نقص المياه المزمن ولا يثق كثيرا في أن الحكومة الجديدة ستستطيع احياء قطاع الزراعة بالعراق الذي دمرته الحرب ويعاني من قلة الاستثمارات.</p> <p>عبد الله (50 عاما) اب لخمسة ابناء ويعيش بالفلوجة في محافظة الانبار بغرب العراق وقد اضطر للتخلي عن زرع أفدنته الخمسين والحصول على عمل بقطاع البناء بعد أن قضت سنوات الجفاف على محاصيله من القمح والشعير والطماطم ( البندورة) والخيار والبطيخ.</p> <p>ولا يحدوه امل كبير في العودة الى الزراعة التي كانت مصدر دخله الاساسي على مدى 35 عاما وينوي بيع جزء من أرضه مع استمرار تراجع مستويات المياه في الانهار والخزانات مما يرفع تركيز الملوثات في المياه.</p> <p>وقال "يسوء وضع التربة يوما بعد يوم لان مستوى الملوحة يزيد والخصوبة تقل. هذا مثل السرطان الذي يصيب جسم الانسان."</p> في المياه يتوقع أن يتفاقم مع نمو سكانه الذين يبلغ عددهم نحو 30 مليونا.</p> <p>وتغلب على العراق مساحات من الصحراء القاحلة لكن به أحد اكثر أنظمة الري اتساعا في العالم غير أن سنوات الحرب ونقص الاستثمارات والعقوبات حالت دون استغلاله القليل الذي تبقى من المياه.</p> <p>ويوفر نهرا دجلة والفرات وهما النهران الرئيسيان بالعراق القليل من الغوث للسهول الجافة لان السدود الكهرومائية في تركيا وايران وسوريا المجاورة قللت من تدفق المياه.</p> <p>والاستثمار في البنية التحتية المتهالكة مثل مضخات المياه ضروري لقطاعات رئيسية كالزراعة والنفط فضلا عن جهود اعادة الاعمار الاوسع نطاقا بعد سبع سنوات من الغزو الذي قادته الولايات المتحدة وأطاح بالرئيس صدام حسين.</p> <p>وكانت محافظة الانبار وهي منطقة صحراوية شاسعة من المناطق التي تضررت بشكل خاص. وأصبحت مساحات كبيرة من الاراضي التي كانت صالحة للزراعة على نهر الفرات غير مستخدمة لعدم كفاية طرق ضخ المياه النظيفة في التربة.</p> <p>وتقول الامم المتحدة انه يتم صرف نحو 83 في المئة من مياه الصرف الصحي دون معالجة في المجاري المائية فيما تقدر الحكومة أن 24 بالمئة من العراقيين لا يحصلون على مياه امنة.</p> <p>وتعمل الحكومة مع خبراء أمريكيين محاولة انشاء محطات للمعالجة وبحيرات صناعية لتنقية المياه الملوثة.</p> <p>وأنفق فريق اعادة اعمار محافظة في الانبار -وهي وحدة أنشأتها الولايات المتحدة للمساعدة في اعادة بناء العراق- اكثر من 100 مليون دولار لبناء وصيانة منشآت المعالجة ويتوقع أن تتوفر المياه النظيفة لنحو 97 بالمئة من السكان بحلول نهاية العام.</p> <p>ويعيش نحو 90 بالمئة من سكان الانبار البالغ عددهم 1.4 مليون نسمة على امتداد نهر الفرات حيث انخفضت مستويات المياه انخفاضا حادا. وكان متوسط معدل التدفق بالنهر الف متر مكعب في الثانية قبل اقامة سدود وتباطؤ معدل التدفق فيه الى 290 مترا مكعبا في الثانية في أغسطس اب الماضي وهو أدنى مستوياته منذ ستة أعوام.</p> <p>ويقول مسؤولون عراقيون ان منشات الصرف الصحي غير كافية ويشيرون الى أن تكلفة انشاء نظام للصرف الصحي في بلدة الرمادي تبلغ 400 مليون دولار على الاقل.</p> <p>وتساءل ابراهيم مدلول مدير ماء الانبار "أين سنجد المستثمرين الذين سيأتون ويستثمرون 400 مليون دولار في مشروع كهذا.."</p> <p>وأضاف أنه يتطلع الى مساندة الحكومة المركزية لدعم مشاريع بهذا الحجم.</p> <p>وقد يطول الانتظار.. فالعراق يعيش حالة من التشكك السياسي منذ انتخابات السابع من مارس اذار التي لم تسفر عن فائز واضح.</p> <p>وقد يستغرق تشكيل حكومة جديدة عدة اشهر وسيعني هذا تأجيل المشاريع الجديدة التي تحتاج الى موافقة الحكومة.</p> <p>ومن المتوقع أن تركز الحكومة الجديدة على تحسين الخدمات الاساسية بما في ذلك التفاوض على مزيد من امدادت المياه من الجيران والتركيز على ترشيد استهلاك المياه القليلة التي لدى العراق.</p> <p>ويهدد نقص المياه تطوير حقول النفط في العراق الذي يتمتع بثالث اكبر احتياطي في العالم والذي عقد في العام الماضي صفقات يمكن أن تدفعه الى مصاف كبريات الدول المنتجة.</p> <p>فيجب ضخ كميات كبيرة من المياه تحت الارض للحفاظ على الضغط عند استخراج النفط. ويحتاج انتاج برميل واحد من النفط الى نحو 1.6 برميل من المياه.</p> <p>ويعتبر تطوير الزراعة وقطاع النفط -الذي يعمل به عدد يزيد عن عدد العاملين في أي قطاع اخر- ضروريا لصرف الشبان العاطلين عن التشدد مع تعافي العراق من أعمال العنف الطائفي التي شهدها عامي 2006 و2007 .</p> <p>لكن عبد الله الذي يجني الفي دينار (1.71 دولار) في اليوم من عمله بالبناء لا يتوقع تحسنا كبيرا مع تولي الحكومة الجديدة.</p> <p>وقال "لا أظن أن صحوة حكومية ستحدث خاصة بعد اكثر من سبع سنوات من هذا التدهور… لست war and starved of investment.</p> <p>The 50-year-old father of five from Falluja in western Anbar province was forced to abandon his 50 acres of land and take a job in construction after years of drought killed off his wheat, barley, tomato, cucumber and watermelon harvests.</p> <p> <a title="drought_anbar" href="https://web.archive.org/web/20120514044858/http://www.flickr.com/photos/27086036@N02/4675228808/" class="external" target="_blank"><img alt="drought_anbar" src="https://web.archive.org/web/20120514044858im_/http://static.flickr.com/4047/4675228808_c81b6a0ab2.jpg" border="0"/></a> <p>He has little hope of returning to farming — his primary source of income for 35 years — and plans to sell some of his land as water levels in rivers and reservoirs continue to drop, increasing the concentration of pollutants in the water.</p> <p>"Day after day, the soil situation is deteriorating because the level of salt is increasing and fertility is decreasing. It’s like a cancer hitting the human body," Hasan said.</p> <p>Already damaged by decades of war and sanctions, Iraq has acute water shortages which are expected to worsen as its population of around 30 million grows.</p> <p>A country dominated by arid desert landscapes, it has one of the most extensive irrigation systems in the world but years of war, underinvestment and sanctions have prevented it from properly harnessing what little water it has left.</p> <p>Iraq’s main rivers, the Euphrates and the Tigris, provide little relief to the parched plains as hydroelectric dams in neighbouring Turkey, Iran and Syria have stemmed the water flow.</p> <p>Investment in dilapidated infrastructure like water pumps is vital for key industries like agriculture and oil, as well as the broader reconstruction effort seven years after the U.S.-led invasion that ousted Saddam Hussein.</p> <h3>SEWAGE THREAT</h3> <p>Parched Anbar province, a vast desert area, has been hit particularly hard. Large areas of formerly arable land by the Euphrates have become unusable because of insufficient methods to pump clean water through the soil.</p> <p>The United Nations says around 83 percent of sewage is being discharged untreated into waterways, while the government estimates 24 percent of Iraqis do not have access to safe water.</p> <p>Working with U.S. experts, the government is trying to build treatment plants and biological lagoons to clean polluted water.</p> <p>In Anbar, a Provincial Reconstruction Team — a unit set up by the United States to help rebuild Iraq — has spent over $100 million (69 million pounds) to build and maintain treatment facilities and expects 97 percent of residents to have clean water by year’s end.</p> <p>Around 90 percent of Anbar’s 1.4 million people live along the Euphrates, where water levels have dropped dramatically. The river had an average flow rate of 1,000 cubic metres per second before being dammed and slowed to 290 cubic metres per second last August — its lowest level in six years.</p> <p>Iraqi officials say sewage facilities in Anbar are insufficient. A sewage system for the town of Ramadi would cost at least $400 million, they say.</p> <p>"Where are we going to find investors who will come and invest $400 million in a project like that?" said Ibrahim Madlool, the director general of water for Anbar province.</p> <p>"We are looking for support from the central government to support us in projects of this magnitude."</p> <h3>POLITICAL VOID</h3> <p>The wait may be long. Iraq has been in political limbo since a March 7 election produced no outright winner.</p> <p>It could take months before a new government is formed and that means delays in new projects that need cabinet approval.</p> <p>The new government is expected to focus on improving basic services, including negotiating more water supplies from neighbours and focussing on efficient use of the little water Iraq has.</p> <p>The lack of water threatens development of the oilfields. Iraq has the world’s third-largest reserves and struck deals last year which could propel it to major producer status.</p> <p>But large volumes of water must be pumped under ground to maintain pressure as oil is extracted. Production of a barrel of oil requires around 1.6 barrels of water.</p> <p>Developing agriculture and the oil sector, which employs more people than any other industry, are seen as crucial for keeping unemployed youth away from the insurgency as Iraq recovers from the sectarian bloodshed of 2006 and 2007.</p> <p>But Hasan, who earns 2,000 dinars ($1.71) a day in construction, expects little improvement from a new government.</p> <p>"I don’t believe that a conscious government awakening will happen, especially after more than seven years of this deterioration," he said. have fled their homes since 2005 due to water shortages.</em> </p> <p>Iraqis are calling on their incoming government to devote more energy to resolving the country’s chronic water problems, with some experts stating that water will be more important than oil in the long-term development of the county. </p> <p>Even as recent rains have brought some relief to drought-stricken Iraq, the historic problem of water scarcity has forced tens of thousands of rural Iraqis from their homes. The government estimates that nearly two million people face severe drinking water shortages and extremely limited electricity due to hydropower shortage. </p> <p>Meanwhile, diplomatic tensions are running high as promises from upriver counties such as Turkey, Syria and Iran to allow more water into Iraq appear not to have been met. This week, Foreign Minister Hoshiar Zebari denounced a plan by Syria to divert water from the Tigris river to irrigate some 200,000 acres of land as detrimental to Iraq’s future water supply. </p> <p>Iraq’s minister of electricity Kareem Waheed called Syria’s move a “shock” that would “embarrass” his ministry and undermine its commitments to hydropower. Both ministers decried Syria’s plan as a breach of international conventions on down-river water rights. </p> <p>“The next government will be challenged on the water issue and there is no option but to deal with it. I understand that Iraq faces more than one problem, but this one can’t be ignored. No matter what the government is focusing on, this problem will impose itself,” said Dr Awn Thiab al-Ajeli, the head of Iraq’s National Centre for Water Resource Management within the ministry of water resources. </p> <p>"The first step that should be made is to reach a deal with Turkey as well as Iran and Syria in order to have good, stable amounts of water enter to Iraq each day. The current situation is that the amount is good one day, and bad the next. To make this step, a deal must be made between governments, not just between two water ministries. It depends on the diplomatic relations between the two states," Ajeli said. </p> <p>Officials have said in the past security concerns have overshadowed the development of a forward-thinking water policy. With Iraq’s recent and relative stability, experts are now calling for a plan to tackle the water problems that have afflicted the country – from rising salinity in the southern marshland to the imminent demise of traditional irrigation systems, known as karez, in the north. </p> <p>A UNESCO report found that 100,000 Iraqis have fled their native communities since 2005 due to water shortages. </p> <p>Another United Nations report claims the water levels in the Tigris and the Euphrates rivers, Iraq’s primary sources of water, have fallen by more than two-thirds. The report cautioned that the vital lifelines could completely dry up by 2040. </p> <p>“At the current rates, Iraq’s water supply will fall an estimated 43 billion cubic metres by 2015, far short of the 77 cubic metres that the country will need to avert a widespread humanitarian disaster,” the UN report read. </p> <p>According to UN research, “Inefficient irrigation, lack of government coordination and weak capacity to manage the resource has compounded the current shortage of water… After years of neglect during the previous regime, Iraq’s water managers still lack sufficient technical capability and knowledge to address its growing water crisis. Budget constraints have handicapped the government’s ability to implement a long-term water management plan.” </p> <p>Social problems connected with water scarcity are common in Iraq: fishermen in the southern complain of a declining catches; in agricultural areas, water shortages have caused wheat production to fall by half. According to the UN, Iraq now imports 80 per cent of its food and 90 per cent of Iraq’s land is either desert or “suffering from severe desertification”. </p> <p>“Water is more important than oil for Iraq because we have agricultural lands which, without water, are useless. Agriculture is the future and the new government need to see that,” Ajeji said. </p> <p>The political impact of water relations with upriver countries is not lost on the UN. “We believe that the problem has political dimensions between Iraq and [its neighbours], which are trying to put pressure on the Iraqi government to advance some economic and political interests. The maneuvering has already begun in determining how much water Iraq should really have,” its report said. </p> <p>Dr Mohammed al-Zubaidi, political science professor at Baghdad University, said water is already the defining factor in Iraq’s foreign relations. </p> <p>“Listen, don’t be naïve. Upriver countries dominate down river countries because they control water revenue. This gives them advantages in other fields as well,” Zubaidi said. </p> <p>“Let’s talk about Turkey and Syria. We have concerns that one day they will ask in return for water, one barrel of water for one barrel of oil. rel="tag">جمعية الصليب والهلال الاحمر</a></p> <div class="entry" dir="rtl" align="right"> <p>Millions of people in Iraq cannot get clean water or water in sufficient quantity. The ICRC is doing its best to improve access to safe water. This is an update on ICRC activities carried out in Iraq in March and April.</p> <p>The Tigris and the Euphrates, which supply the bulk of Iraq’s water, are slowly dwindling and in some areas can no longer be used as a reliable source of drinking water. Across the country, the shrinking of the rivers is having serious consequences on the functioning of water treatment plants. It also affects underground aquifers, where the salt content of the water is increasing. This water is often unfit for human consumption or even for agricultural use. </p> <p>The volatile security situation in some areas and the rising price of fuel have put additional strain on already scarce services, as have population growth and displacement. In many places, the strain is further compounded by a lack of qualified engineers and staff able to maintain and repair water and sanitation facilities. Many farming communities were hard hit by the drought that struck northern Iraq in 2008. Average rainfall over the past 10 years has been far lower than in previous decades. In the north, water supply systems fed by springs and shallows aquifers have been depleted and often have less water available to meet demand. Although rainfall has been better in many places during 2009 and 2010, low water-levels continue to affect agriculture production, meaning Iraq needs to import more rice and wheat. With less water of sufficient quality generally available, management of the existing resources is key. </p> <p>Because large suburban residential areas have sometimes developed without adequate infrastructure, and certain sewage treatment plants are bypassed, wastewater is discharged untreated into rivers and lakes. Ditches and ponds filled with foul-smelling polluted water blight many neighbourhoods. The United Nations recently estimated that around 83% of sewage is being let into rivers and waterways. </p> <p>Water treatment and distribution facilities are also disrupted by persistent power shortages. Iraq is currently producing around 6,000 megawatts of electricity a day, while demand is estimated at 10,000 megawatts. Health, water and sewage facilities and other infrastructure in many parts of the country still rely on back-up generators to meet their need for electric power. </p> <p>Water distribution systems that are old or badly maintained are further weakened by illegal connections and substandard plumbing within households. Leakages cause large amounts of wasted water and frequent contamination. According to the United Nations, nearly half of Iraqis in rural areas are without safe drinking water. The Iraqi government estimates that 24% of Iraqis in the country as a whole, or nearly one in four, do not have access to safe water. </p> <p>"Reliable access to enough water of sufficient quality remains a major challenge for large parts of the population", said Julien Le Sourd, the ICRC’s water and habitat coordinator in Iraq. "The ICRC is doing its utmost to improve this by repairing and upgrading water supply and sewage systems. We do this in partnership with the authorities and we are also providing training for maintenance staff working in water treatment plants." </p> <p>In March and April, ICRC water engineers:</p> <ul> <li>completed work at the Ashty water station, in Erbil governorate, which provides safe drinking water for around 10,000 people living in nearby villages; </li> <li>built an emergency unit in the 50-bed Qala’t Salih Hospital in Missan governorate; </li> <li>upgraded the storage capacity for drinking water and for water used in the cooling system in Medical City Hospital, Baghdad. The hospital can accommodate 1,400 patients and treats around 10,000 outpatients per day; </li> <li>renovated a primary health-care centre serving around 400 patients in Sadr City, Baghdad; </li> <li>connected the school of al Rahma camp for internally displaced people (IDPs) in Najaf City, which has 1,000 pupils and teachers, to the municipal water and electricity supply networks; </li> <li>supplied and installed a new mortuary refrigerator with a capacity of 12 corpses in Beiji General Hospital, in Salah Al Din governorate; </li> <li>delivered water by truck to 4,500 displaced people in Sadr City and to 340 in Husseinia and Ma’amil, Al Imam Ali General Hospital and Fatma al Zahra Hospital, all in Baghdad governorate, and to 360 in Qalawa Quarter camp in Sulaimaniya; </li> <li>installed equipment used to fill water bags for distribution during emergencies at Al Wathba water treatment plant in Baghdad; </li> <li>repaired the Hindiyah water treatment plant in Karbala, which supplies water to around 125,000 people; </li> <li>installed a large-capacity pump in al Fadhliya water treatment plant, Thi Qar governorate, providing drinking water for 82,000 people. </li> <li>assessed, in cooperation with Iraqi Correctional Services engineers, 11 detention facilities under the authority of the Ministry of Justice, evaluating needs and recommending improvements for the delivery of essential services (water, electricity, sewage). </li> </ul> <p><b>Bringing aid to vulnerable people</b> </p> <p>The ICRC maintained its support for people facing special difficulty earning a living and supporting their families, such as women heading households, people with disabilities and displaced people: </p> <ul> <li>more than 2,300 displaced families headed by women in Diyala, Salah Al-Din and Ninawa governorates were given monthly food parcels and hygiene items; </li> <li>around 2,100 people displaced in March from Mosul to Hamdanya and Tilkaif were given food parcels and rice; </li> <li>61 disabled people in Erbil, Dohuk and Ninawa governorates were given micro-economic aid enabling them to start small businesses and regain economic self-sufficiency. A total of 459 disabled people have now received such aid in a programme that started in 2008. </li> </ul> <p><b>Assisting hospitals and physical rehabilitation centres</b> </p> <p>Iraqi health facilities still benefit from ICRC support. To help disabled people reintegrate into the community, the ICRC provides limb-fitting and physical rehabilitation services. In March and April: </p> <ul> <li>six hospitals and three primary health-care centres received medical supplies and equipment; </li> <li>25 doctors and 28 nurses successfully took part in a training course on strengthening emergency services given at Al Sadr Teaching Hospital in Najaf and at Sulaimaniya Emergency Hospital; </li> <li>two people from the Ministry of Higher Education and Scientific Research involved in the teaching of prosthetics and orthotics went to the National Centre for Prosthetics and Orthotics in the United Kingdom under ICRC sponsorship for advanced training. </li> </ul> <p><b>Visiting detainees</b> </p> <p>ICRC delegates continued to visit detainees in order to monitor the conditions in which they are being held and the treatment they receive. In all cases, the ICRC shares its findings and recommendations in confidence with the detaining authorities. In March and April, the ICRC visited detainees held: </p> <ul> <li>in Counter-Terrorism Directorate and Tasfirat Najaf, in Najaf governorate; </li> <li>in Mina and Samawa prisons, Basra governorate; </li> <li>in Counter-Terrorism Directorate, Kirkuk governorate; </li> <li>in US custody, in Remembrance II, Baghdad governorate; </li> <li>in four prisons and one police station in Erbil, Dohuk and Sulaimaniya governorates. </li> </ul> <p>Around 1,550 detainees held in Hilla I & II Correctional Facilities were given mattresses and recreational items such as ping-pong tables, soccer balls and volleyballs. </p> <p>The ICRC makes a special effort to restore and maintain ties between detainees and their families. In March, it arranged for six Iraqi families to enter Kuwait and visit their relatives detained there since 1991. In addition, around 10,500 Red Cross messages were exchanged between detainees and their families in Iraq and abroad during the month of March. </p> <p>During March and April, the ICRC responded to more than 3,600 enquiries from families seeking information on detained relatives. It also issued 220 certificates to former detainees making them eligible to receive social welfare benefits. </p> <p>At the request of the office of the United Nations High Commissioner for Refugees, the ICRC issued 73 travel documents for Palestinian refugees in Iraq to enable them to resettle abroad. </p> <p><b>Clarifying what happened to missing people</b> </p> <p>The ICRC supports the authorities in their efforts to clarify what happened to those who went missing in connection with the Iran-Iraq War and the 1990-1991 Gulf War. It also helps train forensic professionals in the identification and management of mortal remains and regularly supplies equipment. In the past two months: </p> <ul> <li>the Technical Sub-Committee of the Tripartite Commission, handling cases of persons missing in connection with the 1990-1991 Gulf War, held its 64th session in Kuwait, which was chaired by the ICRC and attended by representatives from Iraq, Kuwait and the 1990-1991 Coalition (the United States, the United Kingdom, France and Saudi Arabia). Nine samples of human remains were handed over by the Iraqi to the Kuwaiti delegation for DNA analysis in an effort to determine if they belonged to missing Kuwaiti nationals. The sub-committee will hold a special meeting on forensics in Kuwait in May; </li> <li>mortal remains of Iraqi soldiers were repatriated from Kuwait under ICRC auspices. </li> </ul> <p><b>Promoting international humanitarian law</b> </p> <p>In line with its mandate, the ICRC promotes compliance with international humanitarian law and reminds parties to a conflict of their obligation to protect civilians. history’s fertile crescent, where lush farmland and abundant water gave rise to civilization, is today a dusty desert where the Tigris and Euphrates rivers crawl sluggishly toward the sea.</p> <p>Vast tracts of Iraqi farmland are cracked and barren, precious marshes have dried up and sandstorms blot out the sun.</p> <p>Even "Saddam River," the flagship drainage system Saddam Hussein launched in the 1980s to restore Iraq to its ancient agriculture glory, has turned into a sickly green stream flowing far below its high-water mark.</p> <p>Such are the symptoms of a worsening water shortage that threatens to undermine Iraq’s efforts to rebuild its economy after six years of war unleashed by the 2003 invasion.</p> <p>Water is such a precious commodity in the arid Middle East that many experts predict water wars in the future if a sustainable solution is not found.</p> <p>Tensions intensified earlier in the month when Turkey announced that it would resume work on its controversial plan to build a hydroelectric dam on the Tigris in its southeast.</p> <p>Citing cultural and environmental standards, European backers have pulled support for the Ilisu dam project, a temporary victory for Baghdad, but Ankara is determined to push ahead as it seeks to wean itself off energy imports.</p> <p>"This is not a new crisis for Iraq, but this time it’s more serious than ever before," said Amro Hashim, an economic expert at Baghdad’s Mustansiriya University.</p> <p>Iraqi politicians are quick to blame upstream neighbors Turkey, Iran and Syria for dams and increased usage, but experts say Iraq’s problems are also rooted in an exploding population, inefficient irrigation and few incentives to conserve water.</p> <p>"It’s everything going on at once. Wealthy but water-scarce countries such as Saudi Arabia can afford expensive desalination projects, but poor ones cannot.  <a href="https://web.archive.org/web/20120514044858/http://uk.reuters.com/article/idUKL872169920090708" class="external" target="_blank">Full Article</a></p> </p></div> <p>Drought may bring one of the worst wheat crops in a decade, as low as 1.35 million tonnes or around half a normal crop, a dramatic reversal for a nation that was once a regional grains supplier but which now ranks among top world wheat importers.</p> <p>It’s not just a lack of water that has made Iraqi agriculture so anemic, says Salah Faisal, a farmer bracing himself for reduced harvest on his farm south of Baghdad.</p> <p>"In the 1980s it was war with Iran, in the 90s it was Kuwait and now it’s the Americans. There are 5-6 million martyrs and 70 percent of the people in the countryside have fled. What do you expect?" he asked, squinting beneath the scorching summer sun.</p> <p>Trouble for Iraq’s farm sector, the largest employer but dwarfed by oil in economic output, equals trouble for Iraq.</p> <p>Dependence on food imports, depopulation of the countryside and a fear that idle youth may be recruited as insurgents are factors behind a special initiative launched by Prime Minister Nuri al-Maliki to revive the moribund farm industry.</p> <p>Yet results will be slow as officials nudge farmers to abandon practices such as flood irrigation, which over time has boosted soil salinity and helped make farmland less fertile.</p> <p>In the absence of proper drainage, Iraqi waterways are dangerously salty. The salinity level of water flowing into Iraq is 400 parts per million (ppm). When it reaches the Gulf, that has risen to 2,000 ppm, the Agriculture Ministry says.</p> <p>That compares to around 1,000 ppm in the United States’ Colorado river at its outfall, Molden said. "Most crops, except the most salt tolerant crops, will drop in productivity from their potential when irrigated with this water."</p> <p>In Baghdad, mud banks sprouting fields of reeds now rise out of the slow-moving Tigris, a far cry from 20 years ago when schoolchildren took a swim in its swift currents at their peril.</p> <p>Chronic shortages threaten drinking water supplies and sanitation and exacerbate public health problems.</p> <p>Complaining of government inaction, lawmakers voted recently to block any deals with Iran, Syria or Turkey that do not grant Iraq a greater share of water. It was a largely symbolic move, but one that spoke of deep political disaffection.</p> <p>"The government doesn’t have political will," said Jamal al-Bateekh, a member of parliament’s water committee. "It needs to leverage its ties with the United States to pressure Turkey."</p> <p>Attempts to force the government’s hand could undermine Maliki’s efforts to improve fragile relations with Turkey, a key trading partner which has often been at odds with Baghdad over Kurdish rebels in northern Iraq.</p> <p>There are growing complaints from Iraqi officials like Oun Thiab Abdullah, Iraq’s water resources director, who doubts Turkish promises to guarantee a minimum of 400 cubic meters of water a second at the point where the Euphrates leaves Turkey and enters Syria before crossing into Iraq.</p> <p>Abdullah said the river’s water flow at that entry point had dropped in early July as low as 289 cubic meters a second.</p> <p>"We are giving 515 cubic meters to Syria per second on average. This figure is consistent with our obligations," Taner Yildiz, Turkey’s energy minister, said last week.</p> <h3>SALINITY</h3> <p>In a bid to reverse soil salinity and improve farm yields, the United States has spent at least $130 million to repair and extend the farmland drainage canal made famous under Saddam.</p> <p>It rehabilitated a drainage pump station in southern Iraq, the Middle East’s largest, that will send runoff farm water out to sea and, if managed properly, over time leach salt from soil.</p> <p>Much more must be done to promote conservation in a country where farmers do not pay for water and many people in the capital go years without getting a single water bill.</p> <p>A U.S. official in Baghdad, who requested anonymity, said the government must also embrace conservation as a priority.</p> <p>"Should they start a policy of some of a market-oriented water management system where they charge for water? Probably, but it’s not politically acceptable," the official said.</p> <p>Improved methods such as drip irrigation are costly and require equipment and training most farmers don’t now have.</p> <p>"If we plant it, it dies off because there’s not enough water and too much salt," said Abdul al-Salam Haider, who used to grow apricots, oranges and other fruit on his farm in southern Iraq. Now he doesn’t even try.</p> <p>"Iraq, because of its environment, is seeing these problems now, but a lot of other places on earth will see them in the future," Molden said. There are even more villages and areas facing the menace of desertification,” Abdulrahman Mohammed told Aswat al-Iraq news agency.</p> <p>“These areas until a very recently have been green fields providing the province of Ninewa with thousands of tons of wheat and barley,” he added.</p> <p>Tal Abta belongs to the northern Iraq province of Ninewa. It dates back to 1959 and has a population of 432,319 according to late statistics.
