En este artículo, me explayaré sobre un reciente debate que mantuve en Twitter acerca de los problemas a los que se enfrentan los académicos asentados en el Sur Global y las soluciones que mis colegas y yo hemos ideado.</p> <p><img decoding="async" class="alignnone size-large wp-image-51702" src="https://scholarlykitchen.sspnet.org/wp-content/uploads/2018/08/iStock-848865930-1024x591.jpg" alt="world map illustration" width="1024" height="591" srcset="https://scholarlykitchen.sspnet.org/wp-content/uploads/2018/08/iStock-848865930-1024x591.jpg 1024w, https://scholarlykitchen.sspnet.org/wp-content/uploads/2018/08/iStock-848865930-300x173.jpg 300w, https://scholarlykitchen.sspnet.org/wp-content/uploads/2018/08/iStock-848865930-768x443.jpg 768w, https://scholarlykitchen.sspnet.org/wp-content/uploads/2018/08/iStock-848865930.jpg 1349w" sizes="(max-width: 1024px) 100vw, 1024px" /></p> <p>Algunas notas antes de empezar: en primer lugar, entiendo que el término “Sur Global” es problemático (véase, por ejemplo, <a href="https://kups.ub.uni-koeln.de/6399/1/voices012015_concepts_of_the_global_south.pdf">este artículo</a> o <a href="https://www.encyclopedia.com/social-sciences/applied-and-social-sciences-magazines/north-and-south-global">este otro</a>) y no suscribo los valores que influyen en este término. Utilicé este término en mi debate en Twitter como una abreviatura popular para indicar las regiones de África, Asia, Europa y América que no forman parte de las redes institucionalizadas de poder, autoridad, visibilidad y acceso en el mundo académico mundial.</p> <p>Mi investigación involucra a las mujeres de color y al feminismo transnacional e indígena, con el objetivo de desarrollar una comprensión de estas redes como incrustadas en redes globalizadas de poder económico, social y económico, incluyendo formaciones históricas y contemporáneas de colonialismo, colonialismo de asentamiento y neocolonialismo. De este modo, soy capaz de reconocer las dificultades a las que se enfrentan los académicos marginados en los centros académicos de autoridad, visibilidad y acceso, junto con los retos a los que se enfrentan los académicos del Sur Global.</p> <p>En segundo lugar, es importante reconocer y admitir los privilegios de clase y ubicación dentro del Sur Global. Mis colegas y yo formamos parte de estructuras sociales y económicas de clase media-alta y vivimos en grandes núcleos urbanos. Esto significa que tenemos acceso a capital e infraestructuras (transporte, electricidad, Internet, ordenadores) que ofrecen capacidades para gestionar muchos asuntos. Esta infraestructura es poco manejable y precaria, pero está presente. Por lo tanto, no somos representativos de cómo gestionan estos problemas los pobres, la clase trabajadora y la clase media-baja del Sur Global.</p> <p>En tercer lugar, los retos que expongo aquí se refieren a las experiencias de los estudiosos de las humanidades y las ciencias sociales, como los estudios de género, la literatura, la historia, los estudios urbanos, la sociología, la filosofía, la psicología, la antropología y los estudios de los medios de comunicación.</p> <h2>Acceso a la investigación</h2> <p>Uno de los principales problemas a los que nos enfrentamos es no tener acceso institucional a las revistas de nuestros campos. Esto significa que no estamos al tanto de las últimas conversaciones que se producen en nuestras disciplinas, tanto en términos de investigación como de enseñanza. Esto tiene efectos adversos sobre cómo y qué enseñamos, y sobre los estudios que podemos utilizar para nuestra investigación y escritura. No estar al día de los últimos resultados compromete nuestra eficacia a la hora de diseñar y llevar a cabo investigaciones, presentar artículos para su publicación, proponer números especiales de revistas o series de libros, enviar propuestas de libros a las editoriales pertinentes y solicitar con éxito conferencias.</p> <p>La dirección de nuestra universidad no prioriza las suscripciones a revistas de ciencias sociales y humanidades porque los gestores de la universidad (decanos, vicedecanos, comités académicos, consejos de administración) no valoran estos campos y disciplinas, al menos no tanto como  la empresa y la medicina. Las ciencias sociales y las humanidades no se consideran valiosas porque se perciben como campos sin valor económico y, por tanto, sin valor social y político. El valor económico se define, por supuesto, de acuerdo con una estrecha comprensión tanto de lo “económico” como del “valor”, donde ambos suelen significar beneficios y pérdidas dentro de un marco capitalista neoliberal.</p> <p>Además, las iniciativas que pretenden proporcionar recursos a los académicos del Sur Global mediante la colaboración con editoriales internacionales suelen hacer hincapié en los campos de las ciencias aplicadas, la medicina, la agricultura y los estudios medioambientales. Éstas uelen poner énfasis en la investigación centrada en la política, que no siempre es el objetivo de los académicos de las ciencias sociales y las humanidades.</p> <p>El problema del valor también se manifiesta en los costes: nuestras universidades no pueden permitirse pagar las suscripciones en monedas como el dólar estadounidense y canadiense, el euro o la libra esterlina porque las monedas del Sur Global son débiles. Por ejemplo, 1 USD = PKR 123 a 7 de agosto de 2018. Esta es una de las razones por las que la disponibilidad de libros y revistas en acceso abierto es tan importante para tantos investigadores. Sin embargo, el acceso abierto no es la norma en las instituciones académicas globalizadas (incluidas las prensas universitarias) y también puede ser un modelo caro y difícil de implementar y mantener incluso para los académicos del Norte Global. Además, el acceso abierto como enfoque no resuelve por sí mismo todos los problemas de acceso, autoridad y recursos para la investigación. Como <a href="https://footnotesblog.com/2018/06/13/guest-post-an-open-letter-from-the-former-hau-staff-7/">demuestra</a> el reciente <a href="https://anthrodendum.org/2018/06/15/the-decolonial-turn-2-0-the-reckoning/">caso</a> de <a href="https://twitter.com/hilaryagro/status/1006995504205459456">la HAU</a> (Journal of Ethnographic Theory) el acceso abierto como modelo no garantiza la transformación de las formaciones tóxicas de poder en la investigación y publicación académicas, tanto para los académicos marginados del Norte Global <u>como para los del </u>Sur Global.</p> <h2>Bibliotecas</h2> <p>No tenemos bibliotecas bien abastecidas y organizadas dentro o fuera de los campus para las ciencias sociales y las humanidades. Además de la escasez de libros académicos, también faltan libros de ficción y no ficción, por ejemplo, novelas, cuentos, poesía, obras de teatro.</p> <p>Mis colegas y yo tenemos la suerte de contar con un director de departamento y un comité de biblioteca que hasta ahora nunca nos han dicho que no. Sin embargo, hay un límite monetario para cada libro que podemos pedir (los libros de historia del arte, por ejemplo, tienen un precio fuera de este rango), y nuestras peticiones a menudo tardan entre ocho y 12 meses en llegar. Esto no solo dificulta la investigación y la redacción, sino que también dificulta la docencia en cuanto al diseño de los programas de estudio y la disponibilidad de material de lectura relevante y actualizado para un curso.</p> <p>Existe otro problema a la hora de pedir libros a través de nuestros departamentos y/o bibliotecas universitarias: los libros sobre temas como la religión y la sexualidad, en particular, pueden meternos en problemas con los compañeros de la facultad, las administraciones universitarias e incluso los estudiantes. Esto se debe a que estos temas son controvertidos en los contextos sociales y políticos en los que muchos de nosotros nos encontramos y no existe ninguna protección institucional o estatal para los académicos. De hecho, a menudo son nuestras instituciones y estados con los que los académicos tienen que ser más cautelosos y cuidadosos. Los problemas pueden ser legales, económicos y físicos, incluyendo la censura informal de las autoridades institucionales, el despido, las amenazas y/o los daños físicos.</p> <h2>Viaje</h2> <p>Viajar no es fácil si eres un académico con pasaporte de un país del Sur Global. Hay que solicitar visados para la investigación y las conferencias. Las solicitudes de visado llevan mucho tiempo, son caras y exigen muchos documentos justificativos, por ejemplo, seguro de viaje, billetes de avión, reservas de hotel, comprobación de empleo, extractos bancarios e invitaciones. Para la mayoría de los países del Norte Global, hay que solicitarlo al menos con un mes de antelación a las fechas previstas de viaje.</p> <p>También hay que dar muchas vueltas entre las agencias de gestión de solicitudes de visado autorizadas, los consulados y/o las embajadas para la aprobación y presentación de su paquete de solicitud, las entrevistas de visado (que pueden implicar el desplazamiento a otra ciudad) y la recogida de su pasaporte. Y la aprobación del visado no está garantizada aunque tengas invitaciones y autorizaciones oficiales y/o institucionales.</p> <p>No se trata solo de solicitar visados: se trata también del propio viaje, desde el Sur Global hasta el Norte Global. Muchos de nosotros ganamos en monedas débiles, por lo que, además de las tasas de visado, los billetes de avión, el alojamiento, la comida y el transporte local nos resultan muy caros. A estos costes hay que añadir las tasas de inscripción en los congresos.</p> <p>Esto significa que nuestra investigación está muy restringida en términos de tiempo y lugar, especialmente cualquier trabajo de archivo o comparativo que queramos hacer.  Tampoco podemos asistir a conferencias en nuestros campos y disciplinas. Además, nuestros pasaportes también suponen una gran desventaja desde el principio a la hora de solicitar subvenciones, becas y trabajos. Todos estos problemas dificultan nuestro aprendizaje, nuestra contribución y nuestro desarrollo como académicos, así como el avance de nuestras carreras.</p> <h2>Escasez de becarios</h2> <p>Otro problema al que nos enfrentamos en el mundo académico del Sur Global es que tenemos una gran escasez de personal, tanto de profesores a tiempo completo como de visitantes. Algunos de mis colegas y yo hemos impartido tres cursos mientras supervisábamos hasta 12 estudiantes para sus tesis individuales de último año, además de desarrollar y administrar programas académicos. En un semestre. Esto se ve agravado por el hecho de que muchos colegios, universidades y otras instituciones de educación superior en nuestras regiones no valoran a los académicos con títulos de maestría por su experiencia y trabajo y sin embargo esperan que hagan todo ese trabajo.</p> <p>Esta escasez crónica de personal académico también dificulta la planificación de cada semestre y cada año porque nunca somos suficientes para impartir cursos básicos, introductorios y optativos de forma equitativa. El profesorado a menudo tiene que enseñar a más de 90-100 estudiantes en cursos básicos e introductorios un semestre tras otro sin descanso, y los topes para las optativas no pueden aplicarse porque no hay suficientes cursos para que los estudiantes los tomen.</p> <h2>Cómo afrontar los retos</h2> <p>Entonces, ¿cómo gestionamos nosotros, como académicos individuales, esta cuestión en el Sur Global?</p> <ul> <li>Nos suscribimos personalmente a revistas y asociaciones cuando podemos pagarlas</li> <li>Pedimos a nuestros amigos del Norte Global que nos envíen los PDFs obtenidos a través de sus suscripciones institucionales</li> <li>Usamos nuestras bibliotecas personales, que muchos de nosotros hemos construido a partir de nuestro tiempo en la escuela de posgrado en el Norte Global</li> <li>Enviamos nuestras solicitudes para la participación en congresos con la mayor antelación posible, hasta un año en algunos casos, para tener tiempo de obtener un visado si nuestras propuestas son aceptadas</li> <li>También intentamos solicitar conferencias y planificar investigaciones internacionales en países para los que ya tenemos visados</li> <li>Intentamos diseñar proyectos de investigación en colaboración con académicos del Norte Global. Esto es muy difícil porque hay que coordinar los objetivos, los calendarios, las capacidades y los medios de las instituciones y los Estados.</li> </ul> <p>Los académicos y otras personas que trabajan en la comunicación académica en el Norte Global pueden ayudar:</p> <ul> <li>Organizar videoconferencias y/o instalaciones de Skype en los congresos. Soy consciente de que muchos académicos del Norte Global en disciplinas como la literatura, los estudios de género y los estudios étnicos tampoco tienen fondos para contribuir a los viajes aéreos internacionales, por lo que esto sería una alternativa rentable para ellos también.</li> <li>Incluir los costes de los visados internacionales, los viajes en avión y los descuentos por alojamiento en las solicitudes de financiación de conferencias y talleres siempre que sea posible.</li> <li>Incluir en las convocatorias de ponencias y presentaciones en conferencias internacionales el tiempo necesario para que los académicos del Sur Global puedan solicitar visados si sus propuestas son aceptadas.</li> <li>Eximir de las tasas de inscripción a las conferencias y ofrecer descuentos o planes de pago a plazos para las suscripciones a asociaciones y revistas a los académicos del Sur que ganan en monedas más débiles.</li> <li>Organizar conferencias en lugares más accesibles y asequibles para los que ganamos en monedas más débiles.</li> <li>Nombrar a los académicos del Sur Global como co investigadores principales en los proyectos de investigación en colaboración, en las solicitudes de financiación y en las conferencias, para que recibamos una financiación adecuada y un reconocimiento equitativo de nuestra labor.</li> <li>Aprender sobre las condiciones en el país de origen de los estudiantes internacionales de posgrado, los profesores jóvenes y los académicos que inician su carrera para ayudarnos a navegar por un mercado de trabajo internacional, incluyendo los desafíos particulares a los que nos enfrentamos cuando solicitamos becas, puestos de posdoctorado y empleos en el Norte Global.</li> <li>Educar a los editores académicos sobre la necesidad de incluir más
