In the 1980s, the American movement against nuclear weapons successfully shifted the terms of popular debate on the Cold War from military deterrence to human survival. This paper explores how the movement constructed its message through demonstrations, speeches, publications, and films. The movement built on the 1970s’ preoccupation with health and ecology by vividly describing the effects of nuclear war. It regularly depicted children and nature as the victims of technology gone mad. Through such images, the movement convinced a wide audience to fear nuclear weapons more than Communism, because the very existence of nuclear weapons endangered the entire More fundamentally, it altered the way people saw the planet and their relationship with it. These attitudes changed gradually in the post-war period, with the 1960s a key transitional moment. This article explores these changing attitudes towards the environment within the Campaign for Nuclear Disarmament (CND). At the beginning of the 1960s CND&#39;s concerns about nuclear testing and fallout fit easily into the dominant anthropocentric view of the environment. However, by the end of the decade they espoused a much more holistic, even ecocentric, attitude. Occurring only weeks before the twenty-fifth anniversary of the Chernobyl nuclear disaster, Fukushima overturned the conventional wisdom that large-scale nuclear accidents like Chernobyl are no longer possible, and engendered a heated debated about the future of nuclear power. One of the more notable aspects of this debate-especially given that the environmental effects of Fukushima was still being assessed-was that some of the hastiest defenders of 2 nuclear power in the wake of Fukushima were environmentalists. Four days into the Fukushima crisis, well before the plant's meltdown had been controlled, GAIA theorist James Lovelock told the British newspaper The Guardian that he hoped Fukushima would not "prejudice" people against nuclear energy. i A week later, British environmentalist and global warming alarmist George Monbiot wrote-also in The Guardian-that "Fukushima made me stop worrying and love nuclear power." ii In an interview with Foreign Policy Magazine the next day, Whole Earth Catalog author Stewart Brand described Fukushima as a "learning experience" that had not altered his enthusiasm for nuclear energy. iii Though Monbiot, Brand and Lovelock's defense of nuclear energy might seem surprising, their remarks reflect the enthusiasm with which many in the environmental movement have embraced the idea of nuclear power. Over the past ten years, the rhetoric of "green nukes" has been steadily advancing. The idea that nuclear power is the only environmentally sensible energy option has been articulated in publications including The New York Times, Wired Magazine, and The Washington Post, iv endorsed by environmental advocates including Patrick Moore, Christie Whitman, Brand, Lovelock, and Monbiot-and, not least, promoted by the industry itself, through slogans such as "go nuclear because you care about the air." v In tandem with industry assurances of the safety of a new generation of nuclear reactors, the greening of nuclear energy revived the long-dormant nuclear industry to the point where advocates claimed that the U.S. was undergoing 'nuclear renaissance.' To better understand these mixed outcomes, this article traces rhetorics of anxiety from discourses of the nuclear arms race to their appropriation in service of Earth Day 1970. Although these anxieties could have produced a reconsideration of environmental values, Earth Day's coupling of these rhetorics with calls for civic engagements to immediately resolve audience concerns dissipated their critical energy. This essay compensates by developing a nuclear-critical iconology, one sensitive to the role of images in creating and disrupting popular consent to the production of nuclear weapons. Both sets of demonstrators are found to be young, well-educated and politically liberal, and to reject several dominant American values. Anti-nuclear activists have rallied since the late 1970’s opposed to the construction of Plant Vogtle near Waynesboro, Georgia due to the social and environmental justice issues related to the nuclear industry. In 2010, the nuclear industry proposed a nuclear resurgence in the US, proposing to construct new reactors at Plant Vogtle. This represented the first time new nuclear reactors had been proposed since the moratorium on new reactors as a result of the partial meltdown at Three Mile Island in 1979. The aim of the study is to understand the experience of “first wave” anti-nuclear activists in Georgia (those engaged for twenty years or more). Bronfenbrenner’s Ecological Framework was employed to locate anti-nuclear activists’ perceived facilitators and barriers to their activism. It has not been determined whether such characteristics apply to the anti-nuclear weapons movements of the 1980s. This article reviews the theoretical underpinning of "new social movements" and assesses the extent to which it accurately describes the action, identity, and organization of recent peace movements, with special attention to the West German antimissile movement. A significant minority of Americans feared nuclear war far more than they feared Communism, and thought that Reagan’s new Cold War put the world closer to the brink of destruction. A major protest movement argued that, in place of Cold War competition, the world should protect human survival with communication and cooperation. The actions and ideas of the movement demonstrate how protest politics had changed significantly since the 1960s. Many of the changes in protest politics were deliberate reactions against perceived limitations or failures of sixties protest, while other differences reflected such cultural shifts as the human potential movement and the rise of environmental consciousness. As a way to better understand these changes, this paper investigates a high-profile instance of nuclear disarmament protest, the 1986 Great Peace March for Global Nuclear Disarmament. The march began with an entrepreneurial organizer in Los Angeles, California, David Mixner, who was a veteran organizer of anti-Vietnam protests. In the years since the war, he had become a successful public relations expert. He envisioned a 2,000-person peace march across the United States to New York City and Washington, D.C. Eschewing “traditional” peace-movement recruiting, his PRO-Peace organization used a nationwide advertising campaign to recruit marchers. The march was meant to be a meticulously stage-managed, PR-oriented public spectacle. Instead, it fell apart ten days out of Los Angeles. Declaring bankruptcy, PRO-Peace cancelled the march. Many of the marchers, however, refused to give up, transforming the demonstration into a self-organized, grass-roots endeavor. Relying on sympathetic members of the public and a shoestring budget that they raised as they marched, about seven hundred marchers crossed the country with a message of nuclear disarmament. Both marches—the failed PRO-Peace spectacle, and the more modest, but successful, grass-roots march—demonstrate aspects of popular protest unique to the 1980s. PRO-Peace, with its corporate sponsors and PR professionals, sought to “control the message” with a top-down organizational structure, cultivation of mass media, and carefully choreographed events, all to avoid the kinds of chaos and confrontation remembered from the 1960s. After PRO-Peace, the marchers drew on counter-cultural norms and practices that had evolved since the sixties, such as consensus decision-making, vegetarianism, and meditation.
