More information about the host organizations and the areas of focus for the fellows are outlined <a href="http://www.google.com/policyfellowship/hosts.html">here</a>.</p> <p>Fellows will be assigned a lead mentor at their host organizations, but will have the opportunity to work with several senior staff members over the course of the summer. Fellows will be expected to make substantive contributions to the work of their organization, including conducting policy research and analysis; drafting reports and analyses; attending government and industry meetings and conferences; and participating in other advocacy activities.</p> <h3>Who should apply?</h3> <p>Google are looking for students who are passionate about technology, and want to spend the summer diving headfirst into Internet policy. Students from all majors and degree programs who possess the following qualities are encouraged to apply:</p> <ul> <li>Demonstrated or stated commitment to Internet and technology policy</li> <li>Excellent academic record, professional/extracurricular/volunteer activities, subject matter expertise</li> <li>First-rate analytical, communications, research, and writing skills</li> <li>Ability to manage multiple projects simultaneously and efficiently, and to work smartly and resourcefully in a fast-paced environment</li> </ul> <p>Fellows will receive a stipend of $7,500 for 10 weeks during the summer of 2013(June-August). It works by breaking multi-bitrate encoded content into small segments. A client continuously adjusts its requests according to the local bandwidth condition. It also allows for mixing up variously encoded material in one stream. </p> <p>DASH is codec/content agnostic, however its prime implementation will be for video in the MP4 and MPEG-TS containers. This is known as MPEG-DASH, and the common file extension will be mpd. As compatible clients become available it promises to be widely adopted, as it enables playback on a wide range of devices. MPEG-DASH will also allow seamless adoption of the coming improved <a href="http://en.wikipedia.org/wiki/High_Efficiency_Video_Coding">HEVC</a> video codec aka h.265. </p> <p>DASH does have competition, mainly in the form of Apple’s HLS, but it has the support of both Microsoft and Adobe – it’s backwards compatible with their own existing systems – plus Google. A <a href="http://www.streamingmedia.com/Articles/Editorial/Featured-Articles/MPEG-DASH-Is-What-the-Market-Needs-Says-Adobes-Kevin-Towes-84550.aspx">panel of industry experts</a> at Streaming Media East 2012 predicted it would have market dominance by 2015.</p> <p>Encryption is part of the standard. A sticking point has been the inability to agree on a common DRM scheme. In January 2013, provisional <a href="http://dashif.org/guidelines/DASH264-base-v09.pdf">MPEG DASH-264 guidelines</a> were released that allow DRM to be specified. </p> <p><a href="https://github.com/bitmovin/libdash">libdash</a> is an open-source C++ library that provides an object orient (OO) interface to the MPEG-DASH standard. The project contains a sample multimedia player based on ffmpeg playback of mpd files. Furman Professor of Law and Leadership at Harvard Law School with a lecture titled “Aaron’s Laws: Law and Justice in a Digital Age.” The lecture honored the memory and work of Aaron Swartz, the programmer and activist who took his own life on Jan. 11, 2013 at the age of 26. Swartz spent the last two years fighting federal charges that he violated the Computer Fraud and Abuse Act. (Video below) Local tech companies can apply for permission to use the ‘Made in NY’ <a href="http://en.wikipedia.org/wiki/Service_mark">service mark</a> in their products. There is already <a href="http://wearemadeinny.com/made-in-ny-list/">a list</a> of almost a 1000 qualifiers. To qualify 75% of their production must be New York based. The mark has been in existence since 2005, mainly applied to films and tv. Further components of the initiative include training, resources, job guidance, and exposure. Companies are being asked to submit <a href="http://wearemadeinny.com/video/">60 second videos</a>.</p> <p>The site says:</p> <blockquote><p>We Are Made In New York is an economic development initiative that supports the city’s vibrant tech community by highlighting job opportunities in the sector, celebrating the growing number of NYC-based digital companies, and providing access to resources and programs that help tech companies grow, and novices learn how to become part of the innovation ecosystem.</p> <p>Launched by the <a href="http://www.nyc.gov/mome" target="_blank">Mayor’s Office of Media and Entertainment</a> in partnership with the <a href="http://nytm.org/">New York Tech Meetup</a>, <em>We Are Made in NY</em> highlights New York City’s burgeoning digital industry and underscores Mayor Michael R. that she will leave the Internet Society in February 2014 at the conclusion of her contract. St. Amour joined the Internet Society in 1998 as Executive Director of its Europe, Middle East, and Africa division. She became Executive Director and Chief Operating Officer in 1999 and was appointed President and CEO in March of 2001.</p> <p>St. Amour will leave a long legacy of accomplishments at the Internet Society, a cause-driven organization dedicated to ensuring the open development, evolution, and use of the Internet for the benefit of all people. During her tenure, the relationship between the Internet Society and the Internet Engineering Task Force (IETF), the primary body responsible for the Internet’s core standards and protocols, was significantly strengthened and expanded. This increased collaboration and other similar efforts in the international policy and development realms established the Internet Society as an internationally respected expert on Internet governance, technical, development, and policy issues. These accomplishments were supported by the growth of the Internet Society’s annual revenues during this period from just over USD $1M to $35M.</p> <p>Over the years, the Internet Society has significantly expanded its global impact and today is engaged with a growing, multi-stakeholder community through its Regional Bureaus, 91 Chapters, more than 65,000 Members, and 146 Organization Members. In 2003, St. Amour led a successful bid to operate the .ORG registry and subsequently established a supporting entity, Public Interest Registry, to carry out that responsibility in line with the Internet Society’s principles and values. In conjunction with the Internet Society’s 20th anniversary in 2012, she developed the Internet Hall of Fame, which annually recognizes Internet visionaries, innovators, and leaders from around the world.</p> <p>“The Board deeply appreciates Lynn for her exceptional work, passion, and tireless dedication to the organization’s mission of preserving the open, global Internet,” said Eva Frölich, Chair of the Internet Society Board of Trustees. “She is a remarkable leader and has been instrumental to building the Internet Society into a global leader on Internet policy, technical, economic, and social matters. The new Rule marks a major expansion of the long-arm reach of the FTC, both in terms of the entities subject to COPPA’s requirements as well as what data meets the definition of “Personal Information.” “Personal Information,” under the new Rule, now includes purely technical identifiers that currently enjoy near ubiquitous use in the kid-directed online and mobile space but which, in most cases, will now require parental consent come July 1, 2013. Many of these technical identifiers (e.g., UDID, MAC address, IFA) are currently collected by 3rd parties. As reflected in <a href="http://www.ftc.gov/os/2012/12/121219copparulestatement.pdf">Commissioner Maureen K. Ohlhausen’s dissenting Statement</a>, the FTC may not even have the requisite statutory authority to reach this 3rd party conduct.
