conference in mid-November, it will be a showcase, celebration, and reflection of all the work the group has done over the past four years to harness the resources of the university to engage with and preserve Black Baltimore's history, culture, and arts.

Inheritance Baltimore and the Struggle for Just Futures: Cultural Work as Reparations will be held Nov. 14–16 in several Baltimore locations. Through panels, performances, and showcases, Inheritance Baltimore partners—both those internal to Hopkins and those in the community—will share highlights and lessons from the past four years.

Funded by the Mellon Foundation, Inheritance Baltimore (IB) includes the Krieger School's Billie Holiday Center for Liberation Arts and Chloe Center for the Critical Study of Racism, Immigration, and Colonialism; and the Sheridan Libraries Special Collections. The four-year, $4.4 million grant supported IB's three main goals: investigating the history of academic racism in higher education; bringing nontraditional knowledge, archives, and arts into the academic field of Africana studies; and redistributing resources from within the university to the community.

"It has been an awesome opportunity for us to think about reparative engagement and centering Blackness in a lot of spaces where it has not been uplifted and where it's currently being attacked," said Shawntay Stocks, IB's associate director of fellowships and community engagement. "These acts of censorship are on Black authors, diversity education and programming, writings on racism, and the silencing of how white supremacy operates within American society."

The conference's panels will reflect its three internal partners and the Black Baltimore cultural and religious organizations that have collaborated or partnered with IB. The event will feature a mix of research, practical application, and the arts.

For IB, the conference is like the proverbial Sankofa bird (in the Akan tradition), Stocks said—a mythical bird with its feet facing forward and its head turned back as a symbol of the power found in reflecting on the past in order to recognize future opportunities. With the grant ending, many of IB's activities will conclude, though some will continue. "We want to see how this can continue to live on in the community partnerships," Stocks said.

A sampling of IB's work over the past four years includes:

Beats Per Minute: Exhibitions, a panel, and a performance celebrating the 50th anniversary of hip hop

The annual Walk of Remembrance, which names and honors those who were enslaved on the Homewood campus

Professional development for archivists, curatorial teams, doctoral students, postdoctoral fellows, and community members

Ethel's Place: Celebrating Ethel Ennis, Baltimore's First Lady of Jazz, an exhibition at George Peabody Library exploring each era of the singer's life

The Helena Hicks Emancipation School at Baltimore's Historic African American Churches, a monthly speaker series featuring Black scholars at Johns Hopkins

Racism and Repair At and Beyond Johns Hopkins University, a public presentation of research into the ways academic departments at Hopkins both created racist forms of knowledge and expertise and were reshaped by anti-racist and desegregation struggles in the 20th century

Nothing About Us Without Us: Storytelling as a Method for Community Organizing, a community-based learning course co-taught by professors, archivists, cultural curators, and longtime residents of Southwest Baltimore

Arts and Social Justice Practicum, a course with local artists and scholars that used student-led artistic projects to explore the art and social justice of Baltimore and the Black Arts Movement

Archival research with communities interested in documenting their histories and/or seeking historic designation

Revolution in Our Lifetime: The Black Panther Party and Political Organizing in Baltimore, 1968-1973, an exhibit with Baltimore's Peale Museum

Bearing Witness: Photographing Black Families in Baltimore, an exhibit at the Eubie Blake National Jazz Institute and Cultural Center

The conference will take place on the Homewood campus and at the Eubie Blake National Jazz Institute and Cultural Center, Baltimore Unity Hall, and the Reginald F. The project will use the Mellon funding to host researchers, artists, archivists, and local elders for public engagement events with community groups—especially with Black churches that have been the vital repository for critical records. The project includes seminars conveying practices for securing and digitizing the works of arts, history, and literature in their possession.

"Our work has already begun with Black churches, which have been the keepers of history for so long," said Amen, the project's principal investigator. "We want their needs to drive this effort."

On- and off-campus workshops will bring together university affiliates and local keepers of Black public history. These sessions will help preserve oral histories and personal documents of longtime residents, ensuring the durability of a history that conventional research rarely seeks or obtains. These efforts include the establishment of Living History Fellowships, a residency program featuring local elders who will mentor students and deliver talks and discussions at Johns Hopkins and historically black colleges and universities in the Baltimore region.

Archiving efforts will include a portable digitization lab that can be transported to participating community groups. Gabrielle Dean, a special collections curator for the Africana Archives, and Joseph Plaster, a public humanities specialist for the Sheridan Libraries and University Museums, will lead Inheritance Baltimore's library research and preservation team. "We aim to train a local cadre of archivists and curators, comprising students and Black residents of the city, to bolster African American presence in the field as they assemble the materials to write a more complete account of Baltimore's past through an archival research consortium," Plaster said.

"We want to cultivate the historical legacy of Black people in the city and in this region where so many African American archives are either incomplete or are being actively discarded."

Lawrence Jackson

Bloomberg Distinguished Professor of English and history

The Mellon Foundation grant was awarded as part of its $72 million Just Futures Initiative, which seeks to improve equitable access to higher education, champions efforts to improve diversity among professors, and supports new research methods to chronicle untold histories of the nation's racist past.

Johns Hopkins University President Ronald Daniels applauded the vision of Inheritance Baltimore and its Mellon Foundation grant.

"Johns Hopkins University is honored to be part of the Mellon Foundation's innovative Just Futures Initiative for the arts and humanities and to receive this generous grant in support of our faculty as they seek to forge new partnerships with our neighbors in Baltimore and to deepen our understanding of our history," Daniels said. "Under the leadership of Dr. Kali-Ahset Amen, Dr. Nathan Connolly, and Dr. Larry Jackson, the interdisciplinary Inheritance Baltimore project provides another important opportunity and framework to research and address the racism that continues to plague our institutions, our communities, and our nation."

The Program in Racism, Immigration, and Citizenship anchors Inheritance Baltimore's reparations efforts in academic departments and doctoral education. Under RIC's leaders, Nathan Connolly and Stuart Schrader, the project supports doctoral and faculty research on the racial history of the disciplines. It explores how academic inquiry has long been shaped by the exclusion and marginalization of Black knowledge and expertise.

Connolly, an associate professor of history, said the Mellon initiative arrives at a time when scholars across the university were looking in 2020 to "rise to the national moment," to respond creatively to the largest direct-action protests against institutional racism in American history. "Over the last century, Johns Hopkins University, like most elite U.S. institutions, rarely stood openly against segregation and racism, especially racism within its academic units," Connolly said. Black people, as a result, were forced to educate themselves in research and narrative methods that often "ran parallel to and separate from what was going on in the Ivory Tower," he said. Independent educational initiatives like the Freedom School movement of the 1960's Civil Rights era represent ongoing legacies of this history.

Inheritance Baltimore will work with Baltimore's Orita's Cross Freedom School to develop a new curriculum for combating racism in education, and to teach doctoral students the methods of Afro-centric education.

The Baltimore was home to some 4,000 enslaved Black residents and another 10,000 who weren't in bondage but whose status as "free" citizens was tenuous at best. Black Baltimoreans were unable to vote or attend public schools, faced difficulty using the court system, and were subject to a host of laws curtailing their right to assemblage. They couldn't own dogs or possess a range of items, including firearms and liquor.

Undaunted by this racially charged atmosphere, a Black deacon in the Episcopal church named William Levington moved here from Philadelphia in 1824. He founded the first Black Episcopalian church below the Mason-Dixon Line that same year: Baltimore's St. James Episcopal Church. A white lawyer named James Bosley, a member of the city's oldest Episcopal church, Old St. Paul's, donated the land for Levington's church. And in 1832, a few years after Levington had been ordained as the nation's third Black Episcopal priest, he presented Bosley with a highly decorative hand-embroidered tapestry (known as a sampler) as a gesture of gratitude.

"It could be the earliest or the oldest artifact that we know about and it's in great condition. The church has moved a few times but has been in its current sanctuary overlooking Lafayette Square since 1932. When the church celebrated its 200th jubilee earlier this month, Levington's beautiful sampler was on hand, and it is now on display with other items related to Levington's era at the Episcopal Diocesan Center of Maryland until July 10. African American artifacts from antebellum Baltimore are extremely rare, and bringing the sampler to Baltimore was a multi-year effort led by Lawrence Jackson, Johns Hopkins University's Bloomberg Distinguished Professor of English and History.

"It could be the earliest or the oldest artifact that we know about, and it's in great condition," Jackson says. "It is important to us as a part of the total efforts at reclamation and reparations, which begin with recovering the history of local communities."

Jackson, a native Baltimorean, grew up going to St. James. The efforts to have the historic tapestry on hand during the jubilee festivities was undertaken through Inheritance Baltimore, a three-year-old Hopkins program charged with "using the humanities to transform the relationship between Johns Hopkins University and Black Baltimore." Inheritance Baltimore works to research and chronicle the history of Baltimore's Black community and the racism it has endured, preserve the city's Black archives, and empower local experts in Black history. Program Curatorial Fellow Raynetta Wiggins-Jackson and Community Archives Fellow Jess Douglas assisted Jackson, one of Inheritance Baltimore's founding scholars, in this latest project.

The existence of the historic sampler was known amongst the church's parishioners, Jackson says, but where it has been all these years is a mystery. It was generally assumed to have been in the possession of Bosley's decedents. It came up for auction in 1996 when it was acquired by the Colonial Williamsburg Foundation and made part of the permanent collection of the DeWitt Wallace Museum. Two years ago, Jackson began sending inquiries to the museum about bringing the sampler to Baltimore in conjunction with jubilee festivities, efforts that included collecting the signatures of St. James parishioners. The foundation ultimately agreed to loan the piece out for a few weeks, and what's more, paid all costs associated with the process. "I would say probably say there are $10,000 in costs connected to insuring, shipping, housing, and exhibiting the sampler," Jackson says. "Their decision to bear the expenses has helped the small congregation of the church a great deal and is an appreciated gesture of goodwill in the larger scheme of lending artifacts where they are most needed."

Also see

A long thread of Black church history loops back to Baltimore

/ Baltimore Sun

The needlepoint sampler is roughly square in shape (about 21 inches by 22 inches) and employs silk thread on a linen backing. The dominant image is a basket with decorative, peacock-headed handles brimming with flowers. Additional leaves, vines, and flowers fill the work, which also includes the stitched words: "Worked by William Levington Rector of St. James First African P. E. Church in Baltimore and Respectfully presented to James Bosley Esq. July 4 1832." In addition to the church, Jackson says Levington ran a school that taught the sort of needlework displayed in the sampler. There was also a tradition at the time for Black congregations to engage with supportive white counterparts. "I was surprised to learn that there was such an active interracial community at that time, in the 1820s and 1830s," Jackson says.

The small tapestry, temporarily back in the city where it was first sewn nearly two centuries ago, provides a snapshot of an era and a jumping off point for further historical exploration. "My point of entry to the world of slavery and segregation would be through Malcolm X, who insisted on the value of studying history," Jackson says. "I learned through his writing that history is the foundation necessary to foster an independent political community, or, even just survival."

Jackson hopes that the Hopkins community will visit Levington's artifact at the Episcopal Diocesan center, 4 East University Parkway, 9 a.m. to 5 p.m., Monday through Thursday until July 10.

Johns Hopkins' Inheritance Baltimore photographs of Black men, women, and children. These artifacts make up the complex exhibit Revolution in Our Lifetime: The Black Panther Party and Political Organizing in Baltimore, 1968-1973. Free and open through May 26 with plans to be extend it into the summer, the exhibit tells a deeper story about the local Black Panther Party's work, impact, and political organization. The show was curated by students from Johns Hopkins University and Morgan State University, with Krieger School faculty members Stuart Schrader, associate research professor in the Center for Africana Studies, and Victoria Harms, senior lecturer in the Department of History.

"Our team, though all in different ways and at different times, relied on sources not often broadcast in traditional narratives about the Panthers or even Baltimore," says one of the student curators, Emma Petite, A&S '23. "The value of our exhibit is that it gives attendees a chance to encounter new sources, take in their value, and walk away with their minds open to new sources of information."

Image caption: From left: Stuart, Gerardo, Emma (first row), Kristian, Victoria (first row), and Kai

Interlocking research

"Revolution in Our Lifetime" is an exhibit in four parts, each one curated by a single student researcher. That team includes Petite, Hopkins junior Gerardo Fontes, Morgan State graduate student Kai Clemons, and Morgan State junior Kristian Whitehead. Their yearlong research projects received guidance from Harms, Schrader, and Heather Furnas, librarian for History, Africana Studies, and History of Science & Technology at JHU's Sheridan Libraries. Clemons and Whitehead are also fellows at the Krieger School's Inheritance Baltimore project.

Each student curator explored archived materials such as newspapers and personal letters related to aspects of the Baltimore Black Panther Party's work. The exhibit is built around those artifacts, highlighting the chapter's support for local youth, prisoners' rights, international collaboration, and local organization.

The Sheridan Libraries' The Black Panther newspaper collection, acquired in 2022, was a key resource for the students.

"I really felt like a kid in a candy store. There was just so much rich information on youth," says Clemons, who researches the cultivation and sustainability of Black identity among Black youth. Her section of the exhibit focuses on how the chapter worked with children—whom it considered vital comrades in the fight for revolution—and the local political repercussions of that stance.

A different perspective

Petite also expanded her previous research using the Panther newspapers. "What kept sticking out to me was how many letters there were from jails and prisons," she says. It connected with her sophomore-year project on prison conditions during COVID, sourced from the American Prison Writing Archive, which is housed at Johns Hopkins. The articles and letters she selected for this exhibit provide perspectives from Baltimore jails in the 1960s that counter dominant thinking about prison uprisings and incarcerated people's rights.

Fontes' research shows the Baltimore chapter's local connections through its relationship with Johns Hopkins chaplain emeritus Chester Wickwire. Fontes was already working on a project on Wickwire's civil rights work, but was surprised to learn the depth of his partnership with the Panthers. Wickwire invited Black Panthers to speak at the then-YMCA in Levering Hall, protested alongside them, and even negotiated with Baltimore Gas and Electric after the FBI had secretly facilitated an electricity shut-off at the Panthers' headquarters.

"The Panthers were not an isolated group in the city that was perceived as too radical or violent," Fontes says. "They had relationships, connections, and networks with activism across the city."

Whitehead's research further illustrates these networks with exhibit materials about the Black Panthers' interest in Maoist teachings and trips to China to learn from foreign revolutionaries. She also compiled local newsreel clips about Baltimore in 1968 and 1970, the Panthers, and their repression, which visitors can view in the exhibition.

While the students chose and led their own research projects, Schrader says it was rewarding to help them use primary resources to tell a history of Baltimore that has been largely misunderstood or erased. The goal from the outset of the project was to find a way to elevate the voices of Baltimoreans who fought for Black liberation in a crucial period of the city's history.

"Although the history of the Black Panther Party in Baltimore is a difficult one, with many tragic aspects, there is a great deal to celebrate," Schrader says. "The students found ways to move beyond sensationalism and existing condemnations to reveal other aspects of the history."

The students hope this exhibit encourages people to get involved in political organizing in the present. "The most important thing you can do is join a revolutionary organization," says Whitehead. "It would behoove anyone interested in advancing working class, internationalist politics such as the Panthers adhered to, to join collectives no matter where you are."

Revolution in Our Lifetime is free and open at The Peale museum through July 7. The exhibit is supported by Inheritance Baltimore: Humanities and Arts Education for Black Liberation; the Chloe Center for the Critical Study of Racism, Immigration, and Colonialism; and the Center for Africana Studies at Johns Hopkins University. It draws on the holdings of the Johns Hopkins University Sheridan Libraries, University of Baltimore Special Collections and Archives, University of Maryland Baltimore County Special Collections, Goucher College Special Collections & Archives, the Maryland Center for History and Culture, and others. The show was installed by the Peale's Accomplished Arts Apprentices—Baltimore youth who are paid to learn exhibit installation and historic renovation skills.

Editor's note: Inheritance Baltimore empower city residents to preserve generations of undocumented history
Public engagement

Family histories, told through generations and sometimes about long-gone ancestors, form a meaningful connection between an individual and where they come from. That familial and personal approach to history can be leveraged to engage a broader audience—storytelling can connect people across divides and give a fuller picture of the past while also informing the present.

In that vein, a series of oral history workshops arose, providing Baltimore residents with the agency and resources to record and preserve their stories, with a focus on the stories of Black residents. The Doing Oral History series of workshops, held between April 2 and April 23, focused on three key aspects of oral history: project planning, interviewing, and the transcription and mobilization of stories.

The workshops were a collaborative citywide effort, spearheaded by Baltimore Speaks, a network of local oral historians, and the Mellon-funded Inheritance Baltimore initiative, a reparations program that provides humanities education and arts-based public engagement among the Black communities of the city. Composed of three Johns Hopkins units—the Billie Holiday Center for Liberation Arts, Sheridan Libraries Special Collections, and the Program in Racism, Immigration, and Citizenship—and in partnership with citywide organizations, as well as the University of Baltimore, the program aims to provide resources to the community to build an infrastructure to support and preserve its history.

Joseph Plaster, a member of the planning group and director of the Winston Tabb Special Collections Research Center at the Sheridan Libraries, says that the oral history planning group enlists fellow Baltimoreans as partners in research, rather than objects of study. Through these partnerships with the community, Plaster says he is hopeful that Inheritance Baltimore can provide residents with the tools they need to preserve unrecorded stories, and that the group can learn from the workshop participants.

"Baltimore is a majority Black city with a significant African American history, but what has been preserved has often ignored Black voices," Plaster says. "There is this pressing need to document these stories and incorporate them into more comprehensive narratives about the city, and to develop new ways to collaboratively research that history and care for each other's stories."

Traditionally, the written word dominates documented history. Tonika Berkley, Africana archivist at the Sheridan Libraries, says she has worked in archives and repositories where the written word is treated "like law," and yet it has neglected to tell everyone's stories, noting an example of the history of enslaved Africans in Maryland. Such stories were passed down only through oral storytelling, highlighting the importance of documenting oral history.

Image caption: Tonika Berkley, Africana Archivist at the Sheridan Libraries, interviews a workshop participant at the April 9 workshop

Image credit: Will Kirk / Johns Hopkins University

"It's really important that we be able to hold space for [oral history] as it's just as important as the written record," Berkley says. "In some cases, it's even more important because it can be used to challenge what we know or what's been documented."

In providing the workshops, the planning group divided the series into three seminars. The first featured a keynote address by Kelly Elaine Navies, a museum specialist in oral history at the Smithsonian National Museum of African American History and Culture. The workshop facilitators offered resources to help community members determine the focus of an oral history project, gather resources and equipment, and get support from community members. Berkley, one of the workshop facilitators, says the group tried to meet people where they were, using materials they could easily access; for example, if an individual had only a cellphone, the group provided resources to conduct interviews using only a cellphone.

Angela Koukoui, co-director of the cross-institutional Community Archives Program between Hopkins and the University of Baltimore, hosted all three workshops. The second workshop, she says, focused on the art and craft of interviewing and featured Linda Shopes, an independent oral historian with Baltimore Speaks. The workshop facilitators offered best practices for interviewing, including interview skills and determining a narrative arc through an interview. The workshop included a 30-minute exercise where participants interviewed each other, allowing participants to hone their interview style and technique.

The final workshop focused on how to transcribe and mobilize oral history. Plaster was a workshop facilitator, and he says the workshop focused on ways not only to preserve and archive oral histories but also to use them in exhibitions, radio documentaries, walking tours, and social justice campaigns.

Because the workshops built on one another, participants not only learned from the facilitators but also formed a sort of cohort with each other—a result Koukoui said led to an emotional experience for her.

"What we wanted was [for] people to get engaged in this, but that wasn't a guarantee," Koukoui says. "People are engaged. People are enlightened from each other's stories. Having the investment of the community wanting to learn about this has been an overall success."

Image caption: Workshop participants interviewed each other to hone their skills at the April 9 workshop, held at the Reginald F. Adult representatives from the organization attended the workshops in hopes that they could train the young people in the organization to collect oral histories about Black politics in Baltimore and use those stories to inform their own programming and political organizing. The Peale Center, as well, had representatives at the workshops to bolster their new initiative called the Proximity Project, which will include a walking tour of Baltimore focused on civil rights and social justice in the city. And Koukoui's own dance teacher, whom she hadn't seen in 30 years, attended the workshops, reconnecting her with her teacher through a common goal.

There are a multitude of applications for oral history, but at the root of all the possibilities, there is a common goal of connection and information. Plaster, Berkley, and Koukoui all hope to see the efforts to provide oral history resources expand beyond these workshops. The group has plans to continue conducting oral history projects throughout the city, including at the Cherry Hill Festival on July 4, and oral history will remain a focal point of Inheritance Baltimore moving forward.

"We need to save these stories so that we can keep validating and letting people know we are here," Koukoui says. "These are things that we have done.
