Under the Americans with Disabilities Act</h2> <p>In accordance with the requirements of Title II of the federal Americans with Disabilities Act of 1990 (“ADA”), the Legislative Counsel Bureau does not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs, or activities.</p> <h3>Employment</h3> <p>The Legislative Counsel Bureau does not discriminate on the basis of disability in its hiring or employment practices and complies with all regulations promulgated by the U.S. Equal Employment Opportunity Commission under Title I of the ADA.</p> <h3>Effective Communication</h3> <p>The Legislative Counsel Bureau will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in the Legislative Counsel Bureau’s programs, services, and activities.</p> <h3>Modifications to Policies and Procedures</h3> <p>The Legislative Counsel Bureau will make reasonable modifications to policies and programs to ensure that people with disabilities have an equal opportunity to enjoy all of its programs, services, and activities. For example, individuals with service animals are welcomed in the Legislative Counsel Bureau offices, even where pets are generally prohibited.</p> <p>Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a program, service, or activity of the Legislative Counsel Bureau,should contact the ADA coordinator as soon as possible but no later than 48 hours before an event.</p> <p>The ADA does not require the Legislative Counsel Bureau to take any action that would fundamentally alter the nature of its programs or services, or impose an undue financial or administrative burden.</p> <p>Complaints that a program, service, or activity of the Legislative Counsel Bureau is not accessible to persons with disabilities should be directed to the ADA coordinator.</p> <h3>ADA Coordinator</h3> <p>E-mail: <a href="mailto:ADA.Coordinator@legislativecounsel.ca.gov">ADA.Coordinator@legislativecounsel.ca.gov</a><br> Address: Office of Legislative Counsel, 925 L Street, Suite 900, Sacramento, CA 95814<br> Phone: (916) 341-8330</p> <p>The Legislative Counsel Bureau will not place a surcharge on a particular individual with a disability or any group of individuals with disabilities to cover the cost of providing auxiliary aids/services or reasonable modifications of policy.</p> <h2>Legislative Counsel Bureau Grievance Procedure Under the Americans with Disabilities Act</h2> <p>This grievance procedure is established to meet the requirements of Title II of the federal Americans with Disabilities Act of 1990 (“ADA”). It may be used by any member of the public who wishes to file a complaint alleging discrimination on the basis of disability in the provision of services, activities, or programs by the Legislative Counsel Bureau.</p> <h3>Submitting Your Complaint</h3> <p>A complaint should be in writing and contain all facts, documents, and other materials relevant to, and in support of, the alleged violation of discrimination, including name, address, telephone number of complainant and location, date, and description of the problem. Within 15 days after discussing the matter with the complainant, the ADA coordinator will respond to the complainant in writing or, where appropriate, in a format accessible to the complainant. The response will explain the position of the Legislative Counsel Bureau with respect to the complaint and offer options for substantive resolution of the complaint.</p> <h3>Appeal to the Legislative Counsel</h3> <p>If the response does not satisfactorily resolve the issue, the complainant may appeal the decision to the Legislative Counsel.&nbsp; Appeals should be submitted within 15 days after receipt of the ADA coordinator’s response. Within 30 days after receiving the appeal, the Legislative Counsel or his or her designee will review the complaint and the determination of the ADA coordinator and respond in writing or, where appropriate, in a format accessible to the complainant with a final resolution of the complaint.</p> <h3>Document Retention</h3> <p>All written complaints received by the ADA coordinator, appeals to the Legislative Counsel, and responses from the ADA coordinator and the Legislative Counsel will be retained by the Legislative Counsel Bureau for at least three years from the date of the final resolution of the complaint.</p> <h2>Client-Side Settings for JAWS Users</h2> <p>Setting Jaws to read strikeout and italics to review bill amendments.</p> <ul> <li>Directions for Internet Explorer <ol> <li>While in IE with jaws running, Open the Configuration Manager INSERT+F2, C, Enter</li> <li>Open the Voice Aliases Manager: Alt + S (for Set Options), E (for Voice Aliases)</li> <li>Change ItalicVoice to something different (usually a positive voice).
