In the working conditions of workers, there is a gap between the working conditions of contract employees and casual daily labour. The work environment for contract workers is considered safe for their workers. The survey results show that the working conditions for contract employees in several companies in the Special Region of Yogyakarta are generally well-financed and sufficient to support the production activities of their employees. However, even those assessing that the Special Region&#39;s working conditions are not good cannot be ignored. This assessment is supported by the number of work accident cases in the Special Region of Yogyakarta; during 2018, it was pretty high. Based on data from 2018, the number of work accidents was recorded at 998 cases. Unlike the case with contract employees, their working conditions are considered not a good working condition for temporary daily workers. The negative response to the survey results indicates gaps in the working conditions given to casual daily labour. At the point of work relations, the findings suggest that there is still a weak set of work relations in the work environment, both in companies with large, medium and small categories. Conflicts that occur due to the lack of working ties are resolved by various mechanisms for resolving work relations disputes, including bipartite, mediation and industrial relations courts. This is motivated by the fact that workers and employers need to synergize in the process of producing goods and services for the community. In fulfilling the purpose and object of their role and activities and the quid pro quo relationship, the stakeholders pursue different interests. Employers try to earn a maximum profit by spending the least cost possible. In contrast, workers earn the maximum results with the least minimal effort. By using the socio-legal approach, the results showed that the circumstances that exist in these two different interests are prone to conflict and prone to irregularities in legislation. The government as a regulator is obliged to provide legal protection. Legal protection from the government is manifested in the role of labor inspectors, in which they have the right to conduct inspections in a preventive and repressive manner. If there is a violation, the inspectors shall issue the inspection memo. The rule of law should provide a legal certainty and should not contain vague norms. Law 13/2003 on employment has not maximally provided legal protection for workers. Some articles governing industrial relations contain a vague norm. There are multiple interpretations of the values of Pancasila and the 1945 Constitution as the basis for the application of the concept of industrial relations. TAP MPR No. II / MPR / 1978 concerning Guidance on the Practice and the Application of Pancasila (P4), has been revoked by MPR Decree No. XVIII / MPR / 1998 jo. TAP MPR No. I / MPR / 2003. This study aims to provide an alternative solution for the development of the concept of industrial relations in the perspective of Islam, as an alternative solution of non litigation legal aid in Legal Pluralism in Indonesia.This is a normative juridical research uses statute and conceptual approach. The result of this study shows that there are principles of Islamic law that can be implemented in regulating the industrial relations that close to the sense of justice which covers the principles of justice, helpfulness and mutual benefit, clarity of the contract (agreement) and the transparency of wages, mutual responsibility, and contentment to each other.
