width="2016" height="1008" title="image1" alt="" /></div><div class="entry-content"><p>Am 25.04.2024 besuchte GegenStrömung die Aktionärsversammlung der Rückversicherungsgesellschaft Munich Re in München.</p> <p>Angesichts der Verwicklung des Konzerns in katastrophale Staudammprojekte, sowohl Wasserkraftanlagen als auch Tailings Dämme im Bergbau, befragten wir den Vorstand zur aktuellen Bewertung von Staudämmen und zum Umgang mit den Betroffenen dieser bereits umgesetzten Projekte. Die Antworten fielen größtenteils schwammig aus. Die Frage nach Entschädigungen für die Betroffenen wurde allerdings klar beantwortet: Zahlungen gibt es nur für Kunden in Versicherungsfällen. Um Entschädigungen für Menschen, die aufgrund von durch die Munich Re versicherten Projekten ihre Angehörigen oder ihre Lebensgrundlage verlorgen haben, kümmert der Konzern sich nicht. Aus Sicht von GegenStrömung ist dies im Lichte der UN-Leitprinzipien für Wirtschaft und Menschenrechte und die darin festgehaltenen Prinzipien zur Wiedergutmachung bei erlittenen Schäden nicht akzeptabel.</p> <p>Unsere Rede im Wortlaut:</p> <blockquote><p>Sehr geehrte Damen und Herren,</p> <p>mein Name ist Lisa Kadel. Ich spreche für die Initiative GegenStrömung, die sich für menschenrechtskonformes Handeln deutscher Akteure im Ausland einsetzt.</p> <p>Zuerst einmal danke ich dem Dachverband der kritischen Aktionärinnen und Aktionäre, dass ich hier sprechen kann.</p> <p>Gemeinsam mit dem Dachverband und mit Betroffenen haben wir in der Vergangenheit bereits hier über Menschenrechtsverletzungen und ökologische Schäden im Zusammenhang mit von Ihnen rückversicherten Staudammprojekten gesprochen, insbesondere die Wasserkraftwerke Hidroituango und Belo Monte und die Tailings Dämme Brumadinho und Mariana.</p> <p>Ich bin heute hier, um daran anzuknüpfen und zu hören, was sich seitdem in Ihrem Unternehmen getan hat. Der fortschreitende Klimawandel sorgt im Bereich Wasserkraft auch für immer größere Risiken, da die Auswirkungen von Überflutungen sich durch Dammbrüche massiv verschlimmern können. Hier geht es nicht um abstrakte finanzielle Risiken, sondern ganz konkret um Menschenleben. Zudem werden die Anlagen durch Dürren immer unzuverlässiger in der Stromproduktion. Zahlen der Internationalen Energieagentur für 2023 zeigen, dass trotz einem weltweiten Zubau von 20GW Wasserkraftkapazität die produzierte Strommenge zurückging. Zudem sind natürlich auch die altbekannten Probleme, von der Zerstörung des Flussökosystems über Methanausstoß aus den Reservoirs bis hin zu Zwangsumsiedlungen und anderen Menschenrechtsverletzungen weiterhin aktuell. Wir erwarten daher von Ihnen, dass Sie aus den früheren Projekten Konsequenzen gezogen haben und die Risiken von Staudämmen neu bewertet haben. Zudem erwarten wir im Sinne der UN-Leitprinzipien für Wirtschaft und Menschenrechte, dass Sie für Abhilfe und Entschädigung für die Betroffenen des bereits entstandenen Schadens sorgen.</p> <p>Neben Staudämmen beobachten wir mit Sorge die menschenrechtlichen Risiken im Zusammenhang mit entstehenden Wasserstoffprojekten und würden auch hierzu gern mehr über Ihre Praktiken erfahren. Aus Klimaschutzgründen kann nur grüner Wasserstoff überhaupt eine Investitionsoption sein. Aber auch hier bestehen soziale und ökologische Risiken, insbesondere im Bereich Landnutzungsrechte und Wasserknappheit. Diese multiplizieren sich, wenn Projekte möglichst schnell und möglichst kostengünstig umgesetzt werden sollen. Unsere Erwartung an Sie sind ein Höchstmaß an menschenrechtlicher und ökologischer Sorgfalt bei der Auswahl Ihrer Kunden und die Einbeziehung potentiell Betroffener vor der Entscheidung für ein Projekt.</p> <p>Nun zu meinen konkreten Fragen an Sie:</p> <ul> <li>Wie viele Großstaudämme versichern Sie aktuell und wie hoch ist die abgedeckte Versicherungssumme insgesamt? In welchen Regionen befinden sich diese Projekte und wie hoch ist in den jeweiligen Regionen die Zahl der Projekte und die abgedeckte Versicherungssumme (ggf. prozentual zur Gesamtsumme)? Sind darunter auch Projekte, bei denen der produzierte Strom für die Herstellung von Wasserstoff genutzt wird oder in Zukunft genutzt werden soll?</li> <li>Wie viele Projekte zur Herstellung von Wasserstoff versichern Sie insgesamt? Um welche Art der Herstellung handelt es sich dabei? In welchen Regionen befinden sich diese Projekte und wie hoch ist in den jeweiligen Regionen die Zahl der Projekte und die abgedeckte Versicherungssumme (ggf. prozentual zur Gesamtsumme)?</li> <li>Welche Rolle spielen Staudämme und Wasserstoffprojekte in Ihrer menschenrechtlichen und umweltbezogenen Risikoanalyse? Welche Präventions- und Abhilfemaßnahmen führen Sie konkret durch?</li> <li>Definieren Sie Staudämme als Risikosektor in Ihren ESG-Kriterien? Welche Ausschlusskriterien wenden Sie dabei an?</li> <li>Wie genau prüfen Sie das Vorliegen von free, prior and informed consent durch betroffene indigene Gruppen?</li> <li>In welcher Höhe mussten Sie im letzten Jahr für Schäden im Zusammenhang mit Staudämmen aufkommen? Um welche Schäden handelte es sich hier?</li> <li>Wie bereits erwähnt, können Staudämme klimawandelbedingte Überflutungsereignisse verschlimmern und durch Starkregen und Überflutungen geschädigt werden und sind durch klimawandelbedingte Dürren unzuverlässig in der Stromproduktion. Wie berücksichtigen Sie dies bei der ökosozialen und finanziellen Bewertung von Projekten und bei der Auswahl Ihrer Kunden?</li> <li>Zu Beginn meiner Rede rief ich bereits in Erinnerung, dass wir Sie gemeinsam mit dem Dachverband Kritische Aktionär*innen und Betroffenen in der Vergangenheit wiederholt auf Menschenrechtsverletzungen im Zusammenhang mit von Ihnen versichterten Wasserkraft- und Tailingsdämmen aufmerksam gemacht haben, insbesondere Hidroituango, Belo Monte, Brumadinho und Mariana. Seit 2008 setzt GegenStrömung sich dafür ein, Betroffene insbesondere im Globalen Süden zu unterstützen und politische Rahmenbedingungen so zu verändern, dass diese Auswirkungen adressiert und schädliche Projekte nicht umgesetzt werden.</p> <p>Unser Ansatz führt dabei über deutsche Akteure in globalen wirtschaftlichen und politischen Strukturen. Ob deutsche Unternehmen, die Staudämme im Ausland bauen oder finanzieren, Außenwirtschaftsförderung oder Entwicklungspolitik der Bundesregierung oder politische Rahmensetzungen in der europäischen und internationalen Energiepolitik – Entscheidungen, die in Deutschland getroffen werden, haben weltweite Auswirkungen.
