BARS Audit, whether it be on an aircraft operator (fixed wing or helicopter) or an RPAS operator, is what we call a third-party audit. That is, the entity which undertakes the audit has no inherent interest in the outcome of the audit event and it is not part of a customer-supplier relationship. The BARS Audit is delivered by an independent BARS Audit Company. Strict conflict of interest provisions are applied for matters such as maximum number of visits by the Auditors and by the Audit Company. The Program has strict policies on handling of potential, perceived or actual conflicts of interest in the selection of the Audit Team for a BARS Audit.<br><br> As part of our integrity provisions, all BARS Auditors are subject to accreditation training, recurrent training, specialist training and regular performance reviews. All these aspects, and much more, make the BARS Audit event a trusted part in the aviation assurance system, used by the Operators and the BMOs to keep their personnel safe.<br><br> Each BARS Audit is independently reviewed by the BARS Program Office to ensure it meets Flight Safety Foundation standards. This is to ensure that the customers - the Operator and the BARS Member Organizations (BMOs) - can have confidence in the delivery of the Audit event.<br><br> Every Audit also provides an excellent basis for data collection and analysis. Lots of valuable insights can, and have been, extracted from the de-identified audit data drawn from the BARS Program. You can see this in the Finding Data Analysis reports that we exclusively provide to the BMOs.<br><br> Our office is currently undertaking the second RPAS Audit Program data analysis review. We now have over 800 non-conformities across 60 operators in 6 countries to draw conclusions from. Their operations include VLOS, BVLOS, underground/confined spaces and offshore/maritime environments. With this volume of findings to analyze, we are sure to gain more clarity on the trends in the control deficiencies and barriers to safe operations of RPAS.<br><br> We will be talking on this at the next TAC in Calgary in October. This report covers all known accidents for the mining sector and include both those who are participating in the Program as well as the wider onshore resource sector globally.<br><br> It has been a remarkable journey since the BARS Program commenced operation in late 2010 when there was clearly an increasing number of events tragically peaking in 2012 and 2013 with almost 70 accidents in the two years claiming 103 lives. The diagram above shows the comparative data for two 5-year blocks of 2011-2015 when the BARS Program commenced and more recently 2019 to 2023.<br><br><strong>The difference is significant and notable - why?</strong><br><br> This is when industry sectors and organizations work together with a common goal and a common model of assurance. Our common goal has always been to increase safety. Our common model of assurance has become the Basic Aviation Risk Standard. This single Standard of expectations for safe aviation operations backed up with an independent assurance program and lots of hard work has made contracted aviation so much safer. All contributors to the impressive safety record shown in the diagram can be proud of their achievement.<br><br><strong>Two additional points to consider:</strong> </div> <ul> <li style="text-align: left;"><strong>Data</strong> - It is crucial to base decision making on data. The Flight Safety Foundation thus collects, de-identifies, cleans and analyzes data from incident and accident events as well as from the BARS Audit Program. Results are returned to the BARS Member Organizations (BMOs), so that they can use it in their decision making and prioritization of BARS Program work efforts.</li> <li style="text-align: left;"><strong>Complacency</strong> - An ever re-occurring risk when the data is pointing towards improving safety trends. The BARS Technical Advisory Committee (TAC) meeting is held twice a year to keep the awareness focused on the contracted aviation sector, keep an eye on trends and to facilitate continual learning on the risks that are ever present and those that are emerging.</li> </ul> <div style="text-align: left;"> <br> As Flight Safety Foundation, we are coming up towards our 80th year of operation and independently and impartially advocating on aviation safety. We are working hard with the BMOs through the Technical Advisory Committee on identifying the underlying factors involved with the recent uptick in the number of accident events across the globe.
