The Race at Work survey was conducted between 28 July and 17 September 2015. In this report we explore further the voices of 24,457 ethnic minority and White British employees aged over 16 years old, currently living in England, Wales, Scotland and Northern Ireland. 6,076 people took part in the research via the YouGov panel survey, while some 18,381 respondents participated via the public open survey.3 Building on the 2015 report, we offer a qualitative analysis of responses given to open-ended survey questions designed to explore the following: (1) employee accounts of experiencing and/ or witnessing racist harassment or bullying at work; and (2) How, if at all, employers promote equality, diversity and fairness in the workplace. In doing so, this report provides further insights into the nature, scale and human impact of racist bullying and harassment in the workplace. In addition to this, we draw further attention to some of the specific barriers that prevent the realisation of equality, diversity and fairness at In this chapter, we focus on race discrimination in the United Kingdom, exploring its historical roots, the politics of discrimination as reflected in public debates on ethnic diversity in the United Kingdom and regulatory frameworks that operate in the country. First, we explicate the historical context of immigration which shapes the meaning and practices of race discrimination at work and in life in the United Kingdom. We then describe the contemporary debates and the key actors in the field of race discrimination at work. The legal context is presented with key turning points which have led to the enactment of laws and the emergence of the particular way race equality and ethnic diversity are managed in the United Kingdom. We also demonstrate the intricate contradictions with regard to legal progress and setbacks with introduction of countervailing measures that undermine equality laws. We present a country case study which illustrates the complexities of race discrimination in a specific sector of work, that is, the technology-enabled private hire car services and change of ethnic composition in the hire care services in the United Kingdom. The purpose of this note is to evaluate racism in the context of the workplace and to suggest ways in which employers may wish to manage instances of racism. Analysing 22 in-depth, semi-structured interviews, we provide multi-level findings that relate to individual, organisational and societal phenomena to illuminate the workings of subtle racism. On the individual level, selective incivility appears as articulated through ascriptions of excess and deficit that marginalise racialised professionals; biased actions by white employees who operate as honest liars or strategic coverers; and white defensiveness against selective incivility claims. On the organisational level, organisational whitewashing, management denial and upstream exclusion constitute the key enablers of selective incivility.
