In biblical times, oral tradition was a primary means of communication, and such calls were common in public gatherings or religious assemblies. The psalmist is urging the audience to focus on the testimony about to be shared. This echoes the prophetic calls in the Old Testament, where prophets would often summon the people to hear God's message (e.g., Isaiah 1:2).
all you who fear God
The audience is specifically those who have reverence and respect for God. "Fear of God" in the Bible often denotes a deep respect, awe, and submission to God's will. This phrase indicates that the message is intended for believers who understand and honor God's power and authority. It connects to Proverbs 9:10, which states that the fear of the Lord is the beginning of wisdom, suggesting that those who fear God are wise and discerning.
and I will declare
The psalmist is taking on the role of a witness, ready to testify about God's actions. This declaration is not just a personal account but a public proclamation meant to edify and encourage others. The act of declaring God's works is a common theme in the Psalms, where personal experiences are shared to inspire communal faith and trust in God (e.g., Psalm 40:9-10).
what He has done for me
This personal testimony highlights God's intervention and blessings in the psalmist's life. It underscores the personal relationship between the believer and God, where God's actions are not just historical or communal but also individual and intimate. This mirrors the New Testament emphasis on personal testimony, as seen in the Apostle Paul's accounts of his conversion and ministry (e.g., Acts 22:6-21). The psalmist's experience serves as a type of Christ's work in the believer's life, where Jesus' sacrifice and resurrection bring personal salvation and transformation.
Persons / Places / Events
1. The Psalmist
The author of Psalm 66, traditionally attributed to David, who invites others to hear his testimony of God's work in his life.

2. God
The central figure in the Psalm, whose mighty deeds and faithfulness are being proclaimed.

3. The Fearers of God
The audience addressed by the Psalmist, those who have reverence and awe for God.

4. The Soul
Represents the innermost being of the Psalmist, indicating a personal and profound experience with God.

5. The Assembly
Implied gathering of believers who are invited to hear the testimony, suggesting a communal aspect of worship and witness.
Teaching Points
The Power of Testimony
Sharing personal experiences of God's work in our lives can strengthen the faith of others and glorify God.

Fear of the Lord
A reverent fear of God is foundational for understanding and appreciating His works in our lives.

Community of Believers
The invitation to "come and listen" underscores the importance of fellowship and communal worship in the Christian life.

Personal Reflection
Reflect on what God has done for your soul and be prepared to share it with others as a testimony of His goodness.

Encouragement in Trials
Remembering and declaring God's past faithfulness can provide encouragement and hope during difficult times.
Lists and Questions
Top 10 Lessons from Psalm 66

How do paradoxes in theology (e.g., omnipotence vs. free will) make logical sense?

What is personal evangelism?

What does Hebrews 10:23 mean about God's faithfulness?

What does Proverbs 1:7 mean by 'fools despise wisdom'?
Ellicott's Commentary for English Readers
(16) Come.--Refers back to Psalm 66:9.

Pulpit Commentary
Verses 16-20. - In conclusion, the psalmist calls on all pious Israelites to "hearken," while he explains to them how it is that his prayers and vows have been so effectual. It has been because his prayers and vows proceeded from a sincere and honest heart, one which was free from "iniquity" (ver. 18). As Hengstenberg points out, this portion of the psalm is didactic, and inculcates the lesson "that there is no way of salvation except that of well doing." God, by answering the psalmist's prayer, and giving the deliverance for which he had entreated, had set his testimony to the fact of the psalmist's integrity (vers. 19, 20). Verse 16. - Come and hear, all ye that fear God. The address is scarcely to all that have any sense of religion anywhere, as Professor Cheyne suggests, but rather to the religious section of his own nation - the "righteous" or "godly" of other psalms. They are invited to draw near, and be received into the psalmist's confidence. And I will declare what he hath done for my soul. What God had done for the psalmist was to give him confidence and assurance. He knew that his prayers would be ineffectual unless his heart was pure. God heard him, and then he became sure that he was free from the "great transgression" (Cheyne).

Parallel Commentaries ...

Hebrew
Come
לְכֽוּ־ (lə·ḵū-)
Verb - Qal - Imperative - masculine plural
Strong's 1980: To go, come, walk

and listen,
שִׁמְע֣וּ (šim·‘ū)
Verb - Qal - Imperative - masculine plural
Strong's 8085: To hear intelligently

all you
כָּל־ (kāl-)
Noun - masculine singular construct
Strong's 3605: The whole, all, any, every

who fear
יִרְאֵ֣י (yir·’ê)
Adjective - masculine plural construct
Strong's 3373: Fearing, reverent

God,
אֱלֹהִ֑ים (’ĕ·lō·hîm)
Noun - masculine plural
Strong's 430: gods -- the supreme God, magistrates, a superlative

and I will declare
וַ֭אֲסַפְּרָה (wa·’ă·sap·pə·rāh)
Conjunctive waw |
