No functions will be held on Christmas Eve, nor decorations or ceremonies. A community enduring suffering and losses is preparing to experience the message of hope brought by Jesus to earth because, for Iraqi Christians, Christmas is always a time of joy as well as martyrdom. Mgr Louis Sako, Chaldean archbishop of Kirkuk, bears witness.

Baghdad (AsiaNews) – Midnight Christmas Mass has been cancelled in Baghdad, Mosul and Kirkuk as a consequence of the never-ending assassinations of Christians and the attack against Our Lady of Perpetual Help Cathedral on 31 October, which killed 57 people. For security reasons, churches will not be decorated. Masses will be sombre and held during the day.

A sense of sadness and mourning prevails among Christians. There is much concern for the future of young people. For the past two months, they have been unable to go to university. The same is true for many families that fled north who now must plan a future without any concrete bases.

No one expects anything from the government as far as protecting Christians. Political leaders are too caught up in setting up a new administration.

Security is slightly better in Kirkuk than in the capital, but here too abductions and threats occur. For this reason, we have decided for the first time since the war began not to celebrate Midnight Mass. We shall simply not have any feast, period. Santa Claus will not be coming for the children; there will be no official ceremony with the authorities proffering their best wishes.

For the past six weeks, we have not celebrated Mass because of a lack of security, except late in the morning and Saturday afternoons. For now, we have also stopped teaching the catechism.

We do not have the right to put people’s lives in danger. All our parish churches have security guards, but when worshippers step outside the church and into the street, they become an easy target.

Yet, despite everything, we shall pray for peace this Christmas and help the poor families of Kirkuk and Sulaymaniyah. So far, 106 families have arrived from Baghdad and Mosul.

In my homily, I am going to focus on such problems, on the clashes and on people’s fears but also on the fact that Christmas brings a message of hope. Of course, heaven and earth are two different realities. The Massacre of the Innocents followed Christmas. Thus, for us in Iraq, Christmas is a time of hope and joy as well as pain and martyrdom.

Peace is a goal that people of good will should make happen. If we Christians want to be Christian and welcome Christmas and its message, we must be peacemakers, and build harmony among our Iraqi brothers and sisters.

Source: <a around Erbil and southern Sulaimani, and by the end of this month in other areas of Kurdistan, 85 percent of farms will remain uncultivated this year.

<a week in different towns and cities praying for rain, a religious ritual practiced by Muslims worldwide asking God to send His merciful rain.

Khaled Suleiman, a 44-year-old farmer, has had his seeds and pesticides ready for nearly two months but he has not been able to cultivate his land because of lack of rain. He fears his land will stay uncultivated this year.

Suleiman lives in Qaraj district close to Erbil, the capital of the federal region of Kurdistan. Suleiman’s livelihood depends on his approximately 66 hectares of land. He said that, out of 401 hectares of agricultural land in his village, only 13 hectares of it had been cultivated this year.

“We fear we will have a dry year and cannot raise our cattle too. If there is no rain by mid-December then there will be no cultivation here,” he said.

There are around 1.5 million hectares of agricultural land in Kurdistan, 88 percent of which depends on rain for cultivation. The Qeraj, Kandinawe and Shemamak plains near Erbil are the areas most under the threat of drought this year.

Saeed Mustafa, director of agriculture in Makhmour, said only 668 hectares of the area’s 66,890 hectares of agricultural land had been cultivated this year.

According to figures obtained by Rudaw from the Kurdistan Meteorology and Seismology Directorate (KMSD), the highest rate of rainfall in Erbil province this year has been in Choman district, near the border with Iran, which has so far seen 12.3 millimeters.

In Sulaimani province, the highest rate of rainfall has been in the Tawela area, also close to the Iranian border, which has reached at 8.7 millimeters. In Duhok province the highest rate has been 8.1 millimeters in the Graseen area.

At the same time last year, Choman had seen 176.8 millimeters of rainfall, Biyare 252.4 millimeters and Graseen 88.8 millimeters.

KMSD’s head, Hassan Wehab, said his office did not possess advanced enough technology to forecast several months ahead.

“We have 27 weather registration centers and we can only forecast the weather for the next 48 hours,” Wehab said.

But he said the delay in rainfall is not necessarily a sign of drought since the rainy season is not over yet. KMSD officials say the rain shortage is mostly due to global warming which has affected other areas of the Middle East, such as Lebanon, Jordan, and Palestine/Israel.

The looming threat of drought has made some farmers in Kurdistan criticize Kurdistan’s Ministry of Agriculture for failing to implement irrigation projects to reduce their dependence on rainfall.

Anwar Omar, director of planning at the Ministry of Agriculture, blamed the low number of irrigation projects on the small budget allocated for this.

“In Kurdistan’s five-year strategic agricultural plan, around 70 percent of the budget was earmarked for building dams and irrigation projects, but unfortunately over the past two years only 25 percent of the budget has been injected into the projects,” Omar said. “Because of the budget shortage we have only been able to irrigate 15 percent of agricultural land.”

Officials at the Ministry of Agriculture say that, out of 25 proposed dams, only 14 have been approved by the government, and these 14 are only at the stage of signing contracts and surveying.

Two dams, one in Koya, south of Erbil, and the other in Garmyan, south of Sulaimani, are currently under construction and are expected to be completed by the end of this year, but they are unlikely to be functioning until after this year.

Source: IRIN) – The UN Refugee Agency (UNHCR) has expressed concern about the growing number of deportations of Iraqi asylum-seekers from Western Europe in the last two months.
Special charter flights to take failed asylum-seekers home have increased in frequency, and Iraqis are being returned to parts of the country which are still unsafe, in contravention of UNHCR guidelines for the handling of Iraqi asylum applications, it says.

The deportations are handled by Frontex, a Warsaw-based agency set up to coordinate operations between European Union (EU) member states in the field of border security, and their planes can carry returnees from several different countries. The most recent (on 22 September) had failed asylum applicants from Sweden, Norway, the Netherlands and the UK.

One of the UNHCR’s complaints is that the information provided by those countries is usually sketchy, varies from country to country and is given only very late in the process. In the case of last week’s flight, Sweden told the UNHCR the names and dates of birth of those being sent home, but not their destinations. The UK provided details of where its rejected claimants were going but not their identities.

No country told the UNHCR how many of the passengers being put on board the plane were going home voluntarily, and how many were being deported against their will, but reports from Baghdad say police had to be called to escort some of them off the plane.

A spokesperson for the UNHCR, Sybella Wilkes, called for states sending home asylum-seekers to be more transparent. “We are aware when a flight is leaving,” she told IRIN, “but we don’t know until the last minute who is on board or which countries they are coming from.”

The organization does not oppose people being sent back to Iraq in every case. “It’s possible that some people on the plane were going back voluntarily,” Wilkes said. “It’s possible that some were going to areas where we don’t have issues about security. But we don’t know. Having full information would be in everybody’s best interests.”

What they do know is that among the passengers leaving Sweden were two women and four children. The British government said all those it was sending last week were single adult males, but their destinations included Baghdad, Ninawa, Kirkuk and Salah ad-Din – all areas the UNHCR considers unsafe.

Five governorates unsafe

“We are very clear in our guidelines,” said Sybella Wilkes. “Baghdad, Diyala, Kirkuk, Ninawa and Salah ad-Din are still not safe, in view of serious human rights violations and continuing security incidents in those areas. We specifically ask governments not to return people to those five governorates, and we are disappointed they are ignoring our guidelines.”

The general secretary of the International Federation of Iraqi Refugees, Dashty Jamal, blamed the rise in forced removals on the electoral success of right wing parties in a number of European countries. He told IRIN: “Most of the EU countries’ right-wing parties have united together to change their immigration policy, and deport back all Iraqis who apply for asylum in their country.”

He said that as well as the charter flights run by Frontex, individual refugees are being sent back almost every night on scheduled flights to Jordan. “I believe that no part of Iraq is safe, even Kurdistan. It is like the UN saying that Berne in Switzerland is safe but Zurich is not safe. This is not the time to send people back. They are playing with the lives of innocent people.”

Contacted by IRIN, the UK’s border agency denied there had been any overall policy recently to deport more Iraqi asylum-seekers. Detailed figures of deportations over the past two months are not yet available, but a spokesperson insisted that every case is looked at individually and considered on its merits. “We only ever return those whom the Border Agency and the courts are satisfied are not in need of our protection, and who have failed to comply with a request to leave.”

Are the Agency and the courts ignoring the UNHCR guidelines on safe and unsafe areas? “A whole range of factors are taken into account,” the spokesperson told IRIN. “And from the UK’s point of view we have to be satisfied that they don’t need our protection.”

The UNHCR has been lobbying since June against the forced removals to Iraq, but says so far they have not seen any shift in position by Western European governments. Sybella Wilkes says she is disappointed. “I would like them to consider that they have a minority of Iraqi asylum-seekers in their countries. And this is not a very positive example when Iraq’s neighbours have much greater numbers, and have been much more generous and welcoming.”

Dashty Jamal told IRIN on 28 September that a number of Iraqis in the UK had received tickets for a flight back to Iraq on 6 October, and that a demonstration was being planned that day outside the Iraqi embassy in London to protest at the way returnees are treated when they get to Baghdad.
<table style="margin: 5px; "That’s it! It’s simple. I have never had a problem with this procedure in all the time I have done it."

But in a small home on the outskirts of the same village in northern Iraq, Jiana Ali Mohammed sat on the floor, her wide eyes staring into the middle distance. Jiana, now 17, underwent female genital mutilation twice as a seven-year-old; once by a midwife in the morning, and the second time later that day by her grandmother, who thought the job had not been done properly. Her clitoris and labia were sliced away, a procedure far more invasive than the symbolic nip described by Moustafa. Jiana bled for days and lost movement for a while in her lower limbs.

She is developmentally delayed and socially backward. Her mother, Nazeka Shemen, blames her daughter’s woes on the trauma of that day.

All four of her daughters before Jiana also underwent genital mutilation, but she said she would never put a new daughter through the ordeal.

"I have come to accept that it was wrong," said Shemen. "I would not do this to another child and I regret doing what we have done. Everyone has done it in Rania, including me. It is not a practice that has been questioned until recently."

There was a widespread feeling among the Kurdish women watching Moustafa’s demonstration that the midwife was deliberately underestimating the cruelty of her cut, perhaps because of wariness about increasing scrutiny from the outside world.

For 20 years, the village elder has been the woman that parents take their daughters to in Rania village, in Iraq’s north, to undergo female genital mutilation, arguably in greater numbers proportionally than anywhere else in the Middle East. Around 90% of adult women in at least eight villages in the Sulaymaniyah district alone are believed to been subjected to the practice.

Moustafa, 68, learned her cottage craft from another old woman, who, until she died, had been one of the last practitioners of this highly contentious tradition in Iraqi Kurdistan.

Judging by the knowledge bestowed, neither Moustafa nor her predecessors could be deemed to be midwives in the true sense of the word. Clinical care appears to have been universally absent in the practice. So too, until very recently, was antiseptic or even basic surgical dressings. Instead, ash is often rubbed into the wound.

Family ‘honour’

The absence of modern medicine has not deterred many of the families in Rania and a swath of Iraq’s remote Kurdish north from continuing with a tradition that has been disavowed in much of Arab Iraq and by Islamic clerics across the region.

Even now, after more than two decades of public awareness programmes in often impoverished villages, parents are still sending their girls in large numbers, believing it to be the fulfilment of a Qur’an instruction, which will cause the girls no harm and will instead help purify the family home.

Unlike elsewhere in Iraq, the practice of female genital mutilation became entrenched in the Kurdish north as a convention passed on through the ages.

Recent research by Human Rights Watch showed that there are at least four factors driving this: a link to Kurdish identity, a religious imperative, social pressure, and an attempt to control a woman’s sexuality.

The mix of motivations has combined to give the custom a hold that prevails in the face of rulings from leading religious figures, a move by Kurdish law-makers to outlaw it, and the scorn of conservative societies outside the north who look down on the Kurds’ ways.

Recent studies, including an Iraqi human rights ministry survey conducted last year, show that up to 23% of Iraqi Kurdish girls under 13 have undergone female genital mutilation. However, the report also reveals the figure is sharply higher among girls aged 14 to 18 (45%), suggesting an apparent recent shift in attitudes.

Slowly, mothers in Rania and, in some cases, the sheikhs who offer religious authority for the practice, are beginning to reassess their views. A key reason for this is the palpable harm that has been done to girls like Jiana.

There is evidence in Rania that comprehensive slicing of a girl’s genitals has been commonplace.

Four women spoken to by the Guardian say they bled for many days after their procedures, which took place before any of the girls reached sexual maturity.

Two of them say they continue to suffer from infections. All the women said they were told that the procedures had upheld their family honour.

Others in the village say they have had no problem with the tradition. The Otthman family’s six daughters have all been attended to by Moustafa. "She came here with a ball of cotton and a razor," said the girls’ mother, Basra Sayed.

"I believe that this is prescribed by Islamic tradition and should be done to both boys and girls," she said. "The difference in our society has been that for the boys we get a doctor to do it, and for the girls we get a midwife.

"None of my daughters had any complications, but I have heard that there were girls who bled a lot and had to go to hospital. My girls, however, were cut during the morning and were fine by the afternoon."

Sayed insists that her daughters were not subjected to the procedure that removes their labia, or clitoris. "It was just like the old lady said, she was very professional and quick.

"Two of my daughters are now married," she added. "And they both fully enjoy their sexual lives."

Sayed’s words reflect the fact that inroads appear to have been made into at least one taboo – discussion about the impact of the procedure on a woman’s sexual health and enjoyment.

Human Rights Watch last year interviewed 31 victims, many of whom described traumatic experiences that have left lasting consequences. A report prepared by Asuda, the women’s rights group, also last year found sexual enjoyment in many victims was greatly diminished.

Religious debate

The best hope of eradicating female genital mutilation as a convention in the Kurdish north appears to rest with Muslim clerics. On that front, the prognosis appears mixed.

"We have seen some clerics prepared to accept that this is not sanctioned by religion," said the director of Asuda’s Suleimaneya office, Khanim Latif. "But there are others who still say strongly that it is."

Throughout Rania, there is a sense that more people than ever before are looking disapprovingly at the practice and, by extension, their society.

People here seem ready to accept change, but only if it is spelt out wholeheartedly by the clerics they have listened to for generations.

"We want the clerics to say, stop doing this," said Jian’s mother. "We are waiting for this and the time is right to do it."

The ageing midwife up the road also seemed willing to accept change.

"If a sheikh said today to stop this, I would stop it today," she said, dropping the razor blade and cotton wool into her bowl.

Her voice trailing away, she added: "This has never hurt anyone, but if it could … I don’t want to be the one responsible."

<a href="https://web.archive.org/web/20130124035046/http://www.guardian.co.uk/world/2010/jul/05/female-genital-mutilation-kurdish-iraq" class="external"
