Shi’ites, like their allies in Iran, fret that unrest in Syria could oust President Bashar al-Assad and bring to power hardline Sunnis eager to put their weight behind fellow-Sunnis in Iraq who have lost out since Saddam Hussein’s fall. </p> <p>They fear the turmoil next door could spill into Iraq, reignite sectarian violence and intensify a proxy battle between Iran and Saudi Arabia, which sees itself as the bastion of Sunni Islam and has never come to terms with Shi’ite rule in Baghdad. </p> <p>"If Syria falls, Iraq will work with Iran to influence events in Syria," said a senior Iraqi Shi’ite politician, who asked not to be named. </p> <p>"Change in Syria will cause major problems for Iraq. They (Sunnis) will incite the western (Sunni) part of Iraq." </p> <p>Iraqi Shi’ite militias are unlikely to fight for Assad’s survival, but might respond if Sunnis in Iraq’s western Anbar province منفذ الوليد الحدودي العراقي مع سوريا ،اليوم الاثنين، أن 72 أسرة عراقية عادت إلى البلاد قادمة من سوريا خلال 48 ساعة الماضية نتيجة الأوضاع التي تشهدها المدن السورية. <br/>وقال المصدر" إن 72 أسرة عراقية لمجلس النواب</b></p> <p>اعلن رئيس مجلس النواب اسامة النجيفي ان المزاج الشعبي في العراق لايريد بقاء قوات اجنبية في البلاد، مشيرا الى ان القرار الذي يجب ان يتخذ من قادة البلد والسياسيين هو الاصلح والاصوب قانونيا . <br/>واضاف خلال استقباله السفير الياباني في العراق سوسوموها سيغاوا ان الامر معروض الان على الحكومة وهي صاحبة الكلمة الاولى في تقدير حاجة العراق الى وجود قوات اجنبية من عدمه وستكون الكارثة التي اصابته جراء الاعصار والتلوث الاشعاعي الذي حصل، متمنيا ان لايكون ذلك عامل قلق للشعب الياباني .</p> <h5>الحائري يحّرم تمديد بقاء القوات الأمريكية في العراق </h5> <p>حرم المرجع الديني كاظم الحائري المقيم في إيران، الاحد ، تمديد بقاء القوات الأمريكية في العراق بعد انتهاء المدة المقررة في الاتفاقية الأمنية نهاية عام 2011، مؤكد أنه ليس من حق الحكومة العراقية والبرلمان أن يمددوا فترة بقاء والمواصلات أجور النقل من 500 إلى 1000 دينار.وذكرت مصادر خاصة في المحافظة، ان سائقي الباصات شكلوا تجمعات تطالب المواطنين بالتضامن معهم للتظاهر احتجاجا على رفع الاجور. يذكر أن الإضراب أدى إلى حدوث مشاكل في نقل المواطنين وتأخر الموظفين عن الوصول الى عملهم في منطقة المدينة القديمة وبالعكس. واكد سائقو الباصات ان رفع الاجور يؤدي الى قلة ارتياد الباصات من قبل المواطنين، ما يؤدي الى انخفاض الاجور اليومية تنامي العمليات الإرهابية التي كانت تنفذها نساء تابعات لتنظيم القاعدة في المحافظة من خلال عمليات أنتحارية، حيث تم تسجيل أكثر من 32 عملية أنتحارية وقعت بالمحافظة في ذلك الوقت نفذت بواسطة نساء، تمكن من عبور السيطرات الأمنية وتفجير أنفسهن داخل أهداف معينة أسفر عنها عشرات الشهداء. وتابعت المصادر أنه وعلى اثر تلك العمليات تشكل فصيل "بنات العراق" المكون من 250 شرطية ويتسلمن مبلغاً يتراوح بين 250 و330 دولار شهريا، كانت تدفع لهن من قبل القوات الأمريكية، وقام هذا الفصيل بدوره على أكمل وجه، فلم يحصل خرق أمني من قبل أي عنصر نسوي، ولهذا أشادت الحكومة العراقية بدورهن وقالت بصراحة "إن وحدة الشرطة النسائية في ديالى ساهمت بنصيب كبير في إحباط هجمات انتحارية كانت ستنفذها نساء". وتابعت المصادر أنه في مقابل هذه التضحية والجهد والعطاء والإشادة الحكومية بدور أولئك النسوة العراقيات، التي يعملن ضمن مسمى "بنات العراق"، وبعد أن تحول الإشراف على هذا الفصيل من الأمريكان إلى الحكومة العراقية قطعت عنهن الرواتب ولم يستلمن اي مخصصات منذ عام 2010.</p> </p></div> </div> </div> <hr/> <div class="post clearfix" Several Middle Eastern countries such as Iraq and Yemen are unlikely to achieve the education-for-all Millennium Development Goals by 2015 because of insecurity and conflict, according to a new report by the UN Educational, Scientific and Cultural Organization (UNESCO). </p> <p> <a title="20110328_yemen_school_caption by Gorillas Guides, on Flickr" src="https://web.archive.org/web/20130124053333im_/http://farm6.static.flickr.com/5063/5568168739_658b6e1305_o.jpg" width="350" align="left"/></a> <p>The education-for-all goals were endorsed by more than 160 countries in 2000. But according to Kevin Watkins, director of <a href="https://web.archive.org/web/20130124053333/http://www.unesco.org/new/en/education/themes/leading-the-international-agenda/efareport/reports/2011-conflict" class="external" target="_blank">UNESCO’s 2011 Global Monitoring Report</a>, children and education are not just getting caught in the cross-fire, they are increasingly the targets of violent conflict. </p> <p>"The failure of governments to protect human rights is causing children deep harm – and taking away their only chance of an education," he said. </p> <p>The UNESCO report, entitled The Hidden Crisis: Armed Conflict and Education, says 35 countries were affected by armed conflict between 1999 and 2008, several in the Middle East. “Children and schools are on the front line of these conflicts, with classrooms, teachers and pupils seen as legitimate targets,” it noted. </p> <h3>Egypt </h3> <p>Recent demonstrations and clashes in Egypt led to the ouster of President Hosni Mubarak, but also closed many schools. In mid-February, half-term was extended for two weeks. Schools in only seven of the country’s 29 governorates reopened after the recess, according to sources in Cairo. </p> <p>The Interior Ministry deployed police outside schools to beef up security and encourage a return to school, but thousands of parents still preferred to keep their children at home. </p> <p>“A deteriorating security situation hinders the opening of the schools and this affects the whole educational process,” Fathi al-Sharqawi, a professor of educational psychology at Cairo’s Ain Shams University, told IRIN. “Teachers will have to skip some parts of the curricula after the students go back to their classrooms, which will also affect these students’ learning badly.” </p> <p>Hundreds of parents have complained that their children are attacked by thugs on their way to school, according to human rights groups. The Egyptian Centre for Human Rights, for example, said some parents complain that criminals use weapons to grab money from children. </p> <p>Manal Abdul Aziz, an Egyptian journalist who opted for home-based tuition for her two children, told IRIN in Cairo: “There is total obscurity about the future of this academic year.” The cost of hiring five teachers for her two children (aged 12 and 15) is the equivalent of US$169 a month – a significant sum for most families. </p> <h3>Iraq</h3> <p><strong></strong>Decades of war in Iraq, UN sanctions, poor security and the economic situation have adversely affected education and increased illiteracy levels. According to data produced by the government and UNESCO in September, at least five million of Iraq’s almost 30 million people are illiterate. Of these, 14 percent are school-age children who left school to feed their families, are displaced or have no access to suitable schooling. </p> <p>Ahmed Khalid Jaafar, 14, told IRIN in Baghdad that he left school after his father died in an explosion three years ago, and sought work on the streets to feed his mother and two younger daughters. </p> <p>"I sell gum and my mother works is a seamstress," said Jaafar. "We make 200,000-300,000 dinars (US$160-250) a month. We spend that money on the most important things, mainly food. School is not important now." Jaafar and his family squat in an abandoned government building. </p> <p>The September data show that adult illiteracy in Iraq is now one of the highest in the Arab region. In rural areas, almost 30 percent of the population are unable to read or write. Significant gender disparities exist, with 40 percent of the illiterate being women. </p> <h3>Other countries </h3> <p>Bahrain is on track to achieve the goal of halving illiteracy levels by 2015, but countries like Iraq, Mauritania and Sudan are off track. "The recent experiences of Algeria, Egypt, Kuwait and Yemen show that literacy policy can be effective: all four countries have increased their adult literacy rates by at least 20 percentage points in the past 15-20 years," the UNESCO report said. </p> <p>In Yemen, a reallocation of 10 percent of the military budget to education would put an additional 840,000 children in school. In the north, 220 schools were destroyed, damaged or looted during fighting in 2009 and 2010 between government and rebel forces, according to the report. "In Yemen, many internally displaced children complement family income by begging, smuggling or collecting refuse, and there are concerns that child labour is increasing." </p> <p>In Syria, attendance rates in pre-school programmes varied from less than 4 percent for children in the poorest households, to just above 18 percent for wealthy households. </p> <h3>In harm’s way </h3> <p>According to the report, armed conflict places children directly in harm’s way. Some get killed while others are exploited as soldiers or forced to flee their homes and become refugees. </p> <p>“Children subject to the trauma, insecurity and displacement that come with armed conflict are unlikely to achieve their potential for learning,” it said. All too often, armed groups see the destruction of schools and the targeting of schoolchildren and teachers as a legitimate military strategy. </p> <p>In conflict situations, children fear to go to school, teachers to give classes and parents to send their children to school. According to UNESCO, in such situations, children suffer psychological trauma, as well as loss of parents, siblings and friends. DW asked a leading media expert whether the Domino effect has reached this country struggling to recover from war.</p> <p><em>Hadi Jalu is head of the Iraqi Journalistic Freedoms Observatory </em></p> <p>Interview: Karlos Zurutuza, Baghdad <br/>Editor: Rob Mudge </p> </p></div> </p></div> </p></div> </p></div> <p><b>Deutsche Welle: Is the recent wave of demonstrations in Iraq the result of a Domino effect from neighboring Arab countries?</b></p> <p><b>Hadi Jalu:</b> Absolutely. Just think that we share the same culture and language as well as the same problems: corruption, unemployment, mismanagement, poor infrastructure, attacks on freedom of expression…The recent events in Tunisia, Egypt and elsewhere have given the Iraqis hope and strength to raise the same issues in the streets.</p> <p><b>Has there been any reaction from the government so far?</b></p> <p>They have already started talking about increasing the salaries as well as a monthly financial compensation due to shortages on the Iraqies’ ration cards. We’ve also witnessed some gestures like the one by Al-Maliki (Prime Minister of Iraq) last week when he decided to reduce his salary by half.</p> <p><b>You were also among the organizers of a recent protest, weren’t you?</b></p> <p>The initiative came from several fellow journalists. We organised a peaceful march through Facebook and Twitter. We also broadcast our message through different radio channels and newspapers. It was a peaceful march in support of the Egyptian people in their uprising against Mubarak. If the Egyptians manage to oust Mubarak from power, the revolution will inevitably spread to every Arab country.</p> <p><b>Are you including Iraq in that list?</b></p> <p>Although there are the parallels I mentioned before, there is also a very big gap between us. In Tunisia, Egypt, Jordan and Yemen we are dealing with leaders who have been in power for decades but our representatives have been elected by the Iraqi people. For the moment, people in Iraq are not asking for a change of government, they are protesting for the improvement of dire living conditions most of them have to cope with. </p> <p>Another big difference is that both Tunisians and Egyptians have come together in the street, something hardly achievable for us. Our internal fractures – religious, ethnic, political are too many and too intricate. In the case of Iraq, I think the credit of our politicians will pay the highest price. </p> <p><b>Various sectors have denounced a recent increase in media harassment by the government. Is that true?</b></p> <p>The government is fully aware of the significant role of journalists and social networks behind the recent uprisings so they will try to extend their control over them. A few days ago, the CMC (Iraqi Commission for Media and Communication) decided to implement annual rates for a big number of radio and television channels. We are talking about astronomical amounts that most Iraqi media can not pay. We’re talking about independent organizations with little funding. </p> <p>I fear that most of the Iraqi media may disappear in the coming months. The underlying problem here is that our democracy is still taking its first steps so neither the government nor most of the population are still conscious of the role of free press in this process toward the normalization of the country.</p> <p><b>What are the main difficulties faced by journalists in Iraq today?</b></p> <p>Between 2003 and 2008 the greatest threat to journalists was to be assassinated by al-Qaeda in Iraq or any other militia, or by some mistake by the American troops. The security situation has improved since 2008 so our main obstacle today is the Iraqi judicial system itself. Individual media sources such as television, radio, newspapers are being prosecuted in court almost every time they touch cases of corruption. </p> <p>I remember that Al Alam ("The World") newspaper denounced last October a massive corruption scandal surrounding the Basra sports city. The day after its publication, the journal was denounced by the Ministry of Youth and Sport. They wanted it to pay a 1 billion Iraqi dinars fee ($850,000). Terrorism is more or less controllable but corruption affects us today at a much greater level, it is getting almost impossible to tackle.</p> <p><b>Can the seemingly increasing instability in the streets of Iraq alter the US agenda to pull out its last troops by the end of this year?</b></p> <p>Until now we have had to heads of government in Iraq – one in Baghdad and the other one in Washington. This is one of the main sources of instability in the country. However, I’m confident and I think that they will fulfill their promise to withdraw at the end of the year to let the Iraqis show the world that we rule ourselves. </p> <p>Paradoxically enough, it’s very much the instability of other neighboring countries that may significantly alter the agenda of other armed actors in our country. If instability in Egypt, Jordan or Yemen leads to a power vacuum, we may well witness a flow of jihadists from Iraq to those countries.</p> <p><a December 2010 (<a href="https://web.archive.org/web/20130124053333/http://www.irinnews.org/report.aspx?ReportID=91464" class="external" target="_blank">IRIN</a>) – Hundreds of thousands of Iraqis fled the country after sectarian violence broke out following the 2003 war which toppled Saddam Hussein. However, the precise number of refugees is hard to ascertain and fluctuates in line with changing perceptions and the security situation in Iraq. </p> <p>"It would be nice to have the full picture, but the special circumstances of the Iraqi refugee population means we don’t… although we have a good idea of the refugees registered with us," said Andrew Harper, head of the UN Refugee Agency’s (UNHCR) Iraq Support Unit in Geneva. </p> <p>Host governments (largely in the Middle East) at one time estimated that more than 2.5 million Iraqis had fled to their countries. But that statistic is now too high, say independent experts not affiliated with UNHCR. Distinguishing between refugees and other migrants, and deducting the number of those who have returned to Iraq for good can be difficult. </p> <p>UNHCR has registered just over 400,000 Iraqis since 2003 but currently they have 200,000 on their books. More refugees register every day – some 2,000 per month in Syria. However, the agency says those figures are not definitive. </p> <p>"Many refugees choose not to register with us, either because there is a stigma attached in asking for assistance or they see no reason to register unless they need our services," said Harper. </p> <p>Currently, host governments claim some 1.5 million Iraqis remain on their territories, while Refugees International, a US-based NGO, said it believed only 500,000 Iraqis remained outside the country. </p> <h3>Reasons for discrepancies </h3> <p>The Iraqi refugees are hard to track because they reside almost exclusively in an urban rather than a camp setting, predominantly in Syria and Jordan. In July last year, a <a href="https://web.archive.org/web/20130124053333/http://www.unhcr.org/4a69ad639.pdf#zoom=66" class="external" target="_blank">UNHCR report detailed the challenges</a>. </p> <p>Population mobility is another factor, according to Harper. Many families are split or commute between Syria and Iraq to see relatives, work, or are checking the situation on the ground. </p> <p>In such a situation, they are harder to count, or may have their files deactivated by UNHCR if they are absent for long periods. UNHCR says mobility is positive as it allows refugees to stay in touch with their country and prepare for an eventual return. </p> <h3>Bald statistics can be misleading </h3> <p>Bald statistics, without a breakdown, can be misleading due to the high rates of movement. Over the past few months, a fairly consistent number of refugees have been registered in Syria – currently some 139,586 – but this figure masks the fact that each month some refugees leave and others register. Some 32,200 files were deactivated in the first 10 months of 2010, 5,408 people were resettled elsewhere, 176 returned to Iraq under the UNHCR voluntary repatriation scheme, and some 18,719 registered in the same time period, UNHCR says. </p> <p>Statistical methods are also variable. "Many Iraqi refugees fled before the war," said Elizabeth Ferris, a senior fellow and Iraq expert at the Brookings Institution. "There is no agreement as to which time period to count people in." </p> <h3>Challenges </h3> <p>Uncertainty over figures has posed challenges for aid agencies, but UNHCR says it bases its planning for staff and budget on the number of refugees it has registered. </p> <p>Predicting trends can also be difficult, say experts. UNHCR has resettled more than 50,000 refugees, mostly in the USA, and assisted more than 2,000 to return to Iraq. But an unknown number is likely to have returned independently. </p> <p>Within Iraq, the International Organization for Migration (IOM) registers returned refugees and internally displaced persons (IDPs). It says some 130,000 refugees have returned since 2007. </p> <p>"Agencies have got used to working with imprecise figures," said Ferris, "but it is not good practice to develop programmes on this basis." </p> <p>UNHCR contests this argument. "We have precise information regarding the registered refugees and base our programmes on their needs. This information is regularly updated," said Wafa Amr, UNHCR’s regional spokesperson. </p> <p>Agencies have come up with novel techniques to meet the challenges. UNHCR has more than 150 outreach workers in Syria alone who visit neighbourhoods to identify refugees. Publications are used to raise awareness of the plight of the refugees. To maintain the dignity of refugees and overcome challenges posed by refugees living in an urban setting, UNHCR has made cash payments available via an ATM. UNHCR uses SMS text messages to alert refugees, and the UN World Food Programme (WFP) recently rolled out an <a href="https://web.archive.org/web/20130124053333/http://www.irinnews.org/Report.aspx?ReportID=90560" class="external" target="_blank">SMS food voucher scheme</a>. </p> <h3>IDPs </h3> <p>Despite the uncertainty, no new assessment of the Iraqi refugees is due. "There is a fear the numbers would come in lower and this would have an impact on governments such as Syria and Jordan as it may affect the amount of financing channelled to them," said Ferris. </p> <p>More is known about IDPs, as the Iraqi authorities are better able to track them. UNHCR, Refugees International and Brookings agree on a figure of 1.5 million, 500,000 of whom live in slums. Of the returnees registered with the IOM, 86 percent are IDPs but overall numbers of returnees are said to be low. </p> <p>"Our main concern is that a very substantial number of Iraqis needing align="right"> <p>Their cathedrals stand silent and their neighbourhoods are rapidly emptying. Now <a href="https://web.archive.org/web/20130124053333/http://www.guardian.co.uk/world/iraq" class="external" target="_blank">Iraq</a>’s Christians face two further unthinkable realities: that Christmas this year is all but cancelled, and that few among them will stay around to celebrate future holy days.</p> <p>It has been the worst of years for the country’s Christians, with thousands fleeing in the past month and more leaving the country during 2010 than at any time since the invasion nearly eight years ago. Christian leaders say there have been few more defining years in their 2,000-year history in central Arabia.</p> <p> <a title="20102412_captioned_memorial_murdered_christians by Gorillas Guides, on Flickr" href="https://web.archive.org/web/20130124053333/http://www.flickr.com/photos/gorillasguides/5287899085/" class="external" target="_blank"><img style="display: block; float: none; margin: 0px auto 5px" height="276" alt="20102412_captioned_memorial_murdered_christians" src="https://web.archive.org/web/20130124053333im_/http://farm6.static.flickr.com/5245/5287899085_689e1097d8_o.jpg" width="460"/></a> <p>The latest exodus follows a massacre led by al-Qaida at a Chaldean Catholic church in central Baghdad on 31 October, which left about 60 people dead, almost 100 maimed and an already apprehensive community terrified. Since then, the terrorist group has targeted Christians in their homes, including family members of those who survived the attack.</p> <p>In Baghdad, as well as the northern cities of Mosul and Kirkuk, Christmas services have been cancelled for fear of further violence. Church leaders said they would not put up Christmas decorations or celebrate midnight mass. They told families not to decorate their homes, for fear of attack after al-Qaida reiterated its threat to target Christians earlier this week.</p> <p>"Now more than 80% of Christians are not going to the churches," said the head of Iraq’s Christian Endowment group, Abdullah al-Noufali. "There is no more sunday school, no school for teaching Christianity. Yesterday we had a discussion about what we would do for Christmas. We took a decision just to do one mass. In years before we had many masses."</p> <p>Noufali’s church was closed and barricaded in 2005 when violence was consuming Baghdad. Many others had stayed open since then. Until now. In the wake of the attack on the Our Lady of Salvation church, at least 10 churches are believed to have been closed. At others, congregations are down to a handful.</p> <p>Iraq’s Christian population has halved since the ousting of Saddam Hussein. But in the past two months, the rate of departure has soared. The United Nations High Commission for Refugees is reporting high numbers of registrations by Christians in Syria, Jordan and Lebanon. And in Iraq’s Kurdish north, the number of refugees is overwhelming.</p> <p>Christians have been arriving since the president of the Kurdish regional government, Massoud Barazani, offered them protection and refuge days after the massacre.</p> <p>Kurdish officials say at least 1,000 families have taken up the offer. Noufali believes the number is far higher. He says the Kurds have been warm and welcoming, but fears that moving there does not offer his community a long-term solution.</p> <p>"We have seen in Kurdistan that they have no ability to accept the Kurdish students in the universities," he said. "There are not enough chairs in the university for them. They must have opportunity to learn and work. The problem is not just security."</p> <p>In Lebanon, the plight of Iraq’s Christians is being carefully scrutinised. Father Yusef Muwaness, of the Council of Catholic Churches in the Middle East, said: "We understand the shock [the Iraqis] are enduring. We want them to know that they won’t be left alone.</p> <p>"There are ancient issues at work. These people [al-Qaida] are killing because of a fatwa. There has not been a mufti who has stood up and said this is wrong."</p> <p>Lebanon’s Christians once held a demographic majority. Emigration and a brutal civil war has whittled numbers away. Amin Gemayel, a former Lebanese president and now patriarch of many of the country’s remaining Christians, believes far more could be done by Muslim leaders to ensure that the exodus is not total.</p> <p>"The Christians were very nationalistic," he said. "They are part of the foundations of this area. We can’t understand such extremity then passivity from the leaders. When the region is completely cleansed of other religions (apart from Islam) it will be a surrender to the fundamentalists."</p> <p>In the Chaldean archdiocese in Baabda, above Beirut, Father Hanna has been receiving Iraqi families fleeing their homeland. "I would go back there to give a service in front of one person, if I had to," he said. "But even that may not be possible now. Since 1 November, we have seen 450 families register here. Many more have gone to the UN."</p> <p>Among those who have stayed in Iraq and tried to build a new life in the north, there are mixed feelings. "Three days after the church attack I left my house (in Baghdad) and came to the KRG," said Georges Qudah, 30, a pharmacy assistant. "At the main checkpoint I said we are a Christian family, and they said we are welcome to stay as long as we want. I feel safe and comfortable here, but the problem is how to live. The council here has given us blankets and beds, but housing is very expensive."</p> <p>In Baghdad, there are few signs of the joy of Christmas.</p> <p>"There is no hope here anymore," says Noufali. "No one can believe they [the Christians] will stay. Christmas came with two messages, peace in the world and hope for the people and we need these two things for our life in Iraq. If there are no more Christians here, I am certain Iraq will become a more dangerous country."</p> <h3>Christianity in the Middle East</h3> <p> Freedom of worship for Christians varies greatly across the Middle East. <p>In Lebanon, where about half the population are Christian, believers are allowed to practise their faith without fear of persecution. The Maronite Church is the largest, most politically active and influential denomination, holding 34 of the 64 Christian seats in the Lebanese parliament.</p> <p>In Jordan, Christians are free to profess their faith, build churches, schools, hospitals and universities. They attend mass and there are public celebrations of religious festivals and ceremonies. They experience less discrimination and more freedom than fellow believers in Egypt and Iraq. There is a similar portrait of stability and freedom in Syria, where Christians comprise up to 10% of the population.</p> <p>Evangelising bvy Protestants in Jordan has prompted a crackdown on churches, visas and summer camps. Attempting to convert Muslims is illegal, but there is no law against proselytising to other Christians and some Catholic and Orthodox groups have complained of energetic wooing from Protestants. It is this evangelising that has offended authorities, keen to avoid religious zealotry of any sort.</p> <p>What Saudi Arabia lacks in violent persecution it makes up for in outright intolerance. There is no religious freedom in Saudi Arabia, which counts a million Catholics in its population. The country allows Christians to enter for work purposes but severely restricts the practise of their faith.</p> <p>Christians worship in private homes and there are bans on religious articles including Bibles, crucifixes, statues, carvings and items bearing religious symbols. The religious police bar the practice of any religion other than Islam. Conversion of a Muslim to another religion is considered apostasy and carries a death sentence if the accused does not recant. float: right; margin: 5px 0px" height="180" alt="20101217_guardian_irak_christians_captioned" src="https://web.archive.org/web/20130124053333im_/http://farm6.static.flickr.com/5284/5269735020_b9b9a0571c_o.jpg" width="300" align="right"/></a> <p>From: <a href="https://web.archive.org/web/20130124053333/http://www.guardian.co.uk/profile/martin-chulov" class="external" target="_blank">Martin Chulov</a> in Baghdad </p> </p></div> <p> Thousands of Christians have been forced to flee in seeking refuge from militant attacks after the siege at a Catholic cathedral in October, the United Nations said today. . <p>The UN High Commission For Refugees said at least 1,000 families had fled Baghdad and Mosul since 1 September for the semi-autonomous Kurdish region of northern <a href="https://web.archive.org/web/20130124053333/http://www.guardian.co.uk/world/iraq" class="external" target="_blank">Iraq</a>. A further 133 families had registered with the organisation in Syria, as had 109 individuals in Jordan.</p> <p>Father Hanna, the leading Assyrian Catholic priest in Beirut said that 450 recently arrived families had contacted with his office and plan to ask the UN for help.</p> <p>The mass movement of Iraq’s Christians, the remnants of which make up one of the most ancient communities in the Middle East, was sparked by the brutal siege in a Baghdad Assyrian Catholic cathedral on October 31, which left at least 58 people dead and around 100 injured.</p> <p>Since then, Christian families have been increasingly targeted in their homes, among them survivors of the church massacre. The violence is being driven by al-Qaida and its affiliates and is being seen as an attempt to ignite sectarian chaos after repeated attempts to lure Iraq’s Shias back into battle had failed.</p> <p>"We have heard many accounts of people fleeing their homes after receiving direct threats. Some were able to take only a few belongings with them," the UN report said.</p> <p>There are thought to be around 500,000 Christians remaining in Iraq, down from 1 million when Saddam Hussein was ousted. They enjoyed protection under Saddam and have not been persecuted by the various Shia-led regimes that have ruled Iraq since. However, many Christian leaders fear that Iraq’s leaders can no longer safeguard them from attacks. Many suggest that the last six weeks mark the beginning of the end of an era in Iraq that dates back almost 2,000 years.</p> <p>The UN described the movement as a slow but steady exodus, but Christian leaders disputed this. "I can tell you that the numbers the UN are citing are too low," said Abdullah al-Naftali, head of Iraq’s Christian Endowment Group.</p> <p>"We have recorded a 213% increase in normal departures since the church massacre. It is not a slow, or steady exodus – it is a rapid one."</p> <p>The large numbers of families looking for refuge in Iraq’s Kurdish north have been drawn there by the region’s president, Massoud Barazani, who last month pledged to protect and shelter them.</p> <p>Iraq’s central government has also increased security around churches and Christian enclaves.</p> <p>"The Iraqi government has reiterated its commitment to increase the protection of places of worship," the UN said. "While overall civilian casualties are lower this year than last, it appears that minority groups are increasingly susceptible to threats and attacks."</p> <p>The exodus has sparked widespread concern among Christian communities elsewhere in the Middle East, such as Lebanon and Egypt, where they enjoy freedom, but are apprehensive about declining demographic balance.</p> <p>"The Christians in general in the broader Middle East are not really secured and feel a kind of uncertainty all over the Islamic world," said Amin Gemayel, a former president of Lebanon and patriarch of the country’s largest Christian bloc.</p> <p>"Unfortunately there is a kind of unconsciousness among the Muslim leaders," he said in an interview with the Guardian. "Even among the moderates we don’t feel an effective reaction or see initiatives to stop this kind of behaviour," he added, referring to attacks by extremists.</p> <p>"This is very negative for the Muslim world. The Christians bring a lot to the region. Signatories of the letter included Prince Ghazi bin Muhammad bin Talal of Jordan and representatives of the World Council of Churches.</p> <p>They said the attack was an “inhumane” act that “contradicts all religious teachings and Middle Eastern culture that enabled people to coexist for many centuries”.</p> <p>They called on the UN Security Council and Iraqi officials to put an end to terrorist attacks “aimed at degrading Iraqi people … and defiling Christian and Islamic sacred places”.</p> <p>The Islamic State of Iraq, the group which claimed responsibility for the attack, has threatened to continue targeting Christians. It says it attacked the church in retaliation for the supposed detention of two women converts to Islam by the Coptic Church in Egypt.</p> <p>According to the Associated Press, the Church’s head, Pope Shenouda III, said God had turned the attack to good by creating sympathy for his church.</p> <p>Christians who turned up to St Mark’s Cathedral in Cairo for Wednesday’s service were made to pass through metal detectors before being allowed in.</p> <p>Addressing the congregation, Shenouda said: “God either prevents evil or turns it to good. Affirming that everything turns to good, the message that reached us brought sympathy for us from the Noble Al-Azhar [a revered institution of higher learning in Egypt] and from many writers and journalists and the interior ministry and police.”</p> <p>In Iraq, armed security guards have been placed outside some churches after last Sunday’s attack.</p> </blockquote> <p><a Iraqi refugee to return home, given the levels of violence in the country. But unable to support their families abroad, some are taking that decision. </p> <p>The risks are substantial: According to a survey by the UN Refugee Agency (UNHCR), 61 percent of Iraqi asylum-seekers who have returned home have regretted it, citing the astonishing levels of insecurity. </p> <p>Umm Hassan (not her real name) fled to Amman, Jordan with her children to escape the war, but unable to support her family, returned home last year. She was back in Amman nine months later . “The situation was unbearable in Baghdad. It was so dangerous, there were explosions, and we had no source of income there either. We stayed at various relatives’ houses while I had no way to provide for my children. In the end we decided to come back to Jordan again, though we knew things would be hard,” she told IRIN in a telephone interview. </p> <p>UNHCR estimates there are 1.78 million Iraqi refugees – the second-largest refugee group in the world – and has registered 207,639. The overwhelming majority have sought refuge in neighbouring Syria and Jordan, with a significant proportion in Lebanon and Egypt. </p> <p>The problem is “Iraqis do not have the right to work in host countries, and those who do are immersed in the informal economy,” said Asma Al-Haidari, a Jordan-based human rights activist. Of the four main countries of asylum, only Egypt has signed the UN Convention Relating to the Status of Refugees, which guarantees the right to work for legally recognized refugees. In Syria and Jordan, Iraqis are considered “guests”. </p> <p>Only documented refugees are entitled to a small financial package from UNHCR – most are not registered. With restrictions on the right to work and savings exhausted, Iraqis are pushed into poverty and trying to make ends meet in the informal economy. “It is purely as a result of their desperation that some Iraqis are voluntarily returning to Iraq,” said Al-Haidari. </p> <p>“Some progress has been made with guaranteeing Iraqi refugees basic services such as access to primary education and health care in Syria and Jordan,” said Hana Al-Bayaty, coordinator of the Cairo-based Iraqi International Initiative on Refugees. </p> <h3>Education </h3> <p>But there are no guarantees on access to free secondary and higher education in host countries, whose educational systems are already under strain. That can act as a further inducement for people to choose to return, particularly for middle class families that have traditionally valued education. </p> <p>“My elder daughter is a lawyer, and my son has just graduated from a professional academy whose fees have put us all in debt. Neither of them can work, and I cannot see the light at the end of the tunnel,” said Umm Hassan, a widow. “We have difficulties meeting our most basic needs. But we have nowhere to go.” </p> <p>UNHCR has counted 19,530 individuals and 4,200 families who have chosen to return to Iraq between January and September this year. The Refugee Agency currently discourages returnees to Iraq, and in particular Baghdad, due to the insecurity, but the majority are heading to the city. </p> <p>Economic opportunities for returnees are also limited. In the UNHCR survey, 87 percent said they were currently unable to cover their families’ needs, while 11 percent cited poor economic conditions and unemployment as reasons for not returning to their former homes and neighbourhoods. </p> <p>Most returnees to the Baghdad districts of Karkh and Resafa have not gone back to their original homes, but rather are staying with relatives, friends or in rented accommodation, mainly as a result of ongoing fears of persecution. </p> <p>According to Al-Bayaty, a sizeable number of returnees are living in squats in old public buildings. “Many refugees’ homes are occupied, either by organized militias or individual families. Returning refugees therefore generally become internally displaced persons.” </p> <p>Iraq already has 1.5 million displaced persons, including 500,000 in settlements or camp-like conditions. </p>
