Part of the problem has been neglect of the poor-too little or the wrong kind of government support from Jakarta and Jayapura. A major factor in this is the extraordinarily high cost of delivering goods and services to large numbers of isolated communities, in the absence of a developed road or river network (the latter in contrast to Kalimantan) providing access to the interior and the highlands (Garnaut and Manning 1974; Manning and Rumbiak 1991). Intermittent political and military conflict and tight security controls have also contributed to the problem (McGibbon 2006), but with the exception of some border regions and a few pockets in the highlands, this has not been the main factor contributing to underdevelopment. This chapter outlines the important political, social and economic developments that have occurred in Papua since the collapse of Soeharto's New Order administration. It sets the stage for the discussion of development policies that follows in Chapter 3. 1 Called West Irian when formally annexed by Indonesia in 1969, the province was renamed Irian Jaya in 1973 and Papua in 2001. Although it is currently divided into two provinces, Papua and West Papua, in this chapter we define Papua to include both provinces. Because it seems that the commitment of the indigenous Papuans to accept the special autonomy is not united among the indigenous Papuans themselves, because the views or attitudes of the Papuan people towards special autonomy differ from their views on accepting the special autonomy. The views of the community include: Positive views, negative views and neutral views. From this view, every protracted conflict arises in the life of the indigenous Papuan people themselves. The existence of special autonomy cannot be a solution for Papua. Even the special autonomy that has been running for 25 years has become part of the conflict in Papua. In fact, the political intention of Law No. 21 of 2001 is to address the four root causes of problems that afflict Papua, namely the failure of development, marginalization and discrimination of indigenous Papuans, state violence and allegations of human rights violations, as well as the history and political status of the Papua region. In connection with the hectic expansion of regions in Papua, for the elite the issue of the division of the Province is like two coins, on the one hand the issue of expansion is a space for the struggle for power relations, namely the space to maintain the legalization of the government over itself and its ethnicity base through the control of the legislative and executive seats. The roots of the poor and unequal development in the Province of Papua become evident when quantitative data from 1961 and 1962 produced by the government of Netherlands New Guinea are compared with recent human development indicators and indices developed by the Central Bureau of Statistics (BPS: Badan Pusat Statistik), the National Development Planning Agency (BAPPENAS), and the United Nations Development Program Indonesia. The vast variation in human development between urban and rural areas, among regions, and between Papuans and non-Papuans clearly reveals the effects of weak education and health services for rural communities, the preference given to immigrants for manual labor jobs, and the marginalization of Papuans in business ventures at all scales. Thirty-three years of highly centralized New Order governance (1965–1998) has led to widespread feelings of dispossession, a spate of tensions with respect to natural resource extraction projects, a generally low level of educational achievement, limited chances on the job market for most Papuans, and the hampering of delivery of medical services and related efforts aimed at preventing the spread of HIV/AIDS. Six years later, the Indonesian government held the controversial “Act of Free Choice” that led to the territory’s official integration into the Republic of Indonesia. While West Papuan nationalists argue that the “Act of Free Choice” was a fraudulent process undertaken with the tacit agreement of the international community that denied them the right to self-determination, successive Indonesian governments have considered the Act binding and legal and rejected any possibility of West Papuan self-determination. The chapter begins with an overview of West Papua’s integration into the Dutch East Indies and early Dutch policy in relation to the territory. This is followed by a discussion on the conflict between Indonesia and the Netherlands over the future and status of West Papua.
